III. Delegations:
1. Anita Gibson inquired about the cold case unit and security in Diamond Square, which
are both issues that need to be addressed with the City Council as the police department
works under their direction. She also asked about the 55 and older community that had
been presented at a past Diamond Square CRA meeting. Director Neuterman
responded to her by explaining that the 55 and older community was actually a class
project at FIT and is not something that is actually happening. Agency Member Brown
and Board Liaison Goins then discussed the security bikes in Diamond Square, with
Board Liaison Goins stating that conversations are being had over the consistency of
using them.
IV. Presentations:
V. Action Items:
1. Request Agency approval of a Resolution Amending the FY26 Budget, BAF# 26-
051-T to transfer funds of $331 budgeted for training to cover insurance overages for
the Diamond Square CRA.
Director Neuterman went over the agenda item and explained how every year we
budget funds for insurance and the estimates are not always the exact same as what is
owed, so we are asking for agency approval to transfer funds in order to combat the
difference. A motion to approve was made by Agency Member Isom and seconded
by Agency Member Brown.

2. UpStart Cocoa Forgivable Loan Application Award – Wall’s Bangin’ BBQ
Director Senger gave an overview of this agenda item and the program itself. She stated
that Tyrone had applied for the Upstart program a year ago with the idea of having an
outdoor dining establishment. While working with WeVenture he rebranded and is now
going to work as a caterer through the Taste of Elegance Commissary Kitchen. She
also stated that he will be working with churches as part of his community give back.
He has been successful in the program, so she is asking for agency approval of the
remaining loan funds ($12,500).
Director Senger then gave Kathy from WeVenture and Tyrone the opportunity to
speak. Kathy praised Tyrone’s hard work, and she is looking forward to hearing about
his success. Tyrone then spoke about what made him want to cook in the first place
and how he likes helping out in the community. He is currently catering, and he
provided a menu for the agency members to look over. Director Neuterman also spoke
highly of Tyrone’s hard work and is in support of helping him with his current goal of
catering as well as his future goal of owning an outdoor dining establishment which
did not work out due to issues with a building.
There was a discussion among the agency members and staff regarding how many
churches Tyrone will be helping as part of the community give back. Agency Member
Brown would like to see him help more than just a select few. It was noted by Board
Liaison Goins that he can choose who to help and since he is running a business, he
needs to be cautious about how many organizations he is working with. Director Senger
also commented on this subject by stating that his proposed community give back is
not set in stone and there are multiple ways that he can complete this component of the
program. The agency members understand but would like to make sure that it is not
just one area or organization that is receiving help. It was also noted that this program
does not require him to just help out organizations in the Diamond Square CRA.
Agency Member Robinson wondered if there were ways for more people to know about
Diamond Square and the businesses/organizations in it. Director Senger responded by
saying that we could put a list together.
*MOTION by Agency Member BROWN ; SECONDED by Agency Member ROBINSON
to consider the $12,500 Cocoa Forgivable Loan with Wall’s Bangin’ BBQ according to
the procedures, policies, and the conditions of the UpStart Cocoa Small Business
Program and approve to reimburse any business-related expenses from the last 8 months
while the applicant was completing the 360 Program.
AYES: MCQUEEN, BROWN, ISOM, ROBINSON
MOTION PASSED UNANIMOUSLY (4-0)
3. Request Agency Approval to increase the amount not to exceed for the Diamond
Square CRA Paint Grant from $1,000 to $1,500 effective in FY27.
Director Neuterman explained that we are currently reviewing the budget and since
prices have gone up for supplies and services related to the Cocoa CRA Paint Grant
there is a need to raise the amount not to exceed from $1,000 to $1,500. Director
Neuterman believes that raising the amount to $1,500 will be a sufficient increase.
*MOTION by Agency Member BROWN; SECONDED by Agency Member ISOM to
increase the amount not to exceed for the Diamond Square CRA Paint Grant from $1,000
to $1,500 starting in FY27.
AYES: MCQUEEN, BROWN, ISOM, ROBINSON
MOTION PASSED UNANIMOUSLY (4-0)
4. Request Agency approval to increase the amount not to exceed for the Diamond Square
CRA Beautification Grant from $500 to $750 effective in FY27.
Director Neuterman discussed the item and similarly to the Paint Grant, prices are
going up and the grantees are averaging in the $400-$500 range. So, staff are requesting
