Votes on the recording (machine transcript — minutes not yet available)
The City has not posted minutes for this meeting. A stretch below is the machine transcript around a point where a vote appears to have been called. It is not the City's record, it can be wrong, it says nothing about the result or who voted beyond its own words, and names are not shown because the machine transcript can mishear them. Listen to confirm. The minutes' record replaces these when the minutes are posted.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
634 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
51 short machine repair(s) (58 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.2% of 25,273 content words.
Dotted words (835 places) are ordinary wording differences: hover or tap to see the other reading.
634 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:23:15 (713 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

sir, the floor is yours. Thank you, Mr. Mayor. As you said, this is the final budget hearing, and this is a process that's prescribed by Florida statutes there.
so every city, every county is going through the same process with regards to budget development. The city charter requires me to present to the city council a balanced budget proposal, and I did that back in July. And so

Just for protocol, please, council members, if you have a question, please raise your hand so I can acknowledge you and write it down on the paper. So we do not catch anyone like mid-sentence, and I'll let you address your concerns. The floor is yours. Thank you, Mr. City Manager. The floor is yours, Mrs. Bowman.
Thank you, Mr. Mayor. As you stated, this is the final budget hearing for fiscal year 2027. And of course, with trim statutes, we have a couple steps to take at this meeting. The first step is going to be to adopt the millage rate. Right now, the

The fiscal year budget assumes the millage rate of 6.9532, and the avalorum revenue is budgeted at 95%. Statute says we have to budget at least 95% in avalorum revenue. And then, secondly, we're going to adopt the fiscal year budget. So first, I'm going to take you through information on the millage rate and let you decide on the millage rate, get public input, take a vote. And then, ‸ secondly, we'll go through the budget and, again, public input and take a vote on that. So, as a reminder for council, the requirements for voting changed this ‸ year with the new statute July 1st.

city council. So, the objectives of this hearing is to adopt the final millage rate, as I stated, and adopt the final budget. As you stated a little while ago, Mayor, the city must have a balanced budget that's approved by council to move forward in fiscal year 2026, subject to, if it's not, then there's different requirements under the Florida statutes.
2026, in the Florida today. So, this is a slide showing you the comparative rates. As you can see, at the 6.9532 mils, we're about in the middle with the other cities in the county. But with that,

the person would be paying $2,821.98. But with all the proposed amounts of money, millage rates for all the different taxing districts, the person's bill is actually going to go up, regardless
Flag: numbers, amounts, negation or names differ between the machine readings · 00:09:52–00:09:54 · unresolved: the words are not shown (unclear audio); listen to the recording
It'll go up about $14, $13, $14 for the entire year. And that is because these other taxing districts ‸ are independent, so they can decide what they want to do with their own millage rates. And of interest, if you'll look at, this doesn't seem to work, but about the fifth line down,

you can see that that's a millage rate that goes up without any input, or without any ability of the City Council to affect that rate there. And so, that is the Special Recreation District millage or tax that was voted in in 1971.
I was going to say, this is an average. So, on average, the person's bill is going to go up. Everybody's bill is different. Some people are going to have a tax reduction. It's dependent upon their proposed assessed values of their property and their exemptions. Everyone has a different scenario. So, some people's bills will go up, some will go down,

in comparison to the ‸ other cities. Again, that's bolstered by those Interfund transfers from the utility fund and the stormwater fund. If those transfers were in there, we'd be at about $25 million,

be had at this particular meeting. And just to remind Council, the rollback rate is taking what our current tax roll is and backing out the growth that's related to new construction and having us get a rate that has us collecting the same amount of revenue from Avalorum as we did last year.
So, at that, this rate is a 1.29% increase over the rollback rate, the 6.9532 mils, which is what the budget was developed with. And this increase is needed to fund essential service costs, mandatory or critical capital ‸ equipment, salaries and benefits, to absorb inflationary costs.

