Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
321 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
18 short machine repair(s) (28 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 87.3% of 10,909 content words.
Dotted words (303 places) are ordinary wording differences: hover or tap to see the other reading.
321 passages (31% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:00:13 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

and I basically said I hope you had the same compassion and commitment to Broadmoor Acres. In that 10 months, I believe you've convinced me that you do. However, Mr. Blake and I had a discussion last month that kind of made me step away from council for a couple weeks. I really needed to consider this. I appreciate the fact that you were honest with me as to what your position would be if you were still mayor in Broadmoor Acres. It made me think and wonder, because I'm not convinced that the city is doing everything they can do within its power to actually help clean it up, especially the problem parts. Mr. Blake said that, you know,
he thought that, you know, leveling it and getting Habitat in there to build bigger homes, better tax base, and that's a smart decision. It really is. But it's not going to happen. It's not going to happen because you've got homeowners in there that are going to stay there.
we've run up against this thing to where the city doesn't seem to want to enforce its own codes. We've got houses that are being paid for by ‸ Section 8 subsidies that have 12 grown adults, eight cars in the parking lot that are selling drugs up and down Mitchell Street. Okay? We can't do inspections on these properties. We can't get cooperation with HUD or housing to verify that the people that are supposed to be living in it are there. We have landlords like a Mr. Brees who basically

That was unbelievable. And one out of five residents have been there for 30, 40 years, right? Right? Yeah. And they're not leaving. You know, they want to see it go back up again. I mean, it's, you've done a great job. But what I'm thinking, though, is just give it some more time. You're pushing faster than government goes. I mean, that's the truth. ‸ I love to drive through your neighborhood.
‸ One thing I want to tell you is, like we were looking last night, one of our wish list projects is going to be water management there. You know, that's something we're going to go
knock those things down a block at a time and cut them up and put, you know, however it is, build new houses, habitat, whatever. That's going to happen if we keep the pressure on them for the next several years. And it's just going to make the city better. But what you're doing, man, you're rehabbing from something that was flat out dangerous, right, to actually scaring these guys out of there.

There's some potential capital programs or initiatives as well as that are going to be coming up in the next year or so, in this next budget cycle. But I guess what I would say, and I think we've seen it in Diamond Square,
The development of an area that's been suffering from ‸ decades of disinvestment and decline. ‸ It doesn't turn around overnight. And I can tell you that I know ‸ that the staff ‸ is working hard to try to stem the tide ‸ in terms of both from crime, code, redevelopment, vitality in the neighborhoods. And ‸ there's just ‸ if I had a plan, you know, and we had this conversation, the same conversation with the county commission at one point, is if you could turn around a neighborhood or a community that has suffered from decline overnight or within three to five years, you know, the reality is that team that could do that

as well as it evolve. And I think I just we've got a strategic plan. You've been part of it. You know, I think maybe we can sit down and talk about those things.

looks good. But the bottom line is, is the answer to every neighborhood isn't demolishing and bringing in habitat or something. You've got people in this neighborhood that will pick themselves up and that will pick their properties up, and they're starting to do that. But at the same time, when you have property owners who are leasing, who say that they're not responsible because they don't know what's going on on their property, because they haven't been there for seven years, then that's an enforcement issue. This is the first public hearing ‸ is on our citizen participation plan. To receive our funds, our community development block grant funds and home funds, we have to have a citizen participation plan. It outlines how we're going to receive citizen participation comments and also public notice, the time frames that we have to do, whether it's our annual reports, our financial reports, our plans, and things like this. One of the things that we've just updated with HUD is that we have to complete an assessment of fair housing. And so with the assessment of fair housing, which we'll be bringing back at a later time, we have to include that within our citizen participation plan first. So we just have to open up for a public hearing for any comments on our citizen participation plan ‸ in regards to the assessment