agency approval to increase the amount not to exceed for the Diamond Square
Beautification Grant from $500 to $750 effective in FY27 to meet the needs of the
residents.
Agency Member Brown asked if we used all funds from the Paint and Beautification
Grants from last year. Director Neuterman responded that they were not all used but
the remaining amount did go back into the fund balance to be used again. The
Chairperson then asked if there were any current applications to which Director
Neuterman responded that there are none as of right now.
*MOTION by Agency Member ROBINSON; SECONDED by Agency Member ISOM to
increase the amount not to exceed for the Diamond Square CRA Beautification Grant
from $500 to $750 starting in FY27.
AYES: MCQUEEN, BROWN, ISOM, ROBINSON
MOTION PASSED UNANIMOUSLY (4-0)
VI. Attorney’s Report:
1. The Agency Attorney took a moment to express his condolences to Agency Member
Moore who just experienced a loss in her family. The Chairperson stated that her
prayers are with her.
VII. Updates and Staff Report:
1. Director Neuterman announced that we are putting out applications for the summer
youth programs which we will bring back for the agency members to review in May.
This program includes a $10,000 grant and it will be up to the agency members to
decide how to expend the dollars. She then stated that the Parks and Recreation summer
program will also be moving forward. When asked about the new homes being built
Director Neuterman stated that 5 are currently under contract that she knows of, and
we anticipate 5 homes will close every 6-8 months. There are two houses that are
almost finished as of right now.
2. Board Liaison Goins showed the agency members an upcoming project from FDOT
for a pedestrian crossing on Fiske Blvd between Barbara Jenkins St and W King
St/Hwy 520, which will calm traffic down. He then shared that there will be a movie
night on May 2 nd at the Dr. Joe Lee Smith Center from 6 pm to 9pm and two movies
will be played. He then came up with the idea of having a table set up with the agency
Page 5 of 5
members to promote the Diamond Square programs. To help advertise these programs,
staff will print out Diamond Square CRA information and make sure it is given to him
before May 2nd. Agency Member Brown wondered if there were more ways to promote
the movie night to which Board Liaison Goins responded that he does have digital
flyers that can be sent out. He then discussed calls that he has gotten in Virginia Park
about properties not being maintained on South Carolina Avenue. He stated that there
have been some major issues which he has talked about with Director Neuterman and
the City Manager. Some of these issues he said have been overextended for long
periods of time and he wants to get this out because there is a resident in attendance
who knows about it. Board Liaison Goins stated that accountability is everything, he
then went on to say that he wants to let the community know to pass it along that these
problems are being worked on and we are going to be better at communicating. After
discussing this issue, he discussed another one regarding people living in an RV on a
property that does not belong to them. He then stated that he wants to let the community
know that they are moving on these issues.
3. Shauna Ginn from Cocoa Housing Authority shared that for the first time since 2023
the two apartment communities have opened their wait list. The one bedrooms and
studios will probably be the first to close. They are currently accepting applications
Tuesdays, Wednesdays, and Thursdays from 1:00-4:00 p.m. but she is meeting with
management about having different hours as they require you to fill out the applications
while you are there and the times are not very convenient.
VIII. Next Meeting Date:
The next regularly scheduled meeting of the Diamond Square Community Redevelopment
Agency will be on Monday, May 18th, at 6:00 pm at the Dr. Joe Lee Smith Community
Center unless a business need arises earlier.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
195 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
18 short machine repair(s) (24 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.4% of 7,617 content words.
Dotted words (191 places) are ordinary wording differences: hover or tap to see the other reading.
195 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:00:00 (304 s) — neither reading has words
00:55:50 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
And following that will be the Pledge of Allegiance. Father God, we just want to say thank you for this opportunity. We want to thank you for the day that you have blessed us with. We thank you for your guidance and protection. I ask even now that your presence would rest in this place, that you would give us wisdom, guidance, and knowledge. Give us what to do, when to do, and how to do. We pray for the unity and the understanding of all. We thank you for everything that you've done. In Jesus' name we pray. Amen.

