Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
319 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 22 voices separated from the audio.
37 short machine repair(s) (43 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.1% of 13,788 content words.
Dotted words (280 places) are ordinary wording differences: hover or tap to see the other reading.
319 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:00:00 (290 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Well, I was going to speak on the zoning. I wanted to know when this council, whoever makes up their mind, is going to make up their mind so I can sell my property before I die. Why?

clarify something. So, he listed his property in 2024, put it on the market. We do have buyers that are interested in this property. We had a contract on the property. They did approach the city as well. The existing zoning, the way it stands right now, you're not letting anyone move forward with the existing zoning. You also will not give anything in writing that you're moving forward with the future zoning. Therefore, every buyer ‸ won't move forward because they won't get anything in writing from you.
you guys. As you know, he's been a civil servant, been on boards, you name it. So, when the city said, we need more time, he said, I'm going to give them more time. ‸ That was over a year ago. He has gone through since incidents that were very unfortunate that only happened because he's been waiting. He was in an accident and other scenarios that have now created an incredible amount of hardship to the point that, I mean, this man needs assistance and he can't get it. I mean, even beyond that, I'm sure you turned on your heat when we had these cold fronts. This man
going through things because he cannot get something in wording that you guys know you're doing.

Well, that's great. What I'm saying is he's going through a list of things right now that is all being done because we cannot get a single letter from you guys. That's all we need. A letter saying, we know what we're doing. This is what we're doing, the same thing you've been telling us, what you're doing. That's all we need. That will solve the solution or solve the problem. Without that, we do need to escalate this further because he's in a position now. There is no other route but forward, okay?

What I was looking for from the city manager is just a ‸ clarification because I know we had many discussions regarding the four corners as a conversation, right? I just want a clarification on the future land use conversation about the remainder section of the area close to the four corners.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:12:56–00:12:59 · unresolved: the words are not shown (unclear audio); listen to the recording
And so you can see the letter is actually signed by me as the city manager. And so it's the same issue. It's not a zoning issue. It's ‸ the fact that his future land use and his zoning are inconsistent with each other.
that. I've spoken to another realtor who was aware of that. And so it's a process of having to clear up that conflict, just as we're doing with the four corners or the intersection there. But again, I can give to this young man the letters that were previously presented to Mr. Brown and the realtor that he had last year.

No, no, never, never said we solved it. It's not solved. So it's not solved until the future land use and the zoning conflicts are cleared up. That's not going to happen via a letter.

got to go through a planning process that goes up through the planning and zoning board. That clears up the conflict between the future land use and the zoning. So you either got to you got to make one consistent

are either adjustments to what's allowed under the future land use, i.e. the zoning has to be moved up under under the future land use classification or it's the same exercise that we're going through with the four corners there. This has been inconsistent since 2012. And so this issue didn't crop up overnight. I never suggested in the letters that those letters fix anything. There are black and white letters outlining the circumstances to Mr. Brown. And so you have to go through that process
Flag: numbers, amounts, negation or names differ between the machine readings · 00:17:08–00:17:14 · unresolved: the words are not shown (unclear audio); listen to the recording
To say the quickest way, there is no quick way because it's a process that may include comprehensive plan changes that certainly will include zoning ordinance changes. Okay.
I know there is no quick way. I understand that. I just would like to see what is the most direct path to get this resolved for him. And I mean, this was done in 2012 before any of us were on here. I get that. But whatever they did, can we undo it so he can move forward?

I'm here tonight because last month I attended a Florida Public Pension Trustee Association school in Orlando. And on the final day, there is two representatives for the Florida League of Cities.
Allison and Jeff. I don't know their last names. Uh, they spoke about branch. They spoke about the, uh, proposed property tax being removed where people who own property, I guess, don't have to pay property tax anymore. And from what I heard and from

And that being because it was my impression listening to the two of them speak that all 411 members of that Florida League of Cities is behind keeping our current property tax because there is a need for that revenue for these entities. And they provided some tools that folks could go out to the public and say, Hey, here's what we need to do to keep our monies coming in from the property tax.
got in front of the group and this is what I told them. Uh, ‸ number one common good. There is a need for this funds and our city and others know where that money needs to go and how to spend it. So it's for the common good.
there's the definition of common good, um, community, our community, you could see the benefit of the, of that money that we get from property tax. And as I heard at the push in ceremony and community is unity. That's