And that does include a millage rate of 6.9532 mils. So, in short, all those numbers are developed with a millage rate of 6.9532 mils. So, this is a slide that looks at general fund revenue by funding source.

heavily dependent general fund is on those transfers, in addition to the ‸ amount of the $58 million ‸ that the utility fund contributes to general fund. So, at this time, I'd like to make a public announcement that the city of Cocoa is the taxing authority,

2026 millage rate. ‸ This ‸ announcement is in accordance with trim statutes. This shows you, as you know, we have a consultant who develops a fiscal sustainability for general fund every year, takes the historical financial information, and then takes the budget and projects out to make sure that the city is going to be sustainable, that we're going to stay above fund balance.
And in fiscal year 31, we're below that reserve line. And it also shows in that red bar there that we would have to issue debt for capital funding. And that capital funding is a new fire station, which we're anticipating we have to build due to the growth in the city out west, so that call times and response times are within the requirements for the fire department. This slide situation came up recently.

competitive it is in terms of the recruiting and the retention environment there. And again, the point of this slide will be that we're still competing against all the other cities around here for pay raises there.
Okay. So there's been discussion at the tentative hearing regarding millage rate options and whether it's rollback rate or the 6.9532, which is the current millage rate. Really, council has a choice anywhere, anywhere they want to land, essentially.

But if council decided to stay at the current rate, it would remain, we wouldn't have any revenue lost based on the way the budget was built. So at this point in time.
So at this point in time, council can take comments from the public and then we'll proceed with the discussion on the millage rate and just on the millage rate at this point in the presentation.

Um, I wanted to go back to, uh, what is this, the third or fourth slide, the comparative city rates? Yeah. There it is. Yeah. So we have, the county overall, Brevard County municipalities have done pretty well, as have we.

course, is going up. It's the only one that's going up. Actually they voted down too. And the other ones, uh, Satellite Beach is staying the same, but all the others are going down. and I'm a proponent of rolling it back but I'd like to spend a few minutes sort of sharing my ‸ thoughts on on the on the topic the first is over my career I've been in many many budget battles very tough battles they get the way they get and And sometimes they're tough because you have good people on different sides of an issue trying to figure it out
issue and they're good people and so I think it's really important that everybody realizes that, one, everybody up here is a volunteer. If you're on a council, you're basically volunteering. And you are volunteering to serve your community and do the best you can to make the best decision you can, given what's what's in front of you. And in many times, you know, good people can land on different sides of ‸ that issue and so that's probably happening tonight but you know I hope everybody keeps that in context the second thing I'd like to say is I don't have a lot of government experience I have a lot of business experience I have a lot of experience with years when you can put lots of things in your budget I have years when
the end of the year before you lose it I've had years where you don't have enough money and you got to go through miserable exercises of cutting things
like. You don't like to be in a room like this trying to figure out major impacts to budgets. Today is not one of those days. And so for perspective, this

know what it is, but it's it's a number that it's pretty much rounds to zero. And so in the business world, you just line that out and you move on because that's nothing. That's

nothing in the world I live in and so and so wherever this thing lands the city manager and the team are going to be able to very effectively manage the rollback number if that's what it ends up being I think there'll be plenty of opportunity for them to manage the budget going forward. And ‸ if there's not, there are easy ways for the city manager to come forward and ask for more money

a big reserve for those emergency situations. Not only do we have a big reserve, and I'm happy about this, we have a bigger reserve than any other municipality in the county. So, you know, we have a really good situation. Everyone here should feel very confident in coco and our ability to to get through a storm. um So, and this, like I said, this is a very small amount. So the
a principle here that we always raise, that we always, why do we have a council then? Because the idea is that ‸ we set policy, that a budget is brought to us for approval. Why even have a council then? Why don't we just hire a city manager and, you know, we really don't need a council because this is the most important thing we do. um So, again, we've been here eight years. There's never been a year better. And this is a very small amount, doesn't touch services, doesn't touch equipment, and we're sitting in a very good position.

