Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
582 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
48 short machine repair(s) (56 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.1% of 24,734 content words.
Dotted words (779 places) are ordinary wording differences: hover or tap to see the other reading.
582 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Okay. Everyone's good? We're ready? All right. Good evening, everyone. Good evening. Good evening. We would like to start this meeting by having the City Council

Okay. Thank you very much, Madam Clerk. Chabot. Okay. Proceeding forward onto item number three, I do have an issue that I would like to address. I have Mrs. Samantha Singer, who will do a resolution and reference pertaining to last night at our meeting at council meeting. And she has some information that she would like to share with us. Please, ma'am.
Yes, thank you, sir. So in front of you all, there's a walk-on item. This is just some clarity on the agenda item that you approved last night for the congressionally directed spending for $2 million towards the Cocoa multimodal Brightline Station. We just need approval to authorize our finance director or her designee as our administrative official on the grant system that we submit the paperwork to. So this is for reporting purposes. And again, that just was not, it was an oversight in the agenda item yesterday of assigning authority to Rebecca to be the ADO.

All in favor. Say aye. Aye. Any nays? Ayes have it unanimously. Now, any other staff presentations that I need to be made aware of before we go to council priorities? Okay. Saying none, we will proceed in attending the council priorities. And let me say a few things, please. We do have six cards here. And you all will get the opportunity to speak, ma'ams and sirs, under public comments.
you all are aware of. And all information will be taken into consideration. We're not, we will have an additional meeting after this meeting. So do not get caught up in a titsy. There's always room. There will be adjustments. Yes, ma'am. Yes, sir. Yes, sir. Okay. All right. But I will hear from my six cards. That's here. Okay. All right. Now, from a council perspective, council priorities. And I know we have a large list ranging from all council members. And I would like to hear, if possible, because we are going to come back again. Okay. I would ask, I would say either one or two of your top priorities. I can't, I will not say it's going to be locked in tonight. But what I am saying, there will be an additional meeting. That's what I'm saying.

sir. I'm going to start that. Okay. City manager. As you know, the charter requires the city manager to present to the council each year a balanced budget proposal. And this really kicks off that ‸ process. ‸ It's your annual priorities and planning budget special meeting. And so we'll go through the presentation. You've seen a lot of this before. We'll give ‸ you what we know about the revenue outlook, the economic outlook. We'll
to you about your legislative priorities. And then just give you an overview of what we're looking at at this particular moment in terms of the expenditure commitments.
I'm hopeful that with the priorities that are submitted by the individual council members, that ultimately those will in some form become council priorities there. And so we may want to step through the listing of what each individual council member has given.
Yes, so we're going to start just as a reminder of what our legislative priorities. Again, you all received copies of these and have used these on your trips to D.C. or to the Tallahassee. But these are the legislative priorities.
support for federal grant funding for our station, protection of local home rule, property tax reform, restrictions on land use regulations, additional funding for our ship program, or in our affordable housing initiatives, community redevelopment areas, and continued funding of hiring bonuses for an incentive pay for first responders. We also submitted appropriations requests, both on the state and federal levels. But ‸ these are our state appropriations requests. Again, just as a reminder, we've brought these to you in the past.

And water quality baffle box installations. It was also a request to come back with some information on our economic incentives and grant opportunities that we have available for businesses. So I just wanted to review some of those with you as well. As you all know, we

but we do have the program in place that offers again a tax abatement for a certain amount of years. That's voted on by council, but the the companies have to come in and supply so many jobs and so so much investment in the community in order to even qualify for those tax abatement program.

We have, I think, another three or four businesses in the pipeline right now going through the We Venture program that will be coming back before either city council or the Diamond Square board. So that is running great. That is the small business program, which helps fund new business development. ‸ Entrepreneurs looking to start their business in the city of Cocoa or expand their business in the city of Cocoa.

