The City's record
What the City's record shows
Built only from the City's minutes (900_CC_Reg_Minutes_07_08_2020.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.
Attendance (the roll call)
Listed present when the roll was taken: Jake Williams Jr., Alex Goins (printed “James Goins”), Don Boisvert, Lorraine Koss, Brenda Warner
(Checked against the ballots and the printed roll lines.)
Absences: no absence line could be read from the minutes' text, so none is stated here; the first page of the minutes is the record.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
294 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 19 voices separated from the audio.
26 short machine repair(s) (29 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.0% of 12,548 content words.
Dotted words (268 places) are ordinary wording differences: hover or tap to see the other reading.
294 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

lagoon improving? Is it not improving? I know, are all of our efforts paying off? And I'm happy to say that they are. So I'm kind of giving you the punchline. But I'm going to go through the report card and give you the scores. So what you're going to be looking at tonight are scores just like you'd see in school, grades on your tests and so on. So if you see a number that looks like a 30, that's a really bad score.

30 years ago. We do it through three major program areas, science, education, and restoration. And our mantra really is getting science into the decision-making arena. So this report card calls down the science into a really easy to understand format.

we've collected over 20 years now of water quality and habitat monitoring data that have been collected by our state agencies. So these are the best available data that we have. And we are translating them through graphics and a really easy metric into a report that anybody can understand. And

lagoon to answer that key question, you know, are things getting better or worse? So we got the idea from Chesapeake Bay that's been at this longer than we have. And this is an example of their scores from ‸ 1985 to 2020 and a line that they've drawn showing that even though things go up and down, which is what we expect, they are slowly improving the Chesapeake Bay. So we thought we need to do the same thing here.

We need to do this every year and we have to see if things are getting better or are things actually getting worse. We use five indicators. And these are the only, really, the five things that our state agencies are collecting regularly. Four of them are associated with water quality. They are chlorophyll A, which is pretty much a measure of how much algae is in the water column. And we know these algae blooms are very problematic. So chlorophyll A is an important indicator. And then we've got two nutrients, nitrogen and phosphorus. These are things that are, you know, very prevalent in the environment. They're very prevalent in people's lawns. They're very prevalent in wastewater and so on. So these are nutrients that contribute to algae blooms. And then turbidity is a measurement of how clear the water is. So when algae blooms happen, of course, the water gets very dark. And then seagrass is the only habitat measurement that's being collected regularly. And seagrass suffers when the water gets unclear. So these are all linked. You can see how these indicators are all linked together. The four water quality indicators, those four blue circles, are combined into what we call a water quality score or water quality index. So when you see any of these scores that are associated with water quality, it's a combination of all of those four things.

County line. So we're located here. And these are the water quality grades. So you're looking at a lot of numbers, but just remember, what you're looking at are just like the scores you'd see on your report card. And this is the column, if you're most interested regionally, this is the one you should focus your eyes on. And that what we've added since last year is 2017. So there's a couple points about that. One is why are we looking at data from three years ago now? And the other one is you can see in 2017 that all the water quality data, all the grades have improved from 16 to 17, which is good. But quite frankly, 16 was probably one of the worst years we've ever had. That was the year of the major fish kill. And that was, you know, a huge catastrophic event. We have since then, we brought this report card up to Tallahassee for the legislative session this year.

And I said, because we can't get the data from the agencies any sooner. And they said, you will now. And now we have through 2019 data. So we're excited that we finally got our hands on data. That's a little bit newer and we're going to start working on those immediately. So those grades. So these grades, I know we have this all on our website. I know you might want to look at this longer, but I'm going to move on ‸ for the brevity of sake of brevity. These grades are also graphed on maps. So here you're looking at

north part of the lagoon. It includes the Mosquito Lagoon, the North IRL, ‸ the Banana River. And it's easy to see from looking at 16 to 17, the improvement. The areas are the average for that entire region.

