City of Cocoa — official records
CivicClerk meeting portal
cocoafl.portal.civicclerk.com ↗
— the City's public meeting portal. Its agenda and meeting data are served by a data service at cocoafl.api.civicclerk.com (not a web page), which is what this site reads.
We pull events, agenda PDFs and recording stream URLs from it. This is not done on a promised schedule, and it can be paused.
City of Cocoa website
cocoafl.gov ↗
— the official city website. We read the iCal feed at
/common/modules/iCalendar/iCalendar.aspx?catID=28&feed=calendar for upcoming-meeting
scheduling. We do not scrape the website's HTML.
YouTube — City of Cocoa channel
Council meetings are streamed live on the city's YouTube channel ↗ and remain available afterward. Recordings from the channel are collected and transcribed when the collection jobs run (see Update frequency below).
Regional news coverage
For outside-of-meeting context — residents quoted, regional framing, journalistic analysis — we ingest articles from public news outlets. The articles are linked, not republished; we keep a brief excerpt for the search index and direct readers to the original outlet for the full article.
Outlets currently in the corpus include:
- Florida Today
- Space Coast Daily
- Click Orlando / WKMG
- City of Cocoa press releases
- Brevard County news outlets
- Internet Archive Wayback snapshots (for deleted/moved articles)
What we do NOT pull from
- Private communications (no email, no Slack, no internal memos).
- Social media (no Facebook, X, Nextdoor).
- Anything behind a paywall or login.
- Anything that would require a public-records request to access — we don't ourselves request anything.
Update frequency
- Meetings, agendas, minutes and recordings — collected from the City's portals and its YouTube channel when the collection jobs run. There is no promised schedule, and the jobs can be paused. A page can be behind what the City has posted.
- Machine transcripts — made after a recording is collected. No turnaround time is promised, and a transcript is unverified.
- Structured datasets (the JSON/CSV API) — no promised schedule. They can lag the pages, and a dataset can be empty;
a response from the API gives its row count (
total).
Entity graph
The site keeps a registry of people, roster seats and meetings, with links where a vote or money record names a person. The counts below are what the registry held at its last build; its meeting count can differ from the meetings tracked elsewhere on the site. A kind of entry with no rows is not listed.
Mention edges are co-occurrence facts only — the graph records who appeared with whom in the public record, never a relationship label.
