The City's record
What the City's record shows

Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_03_22_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
370 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 25 voices separated from the audio.
31 short machine repair(s) (39 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.6% of 14,900 content words.
Dotted words (358 places) are ordinary wording differences: hover or tap to see the other reading.
370 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:06:52 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Yes, sir. Thank you. Proclamation. Whereas water is a basic and essential need for every living creature, and whereas the state of Florida, Water Management Districts, and the city of Cocoa are working together to increase awareness about the importance of water conservation, and whereas the city of Cocoa and the state of Florida has designated April, typically a dry month when water demands are most acute,
to educate citizens about how they can help save Florida's precious water resources, and whereas the city of Cocoa has always encouraged and supported water conservation through various educational programs and special events, and whereas every business, industry, school, and citizen can make a difference when it comes to conserving water, and whereas every business, industry, school, and citizen can help by saving water and thus promote a healthy economy and community. Now, therefore, I, Mayor Michael C. Blake, on behalf of the city council of the city of Cocoa, Florida,

really no aquatic programs offered at this facility last year and minimal opening, if at all. I would like to come today as our organization would like to offer free swim lessons at this facility this summer for at the community center. I wanted to know what that process would be because we think that it's very imperative for the community to have access to water safety and to free swim lessons. And we have the group and we have high school students that are certified and ready to volunteer. So that's really what we're coming up for.

Um, lots of different reasons for that. However, uh, I was very happy to meet our new police chief the other day during a, um, community walk that he did. Um, ‸ I was not even aware that we had a new, um, police chief here. So, I have been mentioning to some of my other neighbors over the last few months that I felt like things had started to calm down over about the last year. Or maybe, maybe somewhere around that range. And, and then, now I know why. So, thank you. Thank you. Of course, within hours of you leaving the neighborhood, they were speeding up and down that road again. And, uh, I spoke with a couple of the officers then, well, I called it in that night. And then, I also pointed out to a couple other officers that I came across the next day where they can park on that street. We're tired of this. I mean, it's constant. I can be in my house with everything closed up and still hear the cars speeding down this, this little short road. You know what I'm talking
So, I'd like to see something done about that. And I'm not the only one. He can attest to how many people in our neighborhood have complained about this. Um, we don't want you to come out and, and put up the little strip to determine how fast people are going. Because when they see that, they just go a different route. So, ‸ I assure you the problem exists. Officers could sit right down there in that little cubby and they could find out. Okay? Write it down. I would think that, you know, the testimony of a law enforcement officer would be enough to validate this.

I've, I've had a lot of, of not so happy feelings about this over the years. Um, I know it's difficult because I've tried to do it myself. Uh, all of our boxes in the older neighborhoods, the, the, where the water meter is. Okay? Um, like for instance, mine is positioned right in front, uh, well, you know, out by the, the sidewalk. But basically, in line with the big gate for me to get in my backyard. Okay? Which means that I have to drive over it all the time to, with my boat and truck and so forth. And we're on sand. It sinks down. Okay? But it shouldn't take three months, three months, for the city to contact the homeowner to let them know that, hey, we think you have a water leak.

I'm here to spread the word about the services we provide at our center. We provide free childcare for low income families that have children under the age of 3. And ‸ I just wanted to stop by and let everybody know that we're there and that we're going to be accepting applications for new enrollments now for the fall. And that we've enjoyed being in the community and hope that you all stop by and visit.

And I really appreciate having this time to make a public comment. Believe it or not it takes a lot for some of us to stand up here right now. A lot of guts because it is fairly intimidating. So I wanted to actually read my statement. It's easier for me. At last week's planning and budgeting workshop, I witnessed a resident being really ridiculed as a result of a comment she made, which was misconstrued by the city manager. The resident gave an example of how the Dollar General store being built on State Road 524 could have been ideal as an accent point to Coco's conservation area.
lot that will soon become ‸ the dollar store and combining it with a 50 foot easement offered by the Integra Trails Development Agreement would have been a truly effective entry to the conservation area. She said nothing about the 136 acre land acquisition that Coco received in the Integra Development Agreement. ‸ She was derided for suggesting that the 136 acres was