start their business and be successful long term. We also have through our various CRAs, we have commercial facade improvement grants. So we have the ability to incentivize businesses to make their storefronts look great and appealing to customers. We also have two programs through the state. One is the community contribution tax credit program, which right now we have two projects in there. If people businesses donate to those two projects, which are our Michael C. Blake subdivision and our Dr. Jolie Smith Community Center. Those are the two approved projects right now.
But those businesses can then apply for a tax credit for that donation. ‸ So we have that program in place that's approved through Florida Department of Commerce. And then we're right now we just applied to renew our Opportunity Zone. So Opportunity Zones was a federal program. It was ended it ends this year in December of 26 and through this the state they will be renewing hopefully renewing those Opportunity Zones. It is an ability for businesses to receive tax breaks as well based on where they locate. So if they locate in these Opportunity Zones, which are areas of low economic impact or income, they are able to get these types of incentives available through the Florida Department of Commerce.
And so hopefully we'll hear soon that with some news about those Opportunity Zones that was due. It's due this week, but we've already submitted for ours.
met with different departments in the city and looked at different projects we have going on. And they are helping us continually looking for available grants for us that we can apply for. As you know, a lot of federal grants really want you to be ready to go in in that phase where you're you're ready to hit the ground running. So it's we do have to do some work on some of these. So they plan way ahead. They give us opportunities that they know will come back every year and so that we can be ready for the next year they come available. But they've also been helping us like they with any grants that we have. They helped us with our appropriations requests, our federal appropriations requests.
the police department. So they are there looking at different opportunities. We have a lot of public safety opportunities and working with us to see if we qualify for any available federal grants.
Yeah, no, I just wanted to understand the Provost Park redevelopment because I know we've done a lot of work there. Is this additional work or is this what we currently have going? Appropriations

all ‸ that work that's getting done, and the playground equipment. So it was the project as a whole. Okay. I would say the second phase, what we're calling the second phase ‸ Thank you. You're welcome. Any other questions?

on parks. As you know, parks are a big part of what we do here in the city. And so, so i wanted to bring this information back as we, as we enter into budget development.

and, um Dixon. And so I wanted to bring this back. I also included a map on the next slide, that gives you a little idea of where the location would be. But ‸ again, we have two options. option one would be two single-sided signs, which again, if positioned correctly, would be the most visible without having to do a sign at each intersection. That is a
aligned. And so it's just a little bit difficult to hit all four intersections and I'll show you, um on the next slide, what that looks like. The other option

because it's not an addressed location. um So those are just the things that we would need to get done to put that board at Halo Park and um it's a little hard to see but the two green um rectangles there are. I wanted to kind of show you um the one uh would be able to hit the eastbound traffic on Dixon um and then the other one if you position it correctly you essentially will get the traffic that's waiting to go north uh off of Fisk.

guard with this particular request because we're just going into budget season. And usually this would be something, you know, you would be a budget request, right? um
know, as a council, we're focusing on policy and priorities. um I mean, staff is really capable in budgeting. So for us to identify one project, this has to be taken out

another ‸ seems more like horse trading than it is really, you know, making policy proposals. um So I'm like really object to it, you know, identifying Juni Rios as the place that, you know, we would do a sign at the expense of Juni Rios, which is an area that really doesn't have many city services at all. I mean,
and they have, you know, rec rooms and things like that. But um overall, yeah, that's an area that's growing in population and we haven't really invested much in assets

across the street. And so I don't want to see money come from that. I have no problem with your signs, but to identify and say, oh let's take it from that versus finding it. of yours has always been to involve the public more get the word out it's a communication tool so I'm all for it but I just don't think it should be at the expense of something else and we are here to talk about priorities um the the next thing we're talking about is a Juni Rios and of course that has been in the works for a very long time um so you know and given you know the amount that we have spent on Provost Park and you know in that whole area I just think we need to consider our investments um so I think you're proposing this out of this year's budget now
a source that we could use um two to three I think one of the things I stated at the last meeting when I brought this up was the urgency we have hurricane season that's coming up um me with my background in emergency management I feel that it's vital to our citizens that we be able to get emergency information out to them if need be that location we know there are some challenges with some of the residents in receipt on how they receive our information so I'm just trying to explore all options to make sure all the citizens of
the Michigan location I think that would be a great location as well but at the moment um I don't think there's a need there because it's not we haven't built out that area to its full potential yet so I think we have time to get there
at that part when we were at the town hall meeting and I kind of did some calculations just on my own which I could be off but um what I came up with I figured it would be funds left over and we could still do a lot of things at Juni Rios um so can

The whole thing with the splash pad was prior to my being on council. And um when it came up again, when I heard the cost, it would cost the city every year to maintain that, I said it just did not make budgetary sense to do that there. And so that was why I went along with the fact that no splash pad needed to go there. And I know a lot of money was spent out of the pot of money that was put for the splash pad for design and all of that. And then, you know, it got nixed. It was nixed before I got on, but I wasn't going to bring it back up again for that reason. And I really was pushing to get the new entrance to the, um to use some of that money that, ‸ and I'm sorry if, you know,

So this is just some of the broad information regarding property taxes and some of the revenues and expenses that we have, like we normally go through each year as we begin this budget process. which includes personal services, operating and capital costs. And so ‸ just looking at that division alone, the city has a shortfall of about a million dollars. So that demonstrates that property taxes do not cover the cost of running one division, which is the police department.

