1. Utility Rates & Handbook Changes. (2026-548). (Utilities Director)
Ms. Bowman explained that a comprehensive rate study for FY2026 has been
prepared by Stantec and is presented to City Council for review. The rate study
recommends the annual implementation of a zero percent (0%) for FY 2027 and an
automatic annual four percent (4%) increase to the water, fire lines, hydrant,
wastewater and reclaimed water fixed monthly charges and usage rates for FY2028
through FY2031. The automatic annual increase is subject to an annual review and
validation by City Council prior to the rate increase being implemented via Resolution.

increase for FY2027 and the automatic annual 4% rate increase for FY2028 through
FY2031 to the water, fire lines, hydrant, wastewater and reclaimed water fixed monthly

The annual rate increase is intended to fund the capital improvements necessary to
repair and maintain the aging utilities infrastructure, as analyzed by the City’s utility
engineering consultant, Jacobs, and the City’s rate consultant, Stantec. Utility ca pital
improvement projects are large, long -term projects that require dedicated funding
sources for debt service for a definite period of time.
Ms. Bowman also shared a summary of the changes being made to the utility
handbook which include:
• Add language to allow temporary meters to be in use for 180 days unless an
extension is requested and approved.
• Add language regarding plugging a meter and the associated fee of $35 on any
meter where service is disconnected to protect its water asset from
unauthorized use or continued excessive water loss such as tampering.
• Allow for delinquent balances on private fire protection system accounts to be
transferred to the account holder's water account for payment.
• Allow for the City to recover court costs, and where permitted by law,
reasonable attorney's fees incurred in any dispute that results in legal action.

Fire Department operations and capital improvements. It helps ensure that essential
fire protection and rescue services are available to all parcels in the City and provides
a stable funding source outside of ad valorem taxes.
Additionally, City Council approved the inclusion of a 3% rate increase in the FY2027
budget during the July 7, 2026, Budget Workshop, based on recommendations from
Stantec and City Staff.
This 3% increase to the Fire Protection Assessment for Fiscal Year 2027 will support
ongoing Fire Department operations and capital improvements. The assessment,
adopted under Ordinance 20 -2006 and compliant with Florida Statutes, is levied
annually on benefited parcels within city limits.
The assessment is projected to generate approximately $4.08 million in gross
revenue, funding about 41% of the Fire Department's FY2027 budget.
Ms. Bowman stated that staff is requesting the approval of the Preliminary
Assessment Resolution 2026-061 for Fire Protection, for Fiscal Year 2027.
Mayor Blake opened the Hearing for public comment. There being no questions or
comments, the public portion of the Hearing was closed.

5. Approve Preliminary Assessment Resolution No. 2026 -0XX for Fiscal Year 2027
Stormwater Utility Services and accept the Stormwater Rate Study prepared by our
financial consultant, Stantec Consulting. (2026-666). (Finance Director)
Ms. Bowman explained that the City of Cocoa established its Stormwater Utility Fee
in 1992 (City Ordinance Sec. 22 -85) to fund ongoing operations and capital
improvements needed to maintain stormwater infrastructure —such as drainage
systems, ditches, swales, pipes, inlets, manholes, and retention/detention ponds.
In 2018, the City retained Stantec Consulting to develop a 10-year financial plan for
the Stormwater Fund. Stantec's modeling, based on FY 2018 audited data and the
amended FY 2019 budget, was aligned with a parallel engineering review led by Mead
& Hunt, which evaluated long-term infrastructure and regulatory needs, particularly for
the Indian River Lagoon.
At a May 14, 2019, workshop, Stantec proposed a shift from the existing rate structure,
which factored both pervious and impervious surfaces, to an industry -standard
approach based solely on impervious areas. This change aimed to promote equity
and consist ency. During that workshop, the City Council also reviewed challenges
associated with billing stormwater fees through utility accounts (e.g., vacant units,
inconsistent parcel-account matching). Council directed staff to transition to a non-ad
valorem special assessment method using the Uniform Method of Collection under
Section 197.3632, Florida Statutes, rather than continuing with the utility billing
method.
As part of its fiduciary and legislative responsibilities, the City Council is tasked with
reviewing and approving the Stormwater Assessment rates to ensure they are fair,
legally compliant, and sufficient to support the City's stormwater management
program. This includes evaluating the financial needs for maintaining and improving
stormwater infrastructure, compliance with state and federal environmental
regulations, and mitigating flooding risks. Council must consider public input, technical
analyses, and staff recommendations before adopting the preliminary and final
assessment resolutions. Once adopted, the approved rates are transmitted to the
Brevard County Property Appraiser and Tax Collector for inclusion in the annual
property tax bill.

