Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
745 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
63 short machine repair(s) (75 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.2% of 29,812 content words.
Dotted words (857 places) are ordinary wording differences: hover or tap to see the other reading.
745 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:42:31 (10 s) — neither reading has words
01:54:12 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay. Before we get started, as you all know, we met previously in reference of the priorities for Council, and we do have several items there. And um if you have any questions, the City Manager will discuss this for our priorities and planning meeting. Mr. City Manager, the floor is yours, sir.

we just we put that there um because again we always outline the topics in the um in the presentation there and so so within the presentation we actually do address unified um dispatching so there are a number of things we'll take you through the traditional uh budgetary information and mrs. Bowman will do that uh and then we'll talk about fire department overtime because that's a huge uh issue and expenditure for us in the current fiscal year and going forward there and so chief Lamb will will talk about that um and then we we do talk about the unified dispatch. I think there are some interesting things that you'll discover about unified dispatching. And then uh lastly, your council priorities. So that's that's all within
because the tax certificates actually go on sale uh June 1st. And so we needed ‸ that. um And then the school board interlocal is uh the item from Tuesday's meeting that you authorized uh me to work with the school board on. And so we'll bring that. And so,
going to update you on that and probably ask for you all to take some sort of action on that, because uh as you recall, the signed fund balances was there was two million dollars to go from septic to sewer. And uh
And so we'll talk about that when we get there. But so starting out, Mr. Mayor, um we'll do the staff presentation, go on to your priorities uh and then the other items there. And so we'll start out as we traditionally do with again, miss bowman taking you through the budgetary and revenue and the tax information. thank
so um this part of the presentation um you've seen at the last uh budget hearing that we had. um So just a little bit about the property tax information, we are definitely seeing a lot of growth throughout

And so that is placing a pressure on the need for additional police and fire personnel to be able to support the increase in population. And if you look down at the box there on the left hand side, uh just as a reminder, our

and the police department's budget alone is roughly 14 million dollars. uh The city manager did mention dispatch and we'll get into some numbers about them later but um they cost roughly about 1.3 million dollars um So the funding for just the police department, let alone fire, uh needs to come from other funding sources uh ‸ about a million dollars. um A lot of times people talk about all the taxes ‸ that they pay

of every dollar goes to the city. And as a reminder, there's a large uh portion of the population that does not pay uh any property tax or very little property taxes due to the taxable values of the homes. And

would be uh the fire assessment and I'm doing a comparison with the police department. Just for demonstration purposes to show that the property taxes don't even cover one department. So
there's a lot of unknown things with uh property taxes, as you've probably seen uh in the news. uh One proposal is to reduce the taxable value of the primary residence by 25 000 plus an additional exemption of 25 000 for anything valued over 50 000.
development being very conservative because, um you know, like there's a budget bill that's going to be effective January 1st of next year, which doesn't have a direct financial impact. But it does have a financial impact that it's going to take staff time to do additional reporting and steps in the budget process.

CRA, to help with funding of that. um And so you'll find out more about that as that uh those two projects progress, but we may wind up having to fund more directly uh for the rebuilding of those two things. And then as a reminder, the Brevard County Parks Agreement a couple years ago, um where we're picking up anything over

went into the project. So they had to do a change order and it costed additional money. In that instance, that was included in contingency for the project, but you never know what you're going to get into during the course of the year. So we have built money into the budget in the last few years since that agreement, excuse me, has been effective. But each year we have no idea what kind of surprises case in point, the septic issue at Stradley coming up. So uh we just estimated rough estimates, um the different scenarios that we had at one point in time.
year uh in revenue And that is property taxes that were just homestead of properties and not all all properties because you do have um multi-family and commercial. um
1.4 million dollars and those things are there to demonstrate that if that type of revenue went away, we would have to come up with recurring revenue to pay for our existing services, or we would have to reduce existing services. And ‸ then there was discussion about should senior citizens be provided an extra exemption. Personally, that'd be great, but I understand on my financial side, uh we need the money. um And then anything uh related to insurance. So there's a lot going on with the property taxes, and we have no idea what legislature is going to do or how the people are going to vote. um So as we do every year,

that we may be having. uh But then when we look on the expenditure side, um they we have union agreements. So, those union agreements have built-in salary increases that were negotiated at the time the contracts took effect. Plus, uh paying other salary uh to to general non-union staff to stay competitive in the market so in general fund we estimate that

is probably a too low of an estimate at this point in time because the prices are so high so our expenses were increasing about 1.8 million dollars so um starting off just trying to look at the budget we're uh with a shortfall of about 430 000

