Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
710 suspect passage(s) marked in place; inspection incomplete: language review; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 35 voices separated from the audio.
60 short machine repair(s) (79 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.1% of 28,482 content words.
Dotted words (606 places) are ordinary wording differences: hover or tap to see the other reading.
710 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
00:21:08 (9 s) — neither reading has words
02:48:32 (6 s) — neither reading has words
03:19:19 (3 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Father God, we thank you for this opportunity to come together once again. We ask you to come in our midst and bring your angels of protection around us. Keep our mind state on you. Look on our family and loved ones and look on the decisions that are made on today. Lord God, give us the right tone and right disposition and the right mindset to make the right decisions. And we thank you for this. In Jesus name we pray. Amen. Amen.

The finance department challenged the class to balance the city's budget. And I think our graduates would agree, it was certainly a challenge. They also received an in-depth look at how we manage public funds and what it ‸ takes to run a city. Session three, we headed to the Dial Water Treatment Plant, to see operation center, where they learned how the city prepares and responds to emergencies. And our grads were assigned roles and participated in a hurricane tabletop exercise. Then in session eight, we were off to the police department, where our grads learned about the different community outreach programs toward the facilities, including the jail cells and

okay so uh just before I read this certificate of employee recognition you know I'd like to also say you know we had to keep this hidden from Ray because he's so humble that if he knew he was being recognized tonight, we would have probably had to get Coco PD to arrest him and bring him here so uh

A phase one environmental site assessment will be required at the time of um site development. ‸ And that overall, the amendment aligns with the city of Cocoa's industrial character and supports orderly compatible development as part of the existing industrial city land use. And I believe a tree survey is in progress. um
and in consideration of the low density surrounding county land use, the city will require an opaque compatibility buffer wall, which will minimize visual noise and environmental impacts. And um we also analyze the consistency with the city of Cocoa comp plan. The general use uh zoning designation for the county. It covers rural residential unimproved land and areas without specific development trends. However, it is low density and character and ‸ M2 zoning district permits such uses as processing and manufacturing, vocational schools, storage facilities, transportation facilities, warehousing and distribution. The city currently requires a wall between these two uh uses to buffer and minimize visual noise and impact environmental impacts. And just ‸ a note on the surrounding um existing county zoning,

Code, Article 21, Section 1G, regarding impact to land use patterns, school districts and consistency with a comprehensive plan, traffic, storm water and other utilities and public services, and has determined that the request is consistent and logical with the adjacent M2 district. preliminary analysis the city can provide adequate services it will not negatively or adversely impact the surrounding density or stormwater facilities
and again considerations for us is the adjacent low intensity general use zoning it would require an opaque compatibility buffer wall to minimize the visual and environmental impacts and there are no impact to roadway uh level of service anticipated but a traffic impact analysis will be required with the development plans and consistency with the comprehensive plan policy 1.1.2.10 for industrial future land use and that m2 is an applicable zoning district in the industrial future land use and we find it from the comprehensive plan that it's consistent with the intent to preserve the function of various industrial activities and so the prior action again was that the planning and zoning board approved ordinance 03 2026 the zoning map amendment and the comp plan amendment request

summary, the proposal is for seven single family detached lots, approximately a third of an acre in size, four shared driveway connections to Indian River Drive to provide access to the homes. Two stormwater detention areas will be on property to provide stormwater management. The city engineer, I will go into more depth on drainage and floodplain management in a minute, which is important to review based on the property's location approximately 3.62 acres will be preserved and that will include a mix of open space tree planting areas and wetlands and there is that 0.61 acre future development tracked in the southeast.

