The City's record
What the City's record shows
Built only from the City's minutes (219_CC_Reg_Minutes_11_29_2022.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
316 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
29 short machine repair(s) (38 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.6% of 12,702 content words.
Dotted words (269 places) are ordinary wording differences: hover or tap to see the other reading.
316 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:30:34 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Herb Hernandez, the Executive Director of Cocoa Housing Authority. Herb and Sean, I know you're in the audience. Please come to the podium. Let's bring on with a round of applause, please. We're all right.

Left and right is front. Great. Thank you. I just wanted to let you all know. So the reason we wanted to do this presentation tonight was to provide you with some information about the Housing Authority, some updated information, and also to make you aware that there will be a future request from us for assistance and support from the city.

Housing Authority focuses on families that are at 80% of Brevard's area median income. And Brevard's area median income right now is $82,300. So families that are at 80% of that AMI is approximately $65,000. So households that make approximately $65,000 a year. If it is family that's at 50%, we're talking just a little under $41,000 a year. So we have programs that help assist families in that range. And yes, as always, we will always be here to assist families that have little to no income, and we will continue to do that. But we want everybody to know that we

the reason that we're here is not just because we're an affordable housing developer that is asking for assistance from the city, though we are one, and we would ask, just like all would ask, because everybody can use funding for affordable housing, especially with the cost of construction now. But we're primarily here because we need to obtain, we must obtain your support in order to be eligible or competitive for the state's low-income housing tax credit program. They're very competitive. They get a lot of applications for very little funding. And over the years, they've tried to make sure that applicants who are applying for credits are supported by their local government.
a ‸ financial support. So not just pat on the back, yeah, we are there for you. They require that we provide financial support from the local government. So that will be our request in the future. Just to present a little bit of information, and I'm not going

and the Housing Authority started together and were a team together. But as of 2018, we had 327 public housing apartments. We had 149 Section 8 tenant-based vouchers, which can be used in Cocoa or the county as a whole.
Just shortly before that, we ‸ received a grant for safety and security, which allowed us to put in 48 cameras throughout our properties. ‸ As of this year, in 2022, we still have those 327 apartments, but they're no longer public housing. They are a development site-specific rental assistance.

And I can guarantee you, if you ask the Cocoa Police Department, they use those cameras. So all in all, right now, we are able to assist about 540 families, whether it be Cocoa or in the county as a whole. With those tax credits, we also are required to provide some resident services. And our 327 apartments are broken up into two communities.

Support Coordinator. The purpose of the coordinator is to help families become self-sufficient. We also have an Employment Assistance Program. We have a Homeownership Opportunity, ‸ which basically takes a portion of the rent and sets it aside for future home purchases.
All of our services are provided by Open Door Concierge, which is a local nonprofit in the area. And they're very committed to getting local officials, like Deputy Mayor Hearn, to participate in youth groups. They try to promote resident communications, as you can see with the chief there on the community walk and their outreach ‸ coordinator there as well. They also take care of the fun stuff for us, which are the fun events, which the most recent was the Halloween party and costume contest. As I said, of the 327, the properties are broken into two.

So they all needed many improvements. The first of which you'll see there was air conditioning. That is correct. None of our apartments had air conditioning until the last few years. They also received impact-resistant windows, new roofs, attic insulation, new kitchens, bathrooms, doors. Like I said, we added to the security system. We also set aside reserves for future need for operating expense and capital needs as well.

roughly the same. Florida Housing Finance Corporation is where we received the, well, where we won the credits. I'll put it that way. And Hunt Capital Partners purchased credits for both of the sites. Neighborhood Lending Partners is the permanent lender for both of those sites.

Cocoa Sunrise Terrace. The renovations at Cocoa Sunrise Terrace were essentially the same AC windows, everything that I said before. But their ticket item was $19 million with a total development cost of $32 million. Our undeveloped land, which is about 11 acres just above that, is made up of the first parcel here that you see is 4.76 acres. And that's next to Endeavor Elementary, just behind ABC Street, where Brevard had a public pool since the 1960s up until a few years ago.