But it's having a significant impact. We've been trying to um fund that because we need recurring revenue to be able to pay for salaries. um We've been trying to look at cost savings from vacant positions, but he's been doing so well in this department being staffed
talk to you about the why of the overtime and and why we're in this predicament there. um And so he'll go over just the circumstances that actually cause the uh overtime.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:18:32–00:18:38 · unresolved: the words are not shown (unclear audio); listen to the recording
but the most important is our contract, our union contract. We are bound uh by that contract in certain areas. And several of those areas is what influences our overtime. One of those being um how we staff our units. Most of our overtime, when you get an overtime breakdown, if you look at where we're spending overtime, it's on our lieutenants and driver's side. Anytime there's a lieutenant or a driver off, we have to backfill those positions specifically with another lieutenant or another driver. It can't be just a firefighter because there's credentialing and certification that goes along with that. So one of the biggest obstacles that we're running into is in the union contract. It will not allow us to go outside to hire in for those positions because the contract says you must have so many years in
where we're adding what's called floater positions in order to add extra lieutenant, extra driver to each shift. That way, if a lieutenant's off, you're still able to move a lieutenant up on that shift, and you're already paying them that salary, so you don't have to pay them overtime. But one of the biggest things that we can never figure in is injuries. Injuries and accidents are what kill us, especially off the job injuries or on the job injuries. When they're out for any amount of significant time, like right now, we have two out. One that's out on a worker's comp injury, one that is out on a non-job related injury that are going to be probably out extended. um It's costing us to have to backfill both of those drivers positions with overtime at time and a half. So you add that on top of uh just
going up, some other things. We're continuously climbing that mountain of getting to be over a million dollars. So we've been working hard with Rebecca and the city manager's office to really try and come up with some ways to combat that and bring that overtime cost down because it is not sustainable. There's not an organization that will be able to sustain that and that increase every year. So as I said, again, a lot of it we're bound by in our union contract and the union contract. So those are things that we're looking at for when the union contract opens. The city will be taking a hard look at those to negotiate those down.

Is one of those changes possibly allowing, um I know you said it's mandated for city employees to be the driver or you can hire from ‸ outside. Is one of those possible changes, is that a conversation to hire? If a guy coming from Melbourne and he's been driving for 20 years,
Yeah, but chief, I mean, again, we would have to bring that to the negotiating table and you're negotiating across the table against the folks who are benefiting from the, uh from the overtime. so uh

number of residents that are moving in, the activities and stuff going on around. I know we actually increased our fire prevention budget this year because used to we only did maybe half a dozen special events, fire prevention events each year.
and just being out in the public doing fire prevention talks, fire helmets, things of that nature. So and it's only going to get worse. I mean, you guys have all seen the proposed buildings that are coming in and all. And I say worse, i I mean that in a good way, but also in a bad way. As the population grows, so does the demand for service, whether it be EMS, fire, public works, you name it. So, you know, those are the some of the challenges that we're having. We are exploring uh several avenues of grants to see about grants.
That's not a one-time hit. The federal government will come in and give you some money to help you get started. But at the end of that program, it's on your shoulders to ensure that you fund that. And normally, when you sign those type of grants, you say that you will continue funding those for three to five years. And if not, you lose that opportunity to ever apply for that grant again. So it's a it's a slippery slope for where we're at. But we knew, I should say we, I knew that coming when I first got here.