As evident in the environmental reports provided by the applicant. for tree mitigation submitted plans related to on-site trees show there are a total of 207 trees proposed for removal which are marked with the x and are primarily located in the proposed development area the applicant is proposing a combination of on-site tree replanting and a mitigation fee ‸ payment to cover the tree removal which was reviewed and approved by staff this will account for

was conducted by the applicant and shows that the project will not have adverse impacts. units which is in line with the objectives under that policy. Also incorporated into the design is protection from flooding and storm surge and related impacts which further are validated by them obtaining their environmental resource permit. We also found consistent with the conservation element in terms of the protection of the higher quality wetlands on site and on-site mitigation of tree removal. In order to be consistent with this policy, there were also protected species surveys conducted and it was found that either habitat wasn't available or no protected species were on property. And with that, uh staff has recommended approval of the proposed large-scale site plan preliminary plot finding it does meet the requirements of the city's code and comprehensive plan. And at their meeting or on April 1st, the Planning Zoning Board unanimously recommended approval of the large-scale site plan and plot. requirements will be met. And I understand, in fact, it's really impressive with the new stormwater rules. And I know that this this developer has has really had to step up to meet those rules that, you know, involved a lot of changes, I'm sure, in the last year. And
that that area is more protective of the Indian River Lagoon than than most of the other other developments that at least we've approved here. Because it is, um it is, does ‸ abide by those new stormwater rules. And I'll just say this about the new stormwater rules. There's a reason that they were put in place because I know someone or, some people, any kind of environmental regulation, they're opposed to. But these, we didn't even start managing stormwater until the 90s. it has taken this long to find out that
And that's where these additional stormwater rules have come in. So I'm really pleased to see this project, take that on, meet this challenge. And I think they've done a good job doing that. But my question is the flood plains Because the flood plains are the entire area. Basically, it's it's the whole, what is it,
front of me. But I got it here someplace. But our comp plan, of course, does not allow for that. And so I dug into your analysis. You know, flood control for new development will be accomplished through the limitation of fill

easement area on the western portion of the site is not hydraulically suitable for such storage To provide functional compensatory storage the project layout would require significant redesign Including shifting residential loss lots westward into conservation easement area

Okay, so yeah, that was in another letter but I'm not a physicist and you know to tell you the truth. I didn't take physics. I tried to avoid that however, my husband is constantly trying to educate me on it and When we bring in that much fill so we've actually raised it several feet, right? I think it's like three feet for the
so you're saying there's no impact but what happens when water surges and hits that Wall, you know that basically that dirt I mean water can't go where dirt and those homes are so where does that water go?
the water it's it's it's essentially a wave, right? So we have a storm surge wave that's driven by wind and that that way will be pushed up over the road and into those lots. And, You know the extent to which that they can extend to the towards the west into those lots will be altered by the fact that those those houses are there um
Um, yeah, it'll go to whatever the lower points are within that within that neighborhood and then the water kind of slosh East and west, you know, push up on the land and then recede back Okay

I want to point out that we are not seeking a change in either the comprehensive plan map Or the zoning here. We're just trying to develop within the confines and within the regulations Of the existing zoning that's in place and we're only proposing seven single-family lots here, which is a very low density When we were initially looking at this site years ago It was really important that when we were designing it.

If you fast forward here to 2026 here's our current plan We worked with the city over the last three years to ensure that they were comfortable with the access points It was determined that the private drive access in the back wasn't going to meet the land development regulations So instead what we did was We looked at shared driveways to limit that access to indian river drive

the comprehensive plan And everything presented is either meeting or exceeding stormwater and conservation requirements So I want to take this slide here and zoom in a little bit. So So this is two side-by-side lots. The orange in the middle shows you where the pavement will be So this is a little bit of a unique design because these lots are across the street from the indian river So what will happen is there's a shared driveway between the two lots And the driveway is a rear loaded garage So people will drive to the back of their homes to be able to get into the garage in the back So they have an unobstructed view from the front and then they can turn around behind their homes And face out when they're coming down indian river drive instead of backing out into that right-of-way Our preliminary plat I just colored these in really quick so people could see