anticipated grant allocations. And we had four proposals that were received. All proposals were reviewed by staff and there were several different criteria that was part of the proposals.
Of the four agencies that requested CDBG public service dollars, they were ranked by the committee members and three of those members, three of those committee groups were recommended by staff to award those funds to the total amount of funds requested was 37,000 and
As contained in the request for proposals, the minimum amount allowed to request was 5,000 dollars. residents that are in the shelter requested $5,000 staff is recommending $7,143. The fourth agency that requested funding was the Endeavor School STEAM program and they were going to provide 2.7 hours of daily service to the youth in their summer program. They requested $5,000 and staff recommended zero. The reason for the recommendation is they were new to the proposal funding sources and the adequate requirements that we require were not met by their application. We worked with them. We provided them some suggestions for next year's application process and how to improve their application in order to apply again next year. In addition to the funding that we recommended for the public services, we also have the CDBG section 108 loan payments. That payment is for the Dr. Julie Smith community center. And so that's section 108 loan payment

As required by the city citizen participation plan, staff is requesting city council hold a public hearing to obtain citizen input and comments on housing and community development needs and approved recommendations for the CDBG and home funding. Upon city council's approval,
30 day public comment notice listing the proposed projects along with the corresponding action plan will be advertised in the newspaper. The notice will also inform the public of the date of the second and final public hearing it ‸ in the agenda. It was tentatively held for April 26. At this time, we've been told by the county that the action plan probably will not be prepared and ready for our review until May, if not June. So we'll be bringing it back at a later date as soon as we get the consolidated plan back from the consultant. So staff is recommending to conduct the public hearing tonight to obtain citizen input and comments on the ‸ recommendations that staff is making for the CDBG and home funding and then to provide the notice to move forward with the second hearing. Thank you all. I'm available for questions if you have any.

I just wanted to state what our mission is because I think it's important that you all understand it. Our mission is to provide emergency assistance and guidance to those in our community who are struggling to obtain life's most basic needs. And what the point that I wanted to make particularly is the guidance. We are not interested only in a handout, but a hand up. So, if any time we can, we help people who are struggling. One of the things that strikes me when I'm out at the Sharing Center is thinking about people who cannot afford personal hygiene items. And so,

We offer residential and non-residential services to survivors. And so, you know, people sometimes think that they have to go to a shelter in order to get help. But that's not true. We serve people without ever coming into shelter. And ‸ wherever survivors are is kind of how we want to help them. And so we're all about, you know, helping to create a path to safety. And so that might involve shelter. Maybe not. It might involve getting police help. It may involve, you know, going through that process or going ‸ through an injunction process with the court system or not. Right? Survivors decide what they want to do. Our services are voluntary, confidential, and completely free. Right?

From my understanding, I could be completely wrong, but that's what I'm reading as one of the requirements. The next one was blight and slum. The other one was, um, housing issues, but benefit low and moderate income persons is what I looked at. If I'm wrong, um,
uh, the criteria, that's a different. But if they just simply didn't score as well as the other three, then I think it's the prerogative of council to, to make, um, to not take your recommend the committee's recommendation and and make a recommendation on their own.
Okay, so as the, the committee met, uh, the review committee did not determine that they did not reach the minimum scoring based on the following number 1, the service location is not in census track 626 known as diamond square, which is the, the area of low income. Um, that is identified by HUD as the location that we need to focus our efforts in.
student of income eligible students versus the goal accomplishment in our opinion was not attainable. So what they had was a pricing structure that covered each student of, of the 150 proposed that it would only cover 2.87 days per week of the summer camp. And in order to attain the measurable goals that HUD is looking for in the report process, we would have to change their entire program and, and change the attainable goals in order to meet the requirements of HUD. In other words, we would have to drop the number of students that would be allowed to be, um,
the funds. And in order to attain the five days a week of the, the summer camp for the 15 weeks that they were running the summer camp in order to meet those goals, we would have to work with them to make sure that each child lived within the diamond square 626 area. And we would have to have that documentation certified in order to qualify those numbers.