see on the map is a sampling location. So you can kind of see where it got better specifically, like where it got much, much better is where a red dot goes from red to green or, ‸ you know, goes from orange to yellow. Things are improving. So that's good news overall. You don't see very many green dots in the north IRL. Here's the same situation looking at the south part of the system, starting from about mid Brevard County, the Melbourne Causeway specifically, all the way down to the Palm Beach County line. You know, you see a similar situation. Things improved dramatically from 16 to 17, even down in the south end. They did not get the discharges as much volume as they've had in the past coming out of Lake Okeechobee. That discharge would affect primarily the St. Lucie Estuary, which is kind of that little V area right at the Martin County, St. Lucie County line. That's where you would see the ‸ discharge coming in from Lake Okeechobee that ‸ has a tremendous impact on the water quality down there. Very bad impact. Seagrass grade. So this is, we're looking at seagrasses.

It's like the main vegetation that all of the fish and the mullet and things like that eat and then the bigger fish eat them and so on. It's a very important indicator. And we did not see a huge improvement in our seagrass coverage. In fact, we've seen things get worse, including here in the North Indian River Lagoon. So we've still got problems in the system that are affecting seagrass regrowth.

Macroalgae is not going to provide the same food as seagrass does. It does provide cover. So it is a place for fish to hide. So it's good for that, but not much else. So these are our seagrass grades. You can pretty easily see that things did not improve much. They did improve in the Mosquito Lagoon, even though there

the water quality and the seagrass are not related to each other at the south end of the lagoon. Even though they have clear water, they don't have any seagrass either. [00:16:05]▶ PlaySpeaker 6 (introduced as “Lisa Soto” — machine-transcribed, not verified)
can go to the nitrogen tab and open up that tab and look at the nitrogen scores and how nitrogen has changed over time. Here's an example of the story map. So the story map lets you drill into each point more specifically. You can slide this bar back and forth.

So when you slide the bar back and forth, you can see, you know, how things have changed from one year to the next. The dots with the X's are dots that the district is no longer monitoring.

in our state are collapsing, they're not looking. It's like this looks good, you know, so they stop looking and then there's no problem when you stop looking at things. All right. So this year we added tributaries. So we know that everything sheds, the watershed, stormwater, super important component in our system, adding the pollution. This is a picture of the St. Lucie Estuary discharge. This is the Lake O discharge. It's very clear that this is a ‸ river that's polluting, in this case, the Atlantic Ocean.

But all the tributaries that we have in the lagoon are doing the same thing. So we connected the landscape to the lagoon through these tributaries. So these are the north end of the lagoons, major tributaries. And you can see which ones are polluting and which ones are not. So Turnbull Creek, Big Flounder are hotter, meaning they're hotter color red. They're poorer water quality. They're contributing to the problems in the north IRL. Horse Creek is cleaner, so it's actually contributing clean water to the Indian River Lagoon.

So it just provides you an easy way to see, you know, how are these, which tributaries are contributing the worst pollution, and how do we affect a change in that water quality, because that's where it's all coming from.

of our roads down these canals into these tributaries into the lagoon. So stormwater, stormwater, stormwater. Okay, so here's the same information mapped and compared with each other. Turnbull Creek is incredibly interesting. I've actually been in touch with their soil water conservation district manager up there, because there's nothing up there. So we're like, what is polluting Turnbull Creek so bad? Not only do they have a nitrogen phosphorus problem, but they have a mercury problem. Mercury is a human health hazard.

