The City's agenda for this meeting is on file (PZ_Reg_Agenda_08_07_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
234 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
16 short machine repair(s) (19 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.9% of 8,844 content words.
Dotted words (227 places) are ordinary wording differences: hover or tap to see the other reading.
234 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:16:49 (7 s) — neither reading has words
00:43:36 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

So this is a preliminary PUD request, there we go, for property located on North Range Road. On the overhead right now is a location map. It's a property that's just over 57 acres, located on the east side of North Range Road, north of Kathy Kim Street, and adjacent to Hooper Road to the west. Subject property is currently vacant, and approximately 28.73 acres of the subject property

The proposed development will occur on the upland area, which consists of just about 28.50 acres. The future land use of the subject property is LDR, low-density residential, which allows up to seven dwelling units per acre. As you can see on the overhead, we have a snapshot of the city's future land use map. You can see a majority of the surrounding properties are LDR, less the

RR1 to the west. The applicant is proposing a 61 lot, single family detached subdivision with multiple open space tracks and associated infrastructure. The project is proposing two different lot types, 40 feet wide and 50 feet wide. Of the 61 lots, 31 or 40 feet wide and 30 or 50 foot wide. And as I mentioned before, the developable area of the property is roughly 28

um Now, ‸ just want to speak about process really quickly. This is just the preliminary PUD submittal. This is not the final PUD. There's not a plat associated just yet or a site plan. So in essence, you're reviewing a concept plan tonight. uh The
regarding the width of the lots. um Since they're a bit narrower than typical, we uh advise that the applicant along with staff, we advise the applicant, why don't you just do the preliminary PUD for starters, gather input and feedback from planning and zoning city council, and then then spend ‸ your time and money on further engineer that level of feedback. So based on the actions of PNZ and city council, no entitlements would change. So no rezoning would occur
until the final PUD is submitted and reviewed. On the overhead is the 61 lot subdivision. The, if you're looking up, that is west. So right is north. And what I'll do is I'll walk you through the next few slides and point out some of the features of the subdivision. There'll be two access points from North Range Road. The southern access point lines up with Hooper. And as you move to the east, it

As I mentioned, the proposed plan is a mix of 40 foot wide and 50 foot wide lots. All of the lots would be detached single family homes. There are no townhomes associated with this project. What I tried to do with this slide is the show in

The proposed setbacks typical setbacks are 20 feet in the front five on the side 20 in the rear. That's slightly different than the code requirement ‸ was 25 in the front eight on the side and then the side corner and rear is 15 feet. One thing that I'll point out on this is that there are a few lots that have some backup to that are corner that kind of back up to some other lots. You can kind of see some areas here. Those
There's actually some open space tracks that were placed that I'll ‸ point out later where the lots 56 and 13 and 44 and 43 instead of budding right up to the street. You'll

mentioned, almost half of the property is wetlands. Those wetlands will remain. None of them will be touched as part of this project and they'll be put into a conservation easement. And I'll point out a nice design feature of this project is that none of the lots of but the wetland area either. You can see that on the north side, there's the pond that separates the majority of the lots from the wetlands. And then on the south side, you have lots that terminate at the cul-de-sac and then you have the other pond that abuts the wetlands. The

I'll walk you through the number of tracks that will be amenitized as common or open space. The first is track B, which is the pond on the south side. There'll be a sidewalk path around the perimeter of the pond. There'll be benches throughout and the pond will be stocked with fish in accordance with FWS recommendations. Tracks E,
sidewalks running ‸ along the bank of the ponds and those will be interconnected to the sidewalks that will be provided on the perimeter of the streets within the community. And

open space, and then there will also be a tot lot adjacent to lot 32. The PDP or the preliminary PUD process does not require a landscape plan, but one will be provided at the final development plan. And
required to meet all the requirements of section 17. A very important talking point with this project was architectural renderings and architectural features of the buildings. As I mentioned at the start, the lot sizes are a bit

So building architecture and ‸ lot and development amenities are very important. And so we asked the applicant provide us with renderings, not only to look at, but to run concurrent through the application and the review process. And what I mean by that is these renderings and all the features that are on the buildings will be part of the plans that will run concurrent into the final development plan. And if approved run with the land. So if someone were to come in other than the applicant and build this project, the homes would need to look like that and that will be built into the approval process. And so you can see there's on this slide, there's three different

have the three different levels. Of course ‸ you have the standard medium and then the high, and you can see the elevation and enhancements change as you go further up. And then these are the two remaining types of floor plans. And

