Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_04_12_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
314 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 25 voices separated from the audio.
20 short machine repair(s) (21 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.5% of 12,636 content words.
Dotted words (268 places) are ordinary wording differences: hover or tap to see the other reading.
314 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:07:14 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

item 5.9 in the consent agenda to 8.2 under City Business. And the reason being is that I've had so many calls today and so much discussion about this. I'm in support over all of this project, but I feel like it needs to have as much light of day as possible and then people have the right to ask questions and this is an opportunity to do that since there has been no official meeting around it other than the one that I organized with just a handful of people. So I'd like again it's the amendment would be for ‸ item
Cool. Yes ma'am. Also I think it's a great idea because we want to disseminate accurate and detailed information as well so that we clear up all misconceptions and that's the reason why I'm glad we have the people that's affiliated with this in the audience. I also would like to amend

citizens Academy. So I just wanted to give a quick background on what the citizens Academy is for anybody that may be interested in participating in the program.
with residents and business owners in the community by showing them a behind the scenes look at how their local government works. So today we're recognizing the third class of our citizens Academy and we're thrilled with the success of the program. We've had nearly 50 people go through this program already and learn more about what the city about our city and how they can become more involved with their local government. Participants of the Academy went through 10 different sessions that reviewed the various departments and processes here in the city of Cocoa. So the first session we took them through the basics of local government, introduced them to their local elected officials, talked to them a little bit about communications and our city clerk's office and all those great things. Then we had a great presentation by the finance department where it gave participants the opportunity to balance the city's budget and learn all that goes into the city finances. Next members were given an in-depth presentation and tour ‸ the city's dial water treatment plant and the processes of producing ‸ clean and safe drinking water.
staff and how they are deployed to fix our water system. That same day they got the opportunity to go tour the cellars water reclamation facility and meet some of our staff out there.

fire station one and went through some exercises such as extracting a victim from a car, giving CPR and putting out a fire. Next members had the opportunity to visit our police department. The community, the police department's community outreach team gave them a tour of the police station, including our jail cells and our 911 operator area.
management director, Chief Lamb, and we're given a tour of our mobile command post that's deployed during emergency situations and special events. Finally, in the last session, participants learned more about citizen engagement in our community and how they can get more involved with their local government through volunteer opportunities. This program has been a great success for the city. It has been a pleasure to work with this very engaged and dedicated group of citizens and business owners to show them the great community that Coco is and the services we offer to our residents and business owners. So I want to thank each of the participants that took the time out of their schedules to go through this program and complete this program. I'm going to recognize each one of them and we have a little token to remind them of the program. So I just want to kind of
first is each one will be getting a nice City of Cocoa Street sign with their name on it. And then because you all are now official and know everything about the city, you guys will be getting an official t-shirt that says, Ask me about my city and you'll be able to answer those questions. So you will be official city liaisons from now on. So when I call your name...
Yes, so what I'm going to have them do is I'm going to call each of them up and I'm going to have them come stand up front and then we're going to take a group photo and we have Mr. Trevor Hughes who's going to just say a few words on behalf of the class. So I'm going to start and we're doing this in I think alphabetical order. If it's not, don't blame me. Okay, so we have...

We have a sizable population of disadvantaged, disabled, elderly, mentally ill, marginally housed persons who are now at risk of eviction at an unknown date. Our complex lies at the heart of a city of Cocoa redevelopment zone, we're considered blight. So it is natural and even advantageous that the property we reside on would and probably should be redeveloped into a modern, better functioning multifamily complex. My concern is that there is virtually no inventory of affordable housing for our residents to relocate into, especially given that it can take upwards of 90 days to find new accommodations.

the destitute members of our complex until suitable replacement housing can be found for them. I also ask that the council consider making an ordinance that developers must provide assistance to transition disadvantaged residents into affordable housing units, possibly providing for them in their plans or separately contributing to a nonprofit housing fund to support rehousing such residents. Some of us have some resources and can relocate on our own, but my concern is for those without the means to do so on their own, risking becoming homeless, thereby adding to the burdens of the city government and its citizens. Thank you for your time.
Thank you very much. Mr. Brown, I'll say three things here. First of all, I commend you and applaud you for coming forward and speaking on behalf of your fellow residents there. I think that's

And so we don't know who the purchaser is, but because we're in a redevelopment zone considered blight, we're thinking that we're going to be redeveloped because it makes sense for economic purposes. Right now, rents are through the roof. Why would you pay? Why would you keep a place with 90 units that has the prime location right next to Walmart and all the shopping and everything when you could raise it to the ground? They're built in the 80s. it. I want to thank council for supporting it. And I want to especially thank Samantha Singer and Rachel for supporting each of the sessions. So, it was an excellent, it's an excellent program and I highly recommend it. My comment tonight on under delegations. Um, I have a separate card in under the, under the housing and I commend council for moving that to a regular business. My topic is around the consent agenda.
when I was going through the consent agenda and, and share a few of my observations. I noted that it was remarkable that almost 80% of the council business taking place at today's meeting will occur under the consent agenda. And without discussion and without being read aloud at the meeting for the benefit of all parties, including the attending public. Now that has been reduced based on the movement of the, uh, the orchid lakes development, which I commend council for. But there's still about two thirds of the city agenda that's taking place under the consent agenda. The definition of the consent agenda is items that are typically routine and non-controversial or matters. The board has achieved consensus on after previous discussion. And there's very significant items that, uh, that looked like it to me anyway, under the consent agenda that I would feel great. I would feel, um, greatly valued if they were talked about on the agenda. Uh, for example, we have a housing initiative that is

aware of. They're not read aloud at the meeting. They are on the meeting minutes for people who do read those and they are approved without further discussion. So my, um, comments to ‸ my recommendations, which I did send to council earlier are that I gave you a few recommendations that I think would be helpful. One is to recommend that council adopt a policy for commenters under the consent agenda that allows for the public's right to be heard on consent agenda items so that the public has adequate opportunity to comment. And
I recommend that the staff revisit what goes onto the council agenda and that the staff have read the consent agenda items out loud and I'm being cut off. So