And as I lay there, I have the needle in each arm. I donate platelets. The red cells come out, platelets go in the machine. The plasma goes in a bag and I'm thinking to myself, that's what our property tax is all about. Yeah. Knock on wood. I haven't need

Yes, sir. Thank you very much. There's, they do not have a solution, unfortunately, sir, but I'm not gonna ‸ delve into that right now. We do have our tool bag showing how it will impact our city.
That's what's gonna ‸ be next on the list. Um, hopefully, um, uh, we, because I just, we have to be sensitive, especially as we get closer to the conclusion of legislative session.
So just prepare yourself for this and, uh, and it will be brought forward before the people. All right. Next on the list. Thank you, sir. Knowledge is power. You're right.

Good evening, Mr. Mayor and all. I was last up here this past October, and I spoke about the need for a dinghy landing. My address is [address], and I'm here on behalf of the historic Cocoa Village Main Street. I'm the waterfront guy.

the four boat ramps in Lee Winter Park and turning it into a dinghy landing. Since that has happened there's a better idea for your consideration and I have observed now that dinghies frequently, the ones that do come in, tie up to the seawall that's adjacent to the ramps. This de facto dinghy landing location there's good reasons for coming into being.
get in and out of the dinghies, and it's a flat surface to walk on once you do so. There's a handrail there for safety and a nice smooth top to walk along.
We're talking about targeting ICW cruising traffic. These people usually have disposable income. They like to go out and have a good time and create memories.
we we can create these memories. and We have in the past and we need to continue doing so. And while these cruisers are year-round there are fall and spring migrations where people are heading down

thousands of boaters. That's a quote. Unfortunately the current word in the cruising community regarding us is frequently not so good because we don't have a reasonable place to bring dinghies in for boats at ‸ anchor and be able to bring people ashore. We're missing a lot of business and that makes us look bad. Needed improvements. This de facto landing is not ideal. There's frequently wave action which buffets the boats that are there up against the seawall and they're frequently inflatable rubber boats. But beyond that there's oysters when the river is down. These boats are going into oysters which you can imagine is not good.
I'm gonna have to talk fast. And that is to attach durable marine grade two by four lumber to the seawall vertically at five foot intervals using lags and anchors. This simple barrier is a known fix and it would cost about $200 in materials plus installation to do it and change that temporary location into a much more suitable place. So in conclusion this interim improvement would be something that we could put the word out to ‸ the cruising community and say we've got a better landing now. It's just temporary until our new day dock system goes in but we could get back to our credo of Cocoa Village loves ICW cruisers. Four, three, two, one. Any

Well people are using it regularly and I don't know of anyone getting hurt Typically, people a lot of people on cruising boats would look at that and go, no problem there'd be some that would go I'm gonna pass that's that's a very good point that's one of the first things I thought of but yes it's I've walked along it with a handrail right there and one foot in front of the other. America's Great Loops Cruiser Association does. There's probably others but word of mouth and in print that hey Cocoa Village we're not fully up yet but we are able to accept some traffic come see us and enjoy the village. People rant and rave about how much they love this place and they object to the fact they can't reasonably get here.
My only concern with this making sure it's you know environmentally safe because you know how yes the waterways and I know you would do your due diligence.
Right. So rather than building a whole dock, using a piece of marine-grade wood going down into the water attached to an existing structure, I don't think that would be a permitting nightmare it gets it gets done regularly elsewhere.

we were asked to research the installation of an additional LED message board. As you can see in the agenda item we currently have four message boards. One at the police department, one at the water tower, one at fire station three and one at the Dr. Jolie Smith Community Center. The message boards we use for public service announcements and so we went out and got quotes on adding an additional message board. That particular location is a little ‸ awkward for a message ‸ board just because of the direction of all it's not like a direct perpendicular intersection. So because it's angled a little bit not every intersection or is able to view a message board like we have in some of the other areas. So like for example the one at the police station it's just you know traffic going east and west you can see it from either direction because it's a double sided board. This one would be you the way you would have to place it would have to be

again just the locations a little bit tricky. The only thing that is not included in this quote is ‸ electric. So there is currently no electric at this location. So it has to be pulled by FPNL which we don't know when that could happen that could take months.
we do get the electric from FPNL to the park we then have to get an electrician to get it to where the sign is going to be. So there will be some additional ‸ costs that we do not know at this point for electricity.

