Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
423 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 29 voices separated from the audio.
44 short machine repair(s) (49 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 88.6% of 15,862 content words.
Dotted words (465 places) are ordinary wording differences: hover or tap to see the other reading.
423 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I would like to take this opportunity to say thank you to the City Council and the City, especially the Chiefs, for their support to the Broadmoor Acres area. I think, judging by the Thanksgiving meal that
you could tell that the neighborhood's coming around and folks are becoming more and more involved in their own neighborhood, and it's really heartening to see that. We've turned around quite a few houses over the last year, another 10 or 12, I think, in control of a couple lots, so we're looking to build.
It is a neighbors helping neighbors organization, giving you an opportunity to help folks in our community here in Cocoa. So, again, donations are gratefully accepted. We're still looking for some gifts for the Christmas drive to give to some of the kids. You can see that on our Facebook page and the website. So I'd ask that if you
think about taxes, it's time to donate some things. Maybe ‸ you'd think about the Broadmoor Acres. And secondly, on that same note, I'm also a board member on the Brevard Humane Society, and we are also, at this time of year, fundraising, but we have been gifted a very nice donation of a 2003 Toyota Tundra pickup truck. Here's a nice picture of it.

if you'd like to purchase a ticket and help out the dogs and cats. And also, if ‸ you're thinking about maybe a puppy or a kitten for ‸ your child or grandchild this Christmas, please think about adopting one from the Humane Society rather than purchasing one at some kind of store. And we take good care of them, and they're all looking for good homes. So thank you very much.

First, I would like to thank our mayor, city manager, staff, and all concerned officials. We have taken part in the approval of a citizen review board. The data is in. The storm is over. Also,

like to especially thank our mayor, who ‸ have shown Cocoa, Florida, that this is everybody's city, and the government should be fair and impartial to all its citizens. I'm here for an update on a date for a review board for the workshop. Over to the public.
Yes, Mr. Mayor, members of council. As you all are aware, we were hopeful of scheduling the workshop in December. However, with the holiday schedule, the consultants and the researchers were not able to do that. So we were looking, trying to work with them on a date that's, as you know, you've got CRA,

It's the Center for Public Safety Management, and it's a council workshop where they would come in and they would present their findings to the city council. Okay. So what's the presumptive date? Again,
on January 9th. So we're just trying to balance all that and get the, there's like two different consultants that will be in attendance at that meeting, and we need them both, because one's focusing, you know, I guess the best way to say one focuses on operations, one focuses on staffing, and
I think, when you came in, we discussed the, because I was ‸ watching the meeting, because I was in a conference, and we discussed and you were provided an update, and we had hoped to have it completed. Obviously, Hurricane Irma got in the way, and the study is in its, kind of, borrow a phrase from the last meeting. There's some, you know, some nuances and some further clarification that both the assistant city manager
myself need, you know, prior to it being finalized, specifically as a reach of staffing and the impact to the city operations or fiscal impact. And then we will bring it forward.

Actually, it's, at this point in time, the data, the discussions have been between the assistant city manager, myself, and the police chief has reviewed it to make sure that ‸ there's no inaccuracies in terms of statements that are made in there, in terms of, like, staffing levels and stuff like that.

the last meeting, I don't, I mean, we've looked at, you know, in the interim and we continue to monitor use of force. There's not been any incidents. I don't think you've reported any.
commission. It's just the issue goes back to the scope, the purpose, and then also again we wanted to make sure we had the study completed prior to. It makes no sense doing it

It's interesting because it's been a year that has seen a lot of progress. And, uh, some stubborn jack behinds. But, hey, you know, that's just the way life goes. Um, I want to touch on what, uh, Colonel Harvey said earlier. I want to thank everyone,
despite the weather reports, um, a huge success. We fed more people than we did last year. Uh, we definitely had enough food to feed even more people. And the mayor even tried to throw me into a diabetic coma with Cinnabons. So, you know, we had it all.
All right. And Rudolph will be driving the sleigh again this year. Um, I'm about 80% of where I need to be as far as gifts. Um, you can contribute whether it's 10 bucks, 20 bucks. I've been purchasing everything under Backwrap's name. Um, I've made quite a few trips to the pickup line at Walmart. We're getting there. The pictures are on the Broadmoor Acres Facebook page. Uh, you can donate by calling me. You can do it through PayPal.
about any way. You can also click on some of the items that we're still looking to get on the Facebook. And it'll take you straight to Walmart's website. You can actually order it for pickup and just include my name as the person picking it up. And you don't even have to go out of your house.
I think I've learned a lot about what most of you sitting up there go through. And what the directors sitting on either side go through. And I can only tell you, I apologize for being such a pain in the butt.

of who to speak to. Uh, I got a basic idea, but it's in reference to some ordinances that, uh, we need to readdress. One of them, uh, is going before the, uh, planning zoning board that I'm a member of. And that is the tree ordinance. And these are ordinances that are not a very common situation that comes up.

our next planning zoning board meeting. However, the chain link fence ordinance, there was some confusion there. There, it was passed in 1996 where there was not supposed to be any more

residence. Uh, that would become decorative fencing instead. ‸ Well, ironically, it came before the council during, uh, Mayor Mike Blake's, uh, term. And it caused, that's what caused confusion. Because it was tabled. And it wasn't considered anymore. They were thinking about altering it or eliminating it.
Because here we are that ‸ we have half a million dollar condos on the river and more. Uh, we are in a beautiful city hall building. $14 million worth or so.

