Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_05_25_2021), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
543 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 37 voices separated from the audio.
49 short machine repair(s) (63 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 87.7% of 17,298 content words.
Dotted words (390 places) are ordinary wording differences: hover or tap to see the other reading.
543 passages (29% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
I would like to make a motion to approve with one amendment to move the minutes behind presentations because we have so many people here for awards and presentations. ‸ The minutes have their,

is June 1st, which is next week, for grants to be issued for the year 2022 to 2023, over a year and a half from now. As these grants require matching funds by the city and a host of other financial and statistical information, the city's approval for such matching funds would need to be approved by the council tonight,
But what's disappointing and kind of bothersome to me is that in the community meeting we had on March 20th, over two months ago, or about two months ago, one of the cities and a museum volunteer and supporter provided a few pages of grants to the city staff for the Brevard Museum. And I don't believe in any incest at time, to my knowledge, there have not been any grant submissions for the museum, but there have been submissions for other entities, one of which I think you guys are approving tonight on the agenda. So I'm not sure what the process is

So for budget consideration for next year since district 4 didn't get any funding for the parks of rec,

had street problems, you know, I cleared the trees and did a lot of that myself. Deputy Mayor Goins was out there driving a bulldozer, packing it down, and I was on a bobcat pushing dirt down to him. And we got all that fixed, fixed up the streets, repaved them,
And to that end, I'd like to make a couple points this evening. One is a ‸ show of support for our volunteer cop program and a special thanks to our Vcop Officer Charlie. Charlie, he patrols our park daily. And it's not just a drive-through.
You know, arguably, when school's not in session is when we should be doing more patrolling in these communities to make sure the bad element is not coming in and trying to prey on our youth, who is otherwise just innocently playing in the streets. The second item I'd like to make, and it's kind of a bigger picture. You know, it's very obvious that our city of Cocoa is poised to expand greatly in coming years. You know, there's a lot of goodness happening here.
Florida, many businesses are going to pop up around our city. ‸ And here we are in budget time. Again, I urge the city to invest in our police department and other crime prevention and reduction techniques, so that those businesses that pop up are businesses that we like and not businesses that we're going to take advantage of an overstretched police department. And these investments are the types of things that will help us continue to maintain safety in our affordable housing community. I, too, have a vision zero even in the affordable housing community.

By doing this, we're going to help all of our impoverished citizens that have been affected by the pandemic, lost jobs, looking for jobs, needing to go to a grocery store that is a bigger store for whatever reason, needing to go to the pharmacy or wherever they need to go. see that in this plan you have not voted to do anything they recommended. So I will just give you a couple of ideas. First of all, you want to spend $165,000 on restrooms in Bracco Park and Carl Anderson. I mean, right now there's no shade there. I can't imagine why I would ever need a bathroom.

The park plan called for shading. It called for benches. It called for exercise equipment. All of that would be much less than the $165,000 that you voted on for bathrooms in a park that, honestly, bathrooms will hopefully one day be needed.

where they're saying that children activities could be expanded there? So I'm just surprised that all of these recommendations came out for totally against what the park plan was recommending. in this portion up in this area here. So it's 62 and almost a half acre overall. About 55 is being developed with the streets and housing. A little ‸ over 6 and a half is wetlands.

be an observation deck on the north end of the larger stormwater pond I. And it also has a walking trail that wraps around ‸ that pond. So the planning and zoning board recommended approval. And staff is recommending approval of the final plat. Which will need to be recorded within 30 days. That's the first condition. And a second condition.

And the individuals out there at Lost Lakes are very upset with this because the developer said he would take care of that. He has not. That's why I was out there all day yesterday talking to a lot of residents and taking the pictures of the pond.