‸ So, one of the things that we don't know, um, in fiscal year 27 is what's going to happen with homestead exemptions. Um, uh, state went through the legislative session and there was no definitive answer as to what they want to do with property taxes. And as you know, Governor DeSantis,

the homestead, that was another option. We could lose about 1.4 million dollars a year and then we didn't have the information to actually run the numbers on the other options that are on the table, which are an additional senior homestead exemption. And any kind of insurance linked exemption for additional insurance on your homestead of properties and allowing it additional reduction of your property taxes for that. But if you just look at this slide, if the homestead of property taxes were eliminated we would lose recurring revenue of 2.8 million dollars estimated at this point in time so we would have to cut costs somewhere by 2.8 million dollars recurring revenue. And as you know reminder, ‸ the operating costs and the personal services costs, we don't want to go to fund balance. We need to have a recurring revenue to be able to pay for those things. And

And that does not take into account, that's just their overtime pay. Then we have to do contributions for pension, we have to pay fica taxes and we have to pay workers comp on top of that

so a lot of our overtime that we're seeing is due to non-work related injuries. And once you have those, and you start having vacancies in positions, you know, we're at a mandate where our contract requires us a minimum staffing of three per unit every day, no matter what. ‸ that's not including the district chief that's there to manage those. So that helps us come into compliance with our ISO rating, our NFPA rating, and just the overall firefighter safety. And the amount of growth that we've seen in the city in order to stay consistent with that, we must maintain that staffing. If we cut back, uh
it causes for a shortfall in response times and EMS response or fire response to our community. So what we've seen trending for us is more of those injuries in a young department. We have a very young organization. We have quite a few that retired out within the last couple of years, uh several that left for different

huge decline in the medical and health care field of people that were even interested in doing that. So in order for us to keep up and maintain those staffing levels, that's where our overtime came in at.

a lot of where our overtime is coming is in our lieutenant and driver operators positions. And what's happening is we don't have enough candidates or qualified candidates to write in those positions. So what's happening is they're basically recycling and going into those positions anytime there's an opening, which is a higher paid position. So what we have done is
And with that, anytime a lieutenant or a driver takes off, there's a minimum of three people off per shift. Then that lieutenant or that floater driver that's on would move up into those positions, which would help us eliminate that overtime because they're already being paid as a lieutenant or as a driver. Same thing if there's not a a driver off. Or I'm sorry, if there's not a lieutenant off and we have the extra lieutenant and driver on, then
to help respond in our community and take the load off of our larger apparatus, which is our engine, and our tower truck. We move that lieutenant and that driver into what's called a squad, which is a mini truck, a mini uh engine that I think all of y'all have seen. It's ‸ a lot smaller, a lot more adaptable, uh less maintenance cost on that. But even with that, those are far and few between with the way we're going with our workers being injured on off the job injuries or even some that have on had on the job injuries. And they're out for long term. We still have a mandate that we have to staff those positions. So
If you do a little bit of research, which we've been doing through the state uh fire college and working with my partners at the state side, the fire academies are not pumping out enough firefighters now just to cover the attrition of retirees that we have in the fire service. They just can't push them out fast enough. So even with that, departments all across the United States are running short staffed. Now,
A lot of departments are going to what's called a 24 72 shift, which would require us to hire another 30 firefighters if we did that. um It's just so competitive
And those are long-term employees that have stayed with us or been with us for a couple years now. So we're looking at different creative ways, not only to fill those positions that we have that come open, but also fill those lieutenant and drivers positions in order to cut back on that overtime.
But we do have an obligation to present provide a service to our community and citizens, but also at the safety of our firefighters ‸ not put them in harm's way by cutting staff.

um the point there is that we are having to come up with recurring revenue right now. We kind of made some adjustments, but we anticipate at the end of the year we're going to have to search for some recurring revenue slash expenditures that weren't spent in the fiscal year to be able to true up that overtime budget um by the end of the fiscal year. So one of the things um that we have coming up that I mentioned um on the previous slide is that we do have contractual obligations. And so this year,

uh this year as a priority to actually have those positions budgeted and uh able to be filled so that um we're adding um resources each year to keep up with the growth there. back Back uh a little over 10 years ago, right when I got here, they had had a station relocation study done. And that station relocation study is actually what we
five years ago. So, and where they put it at was on that west side over near industry area, exactly where we're seeing the growth come in right now. So, it's spot on. We're definitely, we have in our budget for this year to get an updated station relocation study done for that fourth station. But preliminary, just looking at what the contractor said, it it may change a mile or two, but not much from where it was originally uh forecasted to be.
one of the things that that we've done well on are the capital needs, um the equipment needs, the infrastructure needs there. um I think I was talking to one of the council members there.
000 for roads and uh road repaving and resurfacing. And now we do that half a million dollars each year. But you can never keep up because the needs continue to grow and we're just not able to keep pace there. And so, again, we've been looking at um those proactive investments to keep pace with growth. um We did something creative, I think, last year in terms of financing um some of the bigger capital items and the bigger capital projects there.