want to be at. Because remember, all of our units are what they call ALS, which is Advanced Life Support Services Units. So they provide the exact same care that an ambulance does, which means they have to have a paramedic on them. So, you know, Clay went through this years and years ago. We went through it kind of when I was here because we still had a couple of EMT lieutenants. The challenge we ran into was being able to have a paramedic, either driver operator or firefighter, with that EMT or that emt officer in order to maintain your ALS services. If, for whatever reason you don't have enough paramedics in your system, then
able to run ALS or you wind up giving out more mandatory overtime or overtime into positions just for that coverage. So I think you would see if we reverse that, you would see your overtime budget actually go up because we don't have a lot of paramedics. um
Everybody's hired and the first ones that get hired are paramedics because they need those ALS services and they need those paramedics. So they're paying premium money for paramedics right now.
we we just sponsored three last year through the city, through paramedic school. And we sponsored another three this year um to go through paramedic school that were EMTs, some of the younger firefighters, because they see that in order to promote up, they're going to have to have that eventually. So um
through the division approval with the medical director, did very well. So, you know, being able to grow those in-house is probably the best bet we have rather than trying to hire them from the outside. Because you don't see a lot of paramedics applying unless it's with a large department with a lot of money. I

No, ma'am, there's not. I mean, we, the contract opens up uh this next year. So we'll be starting to go to the table on that to come up with some solutions. um None of them will be overnight resolutions, I'm sure, and it will be a challenge. um But, like I said, ‸ we're trying to put things in place now to start knocking some of that down. um Because it is not sustainable. It just, there's no way we're going to be able to keep that up without something, you know, giving at some point. So we're trying to do our best to get that under control. um We've got top of the line equipment, top of the line stations, you name it. um
because they didn't have anything to move into to help their community. So, you know, I think we're blessed on that side of it. But again, that's not a reoccurring cost like over time

yeah if you look if you look at the growth and all the charts and the stuff that we have that's getting ready to be built or been approved by council that's exactly where all the growth is and one station in that area is not going to be able to keep up with the demand and call volume so and it's right on track for the station relocation study so we're looking to next year have an updated relocation study done for another station just to see if it's moved at all compared because that was well over 10 years ago when they had that one done
any other questions okay so um as we've been discussing we do have three union contracts uh two union contracts to negotiate this year and three next year. uh So LIUNA, the firefighters and PBA rank and file do have salary increases

um So as we've been talking, um there is definitely a need for public safety because of the population growing. The chief was just talking about additional stations. Last fiscal year, we did build in one police officer position,
Flag: words were replaced by a machine repair · 00:34:17–00:34:17 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
firefighter position that we did fund, but we froze because the city manager's plan is to start building up and adding positions and holding that money so that we have the recurring revenue because you would need 12 people to run a fire station. So
cost of that would be very significant for the city to try and come up with that kind of recurring revenue in just one year. So the plan is to uh start setting money aside and planning for that future growth. um And

it It would. But a lot of times what you see in those is you see disparity amongst the crews for two reasons. One, uh because one department's getting paid more than another. Then one department has better equipment than the other. Then you have infighting and you wind up ‸ having the situation and it's not very tenable. um So, I mean, can it be done? Has
And I think if you would talk to any fire chief that's living through it now or ever done it, they will tell you if they had the option, they would never do it again. um It's just it's very hard to manage.
So the next part of the presentation is the unified dispatch discussion. And a lot of folks don't understand exactly how a 911 call happens and how it's dispatched there.
Remember that there was House Bill 1427, which was mandating unified 911 dispatching. That didn't happen this year, but I can almost certainly guarantee you that it will happen next year at some point in the ‸ future. And ‸ so I think the city is well served to get ahead of the curve on that. And so what I just passed out to you are a number of things that I'll cover. So this is the sort of state of unified dispatching in Brevard County. And when ‸ we say dispatching, ‸ it's simply the 911 call comes into a call center. And there are personnels that actually dispatch to you the services.
almost primarily the entire county, is under unified dispatching, i.e. there's one agency that's responsible for the dispatching of their 911 calls there.
unified dispatching for fire. And I say functions because I include and included in that is a is a Canaveral Port Authority. And so you can see the 15 there.

