III. Awards and Presentations:
IV. Delegations:
Robert Markwith, Indian River Circle, Cocoa, shared that as he’s been walking his
dog lately, he has noticed several issues. The first being on 2103 N. Indian River Dr.
because the sidewalk is almost impassable due to the amount of sand. Additionally,
there are more issues with the sidewalks along the 1100 block of Indian River Drive.
Also, along US1, near the Ace Hardware, there are streetlights out. Lastly, he
pointed out that on SR 520 coming from Merritt Island, there are a series of six lights
on the north side that are out.
Debra Dukes, Cocoa, shared that she is getting ready to return to Provost Park to host
Holiday in the Park. She is looking for co -sponsors and hope the City would be
interested in being a partner as they have in the past. She is also seeking permission
to utilize both sides of the park.
Anita Gibson, 451 Stone St., Cocoa, shared that she was trying to schedule an
appointment with the Cocoa Police Chief but when she called, she reached the
Sherriff’s Department. She stated that she was confused and was hoping to receive
some clarification.

Page | 3
In response, Mayor Blake provided some clarification and explained that the City has
unified with the Sherriff’s office and our dispatchers have merged. If she’d like to make
an appointment with the Chief, she can either go to the Police Department in person
or get with the Chief after the meeting to get his contact information.
Jennifer Korona, 120 St. Charles St., Cocoa, shared that she was at the last Council
meeting to talk about the speeders on Hughlett Avenue. She asked if there were any
updates.
In response, Mayor Blake stated that the proper people have heard her issues and
they are working on a solution.
Chief Collier added that he did send officers over there to observe the area.
Further discussion was held on where the stop signs are located on her street. She
shared that she does not have one on St. Charles Street.
Aleck Greenwood, 640 Brevard Ave., Cocoa, wished to congratulate Council on all of
the work that they have been doing. They have a lot of projects and development
coming to the City.
He also wished to address some drama circulating social media. He wants it to stop ,
and it is not conducive to positive progress. He would like for the record, for Council
to agree to not vote vindictively.
Councilmember Weeks suggested that Mr. Greenwood go back and read the July 28,
2026 City Council meeting minutes and watch the video because one individual on
the Council made threats to make budget cuts from Districts 3 and 4 if votes weren’t
made correctly.
Deputy Mayor Goins wished to address how the videos that are circulating social
media made him feel. He shared that he felt disrespected and that if someone is going
to share their truth, they need to share the whole truth. Council disagrees on things all
the time, which is fine, because they are all fighting for the people, however they
shouldn’t let their emotions get in the way of that or let it get out of control. He added
that he wouldn’t treat anyone else on the Council this way, and did not appreciate what
was said.
Additionally, the Mayor is his own man and stands on his own convictions. He is
entitled to his own opinion, and Deputy Mayor Goins and Councilmember Hearn
shouldn’t be put into the same box over something that someone else said.

2. Approve a resolution amending the FY 2026 budget, BAF 26 -102-A, for additional
funding for fire operations overtime to get through year -end. (2026-806). (Finance
Director)
Ms. Bowman explained that Fire Department overtime was budgeted at $300,000 for
FY26 funded by recurring revenue sources. Fire overtime was given an additional
$431,805 in March based on the projections at the time, utilizing cost savings from
vacant positions. The additional budget provided is now insufficient and an additional
$60,694 is required for overtime and regular salaries in order to ensure the personal
services category does not go negative in compliance with the Financial Operations
Manual (FOM)'s Budget Policies and Procedures. The c urrent balance of the fire
overtime cost for FY26 at this time is $769,024. The other salary accounts may also
need additional funding at year-end from other recurring sources during the year-end
cleanup.
The cost keeps going up and up and is not sustainable. It has increased even more
than last fiscal year.
Councilmember Weeks asked what we can do to address this. In response, Deputy
Chief Moore shared that they have some ideas, however they in a contractual process
and can’t implement their ideas until they get through this process.
City Manager Whitten added that the discussions are ongoing and the current contract