the beginning of fiscal year 25. So anytime we have emergency costs related to a hurricane or ‸ some other disastrous event, that is not budgeted. And usually we don't know what that cost is until we start to get some final type numbers. And then
Public Works, the claw truck broke to where it couldn't be fixed anymore. And we had hoped that it would limp along further and it didn't. So we needed to use fund balance for that particular thing.
set aside money. And sometimes when the costs come in and you go back and forth with FEMA, they come back and say you owe us money. And so we actually had to pay them back $15,000 last year. So if we spent everything, all this money in the fiscal year 25, the fund balance would have been decreased by $12 million instead of growing 2.7. So ‸ fiscal year 2026, the year ends next week. I don't know what the final numbers are going to be as far as whether we're going to put money in or take money out or how much that is there. It's dynamic.

PO was issued, but they didn't finish the project might be some capital projects that are still carrying forward from the previous year. And then again, council was presented with fund balance information as part of the closeout of the financial statements. They assigned fund balance for the different things on there. And then again, there was unexpected costs. So the dispatch, as you all know, council approved that recently within the last two or three months. And so we had to pay for the dispatch equipment to be transferred. Didn't plan on that at the beginning of the fiscal year.

We have a question. I got a quick question. Yeah, the one time technical incident wasn't some of that covered by insurance. This is our cost. That's our cost over and above the insurance.
Then this is the budget by department. As you can see, the police department consumes the biggest part of the budget, which is 23.2% of it. Public works, there's some equipment as we're going to discuss in a minute. Some of the equipment needs that they have. So that's why they have an increase in their budget in this fiscal year. Next highest department is the fire department. They did a good job this year. They reduced their budget by $20,000. And then all the other departments. So there was actually a

to try and make the city more secure as a result of that event. This slide shows museum funding. And as you can see, the Leon and Jewel Collins Museum has $56,000 built into the current year's budget.
These are recurring costs that are built into the budget and funded with recurring revenue. Contingency, as we discussed, or the city manager discussed a few minutes ago.

may be next year, but those are things to take into consideration as you discuss utilizing contingency. And yes, the contingency is there. The air conditioners, as you saw
a previous slide, we did use fund balance for that. And it's a balancing act between conserving the contingency when you just started out at the beginning of the year versus reserving your fund balance because you don't know if you're going to get hit with something disastrous like a hurricane. So it's a balancing act of where you're going to get the funding from for these things that come up that you don't plan on.

As. Well. But your. Recommendation. But we set policy. Either we can vote for it. Or have our own. Uh. Input. Excuse me. So it's imperative that you. Make sure you. Clarify your request. Concisely and to the point. And then we will hear from. Before we make a motion on it. Hear from the public. Because I have. A couple cards. ‸ Okay.
Um. I think the. The easiest thing. Well I can't say easiest. But. Um. The item that I would look into. ‸ Is the. The paving initially. Um. I believe that. Public works have deferred. Enough. Over the years that. Um. I believe they're essential to. All of our services.
Or taking. Any vehicle away from them right now. I think. You know it could be. Detrimental to. The response times. And um. Any other projects that we might have. Um. So. I don't. I don't think that's the best way. But. Um. I think paving could be an option. Um. We've increased it from 300 to 500 thousand dollars. Um. So I think it might be prime time to. To look into the street paving.
something that I. I. I. I've been fighting for. Um. That. We always talk about. Um. Equal opportunities. And throughout different. Different districts. Or different. Um. Facilities. Uh. Leon and Jewel College Museum. For example. Does not have an employee at all. We. We also. On the flip side. We also don't necessarily. And correct me if I'm wrong. City manager.
For what that looks like. In the future. Um. But I believe. A start to. To the movement. Of opening up that building. Is. Is an employee. Um. And so. I know we made some cuts. We have to make some cuts today. Regarding that. But. I.