At the July 7, 2026, Budget Workshop, City Council approved Stantec's
recommendation of 2% increase to the stormwater assessment rates for Fiscal Year
2027. Per Florida Statutes and City Ordinance, a Preliminary Assessment Resolution
must be adopted, followed by a Final Assessment Resolution after a duly noticed
public hearing. The Final Public Hearing is scheduled for August 25, 2026, at 6:00 PM
in City Council Chambers.
The estimated gross Stormwater Assessment Revenue for Fiscal Year 2027 is $2.49
million, Budgeted at 95% total: $2.36 million.
Ms. Bowman added that staff is requesting approval of the Preliminary Assessment
Resolution No. 2026-062 for Fiscal Year 2027 Stormwater Utility Services and accept
the Stormwater Rate Study prepared by our financial consultant, Stantec Consulting.
Mayor Blake opened the Hearing for public comment. There being no questions or

like Council to consider everything that comes with having drones flying around.

X. Reports:
Mayor Blake and City Manager Whitten shared great news that Cocoa has been
successful in securing a $56.48 million dollar grant for the Brightline Station. This is a
game changer for the City of Cocoa and it will make Cocoa a destination. This is a
multi-year project that the City looks forward to.
City Manager Whitten thanked several individuals for their partnership as well as staff
and he is looking forward to making this project happen. At some point there will be a
station in Tampa and another station in the north part of Florida and Cocoa will be the
connecting station.
Regular City Council Meeting 08-11-2026
Page | 12
Additionally, City Manager Whitten spoke to the history of this project and how Cocoa
displayed its seriousness in obtaining the station. He started his career with Brevard
County in 1994 and this is by far the biggest project he’s ever been a part of and for
Cocoa this is as transformative as it gets and he is very proud.
Councilmember Koss shared that she is also very excited because the station will be
located in District 4. She recognized the City Manager for his focus and hard work as
well. She would like to talk more about the station at her town hall meeting in October
and is hopeful that there will be citizen participation in this project. This will be
transformative for Cocoa and there is more to come.
Councilmember Weeks added that she has always been confident that Cocoa would
obtain the funding and the City Manager, as well as staff, has worked so hard for this
project. Cocoa deserves this and she is very excited about it.
Councilmember Hearn recognized the collaboration between staff and different
agencies to get this done. This project is a testament to the hard work that staff has
put in and he is also very proud.
Deputy Mayor Goins pointed out that members of Council don’t always get to celebrate
or see the fruits of their labor. With this project, everyone played their part and now
everyone gets to enjoy the fruits of their labor. He recognized staff, the Mayor, the City
Manager and the rest of Council for their hard work on getting this done. He realizes
there are a lot of naysayers about this project , but he knows it will transform Cocoa.
He is very excited about it.
Mayor Blake shared photos from events he recently attended including Tom Wasdin’s
birthday celebration, an event with Family Promise and Tara Pagliarini, an event to
talk about the details of the property tax reform, an event for Mack Osborne in Cocoa
Village as well as other events.
Councilmember Koss shared that the Brightline project has made her a little
sentimental this evening. She recalled when her and her husband were looking to buy
a home in the area and they had originally almost bought a house in Rockledge. She
remembered coming from the airport and seeing a sign that said “Destination Cocoa”
and she realized she wanted to live in a place that was a destination. This is a full
circle moment because now Cocoa has made it as a destination with the Brightline
project.
Councilmember Hearn gave a district update. He ran into Chief Lamm at a training at
the Orlando airport and shared a photo with him.
Councilmember Weeks shared photos from events she recently attended including
the back-to-school drive, a State of Schools event, and her cousin’s wedding that she
officiated.

Deputy Mayor Goins shared his District 1 report. He shared photos from events he
attended including a 321 Empowerment seminar and induction.
He also spoke about some traffic confusion at the intersection of SR520 and Fiske
Blvd. He reached out to FDOT and spoke to Ms. Ashley Ingrahm who jumped on a
solution. He thanked her for addressing the issue.
He also wished to thank Mexico Grill for opening up their doors and helping out the
community.
Lastly, he wished to thank staff and Council for all of their continued hard work.