Okay. With me is Robert Reba. He's one of the audit seniors in our office, and he did a lot of the audit work and was responsible for a lot of the audit. ‸ I want to make a real brief presentation to you. I'm not going to take you through the numbers, but
The city did receive a clean, unqualified opinion, which is an unmodified opinion on its financial statements for this year. It is June, and that's why I'm sure you all know that the reason we're here is because of the Florida retirement system and waiting for the numbers.
system because this year was the first year that you needed to book a liability in your government-wide financial statements, both for the FRS and for the police and fire pension plans. And I do want to take you to just a couple pages just to show you where these numbers are booked because this is a huge statement, and obviously reading the whole thing would take some time.
you look in the liabilities section, right before total liabilities, you'll see net pension liability. And in the governmental funds, there was a $15 million net pension liability booked, and in the business-type activities, a $6 million pension liability was booked.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:47:35–00:47:38 · unresolved: the words are not shown (unclear audio); listen to the recording
Now I'm going to show you later on in the footnotes that this pension liability that is determined by the actuaries is based on the fact that if you stopped right now in this day and time, you would have to
Flag: numbers, amounts, negation or names differ between the machine readings · 00:47:50–00:47:53 · unresolved: the words are not shown (unclear audio); listen to the recording
other people coming into the system. So the city pays into the FRS and pays into the police and fire plans what the actuary calculates for the funding that's supposed to go in there, ‸ right? But under the new actuary rules,
do have a liability because the people have already performed this service and they're entitled to this ‸ payment ‸ down in the future. I do want to take you, though, to ‸ page 90. And if you look at the bottom of page 90, this is one thing. There's a lot of new footnotes that we added related to the plans, but this is one footnote that I like that I think kind of explains to you. If you look at the bottom there, there's a table, and it says employers' proportionate share of the net pension liability. This is for the Florida retirement system and for
If you look at the current discount rate, 7.65%, that middle column under FRS, $3.9 million, that is the liability that the FRS has said you need to book. That's part of that $21 million. And this liability is based on a 7.65% investment return.
have an asset of $1.2 million in the plan. You wouldn't have a liability. If you did 6.65% investment rate of return, you'd have a $10 million liability instead of a $3.9. So I think this table shows that the liability can vary so much just by a one percentage change in the estimate of what the investment return will be over time. Now, obviously,
But that hurts the plans when we don't have the investment return, ‸ a good investment return. Then that ends up putting that liability bigger and bigger. And the same thing happens with the health insurance plan. You can see those numbers. Now, that one, you know, doesn't really turn positive either way.
Those numbers are on page 101. And you can see there at the bottom, again, the variability in the liabilities. Some people have asked, you know, is that concern? Should I be funding this? I haven't really seen anybody trying to fund this because, again, it is such a variable liability. You do need to know it exists. You need to keep an eye on it.
They may start to increase contributions if they feel like they're going too far back. But that's really what that whole GASB 68, which is a new standard that got implemented this year, that's what that was doing. And
of this year. But it's trying to book it in the end of last year versus running it through all the expenses in the current year, because that wouldn't be right. It didn't just pop up this year and it's not inexpensive this year. So that's kind of what's going on with, again, the new stuff. And there's tons of footnotes in here. So, yes, if you have trouble sleeping, that would be a good place to read.
They're in the asset and the liability section. This is basically what's happening on this is that the actuary changes assumptions sometimes each year. There are certain ones that are required, but things change.
over a period of five years. So those will that's why they're called deferred inflows and outflows. ‸ They don't really affect your assets and liabilities. If you look at the general fund of the ‸ city, you did add this year

and you have to have a minimum of two months of expenditures. Your expenditures in your general fund were $32 million. So if you had two months, that would be $5.4 million.
you have money there. ‸ And, you know, there's that money obviously can be used in the future for lots of other needs. But we look at it to if you are going down in your financial condition, we would be concerned. And certainly you're not ‸ going down, you're adding. Also, your water and sewer system is doing well. So there is no concern here from our perspective on the financial condition of the city. The city looks like it's in good financial condition. We do have some reports at the end. We have our report on internal control and compliance with laws and regulations. And we only had one finding in our internal control report. It was very small, but it's a finding and it's on page 198. And it was just a couple schedules, adjusting those and getting them to agree to the trial balance. But, again, very minor. There were no issues with the federal compliance. We had to do special testing on grant compliance and there were no issues there. We also do investment policy testing and there were no issues in that.

all that. Nothing of concern in that letter either. So it was a very good report. This is a huge report. It takes, obviously, a lot of time and effort and
letter, too, that you received. It's the Auditor's Communication and it has just information. It's fairly boilerplate language, but just to say that we implemented the new standard, GASB 68. There are some estimates in your financial statement like the actuary estimates, post-employment benefit, pension, depreciation. Those are all estimates. And management signs a rep letter and that's in here to show you that they sign that they've told us about anything and everything they know about and that everything is in good condition. So that concludes my report. Does anyone have any questions?

Good evening. A quick overview. This is a program very similar to the CRA facade grant program. So it will appear very, very similar. It's designed to encourage private investment and improvements to exterior frontage ‸ along commercial corridors. The purpose of the program is to enhance and improve the street view of the built environment and also to encourage investment in some of the areas outside of the CRAs. It's a 50-50 public to private matching grant with a maximum of $5,000. This is subject to funding availability awarded on first come first ready basis. The grant funds will be dispersed on a reimbursement basis upon proof of receipts, proof of payment, and final inspection by the city's building official. Eligible properties include commercial properties located along city limits having frontage along the following roads,

Eligible improvements include roof repairs, replacements, installation of exterior fixtures, exterior facade restoration, exterior painting, replacement or glazing of windows and doors, signage, certain awnings and canopies, landscaping enhancements, asphalt removal, replacement, parking area repaving or striping, irrigation systems and installation, and dumpster enclosures. Again, this is a grant that ‸ allows the construction to take place on the exterior facade of the buildings. It requires six months to complete ‸ from the notice to move forward.

And he will be back tomorrow morning to ensure that that vessel is gone. It is a little bit more time consuming than the others, so he had to leave leave it today. But he'll be back tomorrow morning.