X. Reports:
Councilmember Hearn shared that he didn’t have any pictures to share this evening
but had a good time at Copper’s retirement party.
Councilmember Koss shared that she doesn’t have any photos either, however she
wanted to talk about the museum on Michigan. It is one of the assets in District 4 and
hopes it is here to stay.
She also wished to address the comments that were made by Mr. Greenwood. She
wants to respect Councilmember Weeks’ voice and her opinion. Her voice is important
too. This reminded her of when she was in a trauma center after a bad car accident
and a budget meeting was held while she was out and decisions were made.
Regular City Council Meeting 09-22-2026
Page | 9
She added that she does not feel as though anyone on the dais is corrupt, however
respect is not always offered to everyone who sits there. She is hopeful the next
Council will be able to overcome this.
Lastly, former Mayor Jake Williams, Jr.’s mother passed away at the age of 97 over
the weekend. If anyone is interested in attending her funeral, it will be held on October
3rd.
Councilmember Weeks shared photos from events she recently attended, including
the Space Coast League of Cities dinner, K -9 Copper’s retirement party, a Realtor
Preview event, and Deputy Mayor Goins’ District 1 Update meeting.
Councilmember Weeks also wished to address some things that were said this
evening and her social media posts. She referred to the July 28, 2026 City Council
meeting minutes that were approved this evening.
She provided a timeline of how things came to be at Junny Rios Park, beginning before
she became a member of the Council. She wants the money that was re-allocated to
Stradley Park from Junny Rios to be put back. She realizes that Stradley has issues,
but asked what makes that park more important than a park that was named in honor
of a child that was murdered.
She went on to explain that she has done research on the other parks that have
received funding in the past. She is only asking for approximately $190,000 for the
playground equipment.
* MOTION by Councilmember Weeks; Seconded by Councilmember Koss to re-
allocate $190,000 to Junny Rios park for FY26, and whatever is not spent can
go back to Stradley Park, for discussion.
Councilmember Koss asked to add a caveat to the motion to allow everyone some
time to consider this and postpone the discussion to a later date to give everyone
some time to cool down.
Mayor Blake acknowledged all of those who have reached out to him and thanked the
Council for allocating money to Stradley Park. He spoke to the history of Stradley Park.
He is looking at what is best for the children.
Deputy Mayor Goins stated that when you publicly make statements that aren’t
completely true, it does more damage than good. He and the Mayor have gone around
and around on issues before, but when they leave the Council meeting at night, they
always check in with each other to make sure they’re good. It is never personal, it’s
just a difference of philosophies.
Regular City Council Meeting 09-22-2026
Page | 10
He added that sometimes as Councilmembers they win, and sometimes they lose.
He read a few statements from social media. He also referred to the July 28, 2026
minutes and read the section Councilmember Weeks was referring to. She insinuated
that he and Councilmember Hearn were in favor of making budget cuts from Districts
3 and 4. The minutes say that the Mayor asked Deputy Mayor Goins and
Councilmember Hearn if they were willing to make budget cuts from their own districts,
and each replied no, not that they were in favor of making cuts from the other districts.
He read another statement from social media where someone commented in favor of
allocating money to Stradley Park. Re-allocating the money was not done to punish a
Councilmember, it was done because real people use Stradley Park and they want to
see the money spent there because it really needs it.
He has 140 comments on his social media post right now that are in favor of spending
the money at Stradley. Not one person is in favor of spending $190,000 dollars at
Junny Rios. The question is, the people are speaking, but what people is she listening
to? He does not like that she used the national tragedy of the murder of a young man
to fight for Junny Rios. There is a dire need at Stradley Park , and he feels that is the
right thing to do.
For the record, he stated that he is not attacking Councilmember Weeks and
Councilmember Koss.
Councilmember Hearn asked Mayor Blake to share the history of Junny Rios, which
he did.
Councilmember Hearn pointed out Stradley Park will service the entire city and not
just one District. His mind was already made up prior to that Council meeting to re -
allocate the money to Stradley, regardless of what happened or what was said at that
Council meeting.
Additionally, each Councilmember votes they way they wish to, not because someone
is telling them how to. It is their job to listen to their constituents and represent them.
He stands by his vote. He shared that he trains at Stradley Park as well and
understands the need there.
Councilmember Weeks stated that she has never heard the Mayor threaten Deputy
Mayor Goins the way she felt threatened that night. She has heard from her
constituents who are having a hard time understanding how Council could take money
from Junny Rios, when everyone knows the history of who it is named after.
Regular City Council Meeting 09-22-2026
Page | 11
Additionally, money has been spent at Stradley Park over the years and the City has
not been neglecting it. Many people frequent Junny Rios for parties and is a well-loved
park that deserves this money for improvements.
Councilmember Koss wished to add that everyone wants the best for Stradley Park.
It’s one of the only places where the children have organized sports. She shared that
she spoke with the City Manager to try and find a solution and she has also reached
out to Thad Altman and Tyler Sirois to see if anything else can be done.
Deputy Mayor Goins asked if Ms. Joiner from the audience could speak. She arrived
late, but he would like to give her the opportunity to speak on Stradley Park.
The Mayor considered this and asked if Ms. Joiner could come back tomorrow to
speak at the workshop. In response, Ms. Joiner noted that she could try but she takes
care of her father and asked if she could call in if necessary.
The Mayor called a roll call on the vote.
THE VOTE ON THE MOTION WAS:
AYES: Koss, Weeks
NAYES: Blake, Goins, Hearn
THE MOTION FAILED (2-3)
Mayor Blake allowed Ms. Joiner a few minutes to speak and asked everyone to keep
an open mind.
Ms. Joiner shared that she appreciates the funding that goes into the parks. The parks
are important to her because she grew up here and she is forty -six now. She played
at Stradley as a child, and her children played sports there too.
She also understands the history of Junny Rios as she was his classmate. He was
actually abducted from Stradley Park and not Junny Rios. She didn’t like the videos
that were posted on social media. Junny Rios is a beautiful park already and Stradley
needs to be completely redone.
Mayor Blake shared photos from events he recently attended, including Copper’s
retirement party, dedication of Pastor Jarvis’s home, an anniversary event for the
Bostic family, and a ribbon cutting event.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
462 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
43 short machine repair(s) (52 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.6% of 17,396 content words.
Dotted words (433 places) are ordinary wording differences: hover or tap to see the other reading.
462 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:43:03 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

