Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
498 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 23 voices separated from the audio.
46 short machine repair(s) (58 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.0% of 19,653 content words.
Dotted words (583 places) are ordinary wording differences: hover or tap to see the other reading.
498 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
01:33:50 (7 s) — neither reading has words
02:04:00 (11 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
‸ We have our youth, our greatest possession. They are today's success, but tomorrow's future. We would like to have an invitation by Councilwoman Weeks.

Thank you for the opportunity to be here tonight. It's another year that's passed us by. And since our last uh report last year, a lot's happened in the economy, as you ‸ know, uh just a couple of major themes that I'll highlight and uh I won't go through every bullet point, of course on these slides we had the longest government shutdown in u.s history in the fall as you'll recall A couple of implications from that. uh One, of course, federal workers missed out on some pay for a while. They were uh received that after the the government reopened. Another area, though, was a delay in the calculation and the release of a lot of economic data points. And our economy and economists and market participants rely heavily on a lot of that data. So we missed that for a couple of months. uh So still behind on that. uh We've got some updated information for you this evening. There's going to be a new Fed chair uh in May uh and the president has selected Kevin Warsh, who was actually a previous governor, board governor,

would need to be confirmed by the Senate, of course, but that is the selection from a labor market perspective. We've seen a deterioration of the labor market in recent months, but we've also seen inflation start to drift a little lower after we saw an increase uh
uh fourth quarter should be released by the end of this month. But as we look through the third quarter of 2025, a couple of highlights that I want to mention. so we're looking on the right hand side of the chart in front of you we saw 4.4 percent annualized growth through the third quarter. It was about a percentage point higher than what was expected, so that's good news. The other good news with regard to the economy is that it was led by consumer spending. And if we look for that left hand side, the part‸ me, the right hand side, and
consumer spending picked up with each subsequent quarter. So that's a that is good news. That said, prices remain elevated, and the consumer is certainly stretched with higher prices. So it could be a challenge
Strong spending, strong corporate profits are what really help fuel that GDP figure. We don't really talk about equities, of course. As we manage your portfolio, it's all fixed income. But it's worth noting that you likely ‸ seen a lot of volatility in the equity markets recently. And they've also reached historic highs in the last few days,
It was less than the 70 000 jobs that were expected. But I think more importantly is that we actually had negative job growth for the quarter. That had everything to do. You may recall last year where the Trump administration did eliminate several hundred thousand federal jobs. Those jobs technically didn't roll off the ‸ payrolls until October 1st. So that was a big change there for that fourth quarter. And then more importantly, i'd say
So just I want to highlight that where that likely will be a challenge as we look into 2026. Looking for jobs is becoming much more difficult than we saw in the last few years and that could be a challenge for consumers on the bright side unemployment

favorable. so while we've seen that tick up since the post-COVID years of 23 and 24, we're still below some longer term historical unemployment averages of

want to make sure I mention that we've had in the past, as we always do, that lower inflation doesn't mean lower prices. It just means prices are not increasing as much as they were previously. So that again still likely will be a challenge. When we look at ‸ from a housing perspective, housing represents around a third of the overall costs that we spend

in certain months. So the good news is housing costs are not rising as much as they were. And here in Florida, of course, we've seen a lot of areas really stabilize and even seen a little bit of ‸ downward pressure on prices. Of
that is the uh that's highlighting the number of rate cuts in the overnight investment uh program. And so for 2026, as we go from the top to the bottom of that column in the yellow box, the market's currently pricing in maybe two rate cuts this year. So give us some historical perspective. uh The overnight rate that governs really what you're going to earn in your liquidity investments. And that rate was as high as five and a half percent in 2024.

of that higher level of interest earning opportunities for your liquidity funds, if we look at that overnight rate really over the last 15 years or so, several of those years, that overnight rate was zero to 25 basis points. So we're still well above those low levels and somewhat healthy, uh just not as high as where we were. A couple of years ago. So hopefully the Fed can manage this overnight rate and not bring that down, because that does certainly punish savers when you reduce those overnight rates too low. So overnight rate currently at 3.75 potentially could be a little lower by the end of this year we'll see how that goes

