IV. PRESENTATIONS:
V. ACTION ITEMS:
1. Consider the following: (1) approval of a First Amendment to the CRA
Redevelopment Project Agreement with 360 Hospitality Group, LLC; (2) approval
of the Development Agreement and Conceptual Development Plan approved by
the City Council on May 12, 2026, for the future hotel at 603 Brevard Avenue, as
well as the preliminary financial information submitted by the Developer to close
out and confirm completion of the Phase I requirements of the Redevelopment
Agreement by the Developer; and (3) approval of the Hotel Brand, Market
Feasibility, and approval of the Conceptual Development Plan by the Senior

development timeline, property conveyance, CRA decision points, and the next
steps.
Agency Member Rogers addressed her concerns with TIF and whether this will
leave a door open where future process could be challenged. Director
Neuterman and the City Manager responded that the TIF application will be a
separate process. This current item is just for the developer to move onto the
next step.
Vice Chairperson Goins spoke highly of this project. He understands where
Agency Member Rogers is coming from, but the project will ultimately have a
long-lasting economic impact on the area.
A motion was made by Agency Member Goins, and it was seconded by
Chairperson Blake to approve this item but with discussion.
Agency Member Koss asked about the amendment. An employee from 360
Hospitality Group LLC explained that there were two items that needed to be
completed and it is a little early for them. One item is the bonding ability of the
vendor while the other involves financials, and they cannot get a final
commitment letter from the bank until they have the proper documentation.
* MOTION by Vice Chairperson GOINS; Seconded by Chairperson BLAKE to
approve development items which includes a First Amendment to the CRA
Redevelopment Project Agreement with 360 Hospitality Group, the
Development Agreement , a Conceptual Development Plan for the future
hotel at 603 Brevard Avenue, preliminary financial information, the Hotel
Brand, Market Feasibility, and the Conceptual Development Plan.
AYES: BLAKE, ETZ, GOINS, KOSS, ROGERS, WEEKS.
THE MOTION PASSED UNANIMOUSLY (6-0)
Kurtis Vangeloff shared his concerns about parking in Cocoa. He then provided
some ideas that he has to address these problems. Agency Member Etz would
be happy to discuss these concerns with him. The Chairperson then explained to
Mr. Vangeloff that he will need to take his concerns to staff.

out by the Chairperson that next week is Space Coast League of Cities so we may
need to rethink the upcoming meeting.
Agency Member Goins believes the board has done a great job with parking, but
it can get busy at concerts, and he likes the idea of parking garages. The
Chairperson believes in the legitimacy of the concerns that have been mentioned
and we will continue to address them.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
148 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
11 short machine repair(s) (13 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.5% of 5,460 content words.
Dotted words (166 places) are ordinary wording differences: hover or tap to see the other reading.
148 passages (28% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:04:51 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

by the Senior Director of Lodging Development for Marriott. Select brands close out. ‸ Select brands to close out and confirm completion of phase two requirements of the Redevelopment Agreement by the developer. And the Vice Chairperson, going. Yes, sir. Is this your district? Yes, sir. Okay, sir. Don't be quick. Okay, sir. Mrs. Noodleman. Ma'am, the floor is yours. If you have anything you would like to share with us, please.
So, as you noted in the request tonight, the first consideration by the agency is to consider the approval of the First Amendment to the CRA ‸ Redevelopment ‸ Plan with the 360 Hospitality Group. There are items that were in phases one and two that we are moving to phase three in order to align with the activities that are in phase three, which is the site plan and the construction side ‸ of the project.
The second one is to consider the development agreement and conceptual development plan that was approved by the City Council on May 12th, which includes all the preliminary financial information required to close out phase one. The preliminary financial information was available for review in the City Clerk's Office. And I know that several of you did take the time to go in and review those those documents. And thank you for doing so.

which phase two is the market feasibility study with the brand review, conceptual development plan information. And we have met several times here with the agency about each of those items. And we do have a letter in the attachment to your agenda from Marriott confirming approval of the conceptual development plan that has been submitted to them. And then phase three, which is what if you approve tonight, we will go into final engineering and site plan approval, which will be planning and zoning meeting plus two city council meetings. And there are several milestones for approvals.
going to go into infrastructure of the offsite improvements with vertical construction. And then ultimately the final certificate of occupancy. ‸ Talked about the closeouts of phase one and two, which we are working towards for approval tonight. And just so that the agency knows tonight, this is the final opportunity for the CRA to request any adjustments to the conceptual development plan. And once we pass through this item tonight, no other additional changes to the conceptual development plan can be made outside of this agency or inside this agency. Phase three final design and site plan approval. We have the final engineering site plan approval. And then there's a six month milestone. Final engineering and site plan approval must occur within six months of the phase three commencement date. The commencement date would be tonight once approval is is granted. So should the agency choose to approve it? Then when we go into phase four, we have construction and development.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:17:09–00:17:14 · unresolved: the words are not shown (unclear audio); listen to the recording
begin construction of infrastructure and offsite improvements. Twelve months to begin the vertical construction and 36 months to obtain the certificate of occupancy. And this is all noted within the agreements.

you know, the agency, you still own the property. Uh, conveyance of property will not occur until after the developer obtains final site plan approval for the project.
So we anticipate that within the next 12 months that the developer will ask for conveyance of the property. So they can begin their offsite and site plan improvements.