the sidewalk is almost impassable with sand. The prior owners had lots of sand down there. And it was an issue. The property was sold. The new people were doing an excellent job. And it's now terrible. I reported it to Public Works. Public Works says that it's the responsibility of the owners.
I don't want to run all ‸ of these things back. In other words, I have a issue. I can't walk up to the door, knock on it, ‸ say, go get rid of that sand.

The other issue I have is with streetlights. I finally figured out FPL. But there are lights out on US-1 by Ace Hardware. I reported them to three different organizations. The last time Public Works says it was known, it's been out for well over a month. Coming off of 520, coming into Cocoa from Merritt Island, there's a series of six lights down there by Lee Winter Park on the north side. Four of those six lights are out and have been. There's a lady that walks down there every morning, and when she gets to that little ‸ bridge, she has to turn on her flashlight on her telephone to ‸ make it work. ‸ I don't know how to get these fixed. And ‸ I have a request. Dixon Boulevard is very dark. I finally got that light fixed on there. Since you all are doing budget right now,

it down by the lift station. There's light coming up by US-1, but ‸ after you hit the apartments, there's nothing there. There's a nice double pole there. One of the poles doesn't have anything on it. And so that's ‸ it. Thank you.

It's ‸ on a hill. Well, she's a neighbor. She knows all about it. ‸ The sand slides down off the hill onto the sidewalk. ‸ As you come up the river road and you first hit it, there's a light bit of sand. And then you get to the ‸ north end of the property. There's a pile. ‸ It's probably at least that deep. Okay. All right. Thank you.

Oh, yeah. The 2103, they basically, he took out the trees and other foliage that were there, the owner before the guy that ‸ is there now. And ever since then, ‸ it's sand. So there's nothing holding the ground in. And he hasn't been able to get anything to grow. So, I think it's really,
the other thing I had was a question actually, probably for staff, um, in terms of lights, how do we know which ones are like the ones on us one? We don't manage those. That's the state, right?