Bowman, that balanced approach will really does help you through these interest ‸ rate cycles. And then lastly, this chart is just showing us what interest rates look like year over year through the end of 2025 compared to the end of 2024. And what we see here is overall yields are down around three quarters of a percent. A lot of that is driven by the Fed cutting that that rate by three quarters of a percent.
mainly due to the expectation of slower economic growth in ‸ the next couple of years. Again, driven by higher costs potentially from the impact of these tariffs. Some tariffs have been put in place with trade agreements,

through 2026. A lot of volatility. ‸ just want to give us a couple of years perspective on that. If we look back to 24 and then into 25, you see those uh those curves really shifting as much as 100 basis points each quarter. We've settled in at somewhat lower rates in recent months, but
right on that chart. So we're seeing rates for fixed income investments for your portfolio and for public funds investment portfolios in general between three and a

than we were, again, 18 months or so ago, but still well above where we were back in 23 and 22 for sure. So there's a brief summary of the economy. Again, GDP better than many expected. Labor markets likely to be a challenge. Hopefully inflation can remain at lower levels. That will help help

and they'll use the overnight rate to help uh stimulate the economy as needed that they do that by cutting the overnight rate. uh And that again is maybe two rate cuts currently projected, although that could change. Let me pause for a moment. Mayor, council members, any questions uh from from you all regarding the economic update? Otherwise, I'll jump into your portfolio strategy.
So as we look at your overall investment, just a just a couple of highlights on these first couple of slides. Again, won't read all these bullet points for you, but I want to highlight a couple of comments. And
and You have individual portfolios that are managed based on the sources and uses of the funds. with miss Bowman during our quarterly meetings. And of course, the cash flow needs of each of those individual portfolios. So we'll review those here in a moment. Of course, each portfolio is managed within the parameters of ‸ your investment policy statement. That was created based on the risk tolerances of the city, as well as within the guidelines of Florida State Statute 218, which governs the investment of public funds.

look at the overall program, I'll show you the breakout between liquidity and these portfolios. For this portfolio, though, if we look at the top right hand side, we can see the maturity structure. And this is very common and normal. This is a strategy we've had in place for these assets for some time.

around two and a half years. and that is by design so we rebalance again every four to six weeks for that we focus really on u.s treasuries for these portfolios It's also important to mention the primary investment objective of the city's funds is safety first. And so we utilize primarily treasuries, and then we'll utilize municipal bonds and some high grade corporate notes periodically when that makes sense. But currently you have a really heavy weighting towards u.s treasuries based on current economic conditions the book yield of this portfolio as of the fiscal year end was 3.79 percent market rates currently
year before it was 550 000 So an 80 increase in ‸ income in the portfolio, even as rates actually came down. And again, that has everything to do with this

or the shape of the yield curve. So very favorable income for this and all of your portfolios in fact. The next portfolio is your reserves uh portfolio. This portfolio is based on the requirements of different bond inventures and so you need to maintain appropriate amounts in this

these assets during the fiscal year. Again, same idea, rebalancing on a four to six week basis to maintain that target average maturity. The reserves and operating are managed similarly with about a two and a half year average maturity.

is your second investment objective. And so this one is designed to provide liquidity when needed so the book yields a little bit lower just as a result of that strategy. Lastly, I'll show you what it looks like from your overall investment program. So this is your aggregate snapshot through your fiscal year end. It's driven by the communication with this Bowman and our team. We have quarterly formal investment reviews where we provide an economic update as we've done tonight. We also talk about strategies with each of these portfolios and look at investment options and what's in the best interest of the city based on those investment objectives we've talked about tonight. And
It's held a higher yield than what the current market's allowing. We can't control the market. We can only reinvest what it allows us to do. But by having an active approach to this can ‸ really help with interest earnings and again avoid any kind of market timing. So with that, let me pause for any questions from the council uh

if i were If I were mayor, my main goal would be to help kids in need and strengthen the community as a whole. Many children struggle with poverty, unsafe neighborhoods, and lack of support. And I and a city should protect its youngest residents. I would start by investing in schools, especially in low-income areas. Schools would receive better supplies, counselors, and free meals. So students could focus on learning instead of worrying about basic needs. I also would create more after school and summer school programs. These programs would provide tutoring, sports, art, and mentoring. They would keep kids safe during hours when crimes often happen and help them discover their talents. Working with local businesses and volunteers would make these programs strong and affordable. Helping families is another way to help kids. I would support job training for parents, affordable housing, and access to health care. When families are stable, children have a better chance to succeed.