So these kinds of adding the tributaries lets us find these aha moments of, wow, why is that one so polluted? And, you know, what can we do specifically in that watershed?

body of the Sebastian River and the south prong differ. So why is the north prong more polluted than the south prong? Questions like that. All right. So is the lagoons health improving? So here's our line graph that we've done similar to what Chesapeake Bay did. Starting in 1996,
[00:19:20]▶ PlaySpeaker 6 (introduced as “Lisa Soto” — machine-transcribed, not verified) + overlapping voice
can see the blue line is the water quality score. It kind of goes up and down, which is what we expected. The trend line is the dotted line that we drew through that. And you can see that it really hasn't changed. Even the water quality goes up and down dramatically. It's pretty stable. The water quality is changing. But, you know, if you go over time, it hasn't significantly changed over time.

the blue line, which was what we would expect the seagrass to go up and down with water quality. But then it continues to go down. So our seagrass is continuing to decline even though our water quality is not. And that's pretty much the punchline of the presentation. I did want to alert everybody. We have our Lagoon Castaway Camp going on. We have social distancing with these young people. This is from last year. They're wearing masks. We're only taking up to 12. We're also going to ‸ pay attention to the 10 items that we had discussed at previous meetings. And I'm happy to say that we've got and achieved a lot of those most important issues. as they've always thought they had the freedom of doing. And they were a little surprised about that. And that goes against the original intent that the downtown redevelopment blighted area that was created in 1981. So all the specifics will be discussed at that time. And the other points will be brought during the meeting for open discussion at the end of it. And we're also making arrangements to allow council members, city manager, acting city manager to be there as well, or staff if they're available. And I think sometimes people, when they watch our Council meetings and I report out on where we're at with COVID-19, kind of get confused by that. good. I think that when you look at that, understanding how they get that data and how that data comes into it plays a lot into where we're going. The biggest thing for us is we look at our hospital capacity. I know that's been a big question. We have not seen a spike in that here recently, even though we have seen a spike in our number of cases. And I think that's one of the biggest concerns is when we start to see a spike in the number of admissions and people in hospital beds. That's where we'll start seeing more concern. But certainly always remember the states continuously opening more sites as the staffing becomes available. And we're starting to see those numbers continually climb. We'll continue to encourage people to follow the CDC recommended guidelines, social distancing, washing hands, all those things. That's going to be what helps us make that change, not only as a nation, but also as a community and a state as a whole. So with that being said, I'm sorry to give you a quick brief overview of that, but that's kind of where we're at. Thank you, sir. Thank you.
let's just say you had 30 people all that got tested on the same day, all 30 came down positive. All 30 of those will fall off that list at the exact same time within that 14-day window.
yeah, we actually had in the last week, if you looked at the data, and I actually pulled some of the data from Tampa Bay's region to kind of look at it. But when we started this, we tried to stay below the 12% positivity rate. And if you really look at our spike, we were in the 14, 15, in some places even the 16% positivity rate out of all those being tested. ‸ Now you see a dramatic drop

I just have a few things. Sunday, I attended, along with Chief Cantaloupe, at the Sky Zone with over 300 teenagers, which was a very different experience. I think I've seen Chief Cantaloupe dancing a little bit, too, him and his wife.
But it was, I thank him and Coco PD for making that investment in our children. Even though it was a one-night situation, I believe that one night stopped a lot of silly things from happening in our community.

There was a community event where individuals were a part of serving our community during the COVID-19. And there's organizations that are not mentioned in this report. But from my perspective as a citizen of Cocoa, the City Council, you have been doing a tremendous job. I like everything that's going on and how we're moving forward, even with all the youth violence and everything that's going on. It seems like people may say that we're divided, but in this community and in this city, it seems like we're coming closer together and building on something positive. And I just want to thank you all, especially the chief and everyone that's a part of this forward movement. Thank you.