Good evening mayor good evening council members staff And so my name is richard campanelli i'm with mei partners i'm the record engineer and i'm a licensed pe in in the state of florida I've been doing this a very long time about 29 years Okay, and I have to say this is one of the most difficult projects i've ever had to come
Flag: numbers, amounts, negation or names differ between the machine readings · 01:48:58–01:49:03 · unresolved: the words are not shown (unclear audio); listen to the recording
and so what you're seeing is a slide That is really a post development drainage basin Analysis of what's going on To the west of our project and obviously our project is the hatched area And then everything to the west
Flag: numbers, amounts, negation or names differ between the machine readings · 01:49:32–01:49:34 · unresolved: the words are not shown (unclear audio); listen to the recording
analyzed Okay for surface runoff Okay And so You look at these basins and they call them sub basins and this is a watershed this watershed is about 19 acres Okay,
You have to see what's going on you have existing ditch systems inside the property You have a ditch on the north side of the property that we're going to not touch not alter it at all We're not going to alter the ditch to the west And you mentioned the retaining wall, right? And so that retaining wall is probably two to three feet above the finish grade
And so as this water flows down this hill, right? It intercepts that and has a bypass collection system And so what you see in red The line work is a bypass collection ‸ system And there is a pipe That you mentioned right there in the center of Uh, Indian river.
developed And so You get the hydrology out of that and you get the hydraulics out of that And the results of the model Demonstrate a net improvement And what you say, what does a net improvement mean? You say, well, the net improvement means that it's the ‸ post whereby the post development conditions Okay Are less than Or equal to the pre-development condition meaning in water quantity and water quality Okay, and so you have this
Flag: numbers, amounts, negation or names differ between the machine readings · 01:51:30–01:51:32 · unresolved: the words are not shown (unclear audio); listen to the recording
approved, right? And so there's a net benefit because In the existing condition This whole watershed is exporting water into the river not holding water back. It's exporting water In the post development condition. We're retaining a portion of this water so that It meets the net improvement Does that make sense?
That's and it's ‸ like there is some in the wetland area. It's about uh, ‸ a foot ‸ two feet of storage in there because you've got an elevation Yeah, right And then you you got some storage But
then the retaining wall Holds back the water somewhat And allows it to kind of perk into the ground too. So that's the whole process is that it's helping All this water coming down the hill To ‸ basically hold it back
retain what we can To the most practical measures that we possibly can and tom's explanation was fabulous It's just that we can only do so much And this is a fringe flood plain. It's a coastal flood plain And so
search we we typically use for the tailwater condition Which is like where the hydraulic grade line starts At an elevation that is where the 10-year still water elevation is so that might be 2.1 or whatever I can't recall what that number is, but that's where we start
sort of sitting higher than the uh, water levels in the in the river and so the wet pond we had to Create a control structure at elevation two with an orifice And so that can bleed out and control that water inside the wet pond. And so if there is any seepage through the sides, it's going to be going into the northern ditch system Because that ditch system is

into the system? And so what you do is you have a hydrograph and the hydrograph in the model Starts at like at time zero and then it builds up To where it starts hitting that still water during the storm events like a 50-year event call it and then back down
then I know oh my system is either failing or it's going to be fine and most and if Obviously it passed because everybody Including including the city has said it works And so even the st. John's folks and I'll tell you okay Well, I was
It says stormwater management facility is not designed for compensation flood storage But rather to attenuate the peak volumes during the mean annual and 25-year events That's
And so you you modeled this i've also modeled the 100-year event Okay, now obviously the 100-year event is a is a substantial storm Right, and so when you model this you say okay more water is being exported into the river During the pre-development condition because nothing is really stored anywhere except maybe up in front of the property
Flag: numbers, amounts, negation or names differ between the machine readings · 01:56:51–01:56:54 · unresolved: the words are not shown (unclear audio); listen to the recording
Organics growing in there that that are not you know quality organics And so there's there's a lot of moving parts to this Okay, and The idea was to demonstrate For Tom and the st. John's folks that this is a net improvement Okay, well, it's a net improvement because of the amount of volume of water being held back during the 100 year event
him about the physics Okay, I mean water has to go somewhere ‸ when it comes and it does surge We've had a couple of years where a couple of storms Where you know we had several days of rain then we had a high tide we had a surge we had a hurricane three come in And believe me it surged in fact
We are sitting on top of the river and just like any natural system any river It expands and it contracts. So that's kind of what we're dealing with there But the physics so you know, it's going to hit It's going to hit um all the
soil volume displacement. I mean, it's that's for sure But we are controlling that water Coming down the hill and we are reducing the volume of water coming down that hill So if you think about this then maybe the delineation of that

