III. Delegations:
1. Anita Gibson spoke about a non-Diamond Square related issue between her and Habitat
for Humanity. There was discussion among staff and the agency members regarding
what could be done. The City Manager stated that it was an issue between Mrs. Gibson
and Habitat for Humanity, but he will reach out to Habitat one more time.
IV. Presentations:

V. Action Items:
1. Request Agency approval to award the $10,000 Diamond Square Program Initiative
to Sherry Amos "Summer Enrichment Program" at the Learning and Achievement
Center.
Director Neuterman gave an overview of the agenda item. She explained that this
application was submitted by Sherry Amos for $10,000 and the paperwork has been
completed so she is eligible to receive funding. Staff supports this program due to the
academic growth and enjoyment that it provides to so many kids, and we recommend
that it receives funding from the DSCRA.
Mrs. Amos spoke of the program and its success through the years. She also spoke on
the activities involved in the program such as trips to the library and some ideas that
she has for the future.
*MOTION by Agency Member BROWN; SECONDED by Agency Member

2. Request Agency approval of a budget transfer in the FY26 Budget, BAF# 2026 -063-
T, to transfer funds of $100 from Travel & Per Diem and into the Other Charges and
Obligations account.

Director Neuterman spoke on t his item by explaining how funeral flowers were
purchased on behalf of the Diamond Square CRA and the expense was coded
incorrectly. So, staff are requesting agency approval to transfer funds so the expense
for flowers can be reclassified into a different account number.
*MOTION by Agency Member ROBINSON; SECONDED by Agency Member BROWN
to Approve a budget transfer in the FY26 Budget, BAF# 2026-063-T, to transfer funds of
$100 from Travel & Per Diem and into the Other Charges and Obligations account.
AYES: SMITH, BROWN, ROBINSON, MARTIN
MOTION PASSED UNANIMOUSLY (4-0)
3. Request Agency approval of Fiscal Year 2027 Budget Priorities based on the
anticipated budget for the fiscal year
An overview of this agenda item was given by Director Neuterman. She explained the
projections for the FY 27 budget and gave information on some of the expenses such
as the Façade Grant and the Neighborhood Restoration program. She went on to state
that we are anticipating a similar budget, and the amount is lower due to infrastructure
requests, which the CRA is allowed to pay for. We are still waiting for quotes on signs,
and we will hopefully have them in a few months. Director Neuterman ended by saying
that she will entertain any suggestions.
There were questions regarding signage and if it would come out of this year’s budget.
Director Neuterman responded that it will and we need to bid because of how high the
quotes are. She further stated that we can bring back pricing and an y updates on the
signage.
Agency Member Robinson wondered if sidewalks can go into next year’s budget, and
Director Neuterman responded that it can. The CRA could also help Public Works. It
was then mentioned that the sidewalks in disrepair have been dealt with by Public
Works so we would need direction to add this to the budget. Director Neuterman also
noted that we are still waiting to see our revenue so there is time to respond to thes e
priorities.

Agency Member Brown asked for information on who pays for the sidewalks in
Districts outside of Diamond Square, to which Director Neuterman responded that
sidewalk repairs do come out of the City’s budget, but the CRA has funds for
infrastructure. Agency M ember Brown then wondered what else could be done with
the funds, to which Board Liaison Goins suggested a new project. Since there is limited
parking at Provost park, he believes that with the City Manager attempting to purchase
two lots in the same area it would be beneficial for the community if the DSCRA were
to build on them.

The Vice Chairperson asked about the drainage problems on Carolina Avenue and if
they were addressed. Board Liaison Goins does not recommend that the money from
the DSCRA go towards this, but it is being dealt with.

Director Neuterman stated that at the agency’s direction we can put money aside for
infrastructure and bring the items back to the agency for review. She further explained
that we would need to identify what the projects are in order to have them as a
budgetary item. Once we get the revenue numbers from the County, we will have a
better dollar amount for the budget. She also noted that the Cocoa CRA has funds set
aside for parking improvements and it is an important discussion to have.

