III. Delegations:
(Agency Member Brown arrived)
1. Audrey Greyson discussed trees in the Diamond Square area. She believes that adding
more could help protect residents from the sun and improve the environment. She also
suggested using shade sails until the trees could grow. Director Neuterman and an
employee from Cocoa Housing Authority highlighted some of the obstacles that come
with meeting this request such as long-term maintenance, keeping kids off of trees in
private property, required permits, approval from multiple boards, etc. Acquiring shade
sails can also be an issue due to the costs. The Cocoa Housing Board is not opposed to
this idea though, and the trees themselves can be inexpensive. It was also pointed out
that Lennar Homes is to plant new trees as they build new houses in the community.
The Chairperson believes this may be a good community project and is hoping to hear
more about it in the future.
2. Anita Gibson inquired about how residents could have better access to the board and
brought up a non-Diamond Square related issue between her and Habitat for Humanity.
This led to a discussion on what the current forms of outreach to residents are and how
Page 3 of 6
we could increase them. The best form of outreach is currently through our newsletters.
The Agency Members provided suggestions on new ways to inform residents at
Diamond Square CRA meetings which incl uded using signage in residential areas
and/or areas with lots of traffic, displaying DSCRA meeting schedules at local
churches, as well as sending out text messages . Director Neuterman pointed out that
there is a group text message that goes out but you need to subscribe to it. It was also
suggested by Board Liaison Goins that meetings at the Dr. Joe Lee Smith Center will
bring more residents in. Director Neuterman is not opposed but we are not able to tape
the meetings there, we would also need speakers and microphones. The Chairperson
stated that it is import ant that meetings be recorded and she would like to keep the
schedule as it is. She also thanked all of the people who were in attendance for coming.
A motion was made by Agency Member Brown and seconded by Agency Member
Robinson to have quarterly meetings at the Dr. Joe Lee Smith Center. After the motion
was approved, Agency Member Robinson encouraged all members of the community
to attend meetings and have their concerns heard at City Hall. Director Neuterman
stated that we will look at meeting dates to have at the Dr. Joe Lee Smith Center, and
we will reach out to churches about displaying the Diamond Square CRA meeting
schedule. It was also pointed out during this discussion that if a resident does have a
concern they should come to staff, as coming to an agency member directly could result
in an ethics violation as there are rules/protocols to follow.
*MOTION by Agency Member BROWN; SECONDED by Agency Member
ROBINSON to have one Diamond Square CRA meeting per quarter at the Dr. Joe Lee
Smith Center.
AYES: MOORE, MCQUEEN, BROWN, FOX, ISOM, SMITH, ROBINSON.
MOTION PASSED UNANIMOUSLY (7-0)
3. Travis Lorenzen and Kate Ditulio gave a presentation that they had for a 55 year and
older housing community which they had talked about at last month’s meeting. The
presentation showed w ho the students working on the project are, the mission
statement, site code requirements, etc. After the presentation they discussed Habitats
pricing model which is to sell at the appraised value and work on down payment
assistance. If the individual still cannot afford the home, then they will also use a
forgivable lean. Most of the homes are built with CMU. When asked about the
determination between using brick and stick frame, Travis responded that the cost
would be a factor. He also noted that there is only so much that the students can
estimate. The shape of the land is flat greenspace, and it should be easy to build on. A
Brownfields Phase 1 will also need to be done before construction can begin.
Chairperson Moore would love to know more about this project as it progresses and
what the Diamond Square CRA role would be as this project meets goals for the future.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
249 suspect passage(s) marked in place; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
12 short machine repair(s) (14 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 94.1% of 11,992 content words.
Dotted words (355 places) are ordinary wording differences: hover or tap to see the other reading.
249 passages (19% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
00:00:00 (316 s) — neither reading has words
01:07:19 (6 s) — neither reading has words
01:11:05 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I am Audrey Grayson and I live on [address]. I was a student in the 2025 Empower U program at the University of Florida Extension in Cocoa. One of the requirements for this class was that each student must identify an issue in the community and make that issue their class ‸ project. The issue I identified was the lack of trees in the Cocoa Sunrise Terrace housing complex. Occasionally, I travel along Rosa L. Jones Drive heading east from Fisk Boulevard to U.S. Highway 1. During these drives, I have observed that this area is almost completely devoid of trees, except for those located near sidewalks. I am concerned about the lack of shade for children, seniors, and others spending time outdoors in the intense Florida sun. So I am recommending planting shade trees ‸ in areas designated for outdoor activities and to utilize

additional trees and greenery to reduce the urban heat island effect, which can improve air quality. Adding more shade trees will also increase protection from sun exposure, ensuring that children can play safely and all residents can enjoy outdoor activities. Furthermore, this initiative is consistent with the Housing Authority's mission to promote robust communities and improve the well-being of families

is going to help us in the future, regardless of whether we are able to participate in all parts of it, planting the trees, obviously, is going to be very helpful for the community with the I guess permission partnership agreement with housing, is there any problem with us utilizing funds from Diamond Square? There
would have to be a memorandum of understanding of how to facilitate that between the cocoa housing authority board the city and the CRA so that would have to be facilitated approved by both boards because they would have to take it to their board, right and then we would have to bring it back to our board. The attorneys would have to draft it up, and there would be a responsibility as to who is responsible for what.
It's the installation is not the issue. It's the maintenance after the fact. Okay. It has nothing to do with installing the trees, but in five, six, eight years, who maintains that tree on their property? So that would have to be part of the agreement to ensure that that tree is maintained once it is planted and who is responsible for maintaining that because we can't use city staff to go on private property

