Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
265 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
30 short machine repair(s) (44 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.8% of 11,329 content words.
Dotted words (382 places) are ordinary wording differences: hover or tap to see the other reading.
265 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Here. Thank you. All right. Thank you, ma'am. Okay. We're going to move on to approval of the agenda and minutes for our agenda for a regular meeting, May 8th, 2019. Can
And also, we got a presentation for the deputy mayor, and I'd rather her be here when we do that, so I'd like to remove that item as well, which is item number 2 under awards and presentation.

Okay. I'm trying to bring this PowerPoint up, and let's see. Your computer's probably a lot faster than mine at home. So I'm going to ask you tonight to dream with me a little bit. Well, it's not coming up. It's ticking. It's time. Hold on. Okay. I need technical support.
So dream with me. Think of your favorite city. Maybe somebody, someplace that you've visited recently, or someplace you'd like to visit. Charleston, Savannah, maybe even Washington, D.C. And I would ask you, what do these cities have in common? They celebrate their culture, and they have a multitude of art, ‸ public art, available. Again, I thank you for taking the time tonight to hear about public art and the power of public art, and what I think it can mean for the city of Coco.
If we plan well and we use the lessons and best practices that have been proven to work in other communities. I have allowed a little bit of time at the end for questions. I know I am limited to 10 minutes, so I'm going to jump right in here. These are some excellent examples of art around the state of Florida. Jacksonville, Lakeland, the Jacksonville International Airport, ‸ Tampa, which I think had a fabulous idea with this lighting of the bridges, the LED lighting.

the state of Florida, and over 4,000 works of art. And again, I'm just trying to go quickly because I know our time is limited. This one I found really stunning. It's actually an LED sculpture that's on a fishing net kind of thing,

public places, and art works. The National Assembly of State Arts, in particular, did a very in-depth study across the nation. They've shown that art improves the impact of other public policies. It can be a dynamic contributor to the small business sector. It attracts investment and recirculates income within the community and creates a competitive advantage for a city. The National Governors Association undertook a study in 2012 at the depths of the recession, And they found that art and design are critical ingredients for innovative place and can catalyze community redevelopment and revitalization. And, of course, Americans for the Arts, longstanding advocates for the arts, and they have demonstrated that arts can be economic drivers, educational assets. They support health and wellness. They serve as civic catalysts, and they preserve cultural legacies. Why am I interested in this topic? Well, as a 40-year resident of Brevard County, I care deeply about the residents of our county

I had a 33-year career with NASA as a budget and project manager and strategic planner, and I was NASA's representative on the Brevard Cultural Alliance, and that's where I first really began to understand how art could impact a public place. The key element I feel that we are missing in our community is mass transit and ‸ utilizing art within mass transit and bus shelters in particular to brand our communities so that when people come here and visit, they go home with

understanding of what Coco is, just like if you visit a city like Charleston. You have memories of that city, and you remember that beautiful fountain and that afternoon where we took a walk down on the riverfront. And so on. I think ‸ you have a beautiful city logo currently that could actually go on the back of any of these bus shelters relatively inexpensively, under $1,000, ‸ for a permanent installation. Also, I don't need to tell you how congested our roads are.

are over 35% of our population, possibly more here in the city. That's a ‸ county-wide statement. We have a large number of disabled and veterans, and millennials, ‸ they don't even want a driver's license, right? You know,

So the longer you can keep them on public transit and off of your car insurance, the better. But what really broke my heart was seeing people standing at these bus poles ‸ that are out in the fields of weeds, mothers with toddlers or even a stroller, and they're standing in a field. They don't even have a bench in many cases to sit at. This does not speak well for our county or our city. I know we can do better, and I know you have done better.
in fact, I know you really did a lot already with art with ‸ benches. So you've already got a head start on this topic. So the custom bus shelter graphic that I mentioned, this is something that you very easily on the back panel,

Maybe some of the historic buildings, orange groves, oak trees. I would ask the council to look ahead, work with SCAT. I've met with them. I've met with all of our previous county commissioners.
my list. But I am a huge supporter of SCAT. They do a tremendous job with a very limited amount of money. But at one squeaky wheel like me, it ‸ will not get it done. So I'm really looking for support from the community to increase bus service across the entire City of Cocoa, and especially in the underserved areas, and ‸ marry that with attractive bus shelters that will brand

city as something everyone can be proud of. So some of the next steps, as I said, developing a strategic plan for your city that includes public art as it relates to bus route expansion and bus shelters.
50-50 program in the City of Cape Canaveral, which was very successful. If you've been over there, they have these really high visibility bus shelters. They're very orange and red, and they're just beautiful and stunning. And you see them, and you're like, wow, ‸ that's really neat.
in return for the city doing the engineering, easement work, and public works aspect. ‸ And the investment, I do have a handout, and I only brought three copies, but this is very, very interesting.