this is an analysis of the neighborhood in the general area. Um, and as I've mentioned a few times, there's a 50, 50, 50, 50 mix of the 40 foot and 50 foot wide lots. However,
‸ developed. If it was to be maximized and the wetlands be impacted at the seven units per acre, they could hypothetically develop almost 400 homes. However, since they're only developing half of the site and leaving the wetlands as is their density calculation is doing. 2.14 units per acre, which is actually more in line with the V LDR future land use category. So taking that into account, it does become more consistent and compatible with the surrounding neighborhood. The lot sizes are a little different, but from a density perspective, they're still hitting the mark. And the
neighborhoods. Many of the same talking points. One thing I would add into this in talking about the minimum lot sizes is the applicant is not skimping on

floor plans that you saw range in size from ‸ just under 1600 square feet to over 3000 square feet. And as I mentioned, those renderings and floor plans and minimum lot sizes would run through into the final PUD and be a part of that final approval that reaches that point. Provision

They did do a traffic impact analysis and have found that the roads operated sufficiently and that no additional improvements were required. The project will generate just under 600 average daily trips per day. The nature intent and compatibility of common space, including the proposed method for maintenance and conservation of the open space, all the open space will

The wetlands, as I mentioned, will be dedicated into a conservation easement. The availability and adequacy of primary streets and thoroughfares to support traffic to be generated within the proposed PUD. As I mentioned, a traffic impact analysis was done and that analysis found that no other improvements were required of North range road or on North range road rather. And I'll mention just really quickly, the project previously proposed 71 units and they ran the calculations on that as well.

I move to approve a staff recommendation on this project. I think it's going to be a very good addition to the city of cocoa. I just hope that it's not a situation where we approve something like this and then it gets to another builder. I remember Steve mentioning if that was the case and it's a different ownership situation that they still follow with some of the things that we approve of today. Is that correct?

there There, there, there is, um there are two building ‸ types, um that are described for a mixed use. Which would be the option to have, uh the business on the bottom floor with, awith a residence above where, of course, the residential being the primary use. So um there

pointed out is just the general zoning, our zoning map and the regulating plan, which is contained in Section 22 of the zoning code is a little bit more is more detailed. It reflects, it reflects the, uh, sub districts of the waterfront overlay district. And also, um, within that it might be hard to see because it's, um, about the size of the print, but it does indicate, uh, there's numbers that indicate setback, uh, thresholds along the lot lines as ‸ well as the label for the building, ‸ commercial building type that's permitted on those commercial lots.

trees. We're not printing a thousand, 2000 copies. So if you do require a paper copy, you put your outcome to ask Abby. So here on, we always just going to print the, most important attachments with the staff report. But
thing that there was a, if there was a request to have, uh, oak trees removed and that was a simple question that I had. If there's none, then that's, that's all I need to hear.

in the meantime, the, um, the approval I got from the city manager to join forces with the people in Rockledge that have a coalition going on about the, uh, uh, removal of oak trees that they went through. Uh, there's other people that I'm working with, including the attorney that they hired. Uh, uh, I also found out some information that there's very big advantages, uh, for the, uh, change over to the sewer septic tank situation. And there's, uh, uh, sewage, um, companies that have advanced sewage systems that actually can, uh, be available. That ‸ reduces, uh, the discharge of what we're experiencing with these old septic tanks. That's why they call it an advanced one. And
removing oak trees. I just wanted to share with the board here that there is a possibility that, that could be, uh, something that we can consider to prevent it being a very big expense for people, because, uh, that way this advanced septic tank system is re is, uh, addressing the issues, the negative issues that we're experiencing now with our existing, septic tanks and this advanced, uh, system is by
that, which I was very glad to find that out. And, uh, that could be something that could save a lot of money for citizens as well as the city, as well as, uh, not being too, um, uh, drastic when it comes to, uh, trees and things like that. That's
The other thing is that we're dealing with a lot of older homes. So I'm talking about a hundred year old homes that are on the river. And sometimes these septic tanks are not in the front of the house.

And that's part of it. Thank you, Todd. And so, uh, this is a very, um, I don't want to simplify it too much, but I got excited with it because it solves a lot of, issues that are coming up that the citizens are concerned about. Uh, because the trimming that they did on the trees and Rockledge, I went through there, I could see where it needed to be done because they needed a height clearance. And that's what it was. But, um, people were very upset about it. But I think now that it's been done, um, I can see it wasn't that severe. It was, yeah. And, um, that's one thing I learned by trying to become involved. And, uh, when I drove through there, I, I could see that it was justifiable. A lot of people said, Oh, if the waste management trucks, come through or fire trucks and all that, they can just drive on the opposite lane to get here. They don't need those trees trimmed, but for emergency purposes, I can see why it needed to be cleared for the 14 foot height clearance. Um, and, uh, with

has the same issue. Uh, and of course that's a safety thing, but it's a big difference between major construction for septic tanks. I just thought I'd share that with everybody.