that was a, uh, a class project at Florida Tech. The students there were, were working on a planning project to develop a community in Brevard County. And they chose the, uh,

decides to put the RFP out, then the city will have that RFP go ‸ out for a developer, the developer will be required to have certain qualifications in order to meet those standards. They will be selected by a committee who is, uh, from the city to determine who is going to be the, the developer for that project. And then it'll go through all of the processes in order to get to construction. So it is not a, a real project. It
was just a class project that they contacted habitat for humanity habitat said we know about some lots in Brevard County that would probably do a, be a nice, uh, fit for something like this. And so it's again, it's a class project made by college students that is that are not developers or anything like that. Okay.
security as well. Um, so that's a matter that needs to be brought up before city council because the city council authorizes the police department to do, um, their drives through the communities. That
that is a city function. The city, the police department works under the direction of the city council and, and they would be the ones to, uh, provide anything. Um, as far as knowing who's coming to the community, uh, that is, we are not going to just discriminate against anybody who wants to build and wants to be a part of diamond square. And, and so there, those that qualify for the first time home buyer assistance program are vetted very thoroughly through

to sit there and, and vet each person that is buying a home within. The diamond square community. Um, and then again, the cold case unit is also a city function. So it's not a diamond square function. You have to bring that up to a city council meeting so that it can be addressed within the city council meeting. And the police chief would be at that city council meeting in order to answer those questions that you may have related to the cold case unit.

venture and, um, Tyrone here as well that can speak. Um, but what this is, is, um, Tyrone had, uh, ‸ had come and applied for the upstart program about a year ago. Um,
came to us about how he wanted to run his business. Um, which was actually a pretty cool idea. And I hope that one day he does get to that point. Um, he wanted to do kind of an outdoor dining, um, establishment. Um, and it was a really cool idea. So I think he's still gonna ‸ work on that. But in the time, um, he met with, uh, we venture, he
is going, uh, to continue his business as a catering business. And he's actually, which is really exciting, even more exciting about this applicant, um, is that he is working through another diamond square recipient, which is, um, taste of elegance commissary kitchen. Um, so he is going to be doing, um, catering, but his home base will be out of the commissary kitchen. Um, and so, which
So again, um, he applied about a year ago for the program has gone through, was accepted by the upstart review committee, um, to proceed in the process. And through that, he then gets approval to go to we venture. Um,
is connected with a group of mentors that work with him throughout the year, um, and help him develop a business plan and work on his business. Um, and when he is completed with that program, we venture then gives us the, okay, that says, yes, he has completed the program. Um,
committee for approval to proceed to come to you all for acceptance. So that's where we are in the process. Um, I have outlined in the ‸ agenda item, all of the information, um, his breakdown of what his funding would go towards. Um, so you can see

Everything falls, um, within the policies of the upstart, um, program about how much he can spend for each type of item. So all of that information is in there. It is also in here is his, um, community give back, which is also a very, um, big portion of ‸ this program. And so, um, you, we have a little snippet in here, but also included in the packet was a little bit more detailed outline of what he plans to do with his community give back, which is involved in a lot of different events, church events and so forth with, um, donating food and stuff like that. Um, so all of that information is included in there. So what we are asking for is approval from the diamond square committee, um, or board agency to go ahead and approve the funding for the 12,500. Um, what are the churches and what other activities? Uh, I don't want it to just be the real church. But okay. What are the churches? Have you talked to?
So I just want to clarify so that, you know, that it's not a requirement to be, to do the community give back in diamond square. So that's not a requirement. Now I get you, you're asking, is it, is he giving back to the diamond square, but there is one example, but he's, he has multiple on there. So
what I'm saying is more than one nonprofit besides pastor wash the real church in the diamond square area. And I don't want it. They're already running their organizations. You have the King street people over there running there. Do
I'd like to see everybody get an equal piece of what's going on. So I'd like in the future for you to reach out to all of those organizations to see, do they need your help? Not just base it on one area or one church. I,
agency member Brown is saying, but he also has the option. He has a choice to choose, um, whoever nonprofit he wants to serve and, and, you know, and on the backside as well, he also is running a business.
And so he also has to be cautious on how much to give. Right. And so, yeah, we are helping him as a, as a business with the upstart program, but you know, he, again, he has that option to choose whatever nonprofit and some, and some nonprofits like a pastor Jarvis is going to come to him
And even if you reach out to the churches and say, this is me, you know, in the diamond square area, if you need my help, they may just pay you for costs and you might
