Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
187 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
10 short machine repair(s) (13 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.8% of 7,012 content words.
Dotted words (187 places) are ordinary wording differences: hover or tap to see the other reading.
187 passages (28% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

when‸ assessed value is. So one of my staff members did a great job and put this information together, that's kind of a simplified, um kind of at a glance where your money goes type of information. so this first part here is a glossary that just explains in more layman's terms. Some of the terminology, like I said, that we use as we go through our trim. ‸ talks about the save our homes, explains what rollback rate is. And then um this slide breaks down the millage rate for

Ma'am, knowledge is power. ‸ Okay. Do we have any other questions? Is there anything else you would like to share with us? Because that's going to come into when we get on the back side of our paper ‸ when we come to our public hearing one and two. yes

trying to break it down a little bit more make it easier to understand and at this point in time I would like to continue into the first hearing Okay. If there were no further questions.
because I know we have consent and delegations um I would like to hear from her if that's okay just modify it a little bit so that we get to the crux of this which is the meat of this if that's okay with you all yes that's okay with council can I get a consensus so Yes. Are
But uh okay yes, ma'am, it's not that we're trying to leave early I just want to get to the meat of everything first and foremost yes because my concern is I ‸ don't think we're gonna ‸ have too much right here
the point I was trying to make is that some people might get here late because they assume that it's going to be the public hearing which is after the delegations and consent

of that um we will come um and they can speak about it even on the delegations. They still have that opportunity to elaborate, ma'am. So that's a wonderful thing. And and like they stated, this is not the first time we're going to meet again. the Floor is yours, ma'am.

budget and tentative millage. So there'll be two steps in this meeting um as we do each year when we go through this trim process. The first one is going to be to adopt the tentative millage rate, which i would like to note that the tentative millage rate cannot exceed the vote

So that means your revenue needs to equal your expenditures, which the budget has been developed being a balanced budget. And I would like to inform council that this tentative budget hearing was advertised via the notice of proposed property taxes that all property owners received through the property appraiser of Brevard ‸ County.
so all this is following the trim statutes that we are required to follow. So this slide shows you comparative millage rates and avalorum taxes that are collected. If you look at the slide in bold, you'll see that number two in the millage rates is the city of

however we're collecting about 13.6 million dollars gross in avalorum taxes if you rank that in a different way, we're actually fifth, which I'll show you graphically in a couple minutes, but we're actually fifth in the county as far as Avalorum revenue. And of note, if you look at Palm Bay and Melbourne and even Titusville, big jump from our

So issues for council to discuss. i'm Sorry. Rollback rate. This is the definition of rollback rate, which is a millage rate that allows for some growth in revenue by excluding any new construction from the calculation of the rollback rate. And essentially gets us to where we're collecting the same revenue as we did the year before. For fiscal year 2026 the rollback rate is 6.7367 mils and this is calculated on the um department of revenue forms that we have to certify to the property appraiser. So substantive issues for council to discuss in this section of the public hearing the rollback rate or the 6.9532 mils is an increase over

in the budget of 6.9532 mils is 3.21 percent higher than the rollback rate. Sorry about that. This increase was needed to find essential service costs, mandatory and critical capital equipment, salaries and benefits, and then to absorb any inflationary costs.

was here because when he showed me uh uh beforehand that even with the rollback rate we still had a balanced budget we were still able to meet all of our obligations and um so i know realistically in a manner of speaking we're not getting a tax increase but it is because everybody's home values went up and 39 of our citizens are paying for or are getting that tax increase. Not everybody. um And I sure would like to be able to give them at least some sort of a break on everything that goes up. um I know before we passed it to go through at the, I mean, it was passed, you know, at the previous meeting. Let me be first to say crime is down, the wall So that's the wise investment that we have with our staff, um with our citizens, and multi multiple citizens that I've recently come in contact. staffers working diligently with our state officials, our congressional officials, but you can clearly see the community is partnering with us. Also, we can talk about recognizing the international um chief of police as one of the three police agencies across the nation for a model agency for policies and practices seeking enhancement and trust and collaboration. Fire Station 33 just went in. We acknowledge that. You were there, Deputy Mayor Weeks. You saw the excitement, the

well. But clearly, we can see the investment that we will do in our community. We're getting positive ‸ results. So I'm trying to say, if you keep chiseling away, let's let's build. Because you know the famous saying, if you're not building, you're dying. If you're not growing, you're dying. So we're going to get to that point of doing a rollback rate eventually. Yes, ma'am. Wait till we get the doggone um

Riverfront Park. So the positive growth, the positive performance, the positive results that we're getting, you just have to trust the process. I believe in the process. The process is the last thing to let you down. And I believe in all the staff directors here. And I believe in you all. Why? Because you've been doing it for longer than we've been council members. And I have the most seniority up here on this council right now. So shall I say any more? Or shall I just go ahead and call the question? What would you like for me to do so we can move forward? saying none, chair would like to call the question. All in favor, saying aye. Aye. Any nays? Nay. Let the record reflect. We have the same two that dissented. Deputy Mayor Weeks and Councilwoman
But I thank you for your commitment and dedication because we are seeing the results. And you pay for what you get and what you get, we pay for. So we're going to move

the revenue picture for this uh particular fiscal year, but you don't adjust for inflationary factors and float for uh union salary raises and those sort of things going forward, then you don't really have a true picture that you should be presenting to anybody of whether or not you can withstand going to rollback. So most significant on on this picture here is the percentage of total general fund revenue. and remember our general fund revenue which if you look on the bottom chart the 54.9 million

this, because it's amazing that only 39 of the parcels in the city are taxable. And and Deputy Mayor Weeks is right, and so 39 carry the burden, you know which is which is, again, more the reason why we gotta actually uh shore up the tax base. um And so, so again, just wanted to to make those comments. um You know,
in the way that she stated, but you had a separate conversation with Stantec um with your observation, right? I think it would be valuable for for some sort of a statement, either from you and or stand Stantec, because what's going to happen, what's going to happen, is three people on the dais voted to raise taxes, right? So that's going to be the narrative that's going to be spun. And so it I think it'll be it'll help all of us um with some sort of a breakdown of what you said, because today nobody's here. And yeah
he didn't do that. Now, now he was he was responding to to a question there, because he again, it was you know we show you the intersection of the revenue and the expenditures there. And and again, if you're if you're decreasing the revenues, but you're not increasing the expenditures, well, then that that that would appear to give you more time. Now, and I know that for a fact, because i

The fund with the uh most expenditures and revenue, because keep in mind revenue and expenditures are equal. as balanced. Water and sewer fund is about 98 million dollars general fund as we just went over is 54.6 million dollars uh the water and sewer renewal and replacement you'll see that's 21.6 million dollars we'll see that number show itself in a couple different ways. uh Water and sewer restricted assets, that's debt service fund. uh We have a number of special revenue funds total about 4.4 million and then we have

as we do, we'll look at general fund and then storm water and water and sewer fund. The categories that we break out, ‸ general fund revenue is into taxes, permits and fees, intergovernmental revenue, charges for services, fines and forfeits, miscellaneous revenue, and then was classified as non-revenue, which is uh debt proceeds, fund balance, use, or interfund transfers.

and get different revenue sources as much as possible, which is why we need those franchise fees and public service taxes and then the charges for services for the billing for all the other places that we bill for. um This is by department. um As you can see, the police department um shows that it went down. um There was some reorganization done in the budget this year and code enforcement went over to community services. So if you look at community services, you see their budget increased by 528 000 because they got code enforcement. uh Public works.
