Votes on the recording (machine transcript — minutes not yet available)

The City has not posted minutes for this meeting. A stretch below is the machine transcript around a point where a vote appears to have been called. It is not the City's record, it can be wrong, it says nothing about the result or who voted beyond its own words, and names are not shown because the machine transcript can mishear them. Listen to confirm. The minutes' record replaces these when the minutes are posted.

Transcript Partial transcript

Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have not been checked against the audio, so words, numbers and names can be misheard. It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's minutes do that (above). A time links to its passage, and “Copy link” copies that link. No recording can be started from here.

Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

And Armani was in my Spanish two class. Then she went on to my Spanish three honors class. And then she had a conversation with me if she thought she could do advanced placement, if I thought that that would be a good thing. And I said, it's going to be difficult, but I think you can do it. And she is in a class where most of the students are Hispanic students. ‸ And she is holding her own. She's doing extra work to be able to do this class because she wants to help the Mexican community. She wants to be able to go to Mexico and help people in Mexico. And she wants those language skills to help her in the future. She sent me her accomplishments so I could write her a letter of recommendation for college. And I have never seen, never seen a list of accomplishments like Armani sent me. And not just for someone her age.

I just wanted to summarize ‸ what I have witnessed for the years that I've been involved with the city. And that includes me starting in 1981, when I was on the original committee in reference to putting together the redevelopment area of Cocoa. And in addition to that, I was asked by the council when I was on the board at that time to go and have the downtown area designated as a blighted area then. And it was. I'm talking about plywood on windows, things like that. And a lot of crime. And so it was something that I enjoyed, where the council had asked me to go before the Brevard County commissioners and asked for it. And they granted it. And ‸ then they sent me back again for two more. One was for the diamond square, and the other was for US1. And the reason I'm bringing that up, which happened about 45 years ago. I'm aging myself. And

But I am so. How did I explain this to the mayor? I am overwhelmed at how successful the downtown area has become. ‸ And we keep talking about two major projects, the hotel and the apartment projects that's going to be happening. But we are forgetting we have a third project.

there are places where I didn't, where I felt intimidated to. And those are the things that haunt me the most. It's not the votes where, you know, I was, I would love to be in the majority most of the time. It doesn't always work out that way. And so you really have to, I cannot acquiesce the responsibility of thinking independently, doing your own research, or at least thinking ‸ about the issues, asking the questions and then voting to your conscience. My earliest and most memorable experience was actually one of my first experiences. And when we first came on council, the

And in this case, elevate the students, elevate their expectations. Just like tonight, we were able to recognize someone and in the past we've done others. But that's a power that we have. we were in office. That has been so successful. And I knew it would be good just because I had gone through the county program and I knew how empowering it was to understand how the different departments and how government works, and how you can be involved. In fact, since then, we've had so many of those graduates involved, empowered, able to participate in a really substantive way at council meetings, as well as on committees. And now we have a whole slate of candidates that most of which have actually gone through the Citizens Academy. So empowering citizens, that makes for a stronger local democracy. And I'm very proud that I was a part of that. Transparency was a part of my campaigning platform.

Currently, only council members receive those. But truth of the matter is, when I'm out in the public, two things I am most often asked about are, you know, what is going up over there or are there any proposals over there? The other thing would be police statistics. ‸ And so I'm hoping that we can also start to include stats because we have been talking a lot about percentages. ‸ will be more reassuring in terms of our crime rate going down. Early on, I had a lot of progress in planning and environmental stewardship. At Horseshoe Ponds and Cocoa Hills, we installed floating wetlands to help address and resolve the algae encrusted ponds there, the problems that have become public health concern. We obtained an urban forestry grant, developed a tree management plan, renewed our participation in Tree City USA. We completed a grass house greenhouse gas inventory with support from Audubon and the Regional Planning Council. We also developed a sustainability resilience and park plans. And all of this cost very little. It was a result of relationships, connections and volunteer leadership. Unfortunately, a plan is only as useful as our willingness to implement it. And these lost momentum with the new administration. However, there is one plan that we cannot disavow. And that is the comprehensive plan. That is the state required and approved.

And that really shows what sustained development and that focus can do. I voted for all these projects. I think they serve the city overall by improving our image, creating pride in our neighborhood that ‸ once was blighted. And that's important because with the arrival of Brightline, we will become a destination. We're going to be able to do two things at once. We're going to have to be able to do two things at once. We're even going to have to get a bus shelter on Clear Lake Road where we have the highest density population and bus ridership in the city.