Things like the a couple of the uh developments, a couple of the commercial developments that you all have approved recently will also help there. But again, it's tough uh keeping up with the capital and infrastructure needs. And again, I think we're at that point where we need to to anticipate uh growth and uh
Yeah, it's a taxable property. so so So if you think of that whole curve as one day becoming a a mixed-use district, you're going to have uh the station, you're going to have um offices, you're going to have probably hotels, you're going to have restaurants. And so all of those things are are a part of building the tax base. Again, that that defrays some of the costs for the residential properties. Continue, sir. So as we as we sort of transition into the individual uh request of the council members, there again,
hit it a little earlier in terms of whether your decisions on funding priorities are actually policy decisions. ‸ because, again, um you know for the manager, it's difficult to to have you all say, well, go find it. Because go finding it, and this is a hazardous job, ‸ go finding it may may may get you you know in trouble with you got to pull from various pots. And so the pulling from various pots is really a policy priority that that really is the council's. And so I just wanted to remind you all as we as we begin to talk about what you've submitted is that um you actually uh agree to act collectively. And I say it all the time that
because, again, if you give me uh five sets of priorities, they may conflict with each other and so I do really need for the council to act as one or to act collectively in terms of giving me your priorities as determined however you want to get there whatever process you want to take but as determined and

for several years now. And recently this season, my husband and I were both asked to join the board of directors. And as part of that, it became very apparent to us that
Stradley concession on the football side. We're very happy they're getting some improvements over there. But on the baseball side of Stradley Park, uh it is in a state of disrepair. As Mr. Goins stated,
improvements to the baseball side since since we were there in the 90s. And so I have prepared some photographs to give you all a snapshot of what I'm referencing here. I would also encourage that anybody stop by to do a walk through because there may be some things that you all can see. If I could distribute those. I only printed seven, so I under budgeted But if maybe we can share some of those, I'll kind of be referencing those during my uh one minute remaining here.
There's a cover sheet and then page one. And I included this in here just to kind of show you that we are reaching out to our community, our community businesses, to try to help get some funding in there as well. This is a new sign that we recently had uh had donated by Kendall Signs and Rockledge. This is new landscape. This whole area was totally overgrown. We had donations to improve that. If you go to page two, uh we have I started with photos of dugouts. And when I said that it's in a state of disrepair, there are these cause many safety concerns in my eyes for our players. We have many young players. But if you see here the dugouts, I did a sampling. There's eight dugouts total. Four main fields, eight dugouts. And then
some of these look like they might be salvageable. But some of them have holes. Some of them have wood rot. i'm Going to page four, you can see here, this is the exterior. Again, wood rot, just really torn into pieces here. And then
have to look real hard because this is small. But our T-ball fields do not have any covering, any shade covering whatsoever. There's no roof on those. It's basically like fence material, metal. This field used to have good shading because there were cypress trees. But the cypress roots started growing up into our field. And my little guy was in T-ball. And so those trees all had to come out. So now the T-ball players are totally exposed to heat, elements, anything out there. When I talked to a contractor about what to do with that, basically you cannot just stick wood on top of that metal. So we're going to be looking at either having to do a total rebuild of those dugouts or an alternate option would be to get like a shade covering. I think I heard some talks about like the park shade covering, that type of thing, or tarp material that we can remove there. So we can just maintain the metal structure. uh

only one side um that has any covering whatsoever. But as you can tell, there's holes. So anytime that there's a pop fly or a foul ball, any of our viewers are exposed to being injured there. uh Page six, the bathrooms and our second floor building. So our concession building has our concession stand, a storage area,
second floor uh with scoreboard rooms and a conference room. The men's bathroom is what I have pictured here. And you can kind of see that underneath the sink, there's apparently been some type of leak, wood rotting. The tiles have all been removed there.