‸ the fiscal year ended September 30, 2021. I have a few slides to run through. The first one here is just our required communications under our professional standards as we perform an audit. Our responsibility is to perform the audit in accordance with generally accepted audit standards as well as the government audit standards as well as the audit standards that govern the federal grants that this city is awarded. And management's responsibility is to take ownership of the financial statements also to oversee and make sure that the internal controls are operating as designed and that they're operating effectively. If there were significant matters that we encountered in the audit, we would communicate that to the council as those charged with governance for the city's financials. I'm pleased to report that there were no significant issues that we encountered as we performed the audit. We got full cooperation from city staff.
Flag: words only one machine reading has (possibly not said) · 01:02:46–01:02:54 · unresolved: the words are not shown (unclear audio); listen to the recording
all the documentation that we requested. We also obtained management representations at the conclusion of the audit that management ‸ took responsibility for the statements and had answered every question we asked to the best of their knowledge.
and the audit schedule went as planned. We perform interim procedures early in the fall and then there's a period of time where we allow the city to close its books and

year-end procedures for our audit. So it's quite a process and again, we really appreciate all the assistance we received. The main deliverables for our audit are our audit reports and our opinions that we issue as part of those reports.
on page 179 to 180, and that's our report as it relates to internal controls over financial reporting and compliance, and that's required by government audit standards. In this report, if there were findings that we came across as it relates to internal control deficiencies, specifically significant deficiencies on material weaknesses that would indicate, you know, an inherent issue in the city's processes, then we would communicate that. I'm pleased to report there were no findings that rose to that level, so that was a good result.

We'll keep the applause going, I think, because the auditor's management letter you'll find after that. This is a report required by the Florida Auditor General, and again, there is, if there were findings that were of a lower level as it relates to recommendations or compliance issues, we would report those, but again, this was a clean report as well. And the independent accounts report also required by the Auditor General looks at the city's compliance with investment policy, and that was also a clean report.

The last report relates to the city's federal grants that we audited that involved the CARES Act, as well as American Rescue Plan dollars that were spent by the city during the fiscal year, ‸ and that report, we look at the internal controls over compliance, as well as the actual dollars themselves and how they were spent, and those were both clean opinions as it related to those two issues. So we expect more of that,

receiving, along with every other city in the state. But yes, it's very indicative, I would just say, of all these reports that we issue, there's a lot of work that goes into it.
done there. I do have a few financial highlights to share. These are just high-level summaries of what you'll find in the financial statements. I would encourage you to review the management discussion and analysis section of the document, as that gives a little more narrative and explanation to the numbers.
be able to see kind of a summary of the highlights of the year. But this first ‸ slide here looks at the full accrual statements that the city provides, and this includes the long-term assets or capital assets of the city as well as all the long-term liabilities, including pension liabilities and the other post-employment benefits liability. But you'll see here for the 2021 column for governmental activities, it was a $9.6 million increase in net position. And the unrestricted net position went from a negative $5.2 million in 2020 to a positive $3 million.
A lot of that, there was improvement in the revenues for the city for fiscal year 21, as well as ‸ the measurement of the net pension liability also played a big part as the market performance for those pension plans ‸ resulted in that net pension liability being reduced. So business-type activities, which is primarily the Water and Sewer Fund,

For the general fund, this is the primary operating fund of the city. Also, an improvement as it relates to 2020, you'll see total assets grew from $31.5 million to $36.3 million. Fund balance overall increased from $27.5 million to $32.2 million. And one of the key metrics we look at as far as liquidity for a city is looking at that unassigned fund balance as a percentage of total expenditures. Really best practice is to have approximately three months or 25%, so to be at 30.8% is also a very healthy metric for the city.

Thank you mayor. Yes. Council members. Yes. So we are required to review this every year and make sure they are still meeting those minimum number of jobs and the average annual salary or average annual wage. And which you have noted, but I think what is important to note too is that
But the average annual wage has gone up to about 58,000. So again, that's incredible for us. And the other thing I would like to note too is that they go well beyond the jobs that are required for the incentive. Last year when we toured the facility in 2021,
And at that point they had noted that they were adding about 100 positions because they were going to distribute to more of the Sam's clubs. Well, this year with the reporting, we have found out that

We do not have any plans at this point, but I have reached out to Walmart real estate team to make that contact with them so that we can start negotiating where that one acre parcel will be, which I think will give us a better idea of than what we want to use it for in the future. Okay. Okay.

All right, Mr. Mayor. Thank you very much. So we've continued to see a recent decline in the number of per average day cases of COVID. In the emergency management world, we like to call this we're going from the response phase to the recovery phase. ‸ I don't want to give any false sense of hope. We are not out of the COVID issue going on. It's still out there. We're still having people get sick, but we're certainly a lot further than we were two years ago and certainly last year.
