Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
248 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
22 short machine repair(s) (29 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.2% of 10,144 content words.
Dotted words (282 places) are ordinary wording differences: hover or tap to see the other reading.
248 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:17:08 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
We pray that your hedge of protection be upon our families, and most importantly, Lord, be on our great city of Cocoa and our city council. Watch over us, Lord. Thank you for all that you do for our families and protecting us.
I know. Face the flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.
With an amendment to add on to consent item number 5-11. Approve a resolution amending the fiscal year budget 25 for the purchase of credit mitigation for the Brightline Station Project. We talked about it at our previous meeting, but we just want to get small details completed. And I need a motion. I'm moving. Go ahead.

Whereas we believe in the joyful, transformative power of the human-canine bond and ‸ inclusivity of all citizens. Whereas in the United States, 70 million adults have a disability and only 16,000 service dogs from accredited training programs exist nationwide and the need is growing. Whereas Canine Companions created the service dog for people with physical disabilities 50 years ago in 1975. And I remember that.
Creating a new kind of support for disability. Whereas Canine Companions is a non-profit organization that enhances the lives of people with disabilities by providing expertly trained service dogs and ongoing support to ensure quality partnerships free of charge. Whereas Canine Companions and their service dogs empower people with disabilities to lead life with greater independence by providing best-in-class training, ongoing follow-up services, and a deeply committed community of support. Whereas National Service Dog Month aims to educate our community about the benefits of service dogs and the laws protecting their handlers. Whereas the City of Cocoa, Florida continues to work toward becoming an inclusive community in which all citizens and their trained service dogs are embraced. Now therefore, in recognition of service dogs and the adults and children with disabilities in our community, I
hereby proclaim ‸ September to be National Service Dog Month. I encourage all citizens to celebrate service dogs and be respectful of the rights to safe access in our community afforded to the adults, children, and veterans who lead more independent lives because of their assistance.

done for my facility. Eight months later, thousands of dollars later, as I got, ‸ I recently found out that now I've been stopped by the fire inspection because I need a fire sprinkler system.

So ‸ for me and other providers, I would like to know, this is supposed to be a new code. Facilities that already are present do not require to have a fire sprinkler system.
only for children who are upcoming facilities? And how can we know before we journey out to spend money getting the facility ready that this is something that is a new code? And is there anything else that I can find for a direction? I was suggested by realtors to come check with my city council, which is why I'm here tonight. And just trying to find out different ways that I can make this dream possible without having to find a whole new location. Or if that does happen, I need to, how can I make sure that people who are coming behind me are aware of this ‸ before they start their journey? Okay,

what things I'm supposed to look for and what they would be looking for when they came. But like I said, I didn't want to impose putting different things in that weren't needed until I knew exactly what it was. And as of now, the only thing I would need to do is a fire alarm system, which is much more affordable than a sprinkler system. And I understand the safety. That's not the problem. But like I said, how can we find out beforehand before we put in all this money? Because this is something I started last year. I started my BTR in January. And here in August, as I'm getting ready to start, my next step would be DCF and being licensed. And here I am with boom, a sprinkler system. So my thing is, is that, and then all I've been told is find another location with a sprinkler system.

‸ Also, I've looked for companies that, um, do install for ‸ sprinkler systems, but most of them only service them in our area. So it's been hard finding a company who can even give me a quote as to if I have to take out another loan or a small loan due to finance.

No, ma'am. This was a change of occupancy. And anytime you have a change of occupancy, that bolsters it to a different code within the code standard. So, you know, that's what caused the, what we call trip effect to say now because of the change of occupancy, even though it may have been, uh, not required to have a sprinkler system before because of what's going in now, it will require that.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:18:06–00:18:11 · unresolved: the words are not shown (unclear audio); listen to the recording
I'll just give you an example. We've, you know, to kind of lead you down that path. We've had several businesses do that, um, that have changed their occupancy from what they submitted their BTR for. And when
a restaurant to a nightclub, it tripped a different code. And then the NFPA standard causing them to have to have a sprinkler system. As a matter of fact, they operated illegally within the city limits as a nightclub. And
because of the life safety issue. That is a non-negotiable issue. So, we're enforcing the code according to the standard across the board. And ‸ I get it. That is a, it's ‸ a very expensive venture. But those are part of that research that you have to do when you get ready to buy a building is to ask your realtor to ask the fire marshal, ask the fire inspectors. You know, this is what it was originally zoned for. This is what we're getting ready to do. And part of that goes through Charlene's office when they submit their blueprints and their building plans. We give them that information right up front before they get too far down that rabbit hole to say, here's what the code's going to require. If you're going to have this type of occupancy in there, these are the things that you're going to have to spend money on.
If you look at the building where lobster roll is right now, when it became Bro's Burgers, that was a change of occupancy. And it was a mixed occupancy.
Entire building. And they wound up having to run a fire line from across the street from the bank all the way across the street to the lobster roll, all that over there,
and foremost, because I've seen other municipalities experience something of that magnitude where they did not have the proper equipment. Or services to render. You're looking for funding. That's what you're looking for.
was, yeah, and finding out ‸ how can we, like he said, I'm not buying ‸ the building. I was leasing a portion of the building like many of the churches do. They provide that portion for other centers. I'm not the first center that is inside of a church, but inside. But my whole point is, is like I said, I went all the way down that line before somebody told me that, no, ma'am, you need a sprinkler system. And my BTR was ‸ already in, and it's just now getting improved August. I ‸ submitted it in January. So, like I said, I don't, I can't call to my colleagues and say, what are you, and who are you using? Because

