Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
447 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 29 voices separated from the audio.
24 short machine repair(s) (34 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.6% of 19,608 content words.
Dotted words (503 places) are ordinary wording differences: hover or tap to see the other reading.
447 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:

Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

there's a wide array of signage, all various different types of signage just really placed wherever throughout the village. And most of that does not conform with the current city code.

working on this project for about a year now, um, to try to find a solution, um, that ensures consistency and compliance and visual integrity and safety throughout the village. So currently you have the information about the current sign code there. Um, Main Street has formed a committee about a year ago, um, that was tasked with looking through options for doing signs that conform ‸ and that are consistent throughout the village. And so they held,
they surveyed members, found ideas to bring back to the general membership for input and ideas. Um, it's a process that took over six months. Um, they held several meetings and presented ideas at their general membership meeting where anyone was welcome to ‸ attend. So they took input, um, again, and presented the idea to city staff, uh, to help with consistency and safety in the village. So the design idea, which is on the screen there, um, is just one of the sign ideas, but they will all have that same, um, look and feel.
you know, 15 or 20 different signs on them, just kind of paste it all over the place. Um, this will help each business will have the opportunity to have a sign on the, on these signs. Um, and again, it just provides some consistency, um, to the village. So, uh, the main street, uh, group has allocated funding to cover the cost of building and installation of the signs, um, and, uh,

um, but do not meet the, the max height surface area outlined in the current sign code. And so that's why we're coming before you, uh, the planning ‸ zoning board and, and eventually city council as well for review and approval.

planning and zoning board, uh, shall be required to make a recommendation to the city council regarding all proposed uses of land and development projects on lands owned, leased, or controlled by the City of Cocoa within the boundaries of the city. So main street will be responsible for maintaining and tracking the businesses, utilizing the new signs throughout the annual, through their annual municipal services agreement. So the city has an agreement with main street, um, that is an annual agreement that goes before council for review.

go before city council for approval, along with the updated municipal services agreement. Um, the updated and consistent signage in the village is addressed in the city of, uh, city council planning and priorities focus areas, um, of investment in public infrastructure to support safe, accessible, well maintained networks of parks, facilities and green space. This project is also consistent with the city's comprehensive plan objectives to maintain the update to maintain and update its vision for the city's urban form as needed, where the city shall examine the feasibility of establishing form based design guidelines for citywide, as well as specific areas in the city, including CRAs, major corridors and waterfront. So again, I'm happy to answer any questions that you might have. A lot of all of the information is in the packets that you all have. But we are asking for recommendation for approval to the city council, the new business directory and

when businesses are located on the signage here, um, what happens when a business changes? Who, who's going to oversee removing ‸ the old business sign and replacing it with a new business? How, how does that get handled? Or are you involved in that? Or would it be strictly with main street?
So this ‸ is actually just one side of it. It will actually be kind of like an L. Um, so you'll have signs, um, on both sides. So while that is eight, you'll see there's two sides. So you're took on 16 and then there's another arm as well. And that's where most locations will be like this. There are some that are going to require different, um, layouts. So where instead of it being an L it might be, you know, flat. Um,

Yeah. And some of them may be located near street poles, so there might not be a need, but we can definitely look at where they're, the locations are. And if there's a need for lighting, we can add that in a future phase of the project.

Planned improvements include approximately 80 parking spaces of which four spaces are accessible with designated vehicle charging stations, decorative street lighting, street trees, sidewalks, decorative fencing, interior landscape areas, minimum five feet perimeter landscape buffers, minimum two-way aisle widths of 20 feet pervious pavement and related site enhancements enhancements. city enlisted a traffic engineer to assist us with getting that design established in order to, uh, number one, create low impact development parking opportunities and to in to maximize the number of spaces that we can use on that property. And and so the plan improvements like I had indicated were about 80 new parking spaces. So we haven't quite until we actually go in and do the the work we, we may or may not be able to get 80 to 85. We may be able to be closer to 80, but we're hoping for the 85 parking spaces. Um, we obviously are including vehicle charging stations for this, uh, due to the larger increase of vehicles that are electric vehicles. We want to be able to provide that and
but also safety lighting that will have the lighting throughout the parking areas for the folks that are going to be parking in that area. It'll be well designed. Uh, we are using what is considered