Titusville and Cocoa are really the only cities that are still, uh, not under the unified dispatching, uh, uh, service there. Titusville actually have, has their, uh, servers linked on the police side so that they can share information. And so talk a little bit about how a 911 call comes in and is dispatched for medical, uh, calls there. And so this is a medical

Rockledge and then the emergency medical services are dispatched to the patient. Obviously there's a delay, there's an extra step, there's time in that in that transfer process.
I guarantee you that most members of the community don't know that medical services is dispatched out of the unit of the UCC. So for a 911 call for fire is a little bit more complicated. So the call comes in, it comes in to the COCO dispatch center. The COCO dispatchers dispatch fire the fire department. So fire department is dispatched but the transfer still has to occur and has to go over to unified dispatch because with a fire call, there's a requirement to dispatch county EMS. Again recall that EMS is unified through the county. So the county is the provider of emergency medical services. So ‸ that again is a two-step process where yes our fire department is dispatched but the call also has to go over to the unified communications center so that they can dispatch county EMS and county fire. Chief you want to explain why I think the EMS is self-explanatory. You want to explain why county fire also rolls?

to keep our ISO rating low and to meet the NFPA requirements, we depend on Brevard County to send us that extra unit. So that's why you will always see a Brevard County truck traveling to a fire with us. But then the NFPA standard and the state statutes also require an EMS transport unit to be on scene. Not only in the event that there may be victims that need to be transported right away, but also for the firefighters that are operating on the fire grounds. If uh if any of you saw the news over in the last couple of days, they had that very large explosion in Maine that hurt 11 firefighters, killed one. um That's why. That's why you have an EMS truck there. So you can get medical attention to those people and get them transported right away. So we have to have that relationship with the county and being dispatched with their units coming with us, which still, as you can see, is a transfer, which causes a delay and even their response to us and getting them to our scenes.

Good evening, everyone, Mayor, Council, men and women. ‸ Sorry. So the advantages of moving to unified, the faster emergency medical response is a major improvement. When Coco PD transfers that call, they require that reinitiation and add delay to the call for emerge emergency medical. At the um unified, sorry, at the unified communication center, it's a single intake with no handoff, if they are emergency medical certified.
fit of ‸ being emergency medical certified is is that they're trained um to to ask certain questions, to take you through a medical protocol prior to the first responders getting there.
Yep. And as Stockton showed you in the last slide, that immediate dispatch of EMS fire and PD, it happens seamlessly or simon simultaneously. Medical instructions are started immediately from the dispatcher.

Moving to Unified, there's an opportunity for career advancement and to have to take these the training for dual certification. it As we showed, it reduces the handoffs and failure points. It eliminates that transfer delay, miscommunication risks, and duplicate call processing. Simultaneous multi-agency dispatch and it's seamless delivery. And

And so when we say you can reduce the time and streamline the time to provide the service to the patient, to the citizens, to the visitors, to the businesses, that's the major benefit of going to the unified system. function, the charge to us would be $200,000 a year. And so we go from the $1.5 to $200,000 a year. And explain the bullet points that are below the UCC, Mary.
‸ Okay. So the UCC costs for cloud, you know, data storage in the cloud so that it's not on the premises, right? Easy to recover, easy to back up. And the facility and equipment maintenance is approximately $200,000 a year ongoing for us.
So we will be in the county cloud, of our county cloud. And with that, we get data sharing with all the ‸ cities, surrounding cities. And all of that gives us more intel and more information. Not only that, we get enterprise reporting. That's been something we've really been needing. And we're looking forward to that. Besides ‸ whether we do it or not. What's
So enterprise reporting would be taking the data from multi-cities ‸ and pulling that together to report on all kinds of different trends and past data, future data, to predict things and to get metrics on exactly what type of timing we have for calls. Is that what you mean?

