Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_12_13_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
502 suspect passage(s) marked in place; 6 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 22 voices separated from the audio.
35 short machine repair(s) (40 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.0% of 17,775 content words.
Dotted words (611 places) are ordinary wording differences: hover or tap to see the other reading.
502 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (6 stretches). Something may have been said here that the transcript does not have:
00:38:55 (9 s) — neither reading has words
00:39:20 (9 s) — neither reading has words
01:12:40 (6 s) — neither reading has words
01:17:52 (7 s) — neither reading has words
01:20:43 (8 s) — neither reading has words
01:26:09 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

that one ma'am, the reason why I am asking for those particular ‸ items, 7-8 and 7-6 is because of two things. As we get more applications to be submitted, that item number 7 is considered reappointment of Alec Greenwood on the PNC Board
Yes ma'am. Well, I am standing behind my motion and I have a second because we're getting more applications. And not only do I like diversity on the board, but I also like diversity geographically speaking as well. So I think the more we have from different areas of the city limits of
then that is the reason why I'm asking to give individuals more opportunity to complete the forms and submit them. But also in the same breath of air, our UAB boards will need members too as well. So that's that's the reason why.

The NAACP celebrated the legacy of the late Reverend Dr. W. O. Wells, as we honor his contributions to our community for promoting equal rights. ‸ Throughout our community as well as the state. The event was well attended and was a huge success. Your message, Mr. Collier, to the attendance was well received and on point with the theme of our program. And I quote, our lives begin to end the moment we are silent about things that matter. Unquote.

is like for generations to come, what we become. And so I am, I will vote against the zoning amendment. I think it's important to have a minority opinion stated. I disagree with the density. Right now the density is for five stories. I think that would be, that scale would work. I think the eight stories really ‸ pushes it. It concerns me and it builds a wall between us and the lagoon. That will deny the eastern sunlight to anyone on the other side of that property

So we felt ‸ it was appropriate to add that. It will be added as a special exception. So it has that layer of control depending on how intense that use of engraving or or printing services may be so that would go through Board of Adjustments the the next portion of this with the craft breweries that was already added as a special exception to the to the appropriate zoning districts. The waterfront overlay just wasn't updated. So this is really a cleanup to just include it within the overlay. All of these violations that I have records of that they didn't um with the Code Enforcement uh Officer at the time, way back in 2009, uh had all been resolved. uh And basically, the Code Enforcement uh Board uh at the October meeting where my case was was heard, they basically said I was one of the few uh ‸ of those remaining cases that just got started and never got closed. uh So I was never made aware of it. somewhat goes without saying that all board members are subject to voting conflict laws. And all board members have a personal responsibility to identify theirtheir potential personal conflicts and bring those to light so that they could be evaluated whether or not a board member should abstain from voting or participate in the proceeding. That rule applies across the board regardless of applicant. That's all I would have to say.

So what does this mean? They're going to have cameras, they're going to have signs, etc. My question to them was I certainly hope those cameras and signs facilitate emergency and hurricane evacuation. So that's getting us out of dodge when you know what's coming. uh ‸ The other thing is uh the big report uh was the state of the system. So, you know, once a year they look at the whole transportation system and they come up with all of this, all of these statistics. uh