to see where the extent is. But we kind of discussed with him on what it would take to do a half wall to remove that half of the wood. uh The picture on the bottom left corner where you see an electrical outlet and a light switch, that's on our second floor conference room. That just presented a safety concern to me. Those wires probably should not be exposed, especially if we have kids coming up there trying to hit that switch. It could definitely be very dangerous. ‸ going to page seven. This is our concession stand. ‸ As you can see from the photos, the countertops are very dated, 70s, 80s style there. the door Some of the door handles are off, the drawer handles. The countertops uh have really been just cosmetically repaired with like

our sink uh sink faucet does not work whatsoever. What I'm holding there in that hose is literally like a spray hose, like if you have ‸ the side of the sink where you can push the button and it sprays straight. That's the only way we can wash dishes, wash our hands uh within within that concession stand. uh The cabinets there uh ‸ also in disrepair. They could potentially be maybe rehabbed. This set, these are the ones in the front.

when it rains, you will know that it holds water. If we get a bad rain, if we get a little rain. And so where our storage and equipment room is located, the water will actually be standing for days. And I'm talking standing, waiting up to slightly below your knee. And so this really affects our storage and equipment rooms, which are made out of wood. And so you can see uh in all of these photos that there's wood rot. There's some water damage to the ceiling because these are flat ceilings. So the water stands on those ceilings uh rather than draining off. And when I spoke with the, and also page 11 is also those same storage rooms. When I spoke with the contractor, I
could do a little like concrete stem wall and then do wood up from there. He does think that the actual framing may be salvageable. So that could save some funds if we could replace the exterior and obviously the roof or ceiling damage. On page 12, I have the awnings. These are difficult to get photos of because the building has four awnings, one on each side that are made out of some type of aluminum or metal that provide coverage and rain runoff. But as you can see, there's some peeling. There are some splitting here. We had a contractor come out to look at this today. And apparently these are not up to code. I don't know if we were grandfathered in at some point.

We have many players that are getting rides from coaches that are being raised by grandparents ‸ that don't have the means to necessarily contribute financially. Stradley, Provost, all of those parks are the cities. okay And again, i I feel like Cliff Clavin, but but back in the 60s, the voters voted for it to be a district park system. ‸ And so, there's an extra tax that the citizens of the district taxed themselves for, for parks improvements, uh parks operations there. There was the tax in the 60s. There was, again, a a a new tax that didn't get voted in in here.
districts there. And so, this is, this is a funding issue. But the city owns the parks. Through the, through the district setup that was approved by the voters, the county maintains the parks. And so, there's no giving the parks back. And so, and I don't know who told you that, but I'll have the conversation with the parks director. So, so, ‸ the new agreement, and that may have been what they

So, so, so we're stuck in the funding not keeping up. um And again, those resources not being there to replace septic systems as they got old or as they as they fail Right now we don't know that it's failed it's failed but to be conservative I'm saying to the council that you probably want a budget to replace those systems. yes, yes. Hi, my name is Margie Harris. I live at [address]. I've been there for 30 years. I'm in the D1 district. I'm addressing the board in reference to issues we have when it rains. We have standing ‸ water for days on South Carolina Avenue from the north side of Count Street all the way to Jackson Street, which causes a health issue with mosquitoes and it's a nasty eyesore. And yes, there's a drain on the corner of counts in South Carolina, but the water never reaches it. We're asking the board to include in the 2027 budget gutters and drains and that would solve this issue. The south side of count street, they have gutters on both sides of the road. And when it rains there, you can't even tell it's rain. It's like a totally different road. No rain at all.

um Public speaking is not my favorite thing, so don't mind me. um I'm here to ask for your support in adding a playground in the Pine Ridge neighborhood to the city budget. are a lot of children there. um The concern goes beyond just the playground. We often feel overlooked as a whole. We're dealing with potholes that go unrepaired for weeks. Right now we have a pothole that takes up half the road, and
And that's why I'm here. i'mI'm here on behalf of the kids. I have two little kids. And while we do ‸ have a playground in our yard that's small, all the kids come to my yard. And I don't think that's the way it should be. I think there should be a park for all the kids. Especially in a community with a lot of children that can't afford to um have parks or go to parks nearby. And we really don't have a park nearby. um So there are some empty lots in our neighborhood that I have pointed out that are perfect for a playground that would be nice for all the children. um More than anything, we're just asking that we're prioritized and considered. um
That's pretty much what I wanted to ask. If you guys could please consider putting Pine Ridgeand the budget for a playground. i I know that a lot of the parks like
Michigan. And it's not covered. And, you know, it's not great distance for us. We would have to walk miles or ride miles to get there. So thank you for your time. And I hope you guys will consider our neighborhood.