And so the existing City of Cocoa Dispatch employees would be offered ‸ uninterrupted employment opportunities with the ‸ unified dispatching center. ‸ They would not be required to undergo the comprehensive or the full traditional new hire background. And it essentially says that anyone that's being hired needs to go through a fair process for hiring employees. And that you can't be hired because you know someone who goes back to President Garfield back in 1883. ‸ And
Those are all sort of standard benefits that are offered to employees. Most importantly, or just as important as all of the things that are here, they would remain in the Florida retirement system. So they are not having to start over. So where you are now is where you would be when you come over. And so you wouldn't lose those. If you have however many hours you can have stacked up here, let's just say 200 hours of annual, you could bring that over without having to cash it out or without having to lose it. I.e. again, you're not starting over.

pay based on the step plan. You come over, and you come into the step plan based on your years of service here. And so ‸ if you have 20 years of service, and their step plan says that at 20 years of service, you should be at step 14, you come in at step 14. And then there's additional assignment pay if you're a training officer, if you're a lead worker. There are additional, again, as ‸ I think we've mentioned, ‸ additional financial, or we talked about the salary for dual discipline dispatchers. There's also additional incentive pay for having those dual certifications. Uniforms at no cost. And then they do work 12-hour shifts with the ability, based on seniority, to bid shifts on an annual basis. I think that's pretty standard in fire departments there. And so you can see that in terms of the human resources aspect of this, that really the ‸ dispatchers would go over, and the financial circumstances could actually, or probably actually better. Again, same retirement plan, a step plan, incentives, pay for certifications, tuition reimbursement.

It will actually enhance us because of the redundancy that the Sheriff's Office has in place for dispatching and all at the UCC. has a desire to have one police force and one fire for a county that is 72 miles long. It's just just the ‸ just seems to be impractical, you know, and so and so, you know, we've talked about what this is. So, like I say, I certainly understand what's going on. Just looking from the outside, looking in the citizens, they may not understand this process. So I'm just hoping that we're considering a way to inform the citizens on what's going on. And so they don't get worried. Yeah.

And you don't have to answer that tonight. But I do need permission to proceed with the replacement of the septic systems, even if you guys come back and say, no, we still want to pursue sewer.

So ‸ another question that I have, because the drain fields are so old, especially on the football side, that drain field is probably definitely a failure.

Um, my question, uh, uh, timeline, uh, maybe I missed it. So how long, I mean, it sounds like you're not having to replace the drain field, just the tanks, which is not a lengthy process. I've had that happen many times on homes that were, that were, had to be replaced before they could close. So what timeline are we looking at to get those tanks replaced, especially if the

Yeah, because Friday we've got graduation and so those, we're going to have to have something out there if the bathrooms can't be used now. Well, that's, that's, that's. ‸ I thought, oh, I thought you meant over on the, okay. No, so this is Stradley. Okay.
So, yeah, I mean, if, if all it's going to take is 75, uh, to replace those tanks, let's do it and get it over with and done and be good. Um, and that's part for, I mean,
And Mr. Witten, just for clarification, the funding for doing the septic tanks is coming out of the 2 million that was in a signed fund balance or separately?
you know, the issue with the conventional septic system is it's not designed for a sporting event. I mean, even in my own septic system, I have to be careful not to do too many loads of laundry in one day. I mean, they're very sensitive to that. They're also sensitive to rain inundation. You get a rain bomb over there and we know that area doesn't drain that well anyway. So, those are going to ‸ continue to be issues and whether it even has a 30-year lifespan will be questionable under those conditions.
least, Linda Graham and ‸ her assistant in the planning department with the county, have talked about how they could get that area on sewer. In fact, they were looking at using some of their funds to do that. I think they were thinking more of the properties that are on the east side of Clear Lake because those are probably in the B map.
We have a sewage system. You know, we have annexations. Obviously, it's not an area that is going to bring in a lot of revenues right now. But with a train station just a mile up the road, that could be an area of prime development.
to be for us. So, I'm just throwing that out there. The long term. Well, I guess on the one side you have, you put 75k into it now. Is that what you estimated?
So, 75k into it right now. Problem solved. ‸ You can use the rest of that 2 million for whatever we're going to use it for. But, ‸ you're probably going to have an incident within the next couple of decades. A rain bomb or, you know, they have such a crowd there that the system backs up again. You know, long term solution. I'd really want to know what the county has in mind for sewering that area because they were looking at that. And you haven't heard anything in regard to that.