And we will also plant some new trees and protect the existing tree that is currently on the site. In the zoning confirmation, the three parcels that front Oleander street are zoned.
which is a residential and the three larger parcels along King street are zoned, uh, cc commercial ‸ and in the ordinance 1120, 24 amended the city's waterfront overlay district, which allowed public parking as a use on municipally owned lots as a designated in the regulating plan. And so that gives us the opportunity to increase the parking opportunities within the cocoa village area and to allow for, uh, additional lighting standards and some parking for the folks. We have a lot more businesses that are towards the western side of the village and not enough parking opportunities for them. So this will provide that for not only for those restaurants and businesses, but also for events in the future. The parking space sizing and curb consideration. So current concept ‸ utilizes 18 foot parking stalls adjacent to the five foot minimum landscape areas,
parking stalls to and utilizing the curb as a wheel stop with a 4.5 foot landscape buffer along the interior property line. The land development code allows for eight foot wide landscape between the rows when an

provides the Planning and Zoning Board shall be required to make a recommendation to Council regarding all proposed uses of land and development projects on land zone least or controlled by the city within the boundaries of the city.
Additionally, I have some pictures of some of the other low impact developments. We currently have this one to the right, which is Florida Avenue and some examples of yard drains and the filter water system that will be potentially used in the development. These are the standard pole light ‸ poles that we will be using, which are standard throughout the cocoa village,

also maintain the standards that F dot requires for the 520 corridor. This is an example of the parking lot as it stands today with the exception of the tree to the left that you see, that tree had to be removed.
It was, ‸ yes, we were able to save the larger tree and work around that in the parking design. And so that's something that we are, you know, working towards to try to, uh, save what we can and, and manage a low impact development at the same time to maximize the use of our parking. And so we're requesting approval of this plan to move forward and bring it before council to, to continue on with this project. I'll I'm available for any questions. And I also have Max span who is here, uh, from our consultant who can also answer any specific questions regarding the project. All right. Thank you, ma'am.
First of all, this is a wonderful project. I'm very supportive of it. Uh, it's a blessing for extra parking in the area that we definitely need it. But, um, I need to know if maybe I'm bringing up a question that has already probably been discussed, but back to your other, um, slide where it shows, and I want to make sure I understand it properly, where it showed the layout of the parking, please.

Perfect. Um, light fixtures. I noticed the light fixtures that were utilized for the, um, boat docking, new parking area that we had utilized. They rep, they match the lighting that we have throughout the city already, but they're smaller, same style, but smaller.
It'll probably be the smaller version based on what we've learned from, you know, those light fixtures that we purchased 20 years ago, almost the, they don't make that particular model again. So we have to get the closest similar model to what we have now. And that one at Lee Winter Park was a as close to what we have that goes along Florida Avenue and all the other streets. And, but it is a smaller, but because of the LED lights, it does provide a higher foot candle too.
Thank you very much. And ‸ last question back to the trees. When you mentioned, when you mentioned adding landscaping and trees, what class of trees are you all considering?

I want to start out by saying the staff did an excellent job summarizing the project and forgive me. I'm going to repeat some of the stuff that she said, because she covered an awful lot of stuff that's normally in my presentation, But um as indicated, the project's 89 acres located on the east side of Cox Road. The development consists of a total of 249 townhome units, the supporting infrastructure such as the roads, sidewalks, utilities, drainage. We've got stormwater ponds, amenity facilities consisting of a uh swimming pool complex, uh walking trails, uh overlooks, um and uh bench ‸ seating areas. uh We're also stocking uh one of the lakes for a fishing opportunity and all that is going to our open space requirements. The project is zone RU215 which allows 15 units per acre, which at 249 units is considerably less than what's allowed

is also donating an additional 20-foot wide strip along Cox Road to the city for future right-of-way improvements uh and constructing a sidewalk all along the front edge of Cox Road north towards the future conservation area.

you you hit my heart with the oak trees, because Cocoa is known for its heritage of oak trees, and I don't want to lose that recognition. yeah That's something that we're proud of. A lot of cities don't have it, and it actually makes it more inviting to want to live here, because of the advantages of having trees like that. For shade and pick and reducing areas of water during hurricanes, they they eliminate some of those issues, and that's why I'm so involved in it.

correct? well theWell, the product line is similar, but we have multiple elevations for our buildings. We're going with more of a craftsman elevation. That's more of a coastal, so similar, but uh but uh this one has a different details. I don't know if we had a slide that had some of those details. We can scale back to it.
So what I was directly going to speak about in terms of, i I'm going to say facade. So I noticed even looking, and so for the point of reference, you did you did tip to find that this existing facade with these, I'm assuming these are going to be shake shingles that we have here. Are these going to be made out of, uh I'm going to ask because I don't know.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:54:54–00:54:55 · unresolved: the words are not shown (unclear audio); listen to the recording
They're not going to be uh the typical wood. um this is uh This is a newer elevation for us. It's currently not what we're offering down at Tidewater. um I don't have the exact specs on it, but it's not going to be the old-fashioned wood. i might get i'm I'm guessing here, because I honestly don't know, it's most likely going
Okay, and the reason why I reference that is because oftentimes I've seen when when we start building in this fashion that thethe front facades of these get heavy heavy use by the sun. So you'll you'll see a denigration of that product real quick. So
but they seem to do a pretty good job with that. So in terms of that, the only other question I have is in terms of this particular property, because I didn't see it listed when I was going through here.
going to say that this is going to be, this one is going to be Craftland, correct? So is that going to be the consistent look through it? Or let's just say could building, and I'm just asking because once again, there's continuity and what I saw.
so it looked rather builder grade, I'll just say it. So is there a way to alternate where you have a different feel throughout the property? Is there anything that looks or mimics that? Or is everything this elevation oror this facade all the way through the
entire property? So the uh the building sizes are going to vary a little bit. There's different uh number of units, so that's going to change the the way that some of the the buildings look. The elevations are going to be consistent across the board. The color selections though,
be painted the same exact color. You're going to have, they're going to be in the same family, so it looks like community, but there is going to be some varied exterior ‸ paint colors that will be part of it. yeah
there's quite a bit of open space. One of the nice things that we did on the site plan, we were able to create a tree preservation area along one of the wetlands, and we incorporated a nature's trail that's right behind our amenity. um along the uh yeah
you'll see the pool. Just above there, there's a there's a sidewalk that takes you out to that lake, and between the lake and the wetland, there is a nature trail and that tree preservation area. There's also some other little pocket parks, uh areas with benches, um and then there's