‸ That is correct. So, if you look at the church, its overall fire code volume that it falls in is under what's called an assembly. That's why if you look at a majority of your churches, because of the ‸ hours of operation, the unfrequency of not being like a Walmart or something where people are in it all the time, it trips a different code saying that it does ‸ not need a fire sprinkler system. When you go to a mixed-use building, which is basically what they did, they went from, we're going to be a church plus a daycare. Well, then you fall under the most stringent code for where you're going to have the most occupancy and how much at that time. So, that's what tripped the fire code for her side of the building.
still fell under assembly. When you say we're going to occupy that area for daycare, this and that, that trip's a different part of the fire code. So, it has to fall within the fire code. And that's why, you know, mixed occupancies are very hard. That's why I gave the example of across the street over here. You know, they're very tough.
on the bottom floor, but on the top floor, they have a place that does candles. Well, that's going to trip a different site of the fire code because of the flammability things that they're using, which is going to require the entire building to be sprinkled. So, now the people at the haircutting place are going, all we're doing is cutting hair. Why do we have to have sprinklers? So, it's a ‸ very fine line, but it's very defined within ‸ the NFPA code. ‸ And there's no doubt in my mind she wants to be safe for the children. And I think that that's one thing that people don't understand is when you buy a building or you sublease a building that is attached to another building, it depends on what that was originally occupied for and what it falls under under the fire code.
to follow the most stringent code on whether it needs sprinklers or if it doesn't need sprinklers and it just needs a fire alarm system. So, you know, it's really, and I hate that my heart goes out to anybody on that, but that's where that, you know, the due diligence comes in trying to do some of that homework because it can wind up being very expensive to move into an older building and then have it go from an assembly to an overall occupancy.

there at Friday Road and the entrance to the residence because it's just one way in, one way out. So it was to keep the traffic not bottled up so anyway
and in the weeds was a fire hydrant and I'm thinking man if ‸ fire truck had to go to that residence, and usually it's dark time when you get a call for a structure fire, they wouldn't know the hydrant was there. There was no blue marker in the center of the roadway, which indicates the location of a hydrant one side or the other so
said no I don't see and then she finally saw and said oh I didn't even know there was a hydrant there so what I'm getting at this is the yard sale was the next day as well so I said well I need to get something there so I was thinking a bike flag so
so the next thing was this reflector right here so what I did is I placed it between Friday Road and the hydrant, but right up at the hydrant. So you could see this. And just so happened an elderly gentleman parked right there at that hydrant, you know, to go to the yard sale across the street so I didn't want to stop ‸ him but on his way out he got to chatting with me and I said you see that hydrant over there he said no I pointed this out to him so I went back out today to retrieve this because I left it out there and
I mean you see the hydrant real nice. But what's getting at is maybe the city could get with some folks and come up with something like this that we could be the color of the top of the hydrant. that's a green top that tells you how many GPM gallons per minute and that would help the firefighters as they arrive. They see a flag reflective, preferably. Today, there's our hydrant. So they could catch it on the way into the fire or whatever. ‸ and just so happened they had that warehouse fire the other morning. ‸ Saturday I was on my way to Altamont Springs

that into an ordinance to amend the solid waste agreement I do want to make one clarification because as you can imagine we are in the process of trying to create the collateral materials and ‸ educational materials that will go out to customers which is not an easy thing to communicate so during this process while we were working on our materials we have come across one thing that I just want to clarify and make sure that you guys understand and I can have waste management can come up and talk a little bit about it as well So there, when we say bulk trash, we talked about that including appliances and furniture and those bigger items that do not fit into your cart. However, there is an large household appliances they categorize as white goods. And the reason they're called that is because they are recyclable materials. So those are handled differently. So large appliances, your refrigerators, washing machines, those types

We will make sure again, that's, it's very hard to communicate all of this in the different nuances, that exist. So we're going to be sending out ‸ postcards, but

To summarize, in less than six weeks, I've had five missed pickups and a broken can. Monday, our house trash is our house trash pickup day. They usually pick up our yard waste if it was not picked up on Friday. Yesterday, nope. They picked up the yard waste and left the house trash.