Your discretion. I'm okay with, well, this is just my recommendation. I'm okay with at least keeping a million set aside for this project for any future opportunities in case there's some grant opportunity opportunities that come available.
‸ Can I ask a question too? Sure. That's a perfect question. Yeah. And I too would like to see the sewer put in, but I feel like right now septic we have to do. I don't know that advanced septic would handle it any better with ‸ this situation than ‸ regular septic would. Because right now we don't have to replace an entire system.
you go to advance, you've got to run electric. You've got to have all that stuff out there that you don't have to have just replacing these tanks. So if we just replace the tanks now and then continue to look at possibly doing sewer down the road, that would be my thing too. But as far as the current motion, I think that that's the wisest thing for us to do.
Okay. Can I just say, and I'll vote for it too, if ‸ that is a consensus. But I do want the notes to reflect, you know, the opportunities for the long term and annexation, that sort of thing.

will say that I have been told repeatedly over the years that if a tank is operating properly, it should never, ever have to be pumped because the bacteria in there, when you pump it, you pull out all the good bacteria that is working. That's why a septic tank works. So it's not something that you want to pump out if you don't have to.

Um, and it's the 150, um, towards the, uh, construction of athletic improvements at the, at the high school. Um, we, we specifically talk, I think about the scoreboard, um, in here. And so your dollars would go towards the stadium scoreboard. As I understand it, they want to do much more than the scoreboard. So it's the scoreboard. It's the, um, the pole vault pit. It is, um,

And so, and so in section four, 4.1 talks about your contributions. Um, 4.2 talks about, you know, them giving you credit for your contributions in terms
and then 4.3 talks about the school board's contributions. And it says, uh, I'll just read it for the public. It says the school board acknowledges that the intent of this interlocal, uh, is to cooperatively invest in the athletic improvements to the benefit of cocoa residents, businesses, and students. As such, the school board intends to share in the cost of the athletic improvements. The school board will pay the difference between the city's contribution of 150 and the total cost of athletic improvements. And obviously the school board will plan, design, and manage the project. And so this is the agreement for your consideration and approval.

I have some concerns about that. Okay. Okay. That's the reason why. Just yesterday what took place at San Diego? The shooting. Correct. I'm looking at safety and security because being accessible that's why they limit the number of people coming onto your school property. Accessibility. That's my concern. You're going to have to provide if you open it up to the public then you're going to have to provide security and safety. I think it's different when we do provost park compared to a school because the school is going to have reservations about that.

Just give the opportunity to elaborate. If she's on board with it, then I'm, I'm in favor of it. But give her the opportunity to, um, elaborate on this. But if you put a mandate on her, then, you know, it's forcing her to do it. And I don't think that's straight ahead.
But go ahead. Yeah, can, I was just gonna ‸ say, I understand your concern about safety because with a stadium, there's so many places where somebody could get in there and hide, uh, for, you know, and then school's in session and you've got somebody there that, when you've got an event, you've got people there who are keeping track of who is coming and going, and they're checking after when it's just wide open. It's not just a track. It's, it's an entire stadium. And there's, there's so many places there that for me, um, that I would be concerned about the safety aspect. Yeah, it would be great to have the track open, but
that then the school kids come in, and, and they're there, and you've got people who are, um, hiding out to do harm. And that's why they don't let anybody into school anymore, because they can hide out in there. And, uh, I just think of my, you know, my granddaughter at the school there, and
mean, there are groups that are there early and doing things at the field. Um, and it, it would not have been checked over properly, uh, probably after it's closed to the public. I just, there's a concern there. Yes, it would be great to have it open, but there are, it is a different animal at a stadium than it is just a track at the other places. So that's my, that's my concern.
Um, so when they're visiting, he needs a place to, and of course it was all locked up. And, you know, that and people that like to walk, it's just, it's an opportunity. It's an asset. It's, it's a resource. It's something that increases the quality of life in Cocoa,

I, I understand both sides when it comes to public access to the park. Um, I think the concern I have is really accessibility. Um, ‸ because when, when there are football games, don't people park at the school in the gates? So if the park is open after hours or whatnot, where are people going to park and how is that going to be worked out? That's the thing I worry about. So that's my concern. I think the public should have access, but how do you make that happen considering parking and other issues in the area? That's my question.

haven't, we don't have, you gave me a list the other day, particularly after the development that we approved on Dixon and Indian River Drive. Yeah. And so when we talk about the roadway, Abby, I mean, when you talk about mitigating flooding in that area, that's a significant project that, again, once was... ‸ What the consideration was the raising of the road, but absent that, you don't have any project that's seawall, etc.