Yeah. I had, of course, this is the one that I keep bringing up. It comes from that place that I think you mentioned as well. When we were sitting on the other side of the dais and we were wondering what were they thinking when they voted on that. It also comes from a certain frustration that we don't have more time to discuss things and follow them and be informed by that discussion with each other. Instead,
So a desire for us all to hear the same information and for that to be more public so that when we do get into public discussion, it's more informed as well.
after having experienced several, what was it, a six hour meeting a couple weeks ago. We talked about one way to perhaps kind of try this out while not burdening staff would be to plan a regularly scheduled workshop once a month. We're pretty much doing that now anyway. But it would give us additional time during those months when we don't have a specific item to discuss to be able to bring things forward, to be able to ask questions on the agenda, to be informed by each other's perspectives and questions. And hopefully to
Again, I have no intention of every staff person coming to an agenda review meeting and coming to a council meeting. In fact, I don't even understand why we have all the staff meetings here.
per month, that that could be used for special issues, as pretty much as we've been doing. But that it would also give us the opportunity from time to time just to have that discussion before the actual meeting.
as a way to play with this, as a way to see if this gives us just a little more transparency, a little more time for actually legislating, developing ideas. ‸ And so I'd like to make a motion to schedule regularly schedule one workshop per month.

I have questions, I go over and if he doesn't have an answer, he'll call Nancy or he'll call the chief or he'll call something to get an answer for me. And I don't think that we need to have any more meetings to put more work on the city first office, number one, because they have to type all these minutes up. And it's sad enough to get meetings for planning boards, post boards, this board, that board, you know. It's just that they can only work so much and do so much at a time.

I'm going to argue whatever point I have in the agenda review meeting and I'm going to do it again in the council meeting just so that ‸ the people need to hear that argument. Okay. That's my only thing.
I mean the point to some degree would be that those that were really interested in a particular issue would have heard that discussion and questions from all of the council previously so that when they come to the council meeting it would actually

they're going to argue there and they're going to come back to the council meeting and argue because they want to get their point across. And that's the only thing I don't want to I mean I just I don't want to waste my time arguing here and then coming back here when we could just have it heard and be done with it you know in a sense but I mean that's
No, I'm talking this this is the way it's done in other places would be that you basically rather than each of us meeting individually that we would all be in one place ask the same questions be informed by the others in questions. That discussion takes place no decisions made and then the next day or two days later whenever the meeting is the public would bring forward their comments or they would probably contact you in between and you would have the vote at the actual council meeting.

I. I. If there's an agenda item that. It's just been my experience. If there's an agenda item that's important to the public that's on our agenda. And I usually get a phone call or an email or something prior to the meeting asking me what I think about the item. You know how I feel about it or
Sometimes when I don't have a question about anything on the agenda because the staff does a really good job of providing the information that I need to make a ‸ decision.
the city manager ‸ department head over an agenda item that lasted more than 15 or 20 minutes. So. I personally don't feel the need for it with new members of the council coming on in the fall. There definitely may be a ‸ need for it, but you know. I think between the hours that our staff works and the fact that not everybody sitting up here, you know. Is free to meet whenever they want to some people have jobs ‸ and some people even have families and babies that need caring for. So I think being cognizant of that. I don't really see any reason to have an agenda review meeting.
at all. So I don't see scheduling a regular workshop is absolutely necessary. But that's just my opinion. I'll be out of here soon and new people can make new decisions.

approximately half a million. My question was, I find it really annoying if not even for the money for the profit that is going to this other company that I guess we've created so that they can you know, they take care of that.
go to pay your bill, you can't get any questions answered about your bill. I don't know if you've ever tried this but I tested it and all they do is take your money and charge you $2.99 for that You have a question about your bill,
we switch to this system and that we outsource this you know for a lot of different efficiencies and you know basically that credit card charges we see those everywhere we go right I'm sure everybody's just as annoyed by them as I am because you know that in fact, the business, there's actually less involved in the transaction, but you're being charged by the bank for this. and that's what we're trying to take care of ‸ here right well here's my issue so I know we need to sign this contract because I guess because it's right in front of us it covers a lot of different things this is just one small piece of it but I really feel for a half a million dollars that we should look into whatever investments we need to make in our own system so that we could provide that convenience to the customer.
we're not going to pick up the bill for that credit card bill. that's not what I'm suggesting but I'm suggesting that we at least use that profit margin to invest back into the system so that we have the capacity to provide a customer convenience