Not to badmouth anybody, but find me another developer, affordable housing developer, who gives city of Cocoa residents the highest preference to live in their housing.
And you'll like what I'm going to say next. My final point, and I'm going to go through a little more detail for at least another minute or two. By the way, how much time is left?
Anything, any funding we ask for you can be a loan. And we all know a loan can be paid off early, and our goal would be to pay ‸ it off early, as early as you want. I've covered the highlights, and

going to, you can flip through the, I'm not even going to flip through. I'm just going to speak fast because I know ‸ time is valuable. Cocoa residents, I think I've covered most of this. We will be asking for some zoning flexibility, probably.

coming in and doing this presentation. Over the years, Cocoa Housing Authority, the way the operations run, it's taken a bit of a shift and things a little different.
And ‸ over the past year, we've been having conversations. We all know affordable workforce housing is one of our biggest issues here in the city of Cocoa. We have Palm Bay, Titusville, they're doing affordable housing projects. And when we talk affordable housing, that's for citizens such as myself as a first responder, teachers,
Flag: words were replaced by a machine repair · 00:15:12–00:15:12 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
really having a tough time finding housing that they can afford. So this is an important issue. ‸ I ask council that you strongly consider this project or initiative coming up in the future as it will come back to us. And thank you once again.

And funny enough, many people don't know that. So I realized that in my job and I wanted to be here to just get it out to the community and to understand that we have community in our name. So you're really important to us here. We have three locations.
Flag: words were replaced by a machine repair · 00:16:56–00:16:56 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
campus. We have GED and adult education, which most times when people hear about adult education, that's all you think we have. We have so much more than that. The great thing is it's very affordable. It's $31.50 per semester to come back and further your education. You can do your GED. You can get your adult high school diploma. Many times in Brevard Public Schools, the path for some students doesn't always work out the way they most like it to. And it can be a very smooth transition to stay within the school district and come to us and do adult education. So at 16 years old and to 100 or older, you can come and finish your education there. We have day ‸ and night programs. And another huge thing that we have that a lot of people aren't aware of is that
Many adults that are coming to our community, they're here in the Cocoa community, Palm Bay community, are looking for language acquisition when they come here. They're highly educated, but they need to attain the language. So we have really strong ESOL programs in all three of our campuses. And that is also 3,150 per semester.
Flag: words were replaced by a machine repair · 00:18:31–00:18:31 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
big piece that I really want to speak about with all of you because this is when I need to get out to the community. And I don't think a lot of people are aware.
And it's really, really important. We actually have a post-secondary automotive program that's housed at our Satellite High School campus in the evenings.
some are in class waiting to finish, and others are on our list to keep coming. The other thing that we have is something called pre-apprenticeship programs. And they've been running, we have multiple cohorts. We have one in the area of, as you see up here, HVAC electrical pipe fitting line erector. These programs are 100% free to the community. We have a beautiful building over there in Clear Lake Road, and many of you have been over to tour it.
Flag: words were replaced by a machine repair · 00:19:28–00:19:29 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
there's beautiful equipment there to use. Along with that program, we also have a program in conjunction with Eastern Florida State College that we have a SolidWorks advanced manufacturing pre-apprenticeship program. We have a cohort finishing up now,
we have another one that's going to start in January. We need students. We're going to be starting our pre-apprenticeship program for construction. We'll start up again in February. Again, I will say the word, completely free and funded from the state. I need to have the students. And it gives people multiple certifications to attain work and workforce to bring

So I would have that program coming, as well as cybersecurity. I reached out to the community to say, what other certifications do people need? And so they'll be able to get certifications for cybersecurity. So we are putting those programs out. We'd like to get the flyers out more to the community. And