I mean, she can put a project in the 10-year capital plan that talks about mitigating flooding in that area, raising of the road, seawalls. You can put that in the plan, it's going to be millions of dollars. ‸ But again, it can go in the plan because you never know what funding is going to come down the pipe years from now.
Yeah, do you have an opportunity to do that or is that another conversation or... ‸ The issue is ‸ the flooding has been getting worse. The water issues have been getting worse. There's better progression. And, you know, right now we have a drought, so things look pretty good. But I don't know how we can see that the road is impassable anywhere from three days to three weeks every year and not acknowledge that, you know, it takes some mitigation. Which backflow devices...

We know that at least breaks it up a little bit. We know that... Or makes it a little higher even. Um, and then the backflow devices that I provided you.
So... So... In order for those... In order for those, uh, duck bill valves to actually be effective, Uh, you would need to ‸ delineate, uh, you know, the area or, and the number of outfalls where you would need to install those. Uh, so that you don't have a situation where you just install four and you have a surcharge happening at another location and you have the flooding issue that is not being addressed.
I mean, I see where the flooding is every year. So, you know, we know it's those four or five houses on the south side of Dixon that take the brunt of it. And now it's escalated so that there are a couple houses on the north side as well. So it's a pretty specific area, the low-lying elevation. But obviously this isn't

Yeah. It's, it's so small. It's, it's so far back and you, there's just no way to see the thing. Something in, if it's supposed to be giving out information about stuff where that's happening. And cocoa, nobody's going to know because it, you can't read it. It's too small.
Well, I understand, but it's still too small. I mean, your sign is going to be much bigger than what this one is and how, where it's at. So I would appreciate that.
especially with the price of gas, more and more people are taking the, uh, buses. So we need to kind of look at maybe more bus shelters around the city and the bus stops, because especially the transfer stations. I mean, you'll see four or five people standing there in the pouring rain and I hate to see them with the little kids and everything else. So, um, that's something I would like to see, um, addressed ‸ as well. And, um,

As you already know, we have other municipalities that bring the homeless to our city. Just drop them off and leave. Let's be honest. Mm-hmm. As long as the home,

was a gentleman that constantly stayed there. We, we had the opportunity to address that concern. She thanked us for it. Um, and I'm just, just trying to make sure that they don't become permanent fixtures there.

there in the pouring rain and you know, nothing. So I would just like to see that if possible, if there's anything that can be done. Um, again, I don't want to encourage the homeless to camp out underneath either. I, I know that that's an issue and you're right. They have the benches that you can't lay down on.
I know. I know. They, so I know. I, that's why I said not benches. Just some sort of a little covering of some kind that they can get in out of the rain. Uh, the people who are standing there.

The Cocoa conservation area that is not off the table. I still want to see us do some, a new entrance there. I know we talked about it with, um, uh, with the widening of 524. I know we're getting extra property, but there's got to be a way to do a second entrance because the people in Cocoa Bay, um, you know, that gate it's, it's been closed. Nobody knows it's back there. We need to get something out. Uh,
Cambridge elementary school neighborhood, has lots of little kids and no park. Um, Ashley, uh, Ingram was here to, uh, advocate for that. Um, I know we're getting property on Dixon.
Certainly not for young children. It's not walkable. So, um, looking at the, at least at the suggestions that she made so that we can, um, respond to her. Um, and then having some sort of plan. Um, even if we're not able to put up a new park, we at least have some sort of plan, um, for that neighborhood. And then, as I mentioned earlier,
Morgan gave me the folder with all of the different equipment that doesn't need to come before council. We already approved the amount. We just have to figure out what's going to go in there. Correct. Is that correct?