So of all the bus stops in the city. But ‸ what they did here is a very complete study, and they estimated the cost to put in a shelter at each. So the ‸ groundwork has already ‸ really been done, and I think that the city could look at this and possibly pick out, working with SCAT, ‸ where do we need the shelters?

‸ But I think the city has that opportunity now to decide how to move forward, put a little bit ‸ more money, perhaps, in the budget for public art, as it relates to these bus shelters, and work with SCAT.
there where they're needed. Is there any other comments, discussions, questions? I do have my business card. I'd be happy to leave that with anyone that would like to get back in touch with me.

were talking about some of our more busy bus stops, and as far as some shelters. ‸ And that's been a discussion. I don't know where they are right now, but I know that it's been an issue.
‸ Thank you, Catherine. And Mayor Williams, I'd like to introduce, along the lines of public art, our own talent. In fact, the first place winner of the Brevard Public Schools Art Competition.

Yes, sir. Thank you, Mayor. I have a proclamation. Whereas water is one of our most valuable natural resources, and whereas water is a basic essential need of every living creature, and whereas tap water is important for public health protection, fire protection, support of our economy,
the measure of a successful society, low mortality rates, economic growth and diversity, productivity, and public safety are in some way related to access to safe water, and whereas we are all stewards of the water infrastructure upon which future generations depend, and whereas each of us as a citizen and customer of our water utility is called upon to help protect our source waters from pollution, to practice water ‸ conservation, and to get involved in local water issues by getting to know their water, and whereas the state of Florida, the water management districts, and the city of Cocoa work together to increase awareness about the importance of water conservation and other water related issues, and whereas every day, 24 hours a day, 365 days a year, dedicated men and women make significant contributions in developing, operating, and maintaining these water systems. took place behind my building was being built. I spoke to Scott at the time and I vividly remember him telling me, do not worry, everything will be done by code. You're not going to get flooded. It's going to be okay. The property owner has to go by code.
like a waterfall coming through the back of the door. And I'm just fortunate that when I walked into my store that it was the daytime and it didn't happen in the evening because I would have had thousands of dollars worth of damage from shoes being stacked in the back room and the flooding just raising higher and higher until it went out the front door. ‸ My store is a pretty big store. ‸ It was about three inches throughout my store. Let's see. ‸ Flooding causes lots of damage to a building. Number one, mold and property damage. The amount of time and energy and hours that I spent trying to evacuate the water out the front of my door in my store took hours. Then I had to call
so mold wouldn't set in. So they brought heavy duty fans to dry up the walls and the flooring so I could move on after this flood. Wages for extra employees to come in and give me a hand. Loss of income because I had to close my store that day due to closing. Frustrations, stress, anxiety, loss of sleep. I can go on and on and on what this does to me after running my business in this town for almost 37 years, never occurring to have this kind of flooding. I came before this city and told you this was going to happen. You allowed somebody to build higher than my property.
Many of you are new to the city council. You can go back and look at records. You can look at the pictures. The city has the ‸ pictures of this flooding. I don't know who the engineer was that approved it, but it's a disgrace. I'm not an engineer and I can tell you what's wrong behind that building. There's a lot of things that weren't up to code. I am before you because you promised me this wasn't going to happen.
We're going into the rainy season. This is going to concur every time we have heavy rain. The only thing that I'm ‸ going to do is I am going to put sandbags up to the ceiling if I have to in the temporary fix because it's that bad.
like this to be resolved once and for all. It is not fair. It's not fair at all. This is what I'm asking my city leaders to once and for all take care of this problem. Thank you very much for your time.

committed to reviewing the records and, and I understand that permits were applied for and they were done and the, the drainage design that was completed on the subject property was signed and sealed by an engineer. There is, you
you've got new development versus old development and in some respects it might be kind of a civil matter and so we're just, we're going to try to balance it and see what solutions we can come up with and if we can, but it, there are some issues between, maybe between you, one property versus another.

be something. Yeah. Well, the reason why I came, but anyway, so please, and if I could be part of those meetings because I have all the history, the law, everything to show the council that it's not a city issue. It's a person issue that has to correct their drainage off their own roofs. The reason why I came here tonight was from the last meeting that we had about the riverfront park, the design. I just wanted to present something. I spoke with the ‸ design person, if I can approach.

