A coarse proxy for working together; the archive does NOT capture individual ballots on voice votes, so this is intentionally a co-occurrence count, not a "loyalty score".

Voting together, by seat

How often each pair of City Council seats voted the same way (both yes or both no) on the 187 divided Council votes in the City's minutes from 2016-02-09 to 2026-09-22. A divided vote is one where at least one member voted no; on unanimous votes every pair agrees, so they are left out.

Each cell: the share of divided votes on which both seats voted the same way, and how many divided votes both seats took part in. A seat's member is whoever held it on the meeting date, from the council roster.

Voting together: members and seats

How often each Mayor or Council member voted the same way as whoever held each seat, on the 187 divided Council votes in the City's minutes from February 9, 2016 to September 22, 2026. A member's row pools every divided vote they cast, in whichever seat they held at the time.

Each cell: the share of divided votes on which the member and the holder of that seat both voted and voted the same way (both yes or both no), and how many such votes there were. "Own seat": the member held that seat for all of their divided votes. “–”: fewer than 15 divided votes in common, with the count shown. The years beside each name are the years of their divided votes in this set, not their full terms.

Votes: City Council motions (procedural ones left out) in the City's minutes, where the minutes name at least one "no" vote. Set aside: 2 votes whose named votes did not match the printed tally; 1 taken on a swearing-in day; 2 where the minutes print a result and names that do not agree. Each member's vote: "no" as named; "yes" as named or, where only the no votes are named, every seated member not otherwise listed, used only when the counts match the printed tally. A member compared with a seat they themselves held at the time is left out of that comparison. The figure counts matching yes and no votes only.

Unanimous Council votes by year

The share of City Council motions each year on which no member voted no, from the vote count the City's minutes print with each motion. It measures agreement among the Council members on recorded votes, not agreement among residents.

Motions: City Council motions in the City's minutes as read by CocoaCivic, procedural motions such as adjourning left out. Meetings: sets of minutes with at least one non-procedural Council motion (a special and a regular meeting on the same day count separately); meetings with no published minutes (recording-only meetings) are not included. Unanimous or not: from the vote count printed with the motion; a motion is unanimous when no member voted no (absent, abstaining or recused members do not count either way). Where no count is printed, the named yes and no votes are used; where neither is printed, the motion is left out ("No count printed"). A count or the names are used as printed even where the minutes print no result word (the page says "result not printed; worked out from the count"); a vote whose printed result and printed names do not agree is left out, and so is a motion on which the minutes' text says a member recused while the printed ballot lists that member voting ("The minutes disagree").

What it does not show: disagreement that never reaches a vote (motions withdrawn, tabled, amended, or dying for lack of a second), and how many items one vote covers (a consent agenda approves many items in one motion).
