2. Request Agency approval of the Redevelopment Agreement Between the Cocoa
CRA and 360 Hospitality Group for the 603 Brevard Ave Mixed-Use Hotel Project.
City Manager Whitten introduced the item with history of the hotel and
activities to date. He presented a powerpoint1 sharing with Agency
Members activities to date and the Proposed project.
Phase One – Redevelopment Agreement. There are several
deliverables under this phase. Secure the DA permitting for 7 stories,
submit an analysis for utilities, stormwater, traffic, parking economic
impact etc. Obtain CRA and City Council approvals.
Parking Strategy: The Plan provides 121 spaces. At Developer’s
expense, this includes 29 onsite spaces at Factory angled for hotel and
67 angled spaces on John Garren that are shared spaces. The
Developer will contribute to the City/CRA $500,000 for additional off-site
public parking.
Phase II – To secure Brand and Financing: Secure the brand name and
approval, provide market feasibility study, present binding financing
commitment and capital. To date, it appears it will be a Fairfield Inn and

Suites model with added amenities and exterior changes to blend with
the character of the Village. This phase includes CRA/City review and
approvals.
Phase III: This is the permitting phase and addressed timelines, offsite
improvements and conveyance of the property.
Phase IV: This phase is the Construction Milestones and timelines
leading to a CO and an Irrevocable LOC which secures the CRA’s
interest.
Financial and Legal terms: This phase includes the final financing and
appraisal conditions.
City Manager Whitten added these phases can be concurrent and not
necessarily independent of each other. The CRA will be informed at
each milestone.
Chairperson BLAKE asked how close CRA is. City Manager Whitten
replied this is the first of many steps. He mentioned the 1.55 million and
if things go awry, the CRA will have the ability to recoup the losses
financially. Agency Member KOSS asked about the appraisal value, and
he replied the most recent is the 2023 value.
Mr. Watson, the attorney who represents the builder complimented City
Manager Whitten on the presentation and stated that he is here to
answer questions. Agency Member KOSS has concerns about it being a
Fairfield. Deep Patel, of 360 Hospitality Group, stated he met with the
Marriott about the project, and they felt that this area could not sustain
their product. He added the Fairfield is more flexible and has let them
customize the façade and the amenities they can offer. He invited the
board to visit the one he has opened in Melbourne. Agency Member
KOSS asked if there was any tiering in the building. He replied, not
really as they were trying to maximize the space. She also asked about
the 1st floor and percentage of mixed use. Vice Chairperson WEEKS
mentioned a Fairfield she recently stayed in that was very nice, and
boutique. Agency Member Rogers shared her similar thoughts about it
being a Fairfield and is mostly concerned about the financing and
parking, asking about the shared spaces, how is it controlled? She also
asked if Mariott required a separate parking lot? She sees there will be a
bit of a deficit in parking spaces and the $500,000 doesn’t scratch the
surface. What are we getting for $500,000, she asked, and the Village
doesn’t need another coffee shop. She would like the builder to pay