to a low-income family, which helps them meet their state requirement to ship program set aside. yeah the the the house uh at a 1001 Montclair um is a practically a reconstruction, and so it requires more in terms of that amount than the value of the home. There are some prohibitions against, uh that amount, uh for the, for the, it's one of the federal programs, right,
that much money into their home there and so again at the August 26 meeting it was you know you can use other resources to rehabilitate or reconstruct their home, or you can continue the program, thereby serving more of the people with the dollars that you have available. uh you guys chose to, to go, uh with the option of serving the most people, getting the you know using utilizing the dollars to extend to the most people I don't believe that we had on there as an option to swap out uh their lot for one of the lots over in uh in the Michael C Blake subdivision. And so again, this is an issue of, um very, very, uh sad issue of, again, the house requires a complete rebuild which again
I'm not sure that your policy guidelines allow it, butbut again, at the end of the day, uh council decided to take the dollars and and and utilize them for the most number of people.

you multiply that by two it gets more and more traffic on 524. I would think that you would have realized before you started letting these people come in and doing all this building that you would do something ‸ 524. i mean it's ridiculous trying to come out of westminster in 524. the the program that they're talking about doing ‸ 524 is letting us come out with no traffic, like no circle, no nothing. because of a four-year issue I've had at my house for four years. I've called public work several times when Joanne was here, and every time I would call, it was taken care of. I've called several times in the last few years about the same old trees that's been there since 1995. they won't come out and trim them so I made a phone ‸ not a phone call, I sent a text to someone
Mine is the tallest one and it's I got like one of those Christmas trees in my yard. It's growing over into that. And I got one in the back where I think it used to be 15 feet from the property line. I think it's maybe 25 now.
now flowered fire and light comes out and cut the the trees on the electrical side, but my tree is all the roots ‸ all in my yard, in the backyard from that tree on that easement back there. And
My house was the last house that built on that side of the odd side of the street. And I think she owns from maybe 705 on down, that property back there. Does anybody in here know where

So I just want to say from the bottom of my heart and from our commission for all of us, we thank you very much for this honor for Jerry

evening, Mayor. Good evening, Commissioners. My name is Janet Zimmerman. I'm the Executive Director for Florida Inland Navigation District. Commissioner Sansom was what I can consider to be the godfather of Florida Inland Navigation District. He took each one of our new commissioners under his wing to explain the history of the intercoastal waterway and to encourage them to go into each one of their communities to get to know their waterfronts, to get to know their waterfront needs, and figure out how best each commissioner could advocate for their community to contribute those taxpayer ‸ dollars back and create the beautiful waterfronts that you all have here today. I want to encourage you in the Jerry Sansom way of getting your waterway assistance program applications in by the end of March. Continue those great projects and those good works that Jerry had ‸ you on the road toward. And what

He can give you the breakdown of each and every county, how it affects the intercoastal waterways and byways. But more so than anything else, he could talk about the various sections of Florida and tell you who to know, what you better know, and what you need to know. So we do love Mr. samson We embrace him with open arms.

few stations with a convenience store and gasoline pumps as an accessory used to the existing Walmart Supercenter. This use was not contemplated under the original agreement and therefore requires the City Council approval. So the main goals for the the first amendment for the first addendum would it be the demo that then allows the developer to add the few station to the site which was not contemplated under the original development agreement. The first addendum ‸ also removes the requirement for the developer to construct the previously approved connection roadway. This improvement has remained unbuilt since 2003 and is no longer aligned with the current transportation planning or the city's long-term visioning for access and circulation around the planned Bright Light station. for the portion that is being conveying to the city but you can see as part of your package the one acre and also I don't know if you ‸ aware that FDOT has a project to do the roundabout so that would also be a coordination for
future roadway construction with the conveying area. Once the property is conveyed and the future road is constructed the city will assume responsibility for maintaining the road in any associated landscape medians in accordance with city standards. The addendum also requires that an ingress and egress driveway serving the Walmart supercenter be included in the final roadway design. Also this addendum includes a safeguard that allows the city to terminate the development agreement if the developer does not obtain a building permit and begin vertical construction of the fuel station within one year of the effective date. So, um but that was wonderful at that dinner. And then this was last one is when I was installed, uh again, as the, uh Florida, as a director for, uh Florida realtors. Well, this was space coast association. And I had to put a picture of me and my husband because we turned we cleaned up pretty good. um and, um the, uh I, there was a couple extra things I wanted to mention at the, uh
‸ That's it. Clarence Whipple had encouraged me to read this book called the, seamless city. And if you haven't read it, I highly recommend it written by a former mayor of the

