The City's record
What the City's record shows

Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_06_12_2018), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
207 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
5 short machine repair(s) (6 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 86.4% of 7,814 content words.
Dotted words (132 places) are ordinary wording differences: hover or tap to see the other reading.
207 passages (40% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
‸ We ask you to have your hand on the proceedings tonight and on the ones that are here to conduct the business. We ask all this in Jesus' name. Amen. Amen.

Not one of those words says mildew. It's not peeling, it's not rust, it's not corrosion, it's not any of those things listed. So by your own definitions, I'm not in violation. So I guess what I'm asking for is, you know, take some common sense with you when you start doing some of these things that you're trying to do and leave the little guy alone. And I'm asking you to rescind this, whatever it is you sent me. Get rid of it. I don't need to deal with it.

It's the little things that make our city better than anybody else's. And that's excessive. So let's just crank it back and look at the structural and the things falling apart. And there's plenty of that. And we don't have a quota. So, okay. Thanks for coming. Rita... How you doing?

season. And just to give you a few statistics this year, we had almost 200 youth through our Stars of Tomorrow program. And we just finished those shows last weekend. And what's happening is 82 of those students have now been given the opportunity to perform at the King Center. So we're in the middle of a partnership with the King Center that we do during this summer. So this is very exciting for our young people. This year, we had over 43,000 people through our doors. And we had a 10% increase in ticket sales this year. Wow. Yes.

safety inspection from the Orange County Fire Department. At that, and actually the inspection happened some years ago and we were given a certain period of time because we have 24 hour, you know, people there and they gave us some graces and we also have this item as part of a capital project that'll be coming up. It's actually part of the bond funding, which has been delayed a bit. So anyway, all that kind of rolled together with it not being immediate. And we already had some grace time. They

So it was a safety item. Went ahead and made the purchase order, put it through the normal requisition process with the emergency declared. But

of three new fire stations and authorize the City Manager to sign and execute the contracts. She may know that in the past, uh, cable was provided through, uh, franchise agreements and that went away a long time ago. So, uh, the cost for providing cable, just getting it to the buildings was, uh, even after they made some adjustments, uh, too high for us. So, we looked out and looked at the different things provided ‸ and, uh, DirecTV provides the most economical way to do it for us. So, that's why we're, uh, so that's
Uh, yes. Prior to you, uh, giving your explanation for choosing, uh, DirecTV over regular cable, I had some concerns about the weather and the satellite, uh, setting atop of the facility with ‸ the light

That's progressing. We are negotiating with FDOT. They have an upcoming project under the bridges that could have conflicted with our sidewalk. It's actually requiring us to take out some of the sidewalk and put it back in at our expense. We're working with FDOT. They need to inspect the tiebacks. So we're proposing to have our contractor work with DOT to inspect the tiebacks before we put a sidewalk on top of them. So a little coordination there. And, you know, I think it'll work out. I guess, have you addressed any time recently about as far as like the bushes in between the bridges and places where you can feel safe at night when you're walking through there when
down the street. So customers might sometimes see a meter reader walking down the street and it doesn't look like they're reading a meter. But if they have a radio meter the device picks those up as they're walking through. They literally don't have to go up to that house and open that meter box anymore.

It doesn't seem like a very substantial project, but I think you will see a pretty vast improvement as far as the physical appearance out there, because it's consistent rock throughout, whereas now it's kind of a hodgepodge of vegetation and different types of rocks. So

And ‸ as that project is moving, we're also moving forward with the design and engineering for ‸ the TDoc day slips and the boardwalk promenade. And so those will be the next ones coming up and then put out to the continuing services contractors. So this was kind of the first step to rebuilding that and getting the process moving a little bit quicker than it would be if we had to go out to bid. for

So I thought that was great of him. Looking forward to coming up and having a meeting with him. He said, let him know he's ready to come whenever we are.
Our biggest city in the county, and if you're homeless in Palm Bay, there's no place for you to sleep on a cold night. So that's his immediate focus there is getting a cold night shelter in place. There's one in Titusville, there's one in Cocoa, and there's one in Melbourne, and there's not one in Palm Bay.
They're actually doing some fundraising to buy the equipment that they need. They have a church who stepped up and offered to do the shelter. They're just trying to get the mats and the bedding and all that stuff that they need.
staff for the District 2 neighborhood meeting and all of your hard work for that. And also for Senator Huckel for sending a representative and for Admiral Justice for coming out and answering questions about the port. And I would also like to, since the chief never seems to have a report, to let everyone know that the chief's nonprofit Cocoa Community First, their fundraiser for our first canine competition in October, is going very well. They raised $10,000 last week towards that event. Wow. And that's it for me.

140th. Yeah. Yeah. The 140th. Yeah. For the groundbreaking ceremony for the Al Glover Family Chapel and Classroom. So very, very nice presentation as well. So
yeah, that was a great event. And not many churches can say they're celebrating their 140th year. Um, just can't do it. And they have a great church. ‸ Just a few. Yep.

And, um, it was a great event. And they're reengaging the community. And they want to work with the city. And, you know, again, this is nothing new from St. Mark's. They,
you know, when you enjoy Cocoa Riverfront Park and you see the, when you walk behind the church on the east side, that's, that's their property. And they stepped up and did things. You know, everybody enjoys that. So, um, also, I just, I'm going to close out with, uh, this June 23rd, this Saturday, which is going to feel like a Friday night. Um, I'm going to be, I'm going on an honor flight with Captain Ed. I'm his guardian. But, so, I think we meet over there at 1.30 in the morning at the, uh.

I got a little, I got an entourage coming for Captain Ed to send them off. And it would mean a lot if we had the subsidy representation and, uh, you know, a few other folks come out.
1.30 in the morning to about 2.30 or so. And it's just like a ceremony. Um, a lot of public officials will be there. A lot of fun. Yeah, a lot of fun. And then we're gone for about 20 hours. You know, we get a, uh, a, uh, police escort all the way to Orlando. And
area in D.C. And we do all the fun things. And sleep every few minutes you can. And, um, but then we turn around and come back. And it's sort of the reverse. But it's, it's fascinating. I did it once. And I can't wait, Captain. So get ready. And, uh, that's it for me. Yeah, me too. That's it. Motion
