Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
547 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 27 voices separated from the audio.
54 short machine repair(s) (72 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.6% of 21,461 content words.
Dotted words (460 places) are ordinary wording differences: hover or tap to see the other reading.
547 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:26:50 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay? So this is the culmination of five weeks of sacrifice and knowing what it means to be a public servant. They gave up time at the beach and sleeping in to come up here and work across departments, the leisure services, the city manager's office, IT, the warehouse, utilities and water field operations,

My name is Katie Peterson. I'm one of the partners at Merchant McIntyre along with Brent Merchant and Mark McIntyre. And I'm joined today by my colleague Fiona McLeod, who's one of our senior government relations associates. She's responsible for managing the day-to-day work between our two teams. We'll be brief in our remarks today. We're really looking forward to highlighting the work we've completed over the past six months, and we still have a long way to go. We'll provide an update on where the city's federal funding portfolio stands today and where we see the strongest opportunities moving forward for the city at the federal level. And before we kick off, I wanted to briefly mention how much we've enjoyed the chance to get to know members of city staff, Samantha and Gregory in particular. We've worked with ‸ Chief Collier and Chief Moore on some fire and police grants. You guys know this, but if it helps to hear an additional perspective, you have an outstanding team at the city, and we're very privileged to be working together. Very briefly,

made the long journey. And it's a home game for me, too, even though I've been in D.C. for 15 years. I grew up in Melbourne. I went to Suntree Elementary, Delora Middle School, Satellite High. Don't hold it against me.

I'm going to get dinner with them after this. So, though I'm based in D.C., I want you to know you've got the hometown team advocating for you in D.C., you bet. A little bit more about the firm. I'll be quick. Based in D.C., we are a federal government relations firm focused solely on federal funding. Unlike firms that focus solely on lobbying or solely on grants or solely on grants compliance, with Merchant McIntyre, we address all three of those scopes under one contract for the city.
Flag: words only one machine reading has (possibly not said) · 00:19:05–00:19:09 · unresolved: the words are not shown (unclear audio); listen to the recording
So, that means we're not only tracking appropriations, legislation on behalf of y'all, but also actively working to track grant programs, appropriations, requests for the city.
‸ Just wanted to provide a little bit of context. We've got clients all over the country, but our Florida clients getting a little extra love from me at least. So, as I mentioned, early in our partnership back in January, we set out to learn as much as possible about the city. Your strategic planning process, your capital improvement plan, other priority projects that you have ongoing. From that, we developed a tailored federal funding strategy unique to the city of Cocoa.
So, you'll see on this slide, we distilled it down into three sort of organizing principles. This is by no mean non-exhausted. They're not to say if something's not on this list of surface transportation, economic and community development, or public safety, that is not important, or that there's not federal funding for it. But, you know, ‸ to use an overused consultant phrase, we can't boil the ocean here. So, I think having a really distilled strategy, that's not to say we don't explore opportunities in other areas, but as we go through the annual process of tracking legislation and the federal budget, these have been our organizing principles in the different departments we've been working with. This also has the added benefit of aligning very well with current administration and congressional priorities that are set each year by the administration, whoever's in the White House, and Congress,
Flag: words were replaced by a machine repair · 00:20:40–00:20:40 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
It's not a static moment in time in January 2026, where we met with all of you and learned about the city. As you'll see in subsequent slides, we're meeting with Samantha and Gregory and others on a biweekly basis. So, even though we're in DC, or Coco,
but one of the things we want to highlight is our collaborative process. We know cities of your size, cities, counties have a variety of vendors and contractors with whom they can partner. What we think really differentiates Merchant McIntyre is our collaboration. I might have a Merchant McIntyre email address, but when I'm on Capitol Hill, when I'm emailing with Senator Scott's staff on your behalf, I'm acting as a representative of the city, and I feel strongly about that task. We want to represent you well. We want to leverage the relationships we have in DC on your behalf, also positioning you as successfully as possible. So, you'll see from the workflow over the last six months, we've kind of evolved from this resource inventory, the first few weeks and months of getting to know each other, developing that strategy and grants grid that Fiona will talk about in a moment. From there, once we presented the strategy, we've been conducting, you know, essentially bi-weekly calls with city departments to make sure that we always have the latest and greatest information about projects. I'd also like to commend their participation in the project. Federal grants are no fun. They're onerous, they're complicated, they're highly competitive, and you need a lot of data and information. And your team has been excellent about partnering with us. You know, I wish more than anything the federal government would move more quickly, but unfortunately, it's a process, not a magic show. And it takes a lot of hard work, and it's often iterative. Sometimes you apply for a grant one, two, three times before you're ultimately successful. We also continuously forecast upcoming federal opportunities. So, as I mentioned at the beginning of my remarks, we are tracking the federal budget making process from start to finish.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:22:49–00:22:53 · unresolved: the words are not shown (unclear audio); listen to the recording
in this room. We want to hear from folks in, you know, real America and real communities and what you actually need and informing that back in through congressional engagement. And
so that we have three, six, nine, twelve months to prepare for a grant versus 30 days once it's posted online for all to see. So, that's ‸ been our process thus far. I'll turn it now over to Fiona to describe a little bit more of the nitty gritty.
before too long. But I do want her to ‸ describe sort of our guiding documents, how we're forecasting grant opportunities specific to the city. And then also, even in the first six months, we've been fortunate to submit a number of grants that are currently pending before a number of federal agencies. So, with that, Fiona, I'll turn it over to you. Don't be alarmed by how this came out. But this is our federal grants grid and sort of the matrix and dashboard that we use to inform our work together. Fiona.
Thanks, Katie. And interestingly enough, this is not actually the entire document. It would not even fit on a screenshot. So, this is what we call our federal grants
Flag: words were replaced by a machine repair · 00:24:20–00:24:20 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
It's the first major deliverable that Merchant McIntyre offers to any new client. Now, this is largely informed by the resource inventory process as well as our forecasting process. We have distilled agency budgets, federal appropriations down into key areas that we know they're going to see funding opportunities. And we try to match that with what you all have said that you needed for your city. So, while we have three priority areas for funding, surface transportation, community and economic development, and public safety, this is a more comprehensive, exhaustive list of everything we see the city could be available eligible for, excuse me, including water and wastewater, parks and recreation, community development, and so much more. So, this list is a living and breathing document that is updated weekly to quarterly that we go through, go over in our calls with Samantha and Gregory, just to make sure that we are understanding everything that you're wanting to do as it's changing, as it's evolving, and that we can be responsive to that.
Yeah, the only thing I'd add to that, Fiona, is y'all are getting real-time information, essentially, directly from Congress and the administration on what grants are available.
exaggerate to make a point, putting it on a slide to show how dense it is. We're really able to track across the entire federal government opportunities that you should be tracking and helping you prioritize. None of us will survive applying for every federal grant on this list in a single year. So, we help kind of move the chess pieces around to make you as successful as possible.
Thank you, Katie. So, as we mentioned previously, we currently have two grants that are pending at the federal level. So, I'll go through both of those and then discuss a current grant that we're working on now. So, the city was allocated

