Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Sp_Packet_11_20_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
190 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 10 voices separated from the audio.
12 short machine repair(s) (17 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 87.4% of 5,296 content words.
Dotted words (100 places) are ordinary wording differences: hover or tap to see the other reading.
190 passages (30% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:14:19 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

It's an honor and celebration of being an elected official for 17-plus years in the city of Cocoa. Thank you all for coming and supporting me. I just, I cannot thank you enough. Your words of encouragement during when I was thinking about running to running and standing behind me. It has just meant the world to me. And so thank you. And to the citizens of COCO, I want to represent everybody. I know I'm District 3, but I want to represent everybody. And so if there's anything that you need or you want to talk to a council person, don't hesitate to call. Email, text, whatever. And I'm honored to be serving with these wonderful council people and the mayor. There's just, I'm just grateful. And thank you for the opportunity that I'm getting to do. So all my realtor friends back there, my church friends, and my family. Thank you. Thank you. So I would love to mention you all by name, but we'd be here half the night.
And there's a lot. COCO's future is so bright. There's so much going on. I mean, there are 10 projects right now in District 3 alone. So the future, there's ‸ no limit to what the city of COCO can do and become.

First and foremost, I want to give thanks to God for his grace and mercy, which have guided me through every step of my journey. Without his blessings, I would not be able to stand here before you today. I am humbled by his favor and deeply grateful for the opportunity to serve this incredible city once again. As I stand here, being sworn in for a fourth term as your mayor, I am filled with gratitude, pride, and a renewed sense of responsibility to this community that has shaped me into who I am today. Thank you for entrusting me with this tremendous honor. This victory, winning

unity of this community. One of the things that I am most proud of, both in this campaign and throughout the years of service, is that the people of all races and ethnicities have always stood together to support me. This campaign, like those before, was powered by a shared belief that ‸ Coco's future belongs to us all.
been here. That spirit of unity is something truly special. And it's a hallmark of who we are as a city. As I reflect on this moment, I am reminded of something that I've often said. There are big ships, little ships, and all kinds of ships, but none more important than friendship.
It is the connection that binds us together in times of joy and in times of challenge. Friendship is what allows us to rise above division, work through differences, and focus on what really matters, building a stronger and more united Coco.

to provide a better life for their family. Their hard work and sacrifices laid the foundation for everything that my family and I have become. My grandparents instilled in my father, my sister, my brother, and me the values of hard work, perseverance, and faith. They believe in the power of education and the importance of treating others with dignity and respect. They taught us that no matter what obstacles you face or come your way, we must rise to meet them with integrity and determination. These values were not just words. They were a way of life for them. They have been a guiding light for our family ever since. My father, in particular, carried the lessons forward as he dedicated his life to public service and education in ‸ the neighboring city of

His example of leadership and compassion and unwavering commitment to his community was rooted in the lessons he learned from his parents, which are my grandparents. ‸ For my sister, who I love dearly, and my brother, who I love immensely, and me, we all share the same values that have shaped our paths. These lessons have not only guided my personal journey, but have also deeply influenced how I approach my role as mayor.

is a place of growth and opportunity. With Brightline High-Speed Rail connecting our city to other major hubs. We are poised to usher in a new era of economic development and connectivity. But with this growth comes responsibility. The responsibility to ensure that progress benefits every resident. From lifelong citizens to the new arrivals. Over the years we have accomplished so much together. We've strengthened public safety. Expanded affordable housing. Supported local businesses. And laid the groundwork for growth. And as we move forward. We will take bold steps. To address some of the city's pressuring social issues. Including homelessness.

Your ideas matter. And together. We will build the future. That honors our history. While embracing innovation. Innovation. Today is not just about my re-election.