Pete. But anyway, one of the things that came up was something that, uh councilwoman cost is always talking about that. She has a playground desert and they talked about that there. And I just wanted to bring this up as something we might want to look into is that they do what they did to solve that issue. Was that when there was no place to put a playground, they did a school share. They worked with the school board and so this playground was not ‸ available when school was in session, but they it would be blocked off when school was not in session so that the local kids could use that playground. And um and between the two they uh they worked it
and I thought wow that is a cool idea. So uh I just wanted to bring that up because it was something I'd never thought of and um to do to do oh I know that
of years ‸ ago the Cocoa Conservation Area had a horrible brush fire through there. And have we ever done a control burn? I wanted to ask do we ever do control burns in the Cocoa Conservation Area?
So that is a Division of Forestry uh requirement for us to ask them to do it and the last time we checked on that it was too close to uh the urban rural interface for them to do a control burn. So they will not do that in that area.

Because as dry as it is and as you say that's what worried me was we've got all those apartments everything around there and if a fire goes through there we could have a real real issue. So I think that area needs some some definite uh TLC. So whatever we can do to mitigate that.
that's wonderful but fire goes fast when it when it's this dry and with the way the winds have been. So I just wanted to bring that one up as well. And

I just wanted to uh touch back on some things we spoke on earlier. the uh The lawsuit that we were engaged with, uh although I'm happy that we came out victorious in that, um I found there was some validity in the fact that, from what I saw, there's a lot of citizens in
that are customers ofof ours, who are uneducated on some of the things that, uh as far as our equipment um with the meters. um I know we utilize uh ‸ wireless meters, and for some reason, there's, for whatever reason, there are citizens out there that aren't aware of that. And, you know, they assume because they don't see someone out there physically checking their meters that, you know, we're not doing our due diligence. So, um I just wanted to bring it to the council and staff if there's any way, and I don't know, maybe this has already been done, but
we might be able to put something up on the web page, just so, you know, informational purposes that describes the process and right it gives them a little bit more information about, you know, some of the meters that we have.
I would certainly appreciate that because some of the things I've seen, uh people think their meters haven't been checked in years, which is ludicrous. uh but, you know, as the mayor always says, uh ‸ knowledge is power. So, um I think on that note, there was something else. that

we had the other day where the chief was, uh recognized. uh it was interesting to know that, uh I found out through his father that he originally wanted to be a firefighter. So, that was a good fact to learn. so
that was held over at the IFAS building and there was a line going way out of the building and around the building. So people could hardly get in to even speak with people. So a lot of concern about that. um I really appreciated the event that uh the Space Coast, uh the Chamber of Commerce did,
um that we're using the Collins Museum for those sorts of events. I think that's the sort of thing we need to do to, you know, popularize it more. And the um the one up in

know, their quality of life has really been changed with the development that's going up. um And, you know, it's, we'llwe'll see where we are, you know, 10 years from now, we'll see how people feel once we've got those roads built, because it is, you know,
back with the report that clarified, we had clarified at the last meeting that these were washouts. They were not sinkholes. But the report uh talked quite a bit about that. um I did want to point out that the two residents that are residents, I understand, and and they understand that city does not have responsibility for that. um I do think it's important that we at least monitor and know where these weaknesses are in the bluff, because it does impact the integrity of the road in the long term. And uh a couple weeks ago,

her point was that we are basically deciding who the winners and the losers were in terms of these businesses. It certainly is. The festivals really bring a lot of dynacism. They, that you know, they make a dynamic. and And bring in new people. And I think they help the restaurants quite a bit. But we should keep in mind that those hairdressers and people that are, you know, have boutiques like this, they're actually negatively impacted by it. So, um if that means varying what roads are actually closed, but, you know, nobody could get into, to
And most of the people that were there, you know, wasn't their interest toto go into ‸ boutique like that. So it does, it is a consideration. oh and next week we're going to have our first uh budget workshop. I wanted to make sure this was top of right as, as I've been advocating for the, the park, in our park desert between districts two and four. um I hope to be at that meeting, but there may be circumstance that I can't get there. So I will try my best. And if not, I'll provide my priorities to the city manager before I leave.