to continue that. We're going to buy ukuleles. We're going to start ukulele classes. So there's multiple opportunities that people can come in. We also have Spanish classes for people to learn in the Spanish language. It's probably our most popular class.
in their business. They're putting their employees in their classes. So we wanted to share we have those opportunities as well. And we're always looking for teachers to bring into those opportunities. One of the other things that we wanted to explain to people is something called integrated educational training. That's within our program when our students are trying to attain their GED as well as ESOL as well as their adult high school. Why only do that? We have a program where we integrate that. They work contextually in getting their degree to pick up a skill or a trade. So those programs and pre-apprenticeships that I've spoke of, those students are doing that ‸ simultaneously with getting their education. So when they graduate from me, they're also ready to work in workforce.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:22:20–00:22:22 · unresolved: the words are not shown (unclear audio); listen to the recording
There's not enough instructional assistants. We can't find them. So why don't we look at the people in our community that we need to bring back and give jobs to? So we have paraprofessional program. They come in. They get help on the test. They get help on the skills to help in the classroom. Anyone that's been an educator knows that as a teacher, it's a lot of work to spend your time teaching an IA what to do in the classroom. How amazing would it be if they can come in and they already have the skills to really help you out? So that's something else we do have, and we're continuously looking to improve that.
hoping that the program that I'm piloting at Clear Lake can be a change instead of just taking the test, that this pilot of work they do will count as their certification and get them in the classroom. There's multiple

in this past year doing our first IETs. We also have a Salesforce program that's down in our Melbourne campus. That's with CareerSource Brevard. That, it was fully online, and I felt that that wasn't a great piece for every single person coming back to workforce, not always computer savvy. So what we've done with that, it's a fully online program.
with the students in a lab setting and wrap around the students so that help them get through the program, so that they can get into the program, which allows them in on-the-job training and allow them to get jobs.
can say in our fall term, just this past year after COVID, we had 52 graduates, adult high school on-time graduates. So that was really awesome, and so that is a huge increase. We went from 30% to 58%, and we continue to work on it because it's part of the strategic plan for Brevard Public Schools, and so we are tracking our cohort. So I hope to see the numbers go up. The last thing I guess we wanted to talk about was what we're doing with our funds because I like transparency, and I also want to see how we can partner to continue to work on these initiatives where I do have funding.
with for-profit places, but we want to make that able for our students, that they can just do a drop-in with their students. We pay. We keep a spot. So we're working on that. Transportation, that's going to be an ask, and I may need
Flag: words were replaced by a machine repair · 00:25:30–00:25:30 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
ask from this council. Transportation, I'm trying to get our Space Coast Transit to really understand the need to contract with us so that our students can have a bus. I'll be very honest with you,
Eastern Florida State Colleges has that opportunity, and we're not, we don't. We have money to fund and do a contract with them, but we're struggling with that. So my ask, and we'll be further on, is that you guys

help us with this transportation piece because it will provide more access. The thing that has been successful is mental health service support. You've
to wrap around these students and bring them back into the community, ‸ and things get better when you treat people the way they should be treated, and that you also give them what they need. So mental health services started this semester. It's free to our students. They can come to the campus to have it, or they can have it online. They get their sessions. It's completely free.
I know it was fast. There's lots of things. Please reach out to me, but I just appreciate this opportunity to tell you what we have and how it can support the community. So thank you.

Because I believe that our students deserve the same opportunity as K-12 students. They didn't have proms. They didn't have spirit. So they're going to have a gala. And we're going to make it very professional like we would do as adults. So it will be a fundraising opportunity, and I'm working on that right now. So I would like some support from the gala. Obviously, we want to be able to make it nice for them. So

my gala is probably my biggest ask. And then what I'd like is just community support to attend. I do, ‸ it's really important that we see our students really enjoying ‸ themselves, being able to be with adults. They're adults. But they haven't had an opportunity to have the experiences that we've had. So that's probably my biggest ask. My other ask is probably what I keep asking, giving back time. Someone can give back time. We have tutoring opportunities, coming in with your skills, teaching a lifelong learning class.
time. So time would be amazing. If you can give us an hour and come on one of our career lives, I would love that. I'm going to turn to Tanya and put her on the spot.
Yes. Okay. We have our CTE and vocational training programs. And it's very difficult to find qualified teachers in the construction trades and in our automotive program, our future tech boot camp classes. So if you have anyone who has industry

Um, keep up the good work. I know it's not a very easy thing. Um, a lot of people, like, I mean, just for example, um, Thanksgiving, uh, we ran across a family that was sleeping in their car and both parents are working. Um, so
just the income levels are not meeting some of the rental costs. One bedroom apartments are $1,700, $1,800. So if you have two parents, even if they're married and they both only making $24,000 a year, you got a problem. Um, so I commend you guys for doing this. Um, thank you for working so hard.