pending. We should know about that later this summer. More recently, we submitted a $2.3 million grant through FEMA's SAFER, which is Staffing for Adequate Fire and Emergency Response. If awarded, this funding would allow the fire department to hire 12 additional firefighters, bringing the department into compliance,
and just increasing the wellness of the fire department as a whole. So, we're very excited to see the outcome of that one, which again, we should see later on this year. We are currently working on a grant with the Department of Justice called the

side. So, we just covered grants. These are competitive grants that you submit an application to a federal ‸ agency. For those of you, I know in Florida, earmarks are a well-known quantity in Tallahassee.
So, ‸ individual members of Congress were able to submit specific projects on behalf of their constituents again, beginning about five years ago. Y'all enjoy a fantastic relationship with Congressman
been very good to you in the past with these projects. In fact, the sewer de septic earmark that was funded at $1.25 million last year, we're currently helping Samantha and team draw that down. So, you still do have to go through a little bit of a process on the back end to access the dollars. So, we're working through that as well. And then this year, for the budget currently under consideration for

and fire station expansion and development at $2 million in their respective house appropriation bills. I could really get into the weeds about all the different tracks it has to go to, but headline is thumbs up. That's good news. We'll keep tracking the budget for y'all. In addition to that, you guys have fantastic local relationships with local staff for Congressman Herodopoulos and your two senators. We have great relationships with their DC policy staff. So, as little issues or questions bubble up, we've been able to engage on your behalf ‸ and get really quick responses, whether it be from
Can we get a letter of support for XYZ? So, we've been working to build those relationships. It's always easier to ask someone for something if the last five times you interacted with them, you haven't also asked them for something. So, we also like to just generally keep them apprised of all the great work you're doing.
A couple of exciting upcoming opportunities are with the Economic Development Administration. So, this is through the Department of Commerce. This is a grant for which the city is not typically eligible for, but whenever there's a federally declared disaster, much like you see on the FEMA side, the Economic Development Administration also releases disaster relief funds that can be used for any number of economic development priorities. So, I would say something within the very nascent stages of working through this. But we know the community center is a huge priority for the community, a huge community asset. So, we're actively trying to identify dollars to enhance that asset. There's a number of different federal nexuses, whether it's business, workforce development, healthcare, to use that building as a community asset and get federal funding to do so.