Mr. Smith, I know when we first had that conversation last year about the pictures that we have about the pond, what was a description given to them exactly what they needed to do or what?
They had guidelines that were provided by St. John's Water Management District, and it was my understanding that the district approved the activities that they performed for maintenance. So it sounds like they may have fallen back out of maintenance. So we'll follow up with the district as well as the developer.
the applicant's engineer. And yes, ‸ the maintenance that was done was as directed by St. John's River Water Management District. ‸ I personally am the applicant. We walked the site with a representative of the district and agreed on what we needed to do. There is some vegetation within the lake that was left there. It is intended to be a fishing lake, and that vegetation in the lake keeps it kind of a little more natural for fishing conditions. We did clear out the vegetation. Basically, everything along Lost Lakes has been trimmed out as we understood it needed to be. If there needs to be additional maintenance, we're certainly going to

sir. I'd like to read the requested action and also clarify what's being requested. The agenda item stated to consideration of three applicants to fulfill two vacant regular member positions in addition to the consideration of a reappointment to the Board of Adjustment. So just to clarify the applications for the regular members being requested is Robert Dyer, who is a new application. And there's two current alternates that are also being considered for the regular appointment, which is Randall Heister and Caitlin Aliano. In addition, we're asking to reappoint Patricia Weeks as a reappointment. So the decision we need from City Council is to select the regular position for the Board of Adjustment.

to staff conversation between city staff and TPO staff there. So if we're just simply promoting and it is not a city sponsored event, then I think we're fine. The issue for staff is city sponsored events are not authorized by individual council members. They should be authorized by the council. So
Let me ask a question. Please. ‸ Why wouldn't it be a city sponsored event? Why wouldn't we want to sponsor the promotion, the kickoff of Vision Zero if we just passed
If it's an individual council member event, then that's different. So the issue comes in when Samantha gets a call and she knows nothing about the planning of the event.
so it tends to become unorganized. Other council members don't know about it. And so I'm not encouraging or discouraging you ‸ to against it being a city sponsored event. If it is, let the council say so and then we can put our best efforts into making it the best city sponsored event that we can, which includes ‸ the participation of whomever wants to participate on the council. Well,
I would love to have the participation of as many people on council as possible. I make a motion that it is a city event. It's an opportunity for us to not only promote Vision Zero, but to promote that we are promoting Vision Zero, that we care about safety. We've had, I had a conversation with our new chief.
Well, we've lost three people in the last year on Dixon Boulevard alone. It's an issue that deserves our attention. And I never intended for it not to be a city event. ‸ You know, anyone, well, anyway, I would really like to make a motion.

on the head. Let's talk about this homeless thing. Mr. Smith, Mr. City manager and council. When we travel, I've received multiple calls from concerned citizens.

And we have to deal with it from, not just from a city perspective, but from a spiritual perspective. The religious community and citizens of Cocoa, we need to address this issue ASAP, as soon as possible. I know I play the sport, but as they tell us, good Lord, I ain't ‸ put no more on your plate than what you can handle. So we signed up for it and we're going to do it. The next thing, I'm 100% with everyone that's involved dealing with these cold cases. You're right, Ms. Gibson. And I would like to see if we can select and create a committee so that we can address these issues. Because you're not the only one. There's a multitude of mothers and fathers and parents that we need to address. I know it's hot and I know it's heavy, but the only way we can make this happen, we all must put skin in the game. So I'm ready to put skin in the game. I think one of the liaisons for this should be a councilman.

know that's a combination of District 3, 4, 1, 2, all of them. Because we're all God's children that play at that park. So I'm asking you, Mr. City Manager, I know we have the Football Little League. If we need to put it on, I'm not going to make a motion. But what I am going to ask that we consider is

forgot two quick things. Number one, don't forget June 1st starts hurricane season. Everybody needs to make sure they're getting their hurricane supplies and all. We've already got our first named hurricane for the year before June 1st. And then the second one was, I just want to say, after 30 years of service, Lieutenant Mark Silverman will be officially retiring as of tomorrow. ‸ So we wish him well in his endeavors, but 30 years of
