III. Delegations:
1. Anna Temmy and Kate Diiluio from Space Coast Habitat spoke about an FIT project
for a 55 and older community. They are hoping to take the proper steps to have their
own separate meeting regarding the project and they want to discuss whether they could
build it in Diamond Square.
The Chairperson likes this idea and Agency Member Brown (who was aware of this
project prior to the meeting) commented on how impressed he was with the students.
He requested that they bring the video that he had seen regarding the project to another
DSCRA meeting so all of the board members can see it.
There was a discussion regarding the size and price of the homes. They will be similar
to little townhouses and be 4 quads of 4. The price needs to be talked about because
some people may buy and others may rent. They also have a meeting with Lennar
Homes coming up later this week.
2. Margie Harris shared concerns she has regarding an empty lot with overgrown grass
that needs to be cut and flooding on the north side of Counts Street where she lives.
The City Manager and Director Neuterman stated that they will look into it.
3. Anita Gibson had an issue that was not related to the Diamond Square CRA regarding
a grant. She has concerns about her Habitat program grant to make repairs to her
house and asked the City to look into it. She also wanted information about her
placement on the SHIP rehab list.
IV. Presentations:
V. Action Items:
1. Agency review of the 2024-2025 established Goals and Objectives and performance
accomplishments as required by Florida Statute 189.0694. Agency review and
approval of the 2025-2026 Goals and Objectives as established in the Diamond
Square CRA Plan update 2025.
Director Neuterman gave an overview of the action item. She explained that this is a
new mandate, and the information she is providing was posted onto the CRA website
on December 1
st. She went over the numerous goals that had been accomplished by
the CRA which included enhancing the 520 and Fiske Blvd landscape and pedestrian
crossings with pedestrian improvements, increasing partnerships with both Habit for
Humanity and the Cocoa Housing Authority, Paint & Beautification Grants, Façade
Grants, and more. Goal 4-1 (Business Incubator) was not accomplished but we will
work to get it completed. Director Neuterman then went over the newly established
goals and objectives from 2025 with the agency members.
After an overview of the item was given, there was a discussion regarding whether
these goals and objectives can be shown as a slideshow for people in the audience.
The Agency Attorney stated that it is not necessary due to the goals and objectives
all being published onto the CRA website. He also complimented Director
Neuterman on getting the goals and objectives written and published. Agency
Member Brown stated that he would still like to see it on the screen.
The Chairperson suggested adding other programs that went towards increasing
opportunities for youth (such as the Learning & Achievement Academy, for example)
to the Goals and Objectives to which Director Neuterman responded that it can be
done.
Agency Member Brown asked about Provost Park to which the City Manager
responded by going over the facilities and structures that have been added to the area.
He then stated that in the middle of the facility there is a wall to highlight significant
people in the city or neighborhood. Council will come back in January to give three
names and there will be an online survey to help decide.
There was a discussion regarding what names will be on the wall. The Chairperson
noted that in one city with a similar concept, they actually change the names of the
people they highlight. Regardless of what three names are chosen, there are going to
be agreements and disagreements about it. The Agency Attorney pointed out that
there have been similar disagreements in the past.
The Chairperson shared her thoughts on how fortunate it is that Diamond Square has
been able to retain its history. She noted how other places have changed as a result of
gentrification as well as other factors. She further stated that she likes the wall.
Agency Member Fox asked if there was supposed to be a crosswalk near Provost
Park. The City Manager responded that FDOT is doing pedestrian crossing.
Agency Member Brown stated that he would like more programs that apply towards
people of all ages. He believes that we need something such as a GED program for
older residents. Director Neuterman responded to these statements by saying that it is
something that we can research and try to accomplish but we try to keep our goals
broad.
When asked about an update regarding whether anyone was interested in providing
health and wellness. The City Manager responded that they are continuing to reach
out to the Space Coast Health Foundation for some of their endowment dollars. They
are asking for dollars to repurpose the old Dr. Joe Lee Smith Community Center as a
Community Health Center
Vice Chairperson McQueen asked if we could go beyond Brevard County for funding
as Orlando Health is huge. The City Manager answered that he did talk to them
because they are building standalone ER Centers. He also has a meeting scheduled
with the Health First Endowment Executive Director to talk about things that are
needed in the community.
Agency Member Smith mentioned that Eastern Florida State is looking to expand
their dental program and asked if the city has looked into it for the community. The
City Manager explained how they had talked about turning the old Dr. Joe Lee Smith
Center into a full-service health clinic. He thought there was going to be a three-party
partnership with the City, Health Alliance, and Space Coast Health Foundation. He
has not talked to EFSC about whether they can move some of their dental services
into the community, but it is a good idea and he will reach out to them on that. The
Vice Chairperson believes this is a good idea, especially because the students need to
get clinical hours and if you open it up to the public and do walk ins it can really help
the community.
The Chairperson briefly discussed objective 5-2 (Partnerships) and highlighted how
Advent has a lot of money as well. A motion was then made by Agency Member
Robinson and Seconded by Agency Member Brown.
*MOTION by Agency Member ROBINSON: SECONDED by Agency Member
BROWN to approve the 2025-2026 Goals and Objectives as established in the Diamond
Square CRA Plan update in 2025.
AYES: MOORE, MCQUEEN, BROWN, FOX, SMITH, ROBINSON.
MOTION PASSED (6-0)