you. I thought that was a very productive discussion. You ‸ got to a great spot on the military as far as I'm concerned. And I appreciate two council members stepping up and out on that topic because I think that greased the wheels to uh to get to uh ‸ consensus. So I thought that was fantastic. The um the other the other thing that i would I would just point to before y'all start talking about line items of cutting the budget, from my experience, which is not government experience, but from my experience, you want to start this conversation on the revenue side, not on the starting to whack stuff side. And maybe there's no opportunity on the revenue side, but you ought to get through that first. Because otherwise,

that's... this This conversation is over. ‸ This conversation is over and you don't have to talk about a dump truck. You don't have to talk about a road. You don't have to talk about your constituents. You don't have to talk about anything. Recognize incremental revenue. And

mean, that's making a lot of money on interest and it's not going anywhere anytime soon. So that's a very safe calculation. You know how much money you have in the bank. You know what the interest rate is going to be charged today. Interest rates are heading higher, not lower. ‸ that's a good thing for this conversation. Take the risk, increase revenue, and get all your projects done. And frankly, what I would do, just to go beyond that, is

They're paid to get nervous. But at the end of the day, you guys need to fight for more revenue in the financials so you're not constantly sitting around this table fighting with each other and and arguing over whose part gets the money. It's sad. And so every year
So you know that's my two cents and and and for me that's the way you fix it. Recognize 700 000 in revenue. Put everything that you presented here today into the budget and get it all done and make everybody here happy who wants to get the projects done.

I may need that as a recurring revenue source to budget for something later on in thethe fiscal year. um I showed you on the slide things that have come up. uh Like I said, it is or it shows up as a recurring revenue source because budgetarily we always need to have our budget balanced against our revenues. We can't go back and say, I want to make a profit. So let me just increase revenue without increasing an expenditure. You could do that. That's a council option, but I don't know that I'm going to get this kind of interest all the time. And
going back to where we were getting almost nothing, it was better to leave the money sitting in the bank account because it was earning more interest than what you could earn. If you were actually actively trying to invest the money as far

general fund. A lot of that money is invested because it's restricted. It's committed. It's reserved according to what the city's policies are. So that money can't be touched. and be conservative with the fiscal, uh ‸ fiscally conservative with the city's money. And so I don't recommend, uh budgeting for something like interest that you don't know if you're going to get it. If we do get it, then we've got money that we can use.

Because we think those are the the two worst fields. Correct. And so so so that's that's happening real time. I think I got to come back to the council for the two fields, but we're not there yet, right?
so so So you have the septic that will will be completed in the next couple of months there. um We already have a contract with the uh with the um with whatever firm to actually re-establish the retention pond discharge uh ditch, I'll call it. And then the four things that we're doing. um And so that that's going to make a difference. Now again, is that a night and day difference? Is that a difference that you can see? I think it is. um Is it the perfect solution? Is it a solution that buys you uh better conditions under a um manageable storm event or rain? You know, a couple of rain weeks there probably is there. But but again, if we have rain like we've been having, you know, it's it's still going to be wet. government agencies, you know, uh the county, their Office of Emergency Management uh actually has the ability to go out for ‸ HMPG uh grant, which is a hazardous mitigation uh grant. um So that may be, uh there may be some opportunity there to collaborate for some funding there. Also, I believe the county has the ability to request grants to acquire land uh for ‸ mitigation of flooding. um So I'm not sure if that was on your purview already, but I wanted to bring that to your attention. um ‸ just looking for ways to make this project actually successful and not just patching it up.
Yeah. And I was going to say that uh the county stormwater division has also been looking at that area about the mud leg At one point they had plans um because they're
yeah and they've they've actually they actually did acquire some property and so so natural resources and acquire some property. I mean, the good, the good thing about being able to do this is that St. John's didn't require permitting to do that. Right, Abby?
because we didn't need the permit from St. John's. And so we, you know, hopefully the contractor will be on site within the next couple of days to actually get that done. And again,
Real quickly again, I wanted to just overstate, uh I think the county has a big stake in this as well. um ‸ that whole residential neighborhood to the right, just from me visiting that park, a lot of the stormwater issues are coming from that neighborhood. It washes directly directly down to the park. Yeah. So, and there's no drainage stormwater.
