Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
76 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
6 short machine repair(s) (6 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 85.9% of 2,912 content words.
Dotted words (78 places) are ordinary wording differences: hover or tap to see the other reading.
76 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

acre property. Informally, this is a infrastructure only site plan and does not authorize any vertical constructions of buildings or any specific improvements. The property is located along State Road 524 approximately a quarter mile south of the beach line and situated between Cocoa common shopping center and Cocoa fire station number three. There are two zoning categories as well as two future land use categories. The zoning categories include commercial neighborhood and multi-family dwelling. The commercial portion is long 524.
future land use category is neighborhood commercial as well as medium density residential. Similarly split up with the commercial portion along 524 and the residential towards the south. On the screen in front of you is the ‸ site plan for consideration. Again, this is an infrastructure focused site plan to allow for road improvements and construction

Should the site be platted individual site plans would be required under review. It's anticipated that the site will be platted and additional review and approval is forthcoming.
Correct. Staff found the site plan to be consistent with the comprehensive plan, specifically providing connectivity to adjacent developments. The applicant.
‸ recommends the following four conditions. Does not authorize vertical construction of buildings or any improvements other than those shown on the site plan. The applicant must provide the city with gopher tortoise relocation permits prior to any construction activities. The city. The
Is requiring permits from Florida Department of Transportation related to any construction to state road 524. ‸ Additionally, the 622 trees must be planted in accordance with the landscape plan provided by the applicant. I'll note that in the staff report. It's miswritten, but. You all are the approving body for the large scale site plan. Staff does recommend approval. To the planning and zoning board of the large scale site plan. With the following four conditions. It's determined that the application. Generally meets the minimum requirements. Of the city code.
I have one. I don't know if I'm being a little premature. I know that this is strictly for site prepping. But have you been given any information about what elevation views of the structures yet? Or is it strictly? There's nothing available for that, is it?
a brief recess? I'm just hearing that apparently the door was locked outside. That there are people apparently wanting to attend the meeting. So can we just take a brief recess for a moment?

We're representing the applicant, Dimitri Global. The gentleman right here. A little bit of history. We've been working with the city for about 17 years since my firm opened. This is the second longest project that I've had in duration. um It hasn't taken 17 years to get through staff. We've been through several times in the past with past staff and
in the back that have fallen through on apartments and towns and everything in the past. They've had some commercial users as well. It's nice to finally get to this point and be able to move forward with the site work so the site will be more marketable and they can move forward with actual uh development of something in the future, both on the commercial parcels as well as the piece in the back. um Your question regarding uh ‸ landscape trees, I'm not the landscape architect, but uh we had, based on landscape plans, there's 18 live oak, there's 98 red maple, there's 185 bald cypress, 110 slash pine. 206 sable palms,

again for the driveway permit on 524 with DOT. That too has been issued a few times and expired and now we're having to get a new one. We do have an active utility permit, which is good with DOT. And
the fire station was done, we were actually, ‸ our client was ‸ going to install that lift station. But since it took forever to get here, that lift station is up and running, so we don't have to do that anymore. So a lot of history to this project. um But we appreciate your support. We agree with staff's recommendation. We appreciate staff working with us diligently to get to the finish line. And I'm here to answer any other questions you all may have.
Any other questions for Mr. mr Schmidt? thank you ‸ All right. Anybody else from the public? then I will close it to the public and bring it back to the board. Anybody else have any discussion or

Thank you. And I'll just point out that in the staff report, the number of trees was different than what was shown on the screen. I believe what's on the screen is the most uh recent and up to date.
