Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
490 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 22 voices separated from the audio.
37 short machine repair(s) (42 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.6% of 20,146 content words.
Dotted words (683 places) are ordinary wording differences: hover or tap to see the other reading.
490 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

three amendments as well if you entertain those. The first one is moving 3-2 to 3-1. That's the presentation. Wait a minute. 3-2. What is 3-2? That is the presentation.
Yep. Okay. Moving that up one. Just because I don't really know how long that presentation for the retirement investment performance. I don't know how long that's going to be, but I wanted to get them out. And then the second

Yeah, so if you, you can turn that down a little bit. If you look at the screen, it has some pictures of the two recipients tonight. I've been volunteering at the Sharon Center for Thanksgiving for the last seven years. And not just these two individuals.
have so many great staff members that dedicate their time serving over 120, 130 meals per day for people in our community. So those who live around Aurora, live around Jackson Street, see so many people walking to the Sharon Center because they have a need. They're not going just to go. They're going to get something to eat. And these two individuals are one of the two of the individuals that take their time out to serve. I've really thought about this at Thanksgiving. Just standing there with Chef. Because he was just sitting there.
know what, you know, kind of why are you sitting down, right? He said, because I just enjoy people eating. I like, I enjoy watching people enjoy the food that we took time to prepare. And so he reminded me of my grandmother. My grandmother, that's what she does every year as well. Just serve the community. To serve somebody else is a different kind of human being. You're taking the time and the effort to make sure somebody else feels good. And so I wanted to just bring them up to show them love. Also,

and among others, are perfect examples of what Cocoa is. ‸ Cocoa is all about giving of oneself for the greater good. Sometimes, ‸ I know for a fact, man, the city of Cocoa, especially on our council, we give more than most cities in our county. And we bring in less revenue than majority of them. Thank you, Mr. Mayor. While Mr. Lawyers getting the presentation up, Mr. Justin Bogart with Sage View will be presenting the presentation on the retirement plan. If you will recall, there is a committee, a retirement plan committee that meets quarterly.
one of the requirements of the committee is to present to the city council the things that have been done, changed in the previous year. And in addition to providing you information regarding what types of options the employees have. These are non-FRS retirement options. So it's basically the 457 plan and what types of investments are available under the 457 plan and a couple other retirement plans such as a 401-A. So, Mr. Bogart will present that to you.

for 2025 from my perspective. uh The average attendance, uh we pulled in 72 guests a day. uh This correlates to over 10 000 guests who came through the museum. uh Part of this were 33 docent-led guided tours. These were all volunteers. uh ‸ Of course, I think I had talked to you before. A major win for the museum was getting uh the American Cruise Line excursions. uh They came in, tried us out for uh four excursions last year. course, we had the Senior Expo that pulled quite a few people in. I believe Sam had set that up. Thank you, Sam. uh We also had a butterfly presentation by a retired State Park Ranger who's worked with butterflies his whole life. And then we even went out to the butterfly garden for a release. And so the kids were really into that. And of course, I'm wearing my train shirt because we still do the trains, trains, trains. uh First Saturday of the month, every Saturday in December, which was very popular again for this past December. uh As far as uh you know uh contributions, uh we've had uh within the museum,
we've done 325 volunteer hours. uh Something you may not be aware of is we have the ‸ Space Coast geocachers come in and help us on the trails. So they'll come in uh usually twice a year uh because they like hiding their little goodies out inin the Johnny Johnson trails. So
spent 65 hours with us. And then, uh of course, our butterfly garden, uh which is maintained by the master gardeners out of IFAS. They spent 96 hours keeping that butterfly garden up to up to snuff. so So all in all, I think things were a positive year for the museum. And we look forward uh to uh proceeding. We do have... Out of time.

uh As far as expansion goes, uh the the PhD who has come on board has quite a bit of grant writing experience. uh And so what we're hoping for is that we can uh ‸ basically expand on the educational opportunities. uh you know We have trails. uh So our certified educator, he's an environmental educator. uh So he has some ideas about having, uh uh kind of like Johnny Johnson used to do, take the kids and teach them about the environment. We break it down to a lot more granulated um type of process where we're really trying to pull out how consistent the manager is and being able to outperform their benchmarks, but also how much risk they're taking in order to do that. If you think back over the last couple of years, the markets have been really good. So if you're a manager and you're just shooting for the, you know, shooting for the stars and swinging for home runs every time, it's been a good, it's been a good market to do that. in just, you know, just a three-month period of time. So using risk-adjusted performance is very important to our practice of making sure that we've got good long-term consistent managers for your people to invest in and put their money in and know that they're there. There's a big view on what risk is being taken inside their portfolios. We do a lot of benchmarking as well. This is just a benchmarking of fees. We've got a benchmarking of total cost, record-keeping cost and advisory fees based on a benchmark set of plans that are roughly your size, roughly about 16 million in total plan assets.

The record keeping fees are very benchmarking very low as well, and total plan cost is is right in line with where it should be. So we do that on an annual basis, just to make sure that things are going well, and then typically every three to five years, we're going to go out to the market to review what the market says you know our cost should be, to make sure that it's competitive with the services that we need ‸ that record keeper to provide.