perspective, and I'm here representing 20 merchants and vendors and possibly 28 of the properties that I have in the village, so they all consensus that the proposal that was put before the board, it kind of lacks two things. It lacks warmness. to that waterfront plan, possibly, to tie in our history here in the city of Cocoa. Also, when I spoke with the, one of the plans was to do the stamped concrete that you saw on the plan. Well, you can actually stamp it where it looks like a boardwalk. Okay. I just wanted to bring that out to your attention. That could be something you could ‸ look at as a board. You can stamp it where it looks like a boardwalk and stain it the brown color, so it actually has a warm feeling, and you meet your hardness requirement for FEMA, and it's a nice product. It just might be nicer. So when you're making your decisions on what exactly you want to put out there, please add some warmness and ‸ historic preservation, and if you want to see that stamped concrete,

you already inject the concrete with a brown wooden material, you know, looks like wood. So I just wanted to bring that when you're doing whatever you finally decide out there. Please add a historic element to it and a warmness factor. Thank you. Thank you, sir.

architecture or anybody that does that type of work, but ‸ we're trying to come up ‸ with ways that we can solve this issue with drainage. My daughter last year lost a car due to the drainage problem, the rain. Saturday it rained 45 minutes straight. Water is everywhere. I have pictures that I can share. But what I was thinking of what needs to be done is that area, is there any way possible we can have that area dug up and probably go a little deeper and make a retention pond somewhere that we can have water.
Where is this? This is on Washington Street and D Street. Yeah. So what she's talking about is ‸ in the corner of Washington and D Street, that ramp is probably two or three inches, maybe four inches lower than the asphalt in that corner. So ‸ what's happening, the only way it drains off is if it's a lot of rain and it pushes it over time, which is hours. But because it's so low, the water just sits maybe ‸ four or five inches. It was actually going to

to be a walkway ‸ or something. So we're trying to come up with some kind of way, you know, to help some of that drainage. I'm not saying it's going to solve the complete problem, but at least it'll ‸ do something instead of going in, you know, almost to her garage and to her front door. I mean, we have some issues in that area. I don't really know what the problem is.
And sometime where the drain where I believe it's the manhole cover. Yeah. That's where it's at. It rises up. It pops right up. Yeah. And I thought it was like supposed to be marginalized steel where, you know, supposed to be really strong or anything, but it just.

Project, um biological nutrient removal process. We actually resized and moved interior concrete walls uh to make them, to size them properly for current flows and more more closely to where, how the plant operates. uh And in that project, we actually had replaced these, all of the mixers throughout that section, which is what this is for. But uh just to clarify, maybe the agenda wasn't written maybe
but uh these are not replacement pumps because they're broken. These are shelf pumps because we don't have any replacements. uh In order to get one of those pumps,
we want to be able to be able to uh you know treat effluent at the plant under all conditions, especially during the wet weather, in the summers, and of course through the hurricane season. We do have two trains, um but obviously we want to try to optimize that and keep both trains running at the same time for different reasons. uh And even if we had to do a rebuild or or or just general maintenance, we don't have a way to take one out of service and and do like we would do in terms of the multiple uh backups, if you will, uh how we do it at other ‸ plants

or so drop our electrical usage, um you know consistent with with some of the efficiency stuff that we've been doing. Thank you, ‸ And also, another thing is they are installed on rails so you can access them, which means it's basically a typically a stainless steel pole where the mixer goes down and slides down to the bottom
other mixers don't necessarily use the same type of pole or same diameter, so that can be a problem if you're familiar with stations. And then the other thing is the angle of the mixer has been actually optimized, and there are two angles within ‸ the basin, each each basin, whereby we're trying to maximize to get full mixing so we don't have things build up in the corners of these basins. And so that has been all taken into account when we did the design. uh
uh in conjunction with our consultant at that time, which was CDM Smith. um And so, and for those reasons is why we are sole sourcing with OVIVO. okay Thank

you know, the basic requirements for that we probably ‸ already meet for the most part. But, the beauty of that program is that it's an opportunity to educate folks, because, like, for example, in my neighborhood, you know, some of the people that tore down their trees, they're from another part of the country where they don't have a lot of trees, they don't have a tree appreciation, they don't realize the ecological uh benefits, as well as economic benefits, that trees provide to all of us in regard to stormwater protection. And, and I would have to say that overall, not just environmentalists, but stormwater managers have become more aware of what that canopy can do for you, particularly when you look at uh 500 year storms, like what took place in Houston, where they had, um you know, three parking spots, you know, covered over parking spots for every car, so that um

that's just the way it is. And I'm actually, uh I'm looking at something that we can do for Captain Ed. I've actually looked at a couple of streets that don't have any kind of budgetary impacts. And I think there's several, um community leaders that we've had or individuals that have, in some sense, have gone on that, need to be recognized in our community. I know there's a few that we've recognized already. And when I talk about that, I know I've talked to the staff. I was looking at, uh Mr. Al Trafford and, also,
these are some people that have had a major impact, impact in our community. And I know we got little plaques that we have on the little rotunda areas out here, but i like to,
any budgetary impacts that we can look at possibly um naming some of these streets after these individuals that have been crucial and been vital to our community. ‸ here. So with that being said.