How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
55 short machine repair(s) (80 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.1% of 20,418 content words.
Dotted words (628 places) are ordinary wording differences: hover or tap to see the other reading.
574 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

And whereas this organization offers water and wastewater treatment plant operator and water distribution system operator training courses required for the state of Florida operators licenses, multiple voluntary certificate certification programs, and continued education programs for operator license renewal. ‸ So again, I'm trying to continue to work again to put on the spring break camp. Same style, but just better. So we have some things to work out. But again, keep the kids off the streets. Give them something safe to do and give them some knowledge. And they don't even realize they're learning because they're having fun. And I think that's the biggest thing that sometimes we don't do in the public school system. We don't come up with ways to make the lessons fun. So kids sit in class. And I was one of those where if I'm just going to sit there and listen to you, it's not going to do much good. But if I can get up and move around and put my hands on some things, learn a lot more. So again, that's what

And I'm just appreciative that you invited us out to come see in real time what you guys are out there doing. I know you've seen the kids all smiles and having fun, but you were actually out there teaching real life skills.
real time there was a conflict between a young girl and a young boy where she mistakenly thought that the kid hit her. But he was actually trying to swat a bee off of her. And she was very, she was visibly upset. And in real time you helped teach conflict resolution. And they apologized to, well, he apologized to her for the mistake. They shook hands and went to play afterwards. I got to witness that in real time. So that's a skill that they're going to take throughout their whole years in school. So that was very valuable to me to see. And again, I thank you for that. You and your staff, you ‸ guys did an excellent job. ‸ So I definitely thank you for that. Thank you, sir.
Yes, sir. Sometimes people get jobs in environments that you're in and they just do the status quo. They just do what their job title tells them to do. And so, but what you did was go above and beyond what your call of duty was. A lot of people do not do that.
And so what you did, you went to D and then you went to Z and provide an account for young people to get off the streets for sure. A lot of people can't afford summer camp. And we know summer camp is kind of expensive in some places. But

children going back to school. It was a collaborative effort from this great city. We had partnerships throughout the city from the breadth and width of Coco that made it such a huge success. I'm usually not shaking up when I speak, but if you could have seen the excitement with those children, because of the partnership that we had, we were able to bless almost 300 children with brand new shoes to go back to school with. We had a great partnership with Coco PD.
One of the kids was playing on the bounce house. ‸ Another kid was coming from the trailer with a snow cone and popcorn. And he says to the other kid, where'd you get that from?

Well, Pastor Brock, you don't know anything about this. But I brought a situation at our CRA meeting about a homeless family. Right. So through the ideas of many people in your church that came up with this program for Saturday, it put shoes on that family. And nobody knew that this family had four children sleeping in the car.
And right. ‸ So sometimes we had these ideas and we just, it may be okay, we're going to help the community, but not realizing you're saving a complete family that you don't even know.
And so, so what happened that day is far bigger than what you probably even thinking about. And so, and now that those kids have some self-esteem going back to school, they didn't have anything. Right. So we helped them out. Some community partners helped, but the shoes was something that they needed and here go the program. Absolutely. So, so thank you.
Man, if you could have been in church with us on Sunday, boy. Yeah. Woo! I could do the rig flip, two claps. Woo! That's low. All right. Um, next on the list will be, um,

so in the construction process a lot of times if they didn't finish the curbing yet They'll just mill the road down to where you see that rock and just that black liquid
they'll leave that down until they're ready to do the sidewalks or curbing Or they may have a storm water project they have to finish or something utility and so What you're riding on is is they don't want to put that one inch and then another inch They'll rather leave it like it is temporarily till they fix all the utilities and then They will pave it and

so before we get that if you have any questions related to this application I just want to talk about a little bit about the zoning the location the feature lane use and the staff analysis that was done so the subject property consists as mentioned is two vacant and undeveloped parcels to loading approximately 0.9 acres the first parcel is as you can see on the top side of your screen is 0.4 acres and the one below on your screen is the 0.5 and is addressed as 155 roof Street the parcels are generally located as I mentioned off of the state

parcels as you can see there are other parcels in the area that also do not have a zoning designation So as a result the parcels lack the zoning designation in the permitted uses and development standards they are needed for development of a single-family home So

So regarding conforming versus non-conforming lots staff determined that both parcels meet the minimum standards of the proposed single-family residential zoning district and would therefore be considered conforming lots. Staff also evaluated the zoning criteria establishing our code. Based on that analysis, the request is consistent with the surrounding residential land use pattern and is not expected to negatively impact traffic drainage, public facilities comfortability or public safety. Overall staff found no adverse impacts associated with the proposed rezoning. Also we take in consideration the consistency with the comprehensive plan and it is consistent with policy 1.123 low-density residential I LDR. So low-density residential areas are neighborhoods of single-family detached housing, limited multiple-family attached housing and limited cluster single-family attached houses.
and we believe that is all consistent. So staff recommends that the City Council approve on first reading ordinance 12-2026 an applicant initiated ordinance amended the officials on a map designation of two parcels totally approximately 0.9 acres located generally south of