Good evening, council member staff. My name is Anita Gibson. I live at [address]. I just have two issues of confusion to me. The first one is I contacted Cocoa Police Department because I wanted to schedule a meeting with the chief and when I got the Cocoa Police Department, they said, this is the sheriff's department. And I said, I'm confused. And so she, they were trying to explain to me that they merged some kind of way.

don't say appreciate it. But what I am saying is in the past, I've been able to contact Cocoa Police Department, make an appointment with the chief whenever necessary and talk to the secretary and have that done. Now, I'm going through a different avenue, which I don't understand. And I really don't like or appreciate.

or my estimation, Cocoa Police Department should have their avenue of contact with their citizens and the sheriff's department can do their thing like they've been doing. So I'm not real clear on the merger. I mean, it doesn't matter if I'm clear or not, but I'm not.

if I may ask with your blessings, Mrs. Gibson, we've unified with the county. Our calls are now directed through the county office as a county dispatcher. Not even involving the train. And ‸ I'm having a problem when, and I need to bring it up because this is something that needs to be stopped. There was a social media or Facebook issue put for everybody to hear. And there were some negative statements made about the way that the council makes votes.
to help get to the successes that we have, are the people that are being criticized on the council. And I really don't like that. It's drama. We want class because that's what we've become. And it needs to continue. This thing on social media stating that when you are outvoted, it is ‸ deliberate, deliberate vindictiveness. And I know for a fact from being on the council, you don't make votes to be vindictive. So
meant to say. And it bothers me, because that's not the way it is. If you get outvoted, stop acting like a victim. There is something that the other three members are seeing that you don't. When I'm on the PNZ board, I don't always get support from the board. And they give me input. And I ask them, what am I missing? What am I not seeing? So we discuss it and we make a decision. That's the way it needs to be. And because I don't have enough time left, all I'm asking is that this needs to be stopped.
in the city. And I still would like for the record to to eliminate the negativity that's been all over the the social media that the council members do not vote vindictively.

28th meeting, you will see ‸ and you will hear that the vote that there was the threat made that if votes were not done correctly, that things were going to be cut in District 3 and District 4. So you can say you can try and spin it however you want. But that was said and it's on the record. Not only you can hear it, you can see it and it's even in tonight's minutes. And that's all I'm going to say on that for now.
answer your question, for me, because I only can speak for myself, I have never voted vindictively before in my life and I never will because I have my own mind,

And so ‸ what happens is when you're speaking truth, you got to make sure you tell the whole truth. We got to make sure that our context is correct. refuse to do that because I have enough respect for you to say that's how she feels. That's her choice to vote this particular way. And so I know sometimes and

I think we should ‸ stay the course fight hard as we possibly can for that particular thing without getting emotional and getting out of control and spinning the narrative. That's my truth. I know what I said that is on record. I have not accused or threatened or said I was going to take something. I actually voted for the $300,000 to go towards Junior Rios Park. The firefighter overtime has gone up exponentially. We have been budgeting 300,000 for firefighter overtime in hopes that that overtime would come down during the course of a given year. But every year since 2022, the costs have gone up. We have been able to budget, and there's been two budget adjustments that have come before Council this year already to increase ‸ the budget for their overtime.
have determined that ‸ about an additional 65,000 is needed to cover their overtime. ‸ That brings up the total spending for the overtime to about $900,000 for the fiscal year.
sustainable to continue spending at this level. And so, we're just bringing this agenda item to you for approval and to bring your attention to the fact that it has increased even more since last fiscal year.
courage for whenever someone takes off. It's not like someone's other job where they take off and they're off and there's no one there. But with us, if someone takes off, we have to have someone to work and fill that position to keep our manpower levels up to standards and laws of the NFPA. And the schedule, we have some ideas, but we can't implement those yet until we get through the contractual thing that we have to negotiate in order to adjust that. ‸ We do have some ideas of what can be done, but we have to go through that process.

It's the number of folks ‸ who we have on staff. And it is some things that we want to change within the contract that we think will will allow us to to reduce the the expenditure amount. But all of that has to be negotiated.

think uh you know we were all real proud that we were able to capture this 5.2 million uh And if you remember, ‸ Council doesn't remember, but I remember because it's on my agenda every day, it seems uh the matching 5.2 million dollars will also be coming from uh from save our indian river lagoon and then there is a bit more left over for uh some dep grant money that's also coming for about 1.3 million and then i believe we also got or 1.3 million another million from a line item budget allocation from the state, thanks to our local uh support.
believe, in order to help process the grant, they asked us to go ahead and authorize the budget and so on and so on. Even though we don't physically have the money yet,
we might see that. And then as soon as that first chunk comes in, then we need to go and look at the Brevard piece, which is a contract with Brevard to do the match. And then we finally need to capture that last piece. And once we get all those together, all the processes that we previously talked about, which is bidding the job and getting a contractor and so on, we'll start in that process. So I'm here to answer any other questions you may have.
Yeah, and this is, then I'm gonna‸ pretty much ask you ‸ to reiterate a part of that, I think, um because I think you answered the question. But I was formally asked by a group of my constituents that, so we get we get the grant, we've got one more grant that's out that we won't know about. And I did talk with the city manager about this and
‸ So, um I know that's, um we'll know about that in a couple ‸ months. But once we know about all the grants, then it goes, then you go do the estimates, figure out how much it's going to cost, then it comes back to console. And when you figure out how much it's going to cost, that will include not only the main line, but the laterals, right?