is maintenance and upkeep. And, uh, for some reason, that, that is, I, uh, I think has not been addressed because of this confusion that I just mentioned. So, I'm going to, uh, try to get direction on that. The other thing is, uh,
the last thing is, um, uh, the SWAT team. Uh, I had gotten some information from the city clerk about the SWAT team regulations. And I'm going to need to get more information on it. And that's in reference to the, um, the reimbursement of the costs that go against a piece of property. I can't get that

Then I have 11 cards for sustainability. And so. We want to hear everybody. You know, at three minutes. But. You're probably going to see that the council's probably favorable towards us. Just to let you know. It's your call.

directed city staff to put together an ordinance prohibiting medical marijuana dispensaries. As the council is aware, and for the benefit of the audience, the Florida legislature adopted legislation which limits the city's ability to do either one of two things. One,

can ban medical marijuana treatment center dispensaries, or the city has to ‸ consider and regulate dispensaries just like any other pharmacy. Currently under the city code, pharmacies are permitted in the residential professional district,
neighborhood commercial district, general commercial district, the central business district, including the downtown area, wholesale commercial district,

and cocoa waterfront overlay district in various sub-districts. So unless the city council were to, the city council decided not to ban medical marijuana dispensaries at this time, medical marijuana dispensaries would be permitted in all the zoning districts that I just ‸ mentioned. That's the choice that the Florida ‸ legislature has given the council. Unfortunately, they have not given, because of the preemption, any other authority to regulate the location of medical marijuana dispensaries as defined by Florida law. So, again, first reading, also a public hearing item. I'd

Fear that something could be established someplace where I don't want it to happen. The fact of the matter is, medical ‸ marijuana is not something, it's not a pot shop. These are places where this type of pharmaceutical would be dispensed. That's why it's set up to be the same as a pharmacy. There are over 5 million people in the United States who have MS. I'm not sure what the number is here in Cocoa, but you figure whatever the percentage in the US, that same percentage of population would be here in Cocoa.

doesn't take into account the people who have cancer and Parkinson's and other neurological and other debilitating diseases that could be benefited by having this available to them. I'm taking a couple of pain medications right now that I won't go into
but in essence have kept me alive. And if this were available, the narcotic type effects of those medications I wouldn't have to deal with. And not saying that I would be taking medical marijuana,
There are other options available to me. But I would wish for you to consider this not as a matter of fear to keep something out, but a matter that you as a city, city council, can move forward and kind of set the tone for ‸ a brave, forward-looking action to say, yes, we want our people in this city to get the best kind of treatment that they possibly can

We presented this notion at our last meeting a few weeks ago, and it was very well received by the other church leaders that were in attendance at that meeting. And as people of faith, I want to say that we see this as God's gift to us, our environment. We want to see it protected. Just a little background very quickly. There's an old 1963 plaque called Plaza Heights that encompasses the Housing Authority's property of approximately 18 acres. There's
but it has not been vacated. ‸ Housing Authority buildings and roads actually ‸ built and constructed over platted lines. Somehow ‸ that occurred. So the Housing Authority is moving forward with a redevelopment project of those ‸ housing units that are on the property. order to change the image of that particular park and stop some of the things that's happening there. And let me ask Matt, have we had any additional meetings?
of some fencing as well as some gates at the parking entrances, which we're in the procurement process here at the city to take care of that, and they're managing the project, At which time they can get a schedule for the installation of those items. That's

Yes, we discussed that, shutting it down. And I was told that after the holiday in the park that we began that process, I wanted to make sure that we stay on this because we don't need to let this good idea die, ‸ for lack of action on our behalf.
takes like five seconds to figure it out. Right. These guys are from Orlando. Different towns. They're from Titusville. They're from Palm Bay. They converge here. And
And, of course, we have a plan, an overall plan for the whole thing. But I like to see it shut down, which is going to neutralize it while we move forward with our plans.

Yes. Not just to close it, to be closing it, but to change the atmosphere, change the design, to have better control over the hours of service. Because the people that, to use the facility, can't use it because of what's going on there.

mean, when I was elected, and I know ‸ everybody here is elected different times, and I'm fired up about it. I want to make our city as safe as possible. And it's not over there with a shenanigans going on. Police has already been, cleaned it out twice, and they come back. And so we just need to make them feel unwelcome. And move forward. Yes. I'm sorry. Clarence, go ahead. That's okay. Yeah.

Yeah, you're dreaming. I just want to say thank you to all our department heads, to the men and women of this great city of Cocoa who miss their work every day. And the troops do a good job, and I'm proud of being part of it. And our assistant city manager, thank you for your great job. John

you. Yeah, I hope I can get through this without getting too emotional about it, because this has been a very exciting year for me, being on the council with these fine people sitting to my left and to the right. I
do was pick up the phone, send an email, send a text. So I can't thank all of you enough for making this year for me one of the most positive experiences I think I've ever had in my life. So thank you very, very much. I look forward to next year, to bigger and better things. And I think ‸ tonight with the motion that we passed on the sustainability board that we are showing the rest of the county that we are forward thinking and we're moving in the right direction, and we're going to do what's best for the city and for its residents, and that we have your best interests at heart. This isn't something that we're up here doing because it's what's best for us. Nobody up here is trying to make themselves, you know, feel like they're the most important person in the room. We all work very well together as a team, and I don't think you find that very often in other councils and other cities as well. So I could be wrong, but I've had other individuals tell me that they can see how well we all work together, and they're very impressed by that. So, but we couldn't do it without all of you. So thank you so much, and I want to wish you all a very Merry Christmas, a Happy New Year, and blessings to all your families. Thank you very much. Thank you, Mr. Mayor.