is there a better location? Like none of these, okay, we're targeting high traffic area where 520 meets us one. We've got one at the beginning out there down toward district three. We're in

And so when you're driving down those particular streets, like a Fisk and Dixon area, I think the slower speed might be a better fit, um, than some of the other areas because the messages come so fast on some of ‸ the screens that you're driving, you know, so fast. A lot of times you don't even catch the particular message that we want to reach to the community. So, um, I'm not saying that's the best location there is, but I believe for that reason, I would not necessarily mind a sign being in that area because it's such a walkable area. Um, and it's a little bit more slower pace in my opinion than, um, cause I,
time. I don't remember reading anything. Right. And so unless I stop at the stoplight, I get a red light, then I may have 20 seconds or whatever time to possibly read one thing. But I just, I just thought about that. I was like, I ‸ don't remember reading anything on that sign driving, driving by it. And so, um, that's why I don't really disagree with putting a sign in that area.
Um, well they have slowed the traffic down on clear Lake. So at the intersection of clear Lake and Fisk, I think you're going to get the people who would see it at Fisk and Dixon also seeing it up at clear, like the fist, because they're going ‸ to go to Walmart. They're going to go to those places. And
councilwoman cause said. Um, and I think it makes more sense up there at that intersection because you have to go all the way down around 524 before you get the one at the,

the Fisk and Dixon Boulevard location, um, these are constituents of the whole city of Coco, um, who primarily they don't receive their information the same as everybody else. Um, there are challenges there. Um, and you could tell even from when I had my, uh, my town hall meetings, they would be, uh, under attended because most of the people didn't get the information. So I'm trying to create a message board to get that information to those people. Uh, valuable information. As I stated, it could be an emergency, uh, message that we're trying to get out,
waste management changes, uh, I want to create as many avenues for those people in that area to receive the information and not have them find out after the fact. Um, so although it may not be heavily attended or

But I really believe that's, that's just a drop in the bucket as far as, uh, we will get a great return on our investment by putting this signage up there. Um, and then there's a quote for two single sided signs. So that way you can kind of see that intersection. Yes, sir. Thank you. So as you all know, we are in ‸ the midst of installing a brand new fitness court at Provost Park. One side will have fitness equipment. We sent it in our newsletter. So we did get the information out. And the results, we were presenting them at the February 10th meeting, which got pushed back. So we opened it up for two more weeks. And so we asked all of the people taking the survey to please select six individuals. We thought six would be a good number to include that wouldn't make it too weighted down. You'd still be able to see a good amount of each person and a little bit of history on that person. And ‸ so we went through, we asked participants to select one person for six slots. And so a couple of things, we went through all of the results. We had 514 submissions, which I think is really, really good. So we had 514 submissions. We deleted any duplicates because we were only taking one per device. We said that several times. We said it at the meeting. And we also put it on the survey. And then we did ask in the instructions on the survey to please only select one individual per slot. So there were six slots available and to pick one individual per slot, not to duplicate names. So if there were duplicates, we deleted that as well.

First, I want to apologize to the council because I was totally against the survey. But the citizen proved me wrong. 514 submissions is awesome that the community came out and took their time out to do surveys. So I wanted to make that known. But also I wanted to make a motion to approve the seven that we have. And ‸ I totally understand ‸ the six with the seven because of the tie. I think that's only right that ‸ we do it that way.

was proud to be a part of this. I was one of the coaches for the youth. It was a community basketball game with the parents versus the kids. Turned out great.
It was a great event. And when I tell you those kids gave the parents a run for their money, but the parents pulled it off. So it was all different ages from the little kids to the high school ‸ kids. I think the middle schoolers gave them the most trouble. So
There were some other kids there as well, but this is most of the parents and the kids. Definitely probably some of your former students in there as well. So ‸ attended the 10-year certification for Endeavor Elementary, their community partnership accreditation. Great event as well. They painted over the old mirror that was there, and they came up with this new mural. Basically, they had all the kids and the parents came out and painted their hands. This was just the beginning, so it's probably more fingerprints up there.