who's going to be charged for those. The residents will not know when that decision comes before console they still won't know if everything's going to be covered or...
Yeah, more than likely, I mean, just like any bid, once we have a bid and we'll have an engineer's estimate, of course, probably updated at that time. Assuming we have enough money based on the engineer's estimate to go forward, the project will go forward. Like any construction, you take a certain amount of risk associated with any construction project. Just like anything, no different than any capital project. Difference on this one is simply that we have multiple funding sources making it extremely complicated because we have multiple contracts and compliance issues associated with each that are not necessarily consistent with each. So that creates a another wrinkle for management. But in the end, it's funded for private and it's also funding for public. As a city, we are responsible for executing the public side, which is putting in the gravity main, and
so the citizens can come in. Once the project is actually built and we have elevations and as built and things that we understand, plumbers can then come in and say, oh this particular lateral is nine feet deep. That's going to be way more expensive than one that might be shallower at three feet deep. And so you'll get those variations and costs. Those will be submitted for reimbursement and execution based on that money set aside.
Do we have any sense of, I mean, then our request for the three million, which I think the figure is around three million, that that's pretty much going

couldn't tell you today or four months from now what those prices would be. I think we have to be vigilant in being conservative and wait until we're ready to actually put that thing out and see what those prices come back as. And at that point, then we can understand whether we're falling significantly short or ‸ are the grant combinations covering at least the expected cost by the engineer's estimate.

we would we would make that information against once the as-built are complete and we actually know what elevation the main actually gets constructed at. Because remember, Coquina Rock, a lot of variation in those potential plans. But once it's in, that information will be available to the individual contractors who are interested in bidding. And they'll be able to make their estimates based on the depth of the main and the elevation of the house and where the plumbing comes out underground.
Okay. And then a practical question is, the main itself, does it already have a designated spot for each resident? Or is that determined when ‸ It's in
the design in the current design. But again, it can vary based on what we found. Remember, we have direct dig and we have directional drill. If the directional drill rig you know has a problem or can't get past a uh you know a Coquina Rock or anything else that's underground, they'll have to open it up. But depending

And it was kind of embarrassing. He stated isn't that the city that you were in? Yes. So it was embarrassing. So that's why. That's one of the reasons that. I even came forth with that motion. That we needed to do something to address it. Although we know as stated. That money that was reallocated. Won't fix all the problems there. But it's a starting point. We got to start somewhere. the only thing I had was I appreciate council members showing up last night. Also, the community showing up. It was very strategic to do it the same night as Diamond Square.
It was ‸ to educate a lot of people who just didn't understand the processes. So I appreciate staff for being there yesterday. One of the biggest things in our district is always just code enforcement issues a lot of the times. The policing side of it is ‸ not an issue anymore. And so we don't really have those issues. But in District 1, the biggest thing that we talk about ‸ is code enforcement. And so thank you for being there yesterday, answering everybody's questions as well. But it was a good turnout. That was my last town hall meeting or update meeting of my tenure. I think I have maybe two or three more council meetings left as well. And so I appreciate the citizens just for always coming out and supporting me and sometimes cussing me out too. I appreciate both sides. But I really enjoy fighting for the community as much as I possibly can. And I appreciate council as well for some of our exciting discussions at times. But we have another meeting tomorrow that we really want the community to be a part of. It's the budget meeting.
We need everyone in attendance that if you can, you truly get to see where your priorities lie. You see where your dollars go. ‸ You see definitely going to find out where they don't go. And so I don't want to get on a soapbox about Amendment 3 as well. That's a hot topic that's going on all across the state of Florida.
If Amendment 3 passes, we're going to have a whole different style of conversation moving forward. And so, yeah, we're fighting over the millage right now. We're going to be fighting the state for dollars in the future if it passes. And so ‸ be careful on how you vote.