‸ Tonight, I'd like to talk about planning. Mayor Blake, you have an army of willing volunteers here in this room to help develop plans that will benefit developers and homeowners. Please call on us to tackle the US-1 Dixon Road water problem and develop a plan to handle the water. We know where the water is coming from, how much water there is, ‸ and suggestions about what to do with it. You appointed me to the planning and zoning committee about two years ago. I served for six months and resigned for personal reasons. Mostly I can't get around very well. And because a member of

place in Florida. I hate to see it become ‸ like some other communities in Florida, crowded strip malls, etc., etc. I recommend that we develop a plan going forward. If there is a plan, it's not evident. What is evident is an effort to maximize tax revenue. The motivation to approve this seven houses is obviously for that reason. But it's a street that floods every single hurricane that I've been here.
Do they realize they won't be able to park their cars in driveways because their driveways will be underwater? ‸ Will they be told to expect massive amounts of water coming down the hill? Does the city have a plan to mitigate the water problem?

sir. Members of the council. I was born here 57 years ago. I know this place intimately. When I hear words such as, we are going to reduce the amount of water, I mean, you can say that until the cows come home, but that place has always been wet. Look to the south of Dixon. Look at the homestead. Look at when it was developed. It was developed over 125 years ago. You know why they didn't develop to the north of it? As Frank Sullivan would have told you, that place is wet. It's always been wet. It's always going to be wet. So coming to Mr. Manfredi's point, what's going to happen is, who this owner is, I don't know who he is, but he bought it in 2021. He knew what he was buying. He bought a swamp. And now they want to put seven houses on there, knowing that it's going to be underwater. Well, that's all fine and good. It's his property. I'm not insensitive to that fact. However, the problem is, I'm a business owner.

And I say, you know, that can't be all wrong. Their stretch is a small area in comparison to all of the water that's coming down from US 1. And we're asking them to protect your small area. But it's coming down everywhere. And if I listen to the comments, people aren't really upset over the project. Everybody's upset over the water. And I don't have a degree. But I live there in the flooding. And to me, it seems like it's being overcomplicated with drainage, storage, and everything like that. It doesn't flood unless the river is high. Unless the river is high. That's the only time it floods. So it can have a 10-inch rain in four hours, which it did.

If I can just use the city storm drain, I'll pay for the backflow and then pump the water out right there on the corner. I believe ‸ that it will solve the problem. And if it doesn't, the city didn't lose anything. And if it does, maybe it's something that we can use going forward. We don't have to have expensive study. We don't have to use consultants. I'll do my own money, my own labor. It's worth a try. And I guarantee it'll work. Or at least I think it will. So I don't oppose the project. I don't think that my neighbors talking to them oppose the project. We just want the water problem fixed. And that's the main issue. That's what everybody's here for, I think.
Good evening. Thanks for letting us all speak tonight. I've lived on [address]. ‸ I do have a degree in engineering from MIT, but my expertise here is more just walking by most mornings and seeing how it ebbs and flows over seasons and floods a lot. Council here tonight has a duty to balance the interests and rights of three constituents that are involved. There's the

But his rights are being well protected. Secondly, you have the new residents. We've spoken to that a little bit. Buy a million-dollar house and learn after the fact that you can't leave when it floods in a hurricane because your driveway is no longer passable and your Tesla is underwater. You will get sued. The city will get sued. Developers will get sued.
Now, city being liable, we're all liable. We're paying for it. It's not them. Third is current residents. They deal with water. You've just heard about it. The standard that seems to be being met, by and large, is it won't be worse. Well, it's bad.
bad today. We need to make it better as part of this project. Not, well, it's not worse, so it's okay. Check those boxes. Let us improve your tax revenue.
So we need to fix the overarching issues in that neighborhood, not favor one constituent above the other two for a variety of reasons, but not least of which,
it. There are some non-residents in this room that won't be paying for it. Maybe they don't care as much. There's a reason why this is the last sizable piece of land on Indian River Drive to be developed. It's this water flow. It acts as a giant filter and a buffer, and it will have to go somewhere, and it will remain an issue. So we can't skirt ‸ around it. We can't say, well, we've met the letter of the law. It's no worse. Maybe parts of it are better. It's not better. Stop kidding ourselves. Thank you for listening.