Well, good evening, Mayor and Council and to staff. It's once again an honor to stand before you. Thank you for this opportunity. I'm here this evening not only to support my daughter-in-law, Amy Robinson, as she graduated from the Citizens Academy, but I'm here to represent Space Coast League of Cities. This year,
you know, in January I was appointed or elected as the President of Space Coast League of Cities. One of the goals that I set for myself was to make sure that I take the time to visit every municipality here in Brevard County. And
here, so I'm honored to be with you. The objective, as you know, is to work with, in a collaborative manner, to promote local self-government with Space Coast League of Cities and to serve the needs of our Brevard County municipal governments and residents. Our goal, obviously, is to work closely with the Florida League of Cities, recognizing the community held belief that local self-government is the foundation of American democracy.
of Florida cities and promote local self-government. We support local voices as their motto, making local choices to protect and enhance Florida's communities. As we do know, as advocates for our communities, that relationships are extremely important. So, obviously, Space Coast League of Cities has the honor to have a monthly meeting that will help to strengthen community engagement and partnerships. And so I'm here just to remind you about Space Coast League of Cities. Thank you, Mayor, and many of the council members that were present on yesterday. Thank you so much. But I'm here just to remind you about that. And, of course, you're hosting the Space Coast League of Cities meeting in December. And we're looking forward to that once again this year. But I want to invite you monthly, if your schedule allows, ‸ come to the monthly meetings as we, again, do our best to enhance our community relationships and partnerships. Our next meeting is going to be May 9th. It's going to be hosted by the towns of Indian Atlantic and town of Melbourne Beach. It will be at the Hilton Melbourne Beach Oceanfront. Again, that's May 9th at 7 p.m. Thank you, Mayor. Thank you, Council. God bless you guys.

that the threats to the city were workforce housing and homelessness and this is one of those projects that can benefit those threats and help with that problem that we are currently facing. So as this resolution under the Florida statutes
uses are not allowed in a particular commercial zoning district to approve this project that is deemed affordable. This project is located in a general commercial zoning and under the city's comprehensive plan this type of project would not be allowed. Okay. Well, first of all, none of the people I heard from were actually against the project, against having income-based affordable housing. They were concerned, one, about the clear cutting because that area has a lot of clear cutting going on now right around the corner. In fact,
That was one issue. The other issue was a misunderstanding that this was being slipped in and they weren't going to have an opportunity to even ask questions or really look at the project. And so that's why I really wanted it pulled from the consent agenda so we had that ‸ opportunity. You know, several people, I spoke with a couple of people in those condos that are right behind it that are most affected by it and they just found out about it. So, um, they didn't even feel like, you know, they had an opportunity to come tonight because of that. And so, um, we, you know, we did meet with and I arranged for meeting with the presidents of those homeowner associations. By the way, Lynette did not get, she said she was supposed to get some things from you. So we'll have to follow up with Lynette Daniels, but, um, there hasn't been an advertised meeting yet. So, um, that is not the case. This is just for the zoning. Um, and so I feel very confident voting for it. Knowing that the public will have a chance to, to really look at this thoroughly. Thank you.

One, I want to thank you for moving it off the consent agenda to allow the voicing and the discussion that is, is going on here. My other comment had to do with the, the project, uh, itself.
documentation ‸ was provided by this that was out there. So that's, that's something that's rather large for a consent item. And so hopefully in the future, this will, uh, be moved off to the general agenda. The other thing had to do with the projects, uh, income based for the housing. And I think they actually made a mistake in there because they used the entire Brevard County income to do that. My preference being it's located here in Cocoa. It's going to be, they will, the people living there will end up being Cocoa citizens by living there.

All right. So on the agenda, I want to start by thanking the council for pulling this off of the consent agenda. I do feel that that was very appropriate. As far as the process here, I, on the project, I want to make sure that I say on the project, I lean supportive on the project itself. So I just want to make sure that's clear that my objection is I lean supportive. I don't feel that I'm adequately informed based on my review to say solidly strongly and support.
for the project. And even taking into consideration that this will come for a site plan approval to the planning and zoning. I'm very confused that on March 2nd, there was a planning and zoning meeting. This was an item that was supposed to be on it and it was tabled.
to the planning and zoning at that time to go through a standard planning and zoning process. So I'm confused as to why this special authority needed to be exerted for the item itself.
As far as the process itself, I want to say that I want to skip over the parts about the consent agenda item, but I feel that there should be adequate notice to the public for public participation at a noticed community meeting. So
Flag: numbers, amounts, negation or names differ between the machine readings · 01:28:27–01:28:31 · unresolved: the words are not shown (unclear audio); listen to the recording
just not adequate time for people to review it to even support support this work around for the zoning. So the special authority that's allowing you to repurpose the land use is being made without a real explanation as to why we couldn't have just completed the planning and zoning process and the standard process.