And they can be used for construction and renovation. Most federal grants skew a little more programmatic. So, whenever we see money for bricks and mortar, we like to run towards that. So, excited for EDA later this year. And then finally, back to Capitol Hill. Currently, the House Transportation and Infrastructure Committee is starting deliberations around surface transportation reauthorization. During COVID, we saw unprecedented infrastructure funding through the Bipartisan Infrastructure Law, Inflation Reduction Act, IIJA. Those programs were all authorized for five years. And believe it or not, five years has come and gone. They enjoy bipartisan support. So, we're hopeful that a lot of

make an argument that it's historic. Yes and no. I don't know the answer off the top of my head, not knowing the project. But we do have other clients, whether it's on a national register and depending on the use case for what you want to use it for, much like the community center. If it has a purely recreational or purely, you know, they really want to show some community benefits. ‸ I'd love to explore that further and learn more about that because we definitely historic civic centers, courthouses, theaters, that type of thing can get some traction federally. Thank you. Yeah, absolutely.

know one of my friends down in Belle Glade, they are pushing heavy for stormwater projects in the underserved communities for those homes that were built, you know, 30, 40, 50 years ago.
Yeah, absolutely. And even, you know, one of the challenges can be is often you have multiple projects or priorities that can be eligible for the same grant program. So that's where we have to prioritize. I would say for environmental justice, that type of language is being de-emphasized right now. But the mission remains the same about taking underserved communities, aging infrastructure and building it back up to be more resilient moving forward. I've personally done a lot of work in South Florida in this regard.
I'll say it's a double edged sword. If you just look at the strict numbers and I don't want to tell you something about your community, sometimes an income level.
what you see on paper for a city might not create an eligibility. We were just talking about it before this meeting. Like, are you rural by population, but you're too close to Melbourne or Titusville or your income level is considered too high. So we have to look through eligibility for every single federal grant. I don't want to get someone excited about a grant and then look buried on page 42 out of 100. Oh,
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:35:27–00:35:32 · unresolved: the words are not shown (unclear audio); listen to the recording
Yeah. That's a great question. So not nearly in as robust or regimented as a way as we do on the federal side. I will say because of how large the state of Florida is, a lot of your grant programs function a little bit more familiarly to a federal system. So we do track a lot of state grants. And then what's called the federal pass through grant.
federal agency will formula fund and say, Florida, you get a billion or 50 million for X, Y, Z. And you can apply to that money. We support clients all the time with private and foundation grants. What I will be candid about is we don't track them the way. So if you have something come across your desk and say, hey, I'd love M.M. to evaluate this. I think we should apply for this. We can throw one of our grant writers on it. That is part of our scope. But they're not going to probably be on the grants grid and we're not tracking them with the rigor with which we're tracking federal grants for you, if that makes sense. Perfect. So, yes, we can help. But the information would kind of have to come from y'all.
And just to add to that, too, we have Greg Browder. I think you've met him. He's our economic development specialist. He also tracks those. So we have we're set up through Florida League of

I believe she's going to share that. So I just wanted to relay that to you. And then on July 4th, I was listening to the same Catholic radio and someone mentioned about this is the land of opportunity, which also has unity in it. Be great. Um, recently attended the Florida public pension trustee association conference in Orlando. There was a couple folks, uh, Jeff and Lauren staff members for the Florida League of Cities.
they gave us some information on what they're going to be doing between now and November's vote. As far as informing the local, uh, associations, police, fire, sheriff's associations about this upcoming vote.

You have two churches, actually three churches in the area. Um, and so a lot of these, um, safety measures seem like it's an overbearing, but at the same time, if something bad happens and then we'll be crying about why we didn't do something. And so I just don't want to wait till that happens. I really want to try to be proactive, um, in whatever measure that may be.
Um, so we've done some things to try to slow, slow traffic down and get people in the right line, but we still have some major issues. So I think that's what PD came into play. I made a phone call to chief as well about some of these same issues and he's gonna, um, you know, see ‸ that, you know, work on that problem. So I just, I'm glad the citizens are stepping up, talking about it. So that's all.
