VI. Attorney’s Report: None.
VII. Updates and Staff Report:
1. Director Neuterman shared with the board members that an election will be held in
January 2026 for a new Chairperson. She further stated that a gency members up for
reappointment have been notified and are working with the Clerk’s O ffice, and the
reappointments will go before council.
2. We are still soliciting applications for the vacant position and once the City Clerk has
received them, they will be brought forth for council approval. So far, the applicants
have not been qualified to serve on the board.
3. Shauna Ginn from Housing Authority stated that her management company is having
a hard time finding maintenance staff, they are looking for applicants. She listed
various positions and stated that if anyone is interested then contact her. Her email is
[email removed].
4. Board Liaison Goins discussed signage in Pine Grove and Virgina Park. He suggested
that this be on the priority list for the board to fund. He has spoken with a rep from City
of Rockledge, as well as various employees from the City of Cocoa to get the process
started. The goal is to get the City of Rockledge to help fund something, as the City of
Cocoa and City of Rockledge share a median. He further stated that there are
discussions to be had regarding signage as there are areas in Pine Grove that need to
be improved on especially because there is no HOA in place for the upkeep. Director
Neuterman added to the topic by stating that the plan will be to take existing signage
and see how it can be improved. This will be done after finding a signage company to
work with so we can see the best prices and options. Both of which will be brought
back to the Agency Members. The Chairperson noted that improving the signage does
fall within the Diamond Square CRA Plan.
5. Board Liaison Goins also stated that the Varr Avenue stop signs (which are solar) will
be installed soon. He believes that this will help with traffic issues. He then discussed
the enhancement responsibilities in the Lennar Ho mes contract and how he is
requesting the fencing for the property near the Collins Museum be replaced with black
raw iron. Director Neuterman also believes that this will be a nice enhancement to the
subdivision and there are discussions about it. We will need quotes back which will be

brought to the board. Lennar Homes is also covering the costs for the expense s as of
right now.
6. The Chairperson encouraged people from the community t o give their input on what
they want to see in the area and stated that the board needs to think about what they
would like to do with the piece of land that has been acquired in Diamond Square.
VIII. Next Meeting Date:
The next regularly scheduled meeting of the Diamond Square Community Redevelopment
Agency will be on Monday, December 15th, at 6:00 pm at the City of Cocoa, City Hall, 65
Stone Street, Cocoa, FL, unless a business need arises earlier.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
95 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
7 short machine repair(s) (9 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 88.8% of 4,199 content words.
Dotted words (106 places) are ordinary wording differences: hover or tap to see the other reading.
95 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

don't. Yeah, I just don't think the surgery is the answer for her. She's had, just in the last year, she's had five different eye surgeries. And none of them are helping. So doing another surgery, I just don't agree with. So the doctor wasn't very happy with me when I said we're going to Miami. And she's like, well, I'm not referring you. And I said, I don't care. I've already made the appointment.

And the second thing is I've, uh, called and sent letters regarding the shift program that I am supposedly on. And I have sent out a three page letter to

That affects the diamond square, uh, the microblink subdivision that high rise downtown. And it's going to clog up our area. 2026 for the meeting schedule included in your agenda is the schedule, which is on the back page of the agenda staff report. And it follows the same schedule that we have followed in previous years. Uh,
the first, uh, in January and February, the third Monday of every month of each of those months in January and February are also holidays, uh, with the city. So we, in order to not have a long break, like we would have, if we didn't have a meeting between December and March, we went ahead and scheduled a meeting at the end of January, which was a Monday, uh, the last Monday in January, which is available here in city council chambers to hold a meeting of the agency so that we don't have a long break, um, in between. And so we have the January 26, which will be a special meeting. And then we go through our March through, uh, December meetings, which are all going to be the third Monday of the month with April and September being at the Dr. Jolie Smith center. And so those will be scheduled accordingly with the, with the center. Um, once the schedule is approved tonight, uh, by the agency, do you have any questions for me?

there's a maintenance supervisor position, there's a maintenance tech position, which is essentially you have to know maintenance, but you don't have to have HVAC experience or anything like that. So it's kind of a more of a starting one, but you do have to have some knowledge. Um, and there probably will also be a porter position, which is essentially someone that's on
site, um, pick up trash on the sites, kind of do some outside things. So if you know of anybody that's interested, um, you can give them my phone number. If you have that, um, or my email, Charlene can give that to you. And then I can connect them with the management company. Um, there are also two leasing positions available, but that is something that they need to have some experience with either HUD funding or tax credit funding.

I know Marcus Wheeler came to ‸ last meeting and brought up two items, I believe three. Um, the two were, um, that I wanted to bring up tonight because the fiscal year has started, which is the Pine Grove signage and also the Virginia park sign. That could be part of your, um, priority list as well.

sometimes, you know, months and weeks go by and it goes away. Um, but I wanted to bring that up. And the next thing was I did, um, speak with representative from the city of Rockledge. Uh,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:26:38–00:26:42 · unresolved: the words are not shown (unclear audio); listen to the recording
And we don't know where we are now with that, but I'm letting you know it left me to, Councilman Cador to, uh, the city manager of the city of Rockledge. So, and I called him before I came in just to see if there was any updates. As of today,
goal is, um, for them to partially fund something. I don't know what that means, but I believe they should share a part of responsibility. Because we kind of basically kind of split. I'm not gonna ‸ say directly the middle of the media, but we share, um, the media.

where it could be a conversation of replacing those wording on the Pine Grove side, and possibly enhancing the Virginia park sign as well. I think right now it's just black and white, but it could be something else. It could be, um, solar lights on it. It could be, um, maybe some landscaping around it.

So, so in our discussions, um, with the public works director was that we would take the existing structure that is there and, and try to get some pricing on how to reface it with the signage for Pine Grove and Virginia park.
And, but it was a brick, uh, structure. And so we want to keep that same brick there, but put a new face on it and, and then add some landscaping, add some lighting, add some, and things like that. So, so we have to work with a sign company on, on how to, to best do that and bring you some prices and some options. Okay. So that we can, um, ‸ maximize the, the funds that we do have and be able to make it look as nice as we possibly can.
done anything in so long and, and everything. So it's good to know that something is happening there. I was looking at our plan, CRA plan on page 31. It says community places
our community. Uh, so, you know, it falls within our CRA plan to do things like that, to add, um, greenery, um, and also trees. So, um, whatever we can do to enhance and beautify. And, and that would be great.

Um, the elite, the solar flashing signs will be installed. Um, ‸ I think it was a miscommunication between me and city manager, but we're good now. And it's been order. It's already in the works now to get those led or not led solar lighting, because it was a lot of speeding and people running the stop signs. It was, it was pretty rough on the bar. ‸ Everybody trying to cut