Agency Member Brown inquired on how many grants the DSCRA has done and if the
homebuyer assistance program will be available to the homes being built in this area.
Director Neuterman responded that we have used most of the Commercial Façade
Grant money and have had quite a few applications for the Paint and Beautification
Grants. The homes in the area can qualify for the homebuyer assistance program. The
income will just need to be verified to know exactly what area of funding they will
receive. There will probably be no one that qualifies this Fiscal Year.

It was also noted that infrastructure will go under contingency as needed, and there is
no priority list at the moment. The agency does not need to approve this item as they
can make a motion for staff to provide more options.

Agency Member Robinson made a motion for staff to provide updated options for the
FY27 budget priorities, and it was seconded by Agency Member Brown.

*MOTION by Agency Member ROBINSON; SECONDED by Agency Member BROWN
for staff to provide updated options for the FY27 budget priorities based on the
anticipated budget for the Fiscal Year.
AYES: SMITH, BROWN, ROBINSON, MARTIN.
MOTION PASSED UNANIMOUSLY (4-0)
VI. Attorney’s Report:

VII. Updates and Staff Report:

1. Board Liaison Goins mentioned that with summer camp starting up there will be a 4 -
day period when students will not have meals, so he would appreciate it if people could
donate anything. He is guessing that the number of kids is 25 -30 but he will ask how
many put in for scholarships for a more accurate number. Agency Member Robinson
asked if they could provide a list of what is needed, to which Director Neuterman and
Board Liaison Goins responded that they would check with Delvin. Shauna Gin would
also like the list sent to her.
2. Shauna Gin from Cocoa Housing Authority took a moment to compliment Public
Works. When she calls in about sidewalks they are always fixed quickly.
3. The Board Liaison spoke about the movie night that had been recently put on by the
City and would like to have these types of events more often. He then briefly mentioned

the need for parking at Provost Park before stating that he would like it if we
highlighted what we are doing for Mrs . Amos or how crime is down. Director
Neuterman responded to this by saying that we can reach out to Communications to try
and highlight the Summer Enrichment Program in our newsletter.
4. Agency Member Brown asked for an update on construction at Fiske Blvd and the
anticipated completion date for the new homes. Director Neuterman responded that the
pedestrian crossing is an FDOT project, and it is anticipated to be completed sometime
in August 2026. The City Manager spoke on the new homes by sharing that the City is
going to be issuing 15 permits and some may be completed before the next fiscal year.
5. Provost Park was discussed, the City Manager emphasized that you build communities
through kids and families so in addition to the sports facilities there is going to be the
mural showcasing significant figures in Cocoa’s history. In addition to this, Soccer
Mini Pitch is coming, and it is going to be significant. At tomorrow’s council meeting
there will be photos provided showing a more diverse park than what it is given credit
for. Agency Member Brown wondered if Provost Park could be referred to as a sports
complex center. The City Manager responded that there would be enough amenities to
build two more multi -purpose fields and then it could be called a sports complex. It
was noted by Board Liaison Goins that we need something in the area to draw people
in and would pitch it to be the Provost Sports Complex.
6. The Board Liaison wanted to know what the agency members thought about keeping
the lights on after dark at the Provost basketball courts. The agency members were in
favor of it, as it would give the kids in the area something to do. It was pointed out that
staff for this would be provided by the county and if you want real control then the City
would need to take control of the parks. It is a good conversation to have though. Board
Liaison Goins wanted to hear the agency members’ thoughts on this subject due to a
petition he had received regarding the subject.

VIII. Next Meeting Date:
The next regularly scheduled meeting of the Diamond Square Community Redevelopment
Agency will be on Monday, June 15th, at 6:00 pm at the Dr. Joe Lee Smith Community
Center unless a business need arises earlier.
IX. Adjournment

Member ROBINSON