When we purchased the property, we were told that the American Grill next door was allowed to move seating outside in the street, which seemed like the right thing to do during the pandemic. But with the pandemic being over, the merchants there have advised me that, and we need more and more parking. And I don't think it's fair that they're serving food ‸ without paying rent and taking up all that space. So we wondered how long that's going to last.

Hunger Project, one of which ended up being a children's bike that was won by someone who has no children. And that bike is going to be donated at the Moonlight as well.
if you're able to attend to accept that, that'd be fantastic. The next thing that's going to be coming up is the weekend of December 3rd and 4th. Get your wallets out because it's the Holiday Bazaar. So, again, the city is going to, or the village, excuse me, is going to be covered with artists and craftspeople all applying their trade and bringing a number of wonderful gifts and events, gifts and prizes and different things ‸ to the village. And it's an amazing turnout. I actually had some people in the village cycle shop during Sip and Stroll that came over from Cocoa

the event. It has become such a success as well for the village. We've done two things. One, we're going to be looking at expanding the parade route because we had close to 200 people in last year. And individuals were actually sitting in lawn chairs waiting to see the bike parade, which baffles me, but it's okay. But we also have extended the holiday giving spirit and are including the Children's Hunger Project. And we have simply asked that rather in lieu of any event fees or anything along those lines, we're simply asking people to bring a non-perishable food item in for the Children's Hunger Project. So, again, great, great work in terms of community outreach amongst all of us, I think. And very impressive what's happening with the Housing Project initiative and the Adult Learning initiatives. I've got some good ideas and things to share with you. But that's it. So, Merry Christmas, everyone. And happy holidays to all of you and your families.

There was a family there. And it was really interesting because there's a gentleman by the name of Dick Hoyt. And his son had, I think it was cerebral palsy or what have you. But Dick actually took him out and participated in Ironman triathlon events and had a specific way of incorporating, like having his son part of the swim, the bike, and the run. And so there's a line of bikes that they've created specifically for parents participating with their children with special needs and triathlon events. And there was a mom and dad and their son who had one of the Dick Hoyt bikes that was at the event.

We can meet with you and verify that, but that area, you have to have a single family residence. Modular homes aren't allowed. Uh, tiny homes aren't allowed anywhere in the city. Thank you, Mr. City Manager, Mr. Mayor. Um, I actually have, uh, two different items to report on tonight. Um, the first is a, uh, consensus from the Council in order to, uh, present a resolution at the next City Council meeting to waive the necessary permit fees for any hurricane related damage. Uh, we've done that in the past, um, for, uh, previous hurricanes, um, and the hail storm was the most recent one we did in 2019. We recently have only had less than five, uh, requests for hurricane damage related roofs. So we haven't seen a lot.
whether or not to bring back a resolution that would be a time certain resolution that they would have to provide. Uh, one, uh, proof that they have damage that is related to the storm and they have to present the permit application in a reasonable time in order for us to waive those permit fees. And it would just be the building permit fee itself. That would be waived.

So, it's a good reference for you and it's available on their site. Hopefully we'll get ‸ a hard copy too. And that's all I have. Thank you.

all the people are not homeless. just Some of them are just loitering. They're just hanging out. And it's becoming a problem. and so I'm not a police officer I can't arrest nobody but I should get out my car sometimes and tell people to keep it moving but uh sometimes I get cussed out sometimes too but uh but but they know who I am and they know I mean I'm coming from a good place but I I need some help and we all need to come together to try to find a way to fix this issue. Because it is a major problem. They're getting real comfortable so I'm just you know and I know we're meeting I just wanted to make this public so that everyone understands that we are working on it. It's not an easy thing. The mayor been here way longer than me Mr. Dowd been here way longer than me
can't just you know fix it in the day of course um but we do need to chip chip away and don't allow people to be comfortable. um So that's my soapbox for today Thank you.

that, just like you were at the sharing center. People, when they see you in the community, they they recognize that, and they don't forget that. And you never know, as my grandparents and parents taught me, sometimes it's a short step ‸ from the penthouse to the outhouse. So, you know, you can't look down upon people, especially those that are in mental need. I had the opportunity to attend the National League of Cities at Kansas City, Missouri, on the Florida League's dime.