I think it will be in our best interest to do that, but also get citizens input. So we submit some names and she's going to give you information about that, on how to do that, ‸ so that because of the space and because of time ‸ and giving the citizens the opportunity to have input just like we do at public workshops,
And I'm thinking what's best for the community too as well. We can ‸ still submit our names and get input from the community on how they would vote. But I'm going to turn the floor over to Mrs. Singer.

from the community in a mural and you all had chose to select those at the last meeting. So we were coming back to this meeting. I did want to include an option that would also allow for citizen input. ‸ So while yes, having a public process with art is always difficult, but when we have each council member select their five, their top five, we can then take those or their top three, sorry,
we can then take those ‸ 15 names or however many names, if there's duplicates, there may be less, um, than 15. And we will send out a survey that we'll have open for a few weeks and we'll send that out to the public for the public to vote for their options. And then what we can do is bring that back to council with what the public has voted on. And again, ultimately it is still up to council to decide.
be those people. So, um, it's just a way to also incorporate while you guys are selecting the names of the people that are, um, gonna ‸ show up on the mural, you also would then get some public input into the process as well. Um, I think just, we had, uh, discussed the number of people to include. Again, if we include all 15, um, you're, it, it kind of muddles it down, um, and you don't get as much impact. So we are thinking about six individuals. We should narrow it down to about six. Um, and then I think you're going to get the most impact on that mural. You're going to get the most visibility on that mural.
names, um, that's what our ultimate goal is. So there are two options. We can either tonight, you guys option two was for you all to select based on your three names. And then you would have to go through and do a voting process. Um, or we could take all of the names and we can put together a survey and send it out to the public. So those are the options. And I'm happy to answer any questions that you may have.
Flag: words only one machine reading has (possibly not said) · 00:56:52–00:56:53 · unresolved: the words are not shown (unclear audio); listen to the recording
Um, based on the, ‸ the submittal of the community, the citizens, we have a program installed so that duplication will not happen. I mean, you can't vote multiple times just for one device.
Flag: words were replaced by a machine repair · 00:57:13–00:57:14 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
record your IP address when you submit a survey. So each person would only be able to submit on one device. So if you have three devices, my computer and my two phones, I can vote on each device, but I can not vote five, six times on one device. So we would be able to eliminate duplicate votes.

Um, so I think the most important thing for me is, um, not necessarily who I think the most important thing is, um, having information to the community about who this person is.
If he sees a picture of Johnny Smith when he's 17, just a photo, he won't know who he is. Um, ‸ maybe a QR code or something that has that, uh, way that they can get information.

places where they had somewhat of like a, uh, a plaque of some sort saying picture one, two, three, four, five, six. One is Johnny Smith. He was integral in the civil rights movement. Well,
narrow it down to six, so that we have room to include some verbiage as well about the person. Um, and then we can include a QR code. I just, I don't want that to be the only thing because who knows how long QR codes will last.
about the survey, but I know how our surveys sometimes are not effective on certain things. ‸ Depends on the topic, right? Um, and it's still coming back to us as the final decision. Anyway, I also don't want the citizens to make a decision and then we turn right around and the next council meeting after that and we change that up. And so I also don't want to be disingenuous to them as well.
And we can include the instructions, very explicit instructions on the survey that says the ultimate final decision will come back to council. But this is a way just to give them further input into the final decision. So this will help them make that final decision. But

Okay. I just had two quick questions. First one, are we putting out any certain criteria for the council as far as our selections? Um, or it's just names that we,
Flag: numbers, amounts, negation or names differ between the machine readings · 01:01:19–01:01:22 · unresolved: the words are not shown (unclear audio); listen to the recording
Yeah, I was, um, hoping to have it done before the next council meeting so that we could bring those results back to you all at the next council meeting.
keep, we have to design. There's a designer that designs the mural. Um, so one, we have to collect all the information. We have to get it to the designer and then they, we, they give us a 30 day period to do changes. So we'll go back and forth with them on changes for it. And so we just want to give enough time so that we have it ready when the court is installed.
Then, then, I mean, we're taking to the public whatever you come up with a duplicate. It's not counted twice. It's just, just that name once there. So, so again, if you guys had three separate and distinct names, we would come up with 15. Otherwise, it's going to be if you duplicate to something less than 15, we take whatever the total number of different names are to the public.
Flag: words were replaced by a machine repair · 01:03:15–01:03:16 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
anyway, I was going to say, I like the idea of putting our names out for the people to, to vote on and give us their feedback on it. So, um, and I don't have three names, so we are already down on that.

art really needs to be done by an artist. I mean, we have input, but I mean, I'm hoping the designer, um, can take what we have to offer and make it something artistic that people really want to look at and therefore more effective at telling our story. So that's, that's my input. Thank you.
Yes, ma'am. Okay. So you have heard from the troops, ma'am. Um, I think three names, if they, they have the option, if you do not want to submit all three.

um when they do the analysis do they consider because we had this conversation at the last council meeting do they consider the amount of traffic that goes on a street
no the the analysis ‸ the initial condition assessment was made based on two factors and one of which was is called a a pavement condition index and it takes into consideration uh deterioration like cracking rutting things of that nature and so it gets uh an index of number and that's how we prioritize the roadways
okay um that that index will be a result of several factors whether there's a failing sub base uh and it could be due so indirectly it may be related to uh the the the the‸ annual average daily volume on