‸ To be honest, I just need you all to just know when we start out as a reminder, because a lot of people forget about this, the housing authority doesn't own the apartments anymore themselves. It's
So I'd have to get approval as well. But the board was not opposed to it at all. And the area she's talking about, ‸ I'd love to see trees there. But just so you're all aware, too, those backyards have easements down them. They've got electrical poles. The one of them was actually supposed to be a street at one point. So there's light poles. It'd be we'd have to be real selective because part of the issue that we've had as well

somebody, you know, there's those type of things just to get through it. But nobody was opposed to it for sure. It kind of where it's going to be so it could be visible and also not be a hangout spot because some people don't want the kids in the backyard. You know, that's kind of always been kind of the situation, not the trees, but if the trees bring kids, they don't want them behind their apartment. They want them down behind those apartments. ‸ And they're all basically the same in the backyard. There's no more space on this one than that one. They're
you either have to be on this side of the fence in the backyard or this side of the fence. So there's a lot of logistics. I think we can all agree we'd love trees. And I think there's always a way to figure out grants and things like that to get the trees. So I wouldn't be concerned about that part. It is the long term. It was a little coincidental that she came in the week after I just paid

So it's just there's a lot of that logistics wise. And I mean, I think as far as the maintenance in the long run, like trimming and things ‸ like that, I mean, like that would be a lot of trees.
know, that can be done. Not to mention it'll be years before they're big enough to be concerned about trimming. So, yeah, so it's not a problem in so much. It's a matter of picking the place and having it somewhere that's
to the kids to not get yelled at because they're in the backyard of somebody's house. You know, so it's kind of all of that together. So definitely not opposed to it. Just kind of a bigger plan to get it to come to fruition to last. ‸ I can tell you the sales will be a little more difficult because of the cost.
again, that would be kind of we definitely have to pick a spot as opposed to putting trees out. You know, you can kind of put them all over the place. That would be a selection of, you know, kind of a gathering point. Do
So I did before Ms. Grayson came because she was supposed to come to the board meeting in December, but then we didn't have the meeting. So I had asked somebody just to look and see, you know, the different brands and things. Most of them, if you're going to get free trees, ‸ look like this. Okay. They look like a stick. None of us will be anywhere around by the time it's in a ‸ tree. And

small. And we couldn't put anything into small because it's going to be broken off and, you know, that type of thing. So it would have to be something more substantial. Okay. And
not tree trees, palm trees, things ‸ like that. We've lost over half of them to like disease and, you know, things like that. So I'd say it would be very selective on the tree, you know, hoping it would last longer. Not

One of the things that I was hoping that this could generate would be a community project. Uh, where people would get invested in the desire to plant trees,
thought about, you know, we don't think about our environment, uh, enough and what, what a tree does bring to the environment. Uh, so I, I was thinking of what, maybe
you know, looking at it as a board and deciding, okay, this is something we could possibly think about. And how do we, how do we get the community involved? Uh, not just those in, in the specific community, but the entire community involved in wanting to do something environmental in cocoa and diamond square. So, but I'm
it's your property, but you feel a kinship to, you know, ‸ the project itself. So, if we can put this on the agenda to talk about again, I would appreciate that. And I, and I appreciate you bringing it to us and we'll keep you updated and hopefully it's something we can talk about in the future.

2026 to ask them get on the board. Care for the residents of Diamond Square. And so now we'll see how that goes. Thank you for your attention and your time. I appreciate it.
So how are we going to let them know? Even with the meetings, it's on the Jolie Smith board, but it's saying the third Monday. Today is not the third Monday. So how do we keep them informed?
And in that quarterly newsletter, we add information regarding Diamond Square, both this both CRAs, but we, we promote our paint and beautification grants in all of our newsletters and we can promote other programs too. We have a lot of different activities that we do promote for that. That's our best form of communication. The yard
signs that I'm so sorry, the yard sign. Right. Uh, is that something that like, what is the likelihood of having that done monthly in the Diamond Square areas?

hearings when we have a public hearing notice that is for a special, um, planning and zoning. They have the signs that they have to put out, um, on the specific properties where the public hearing notices are code enforcement puts out those notices to say that there's a meeting regarding this property on a certain night. But
meeting. I mean, if the board directs us, we could have those signs printed, but it would be Peyton that would have to put them out. We don't have anybody else that does that. So Peyton would have to drive around and put those out every single week of the meeting.
be done by Peyton because we have to ensure that those signs are put there and picked back up. Okay. They're going to cost us money to purchase more signs. So if we put 20 signs out, we will pick up 20 signs the next day. Oh,
So the yard sign is a good idea, but maybe for less work, could be just putting those at the major corridors like the four-way stop sign, Rosa Jones and Fisk, all

kind of ‸ heavy hit areas right in front of Blake Avenue. Maybe those key areas, that might be a better way. Then the second thing is that I, me personally, this is just me, having meetings at Jolie Smith Center is the best way for everything.

if a resident has a concern, they need to bring it to Peyton, Jennifer and myself and then we would bring it to the meetings, uh calling each individual board member directly. Unfortunately, you do not have city cell phones. You are not city employees and, and you