more. Council Member HEARN requested signage on the property as
they move forward. Director Neuterman replied they would at site plan
approval. Agency Member GOINS mentioned the concerns over the
style of hotel and mentioned market studies on the area and asked Mr.
Patel to break it down and explain why a high-end hotel, i.e. Peabody,
would not come here. Mr. Patel replied it’s the finishing that dictates the
pricing. The higher the price, the higher the need to be sustainable.
Agency Member ETZ asked if this agreement is approved, no more
changes? The City Manager explained that there will be more to come,
however this starts in earnest with the hotel. She shared her frustration
with delaying the start of the construction/completion of the hotel. City
Attorney Garganese added the CRA is the property owner who is
working with the developer trying to go to permit. The board will have
more opportunities to approve or not, he then explained the process and
steps. He also pointed out how the small revision on page 4 of the
Developer Agreement states that the $500,000 is for additional
parking, not the Project’s parking. The project’s parking will be part of
the site plan. Chairperson BLAKE asked about property on Oleander
parking and navigating around the Oak trees. City Manager Whitten then
stated that there are a number of on street parking projects such as
Lemon, John Garren, etc. That will become from the $500,000.
* MOTION by Chairperson BLAKE; Seconded by Vice Chairperson WEEKS
to approve the Redevelopment Agreement between the Cocoa CRA and 360
Development Group, LLC.
AYES: BLAKE, ETZ, GOINS, HEARN, KOSS, WEEKS.
NAYS: ROGERS
THE MOTION PASSED (6-1)
City Manager Whitten shared information about the 12 elevations and that there
are options that work well with the village, the character of the Village. Agency
Member ROGERS asked if they would be able to see those elevations, he replied
they would.
Aleck Greenwood, Cocoa submitted a late Delegation Card stating the Commercial
Property Group supports the project but please match the Village and don’t tear
down the Palm trees and Oak trees.
3. Request Agency approval of an RFP for the property located at 203 Orange Street.
Page | 6
The Cocoa Community Redevelopment Agency (CRA) owns the property at 203
Orange Street, which is located within the Cocoa Village Redevelopment Area, and
in accordance with the CRA’s Redevelopment Plan, seeks to redevelop the property
as an affordable housing site that will further the City’s and Community
Redevelopment Agency’s goals and objectives. The CRA desires a project that can
provide affordable housing on this site.
The CRA is seeking to create an RFP for an experienced and well-financed non-profit
developer that is capable of immediately developing the Property. The RFP will request
inclusion of 3 comparable projects, the processes, timeline and financial ability.
Staff is requesting approval of the Scope of Work for the 203 Orange Street Project
and authorization for staff to complete the RFP documents and issue the solicitation
for proposals consistent with this Agenda Item.
Agency Member GOINS asked about the size of the property. City Manager Whitten
replied it is a small sliver and there would be 5 units, townhouse style. He also added
that the City received a donation of adjacent land that allows them to complete the 5
units. He also stated owners of separate property just South set the stage for the City
to receive this land. Planner Webster stated the property was just less than ½ acre.
Agency Member GOINS stated CRA’s in general are under a microscope. He
continued, the County will be voting on whether or not to keep CRA’s.
Agency Member KOSS asked if a contractor will be able to assure affordability, City
Manager Whitten replied they would use the same qualification requirements as the
affordable housing in Michael C Blake subdivision.
* MOTION by Agency Member GOINS; Seconded by Vice Chairperson
Weeks to approve Staff to issue an RFP for 203 Orange Street and in 45 to 60
days bring the selections of respondents to the CRA for approval.
AYES: BLAKE, ETZ, GOINS, HEARN, KOSS, ROGERS, WEEKS.
THE MOTION PASSED UNANIMOUSLY (7-0)
City Manager Whitten advised Agency Members that tomorrow (7/8/2025) on the
County’s agenda is an item to Sunset the CRA’s. He advised members he had sent
them the item for review. He continued, there are two types of CRA’s in Cocoa. The
DSCRA has an interlocal agreement and the CCRA was created prior to the County
Charter. Agency Member HEARN asked if the CRA has sent a letter to the
Page | 7
Commission. City Manager Whitten also stated the City did not get official notice but
received word. Agency Member Goins stated he sent a letter and called each
Commissioner.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
311 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 16 voices separated from the audio.
21 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.8% of 12,662 content words.
Dotted words (435 places) are ordinary wording differences: hover or tap to see the other reading.
311 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:41:43 (6 s) — neither reading has words
01:25:03 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I'm asking if we would try and just take a moment of silence because my heart goes out to the individuals in the State of Texas. With that flash flooding, so would you be kind enough just we as human beings, decent, and then all the human beings take a moment of silence for the citizens of Texas. Amen. Okay. All right.

some of that or most of it's probably already completed. And then we have the items that we intend to work on in the future. So, a bit wordy, a little bit of history. I'm sure most of you already know it. It's a three-story brick building built in 1919 it was the the Freemason Lodge. They met on the third floor.
ground floor at one point. And we suspect, we're not sure, but we suspect there might be a hidden basement. Which, because there's an area on our floor plan which is just labeled blank space. And so we want to get a stethoscope down there

a lot of these improvements are more for the benefit of our tenants, which you know less for the facade, but you know indirectly for the for the community here. um
um right when I walked in here and we're glad, of course, I want to understand a bit more of the details, but glad to be able to accommodate the police to have their camera there to increase safety.
apologies. um In any event, we installed the intercom system to improve thethe experience of the building and, you know, we're thankfully filling up. We have a lot higher a lot of quality uh tenants that we now are home to, so
um The current projects now that we're working on and we, you know, look forward to working with the city on and the grant would go a long way with. uh One of them is the the full restoration of the brickwork and the masonry. um You know, it's it's an older building, but they built it right. um With that being said, there's still improvement for for it to be had in between. It's interesting. I didn't know this was a thing, but