• Director Neuterman welcomed Agency Member Robinson to the board and thanked
her for joining.
• The Chairperson took a moment to publicly welcome Jennifer Justiniano to the board.

for the fastest response. He further stated that he did look into Ms. Gibson’s earlier
concern and it is a Habitat for Humanity issue, but the City will facilitate whatever it
can.

pickleball at Provost Park.
• There will be a groundbreaking for the Michael C. Blake Lennar Homes in the second

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
201 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
11 short machine repair(s) (14 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.0% of 9,489 content words.
Dotted words (352 places) are ordinary wording differences: hover or tap to see the other reading.
201 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:00:00 (264 s) — neither reading has words
01:06:48 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay. uh Let's get a approval of our agenda in minutes, starting with uh our agenda first. uh Regular meeting of tonight, December the 15th. Can we get approval of the agenda if there are no new changes?
Madam Chair. Yes. I make a request. I make a motion that we approve the agenda from the Diamond Square CRA regular meeting on December the 15th, 2025. Can

Good evening. How are you? Good to see everybody. Anna Terry, president of Space Coast Habitat and Kate, do you only have a director of family services of Habitat. Welcome. My
So we wanted to share with you um something we've been working on for the last year with FIT. um There was an FIT project opportunity, and we kind of stepped in and met with them and said, hey, if we gave you a piece of land um that you could look at, could you potentially give us some suggestions on a development,
move from a larger dwelling to a smaller dwelling, something that potentially we could build and and use it as affordable housing for seniors. um So we had a, it was a really, um it was a great learning for us, and it was really exciting to see these young kids kind of, they, this project gave them, you know, insight of how the future works by, you know, it's their first thing they've done. So it was kind of real world, but not real world. So um I invited Larry to come in on a couple of the meetings, and then when they did their grand final presentation, um I invited Stockton, so we all got to see them. um we
like this, but I was highly impressed with what they came up with. There was a lot of back and forth, a lot of meetings, but we wanted to share it with Diamond Square, because potentially maybe it could come to fruition. So I'm leaving you with the packet. It's pretty lengthy, so I'm not going to review it. But it's a piece of property on off Rosa Jones. You have those two long parcels kind of right at Fisk and Rosa Jones. um And
But they really did their due diligence as far as the civil engineering part, water retention. We did have some feedback on the end. You know, could we put the trash up front, little things like that. But
steps and have even a different, you know, separate meeting and kind of talk through it and see if it's something we could build for you guys in Diamond Square. um Great. So that's kind of all I wanted to present it and have you ‸ flip through the packet. And if there's somebody I could kind of set up a different meeting with and what are the next steps. It's nothing we've ever done. But you know me, I like to color outside the line. So I thought this would be fun and very beneficial for the community and for Habitat.
thing I saw there was 55 plus low income housing. So i that that was that's exciting to see. um And we've always talked about our seniors in our community and we wanted to meet the need that exists there. So this is great. I will definitely take the time to look through it. Larry, do you have anything to

Orlando airport. so I'm a little jet lagged. I'm in Colorado time, I think. I don't know what time I'm on. But we didn't want to miss the opportunity to speak tonight. And then we'll prepare it a little more uh tidy um for a January meeting. And we can present it in a video form and
‸ there's a um page 24. You can kind of see the layout of how it'll be. So it'll be four quads of four, kind of linear quads. So it gives them ample parking. They each have a backyard, a sliding patio door to get in the backyard. So it's a really cute little efficiency. um ‸ Kind of like a town home Almost like...
Vieira. You know how they build a long set of quads and there's four. um ‸ With the front and back windows. ‸ Yeah, it's cute. So I'll bring the video and show everybody next time and kind of... The other thing is I don't want you to get caught up on the recommendation of the construction they use. It's called um zip or tip or... Zips. ‸ or... I don't know. Yeah. And i it's a little more expensive and
and then we can take it to a um a developer and, you know, kind of conform it to what we want to do. Maybe more standard block and framing and um these are a little more expensive and I'm i'm not...

and it was, again, it was a student's project, so we gave them we gave them some liberties, and they picked that lot over the one next to it. and um But everything you'll see in there is kind of through their eyes and their ideas. um But it doesn't have to be that way to me. It's just a nice foundation, and we can kind of take it from there.
but if it's a rental, it doesn't mean we couldn't figure out how to do something, or maybe some are rent, some are by I don't know. I think all that's on the table. Okay. Yeah. Thank

while back, and I sent him one on the 18th, but I haven't heard anything from him about that yet. And one side is good, our side is not, because we don't have the culvert So uh uh that's about it. So thank you for your time. Well,

because we had not completed the 2025 CRA plan yet. We had to report on what the CRA plan from 2014 was of what the goals and objectives were. So under the goals and objectives, uh there were very specific goals and objectives set in there. And we have the first goal was to enhance the 520 and fisk Boulevard corridor landscape and pedestrian crossings with pedestrian improvements. And so the city obviously funded, uh ‸ numerous projects along fisk Boulevard and then 520 obviously fdot also a part of that project, uh by providing, uh ‸ pedestrian connectivity and doing some improvements along fisk Boulevard.