excuse me minimum requirements for traffic study analysis. when we Before we put pen to paper for the study, we work with your staff to make sure that the methodology is agreed to. And the methodology contains things like what is that background growth uh that we need to assume for the for the future. That that methodology and the TI has been reviewed by your city staff, and all those comments have ‸ been addressed. this is a look at the study area that is prescribed by that methodology in the in the code requirement. We looked at Cox Road as well as State Road 524, 520, and compared what the allowable capacity is on those roads to what the future volumes with and without the project are. We also looked at the two driveways proposed for the site, as well as the intersections up at State Road 524 and down at 520 uh in Cox Road. the conclusions from the study on the next slide were that none of the roadways in this study area are currently operating with a deficiency and then in the future with and without the project also under the allowable level ‸ service standards that your code prescribes
There's no intersection deficiencies either in this area. I do have some specific data that I can share with you. However, from the traffic study that was submitted, so this will be a part of your package. You mentioned

I would definitely suggest you know the county lobby DOT for a quicker timeline for 524 if that's like a an area-wide concern for congestion. that's needed the The amount of impact of this project isn't very significant to those roads as as I just went through those percentages thank you yes ma'am

there. And so so that is actually in design right now. so So it's in design. That's the only thing that's going to help 524. And so so we think that by us participating as a financial partner and that, that uh that we've uh we've accelerated when that project will actually get done. Again, you have to have a right-of-way acquisition money and then construction money there. But we think we've helped that along.

acquisition there and so I think the county has been more than uh ‸ has been a great partner for the Department of Transportation as you guys realize that is a state road and so we've come to the table with not only financial contribution, but
and the sidewalk that will go along the the front of my home um the the concerns I have is the trailhead uh the trailhead easement runs on the north side of my home
at one point talked about putting a parking lot back there um and a park um I'm not a fan of that just because when we walk out our back door to go to our pool, our backyard, that's what we're going to look at. um
uh the you know so I'm not a fan of the sidewalk um you also have to ‸ take into consideration the commercial businesses that are on the west side of Cox Road um There are two or three businesses that a tractor trailer cannot get into that business and turn around. they have to back in off of Cox Road okay so with saying that uh those trucks will be running all over the sidewalk I don't know how you would keep it from being broke all the time. um That happens,
in the afternoon when those businesses close. um So and, you know, another thing, the right-of-way is not I don't know how big it is but at the end of the day it's not very big so you're going to put a sidewalk that is against Cox Road um and you know people run anywhere the speed limit's 40 people run anywhere from, you know, 40 to 60 miles an hour down through there. um So those are the concerns that I have um regarding the sidewalk I have no issues with the project itself um but
you sir all right any further person from the public like to speak on this item? Number five. All right. then we'll close it to the public, bring it back to the board. um I ‸ just have a question is there is there a way that Mr. Long or the community can work with the sidewalk development on this for future I mean it's I assume it's a few years out based on the
although there is no direction by the council again Mr. Long would you go right there's no remember when uh this item became before council, there was no direction to actually build that Trailhead. I do have a question regarding, um um we're going past line item one to line item two regarding this project. And it's just a matter of me asking from an inquisitive perspective. And so line item two is hotel branding, um adjustment and financing. So in terms of branding, I see that this is currently being, this is going to be ‸ branded. uh Fair. Fair. ‸ Thank you. yeah um I just, I just would like to know for the sake of how is it that we arrive at a particular brand versus another? I mean, you represent many different brands and I, and so within that, and
need to be a Fairfield versus a regular Hilton or versus a Crown Plaza, for that matter, if I were going to go on ‸ iHG side i'm just wondering how do we how do we make that discernment
um so there's a bit of a process I think, based on the site um and how much area you have. For us to do a full service hotel, you'd need more space. um So there's limitations there. That's why we decided to look in the uh limited uh side. On top of that, we met with various different hotel organizations, Marriott being one of them. um