Good evening. I'm James Smith. I've lived here for 46 years. ‸ I want to start off by saying that I'm totally opposed to developing a ‸ pond slash lake that's spring-fed, surrounded by a ‸ wet area. But my point here is I was at ‸ the last zoning meeting, and they showed the layout, the original layout for the seven houses, and they had the driveway in the back going into Dixon, and then they changed it. And now those driveways are coming onto Indian River Drive.

The last major storm that I went down and personally looked at, the water level was above the pump station. And so the people that are in those houses won't have any means of escaping if they have a medical emergency. And ‸ the emergency vehicles will not be able to get to them, especially during the hurricane. So the simple solution would be to ‸ reestablish that rear driveway.

And then my second question was, is the sliver that's on the east side of East River Drive, will that be fenced off or will they still keep it a public area? ‸ I know there's a lot of people that are always, you know, enjoying kind of like a fishing spot there.
I'd like to see, you know, stay a public access area, but just one more clarification on what we're going to do with that sliver. So that's all. Thank you. Thank you.

Okay, just checking. Just checking. So there was a couple questions. The only ones I had really written down was about the land on the east side of Indian River Drive and then the driveway access. The future homeowners here and their homeowners association, they will make that decision on how they allow other people to use their property. But as of right now, we are not proposing any plans for something to happen on the east side. We just really want to get through our preliminary plat and our site plan. And in the future, you know, maybe there's something else they come back for. But right now, we don't have any additional plans for the east side. And then in terms of the driveway, I would really have to ‸ defer back to the city as to why we weren't allowed to do that.

Yeah. So the original design that was presented with the access in the back, it was too narrow. Did not meet requirements because we do have minimum standards ‸ for and you should have been considered a road.
back alley. And for ‸ emergency purpose. And it was impossible for that road to be used to make a U-turn or to be utilized for any type of access to the property. ‸ So staff review it internally with legal and RVI. And we decided that it was best that the developer would propose a different access to the property instead of having that alley. We couldn't even call a road because it did not meet the minimum requirements as a road needed for a road.

And we would anticipate everyone is going to park in the rear of their homes on their private properties and not in that access easement between the two, which just gets people from their homes out to the road.

it's still something I feel like at some point we should Pursue because you know these this road getting stopped, you know where people can't get in and out the people who live there It just you know, we're responsible for roads in the city So we should take care of this somehow some way.
so Anyway It's a it's a tough decision because obviously the people who live in the area are not thrilled with it But I think it will make an improvement Because they will now have retention ponds and hearing what they said about the the soil and everything that's there that doesn't permeate it, when they put in retention ponds and Build it up for the houses. It will help that water Not just and it's not going to flow into the neighbors because there's going to be a berm. So ‸ Anyway, I think my questions are answered on it other than the road

know it's been a late night, but I would be remiss if I didn't talk about how important this is to the city. We have had a huge success out of this program. And the reason we are asking for those additional areas is because of the success. We've seen more applicants, which has helped us increase our workforce from Cocoa High School. So we're very eager for this. We're very excited for it.

So, yes, we just swore in a young lady that went through the police academy. We swore in, I think, about a week or so ago. The mayor was there as always ‸ showing support. So, we're doing really good as far as staffing. I mean, we have, I think, two vacancies left where over the years, you know, we've been holding about eight, nine, ten vacancies over the last 15, 20 years. So, we're really doing good as far as hiring methods ‸ and being able to maintain people. So, that's been a really good effort on the police department's part. We just find the right people and we just taking time out to really invest into that next generation. You know, as far as the chief's breakfast, seating are limited. So, if you plan on attending on April 23rd, make sure you go and secure your seat because it's filling up pretty fast. And we get a lot of big support from the community. So, it's looking really good. And so, we appreciate that and continue our support. So, just go to the website to get some additional information because you have other opportunities to be able to donate and support. Even if you can't show up, ‸ you'll have opportunity to be able to support us through the website. And you have ways to ‸ donate.
