AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COCOA,

of sixteen (16) parcels of real property, totaling 8.36 acres, more or less, and
generally located adjacent to State Road 520 near the intersections with Virginia

Retail, Warehousing & Wholesale Commercial (BU-2) to City of Cocoa General
Commercial (C-G); providing for the repeal ofprior inconsistent ordinances and
resolutions, severability, and an effective date. This item was postponed from
the November meeting.
City Planner Jennifer Webster presented the item via a powerpoint 1. Staff is
requesting Consideration of Ordinance 15-2024 Pine Grove Park Commercial
Zoning Map Amendment and is a city-initiated ordinance amending the official
Zoning Map designation of sixteen parcels ofreal property, totaling roughly 8.36
acres from Brevard County Single Family Residential, General Retail Commercial
and Retail, Warehousing & Wholesale Commercial to City of Cocoa General
Commercial. She continued through the presentation providing greater details and
explanation.
Board member Greenwood asked to explain "City Initiated". Ms. Webster stated
that there is not a specific project on this but did have representation from area
residents and their inquiries initiated this request. Board member Greenwood asked
ifthere were many calls. Ms. Webster said they had received some inquiries. Vice
Chair Anderson mentioned previous FLU not matching up with zoning. Vice Chair
Anderson said at that time City staff were looking at all similar situations. He
continued and asked if staff had spoken with one specific owner in a similar
circumstance and Ms. Webster replied that was one that inquired. Single fan1ily
residential is not pennitted under new zoning and that owner wanted to market the
property as commercial. Board Member Chabot asked about prior years and if
things were in limbo and Ms. Webster confirmed adding the businesses have
worked it to assist their ability to develop. Ms. Webster stated most properties are
in conformance to the requested zoning uses however, there are two that are not in
the list ofuses, but they may continue as they are. Ifthe prope1iy was abandoned,
that would change things. Chair Anderson explained annexations nmmal practice
is to "grandfather in" property. Vice Chair Anderson provided some history about
properties annexed to the City over the years and the no1mal protocol. Board
Member Greenwood expanded on the discussion and changes from the City.
CHAIR CLOSED TO THE BOARD, OPENED TO THE PUBLIC. NO
SPEAKERS- REOPENED TO THE BOARD.

board. Chair Anderson added replied it was in right of way and through school
board was not in charge ofright of way. It is not a huge deal, but the School Board

Agenda (the City's wording)
The City's agenda for this meeting is on file (PZ_Reg_Agenda_12_04_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
137 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
6 short machine repair(s) (6 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.0% of 5,539 content words.
Dotted words (119 places) are ordinary wording differences: hover or tap to see the other reading.
137 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

in contrast to that, um, and, and I guess I can give you a simple scenario. If you have a house you want to buy and there's an airport right next door,
not near an airport. It's going to be worth more money. You have no noise like you would at the house next to the airport, that kind of thing. So this appeal that happened, um, did exactly that.

At meetings, I've been quiet and observing. During my career as a market researcher and consultant, I worked with a large number of companies who hired me to help them analyze their markets and competition. I'd like to make the following observations, comments, and requests about my experience with this Board so far. The City staff does a fabulous job, especially in unraveling zoning rules, which I'm trying to learn as quickly as possible. Also, I admire the older members of this Board, and I'm learning from them at every meeting. In my view, the Board appears to be responsible for administering and making judgments about zoning issues. I voted in favor of those changes and have no disagreement with how I voted. It would not change my opinion if I were to vote on them again today. Going forward, I hope the Board will address planning issues. Specifically,
us to consider. That is, how many people live here, age groups, education, economic status, etc. In addition to current stats, I believe it is critical for the Board to consider population growth projections. We certainly need those to inform our votes. Projections are particularly important so that we can consider the impact of zoning on schools, recreation, roads, sewer, housing requirements, population, shifts, etc. I also suggest the Board survey residents and ask them their opinions about what
Flag: words were replaced by a machine repair · 00:33:33–00:33:33 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
facilities, more cafes, fast food restaurants, parks, day slips for boats, fishing piers, etc.? You name it. If we all sat here and brainstormed, we could come up with many more topics. Then the Board can prioritize them. The surveys can be, and I've done hundreds of surveys in my career, the surveys can be somewhat informal. We don't have to hire research consultants to do these. I used to conduct a lot of what I call mother-in-law surveys. ‸ To do that, I suggest we recruit volunteers to ask their neighbors and friends, perhaps stand outside grocery stores or at city-organized events, and ask questions about residents and their opinion about various topics for which we need input. We all should also study what other similar-sized communities have done that is successful.
Vieira and, of course, the Disney communities. I suggest we make planning a collaborative effort and have Board members research and champion topics, rather than sit here and wait for problems to be brought to us. Then the staff can tell us if we're on track or we're crazy. In speaking with the city staff, I discovered there's a National Association of Planners,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:35:13–00:35:15 · unresolved: the words are not shown (unclear audio); listen to the recording
group here in Florida that publishes a monthly magazine. I suggest that a Board member join the association and report to the Board anything that may be of interest to us during our meetings. Finally, I've had several of my neighbors ask about the comprehensive plan. They don't understand it. They're confused about what it is and why it is and who prepares it. I suggest that the city staff sponsor a meeting for COCO residents to inform them about what that plan covers and the long-term implications, legal implications of the plan. Those are my current thoughts. I appreciate your indulgence tonight, and I hope I have not offended anyone, especially the staff. I look forward to taking an active role as a Board member. Thank you.

process, and people that have projects don't have that kind of time to wait to get all this input. There's a radius put out there when somebody wants to do a development of piece of property. Okay. So ‸ that explains when the neighbors are given the information of what needs to be done there. We are required, the city, to hire experienced and licensed people that are very familiar with the codes, and that's what we have right now. And we've had that for years, but I've seen them more polished since our new city manager took it over. Now, this also sounds familiar because there is one member on the council, and there is one other that I'm looking into, that a lot of this is an example of added delays of what we've been doing successfully for years to get to the position we're at now. We're all over the news about this is the place to come. And I really don't feel it's a good idea to alter the things of what has worked for the,
