Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
415 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
43 short machine repair(s) (52 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.8% of 17,063 content words.
Dotted words (685 places) are ordinary wording differences: hover or tap to see the other reading.
415 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:28:46 (14 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
The level of sound coming out of the music behind the Oasis bar in the parking lot was unbelievable. It actually you could feel the concrete of the building shaking under my feet on the seventh floor in the hallway. So what we are really concerned about is that we pay very high taxes to live on the

a decibel level done on that music so that it could be quieted down or shut down. So we were wondering if there isn't a possibility of having that available, that if there is a problem in ‸ the future that somebody holding a permit for this could actually be asked to shut down or at least we would rather it be shut down, but whatever you guys decide I guess will be it. But the other thing that I wanted to bring forward is that the band members were using profanity and you could hear that as loudly as the music.
We also have children that live in the building that abuts the Oasis building. And there are children in Barclay Square. So that is also an issue too. It's not just the sound issue, but it's the profanity issue with our children. And we find that to be unacceptable. And we just want to know also about permitting. There was alcohol being served in the parking lot in big, large tubs. And ‸ I don't know about the open container policy for having an event in a parking lot, whether or not you can have open containers, and we would like to have that addressed as well. We're just looking for guidance.
that, yes, there is a commercial, but we are on the line and everything on the north side of that is absolute residential. And I included the marina because people live on their boats in the marina. People come and bring their boats down from up north and overnight in marina. So we want them to have a good feeling about Cocoa Village. Thank you, Councilman.

If they were, somebody could have contacted the police, and they would probably have told them, listen, you've got to stay. Because ‸ the business proprietor under law has the responsibility to inform their patrons that they're not allowed to take that they shouldn't be taking the alcohol into the

there's nothing we can do after the fact other than reaching out to the property owner and talking to the business proprietor. And then also getting with the police department and getting them a sound meter for the purposes of if ‸ something like this was to happen again in the future, that their officers, you know, the watch commander would have it. They could go ‸ out. They could make a measurement. So here's the ordinance. They're in violation. You need to, you know, cut it down.

Thank you. Evening, ladies and gentlemen. My name is Gerald Blanchard. I live at [address]. And also, I'm currently the vice president of the Whitley Bay Homeowners Association. So ‸ I got many phone calls and many people knocking on my door on Sunday. Many of the discussion that's going on has answered many of the questions that I wanted to bring forth here this evening. One of the items is that inside our units, and I'm in an inside unit, the noise level was so high, I myself had to increase the level of the volume on my television to be able to hear what I was watching. I thought that was very inconvenient. And I know we've had a problem in the past with

but that was addressed and it has been a lot better. We just hope that if a meeting can be made or that, that maybe a representative from the board of directors of the Homeowners Association could attend it also, so that we can revert back to the residents as to what happened in the meetings. That's a good idea. Because getting hearsay does not help us solve problems. And the noise that was coming when I was in, you go into my bathroom in my condominium, and

that I thought I would have my CD player on in the bathroom. It was extremely loud, and if it can be addressed with the decibel machines and requirements, which it seems that's going to be addressed, all I'm asking is that

And to answer some of your questions, Mike Selig was not aware that this was going on. A call was made to him. He said he ‸ did not give permission for it. As far as the over 60 decibels, I wanted to respond. I appreciate your input and what you've told us. But it was absolutely over 60 decibels. And I was wondering if this ever happens again. Who? Who is accountable to be on call or is there anyone on call that can address the situation that we can call and let someone aware of it?

truly was unbelievable. We have elderly people in our building that are sick. We have people that are on chemo. We have people. I went down to check on one of the couples that live on the ninth floor right above it. It was ‸ so loud in their unit. It was like they didn't have windows. I mean, it was that loud.

could call. The mayor couldn't stop it. No one could stop it. And I was also wondering if someone violates this, like they were over the 60 decibel. If they had been told that they had to be respectful, is there a penalty for this? They were in violation of it.

But why is it not documented is my number one question. Who should have been there? It seems like to me we need to be prepared for things like this. And the motorcycles were out there, 30 of them or more at times, revving their engines. Is there not a decibel level for motorcycles? And they're racing and ‸ just standing there, gunning their motors. So ‸ we would really appreciate your help. We need it. We really do need it. Thank you very much.

So just to let you know, different bands played at different times. So we did have a lull, and when Mayor Parrish came over, actually, you were there while the soft band played. Yeah, the soft band. Yes. Because throughout the day, different bands played at different times. So really, truthfully, if anybody lived in our building, just as you said, it was an unacceptable amount of noise.
years, this office building decides to, out of the blue, bands show up and start playing. I would think we would get some type of notice that this parking lot for the shared businesses is going to be changed into a band arena.
I don't know if you would be given notice, but I'm not well-versed with what's going on with respect to whether it's a permitted use or not. I mean, that's something I could discuss, certainly, with the staff. The noise issue seems pretty egregious ‸ from what I'm hearing. And I think that issue can be easily addressed through the city's noise ordinance to keep the decibel base down. The ordinance does provide significant penalties for violations of the noise ordinance and also permits the city to ‸ seek redress if necessary if there's ‸ habitual violations of the ordinance.

That's yeah, so we're going to be able to have a meeting, like you said. Yep. And if something else comes up and it's too loud, we are able to call the police. They will have a sound meter.

to, you know, the proprietor. I mean, I believe him to be a reasonable person. I don't think he probably intended to do that. So we'll reach out to him, reach out to the property owner, and try to say, listen, this is you know, here's what the requirements are. Clearly exceeded. Yes, I don't have a measurement.
But I've listened to tape. So we'll reach out to him, reach out to the property owner. Lawrence Sinclair, [address], Cocoa, Florida. Distinguished panel. Mayor. Council people. City manager. Super attorney. And directors. Why does the city hall have 65 Stone Street on Orange Street?
Well, actually, that is the rear of the building. It's the rear entrance. I can tell you because I was the one that assigned it. Right. And we purposely assigned it to Stone Street because there was a negative stigmatism attached to Stone Street. If you were to order a pizza on Stone Street, the local delivery company would not deliver. So ‸ we therefore judiciously put the address to Stone Street. That's the front of the building.

be more than happy to talk individually when the various council members are available. But I had mentioned to the city manager that I was going to try to work with him on this because it's a situation where we've got to respect the oak trees that we have. I also found out that
round in diameter, now you have to replace it on your own expense to 15 inches round in diameter, just as an example. Also, it dictates what type of tree. They're wanting a number one Florida tree. That's the ‸ best of trees that are available that will grow in our area. And they dictate how high the canopy can be. Now, our ordinance doesn't cover things as intently as this shows that we have.
there's a median here because it's got to be something that can prevent where there's an oak tree here today and an oak tree tomorrow gone. It can't be that simple. Some statements were made that, wait a minute, what about infrastructure and all that? Well, the three, not counting mine, in front of Murdoch's that were removed, there was no infrastructure problems. And ‸ if there was, you would see a cut in the pavement. You would see a lot of extra work being done with the pipes. Water would be turned off. You know, drainage. All that kind of thing would happen.
about. And I'm not going to go into the other eight that's proposed to be removed at the old City Hall site. So this is something I'm going to try to put together and see if we can come to some kind of an upgrade on the tree ordinance, just like the noise ordinance. I agree with everybody that was here. I mean, that needs to be looked into because, I'm sorry,