they need to do that and they're gonna ‸ do it fully and thoroughly. um So there's, and this is an interesting one on the top. There's a a a little design, a little design in the brickwork that predates World War II, but it's a questionable one. So we intend to close that one out um
uh The next is the Juliet balconies. We have, you know, some of the design concepts over here. I think that will really go a long way to make thethe building look great. And then uh the

recall that we we started negotiating for this redevelopment agreement last year. So, it's been close to a year, if not a year, where we've been in constant talks with the developer to get to this point. And so, this is the ‸ redevelopment agreement for 306 Brevard Avenue, which is a mixed use hotel development.

The property and a proposed project. So, ‸ it's actually two lots. It's the old, we refer to it as the old city hall. We've been using that for quite some time as ‸ an unimproved parking lot.
we settled, I think you guys have settled in on a 100 key, 103 key hotel with a coffee shop on Brevard, meeting space, a pool. The pool would be on the corner of Brevard and Factory, and then a rooftop bar and lounge. I forget off the top of my head, if the rooftop bar and lounge would be open to the public. 60,000 to 75,000 square feet is the floor area. And so, as we talk about this redevelopment agreement, this really ‸ is an agreement that sets out the sort of phases of the project in terms of from start to finish, with finishing obviously being the construction, the erection of the hotel there. And so, if you recall, that ‸ agreement is sort of outlined in phases. And so, just to cover a couple of the ‸ deliverables under phase one, it is to secure the development agreement permitting the seven story height. Required under that particular phase are several analysis of the utilities of storm water. of the floor area ratio of traffic of parking, the economic impact.
they're putting into it. Ultimately, obtaining the CRA and City Council approval of the conceptual development plan. I think the last time we were here, we showed you some ‸ pictures ‸ of the conceptual. But again, that will come back to you for your approval. It'll go to the City Council for its approval also. So,

not all 121 are on site at the developers expense. And ‸ it's their responsibility for the project to provide the on site, which will be 29. Factory Street will become one way. And

Those will be shared. I like to call them first come, first serve. And ‸ so, if the general public gets ‸ there first, they're able to use it. If the hotel visitors are able to get there, they're able to use that also. Additionally, there's a $500,000 contribution from the developer for additional off-site public parking in the village. Again, parking is at a premium. You all know that we've worked ‸ very hard on parking over the last several years.
the village area. And so, as we go to phase two, that's where we get into the brand and the financing. And so, this ‸ phase will require the developer to secure a national hotel brand approval. Right now, they

A little different than the original proposal. I'll let them provide ‸ some clarification on that. This phase also requires a market feasibility study. And then, it requires the presentation and approval of binding ‸ financing commitments. And then, the capital. How are you going to capitalize the project there? What's the funding that's going to be in place?
the conceptual plan by both the CRA and the city council. And then, phase three. And again, these are not all the requirements of the individual phases. Just sort of to highlight a few. So,
phase three, it's basically what we're terming the permitting phase. And so, within four months, they'll file the final site plan and off-site improvement ‸ applications there. And so, that's where the project goes through the staff review and begins to sort of take shape from a permitting and agency, city agency approvals there.
unity of title and all of those things. And then, ultimately, there's a conveyance of property after the approvals, those approvals up there and after the approval of financing. And then, phase four, construction milestones. Obviously, the starting of the utilities and the off-site parking within eight months of the start of phase three. Vertical construction within 12 months.

um And so I want to remind everyone that right now we have nothing. We have a dirt parking lot that's there now. I ‸ do love um the ideas of of like the other rendering that had maybe 10 different visuals of different style of brick, different color brick. I think um because

But by God, we had a vision, we had a future and now we're living in what we saw. and And that was the vision of expanding the city of Coco because the old post office used to be here. So it's a property owner getting with the developer and and then agreeing to go and go forth and try to permit. Okay. This hotel project. So as you're the CRA is just acting as property owner, but you will see this several other times and have an opportunity to approve or not approve at two other steps of the process. They're going to go out. They're going to, once this is approved, apply for a development agreement and go through the development agreement permit process with