Um, I would, I have a question. I did come in and look at the financials that were held at the clerk's office. And, um, and I went through what I picked up. And our brochures are the implant measurements, which was referenced as the feasibility study. Is that not correct? Yes, ma'am. That is the, that was referenced as the feasibility study. Okay. Um, the implant measures short term economic activity, not long term fiscal returns.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:19:29–00:19:39 · unresolved: the words are not shown (unclear audio); listen to the recording
this is a short term view, it's, um, it just tracks direct, indirect and induced impacts from construction and early operations. We don't have, or I have not seen anything that talks about a fiscal model projecting TIF revenue through 2041. So if we

Do we not set up a procedural, uh, projection for the developer to go straight to asking for TIF without submitting a longterm physical economic impact? Is that correct

this, on the financial aspects of the project. And I think he's preoccupied at the moment. I mean, as, as Charlene indicated, there is a, there's going to be a separate TIF application that's going to be submitted related to this project. So that, that will be coming to this board. I mean, if your question is, do you have the car before the horse? Is that maybe a financial feasibility?
saying you're leaving a door open that could be challenged because we are not stipulating here that that would have to be submitted. We're saying you have already achieved a physical, I mean, the feasibility studies, economic feasibility, feasibility studies based on five-year implant, which is short term.
Flag: words were replaced by a machine repair · 00:22:33–00:22:34 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
Jump in, in the middle without actually hearing the whole question. But, um, so this is not, uh, an approval of the TIF tonight. This is not, uh, their request for TIF tonight. So, so remember the TIF is a, is a different application process with its own criteria there.

And they, they want to have that opportunity. That does not. There's a preliminary application for the TIF that has to get passed on for them to go for final application.

Flag: numbers, amounts, negation or names differ between the machine readings · 00:24:42–00:24:45 · unresolved: the words are not shown (unclear audio); listen to the recording
So this proceeding is no, if the, if the, if the board approves this, I think the app, the applicant knows that there's no guarantee that they will get a TIF. They will have to fund that amount that they are, you know, estimating, right? With TIF through some other means.

call it pro forma, but it's going to be in their financial projections there. So, so they're going to project out the TIF revenues when they submit the application and, and they justify the use of those, uh, revenues to meet, um, I guess I will say the pro forma, you know.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:27:17–00:27:25 · unresolved: the words are not shown (unclear audio); listen to the recording
There's also a difference between economic impact and financial feasibility for the project, you know. And so and so we're sort of blending the two of the of the sort of economic impact. I think that was the sort of the market feasibility and and some of those things that are in there. But again, you know, as the mayor said and as we've said there, that that'll come to you separately. I think they I think they probably I don't know who worked up your numbers in terms of the financials there.

Right. And so I don't know if that is going to satisfy us, but I believe and I think we all believe that the project is going to be long lasting. And so that's why I made a ‸ motion to approve all three.
We have a motion on the floor and a second by the chair and I'm open for discussion. I will. I'm just having a discussion with us just right now. I'll give the public a chance. Yes,

And it's just a little early for that. I mean, they don't have the plans. We don't have all that. It's more like in the, you know, we get the permits. We hire the builder. We do all that. Then we show, yes, this builder can ‸ be bonded. Who's the other one, Charlene? ‸ Finding finance commitment.
Any other agency members have any questions? I simply believe in protocol. I do endorse our staff. I do believe in our leadership here at the city of Cocoa and the leadership of the CRA. We will be transparent. Matter of fact, above board. Excellent questions. We want to clear the air. But I'm a firm believer in doing things decent and in order. And we've been doing this. I've been doing this for 18 years now. And never have

I just want to make sure we have this dialogue and we have a motion on the floor. Any other questions from the agency members? Thank you for your questions. If you have a comment or a question, you may come to the podium. You must submit a card pertaining to only this item. Do I have a card for this?

The more people we can get in here comfortably and safely is going to allow the economy to grow. it It'll be more people coming into the shops, more people coming into the restaurants and bars, and especially when we have venues over at the amphitheater. um It's insane. I was over at the Pepper concert last Saturday night. There's not enough space down here for that kind of stuff for people to come in and actually enjoy it. and The infrastructure ‸ set up to where the automobile traffic is kind of a hindrance. um That's something else I'll talk about later. um
