elegations:
1. Marcus L. Wheeler called attention to parks in Diamond Square and solicited the board
for economic assistance in the upgrade of the Median located in Rosa Lee Jones Blvd
as he does not believe there has been much capital improvement in the area . He does
not
believe signage has improved in Diamond Square and wishes to bring that to the
attention of the board; he is willing to come back if need be.
i. A
fter Wheeler’s statements, Agency Member Brown and Director Neuterman
discussed the median he had mentioned, with Director Neuterman stating that
Page 3 of 7
she would need to get information from the City Manager and Public Works
that she will then bring back to the board. Director Neuterman stated that an
interlocal agreement would need to be made since one part of the median
belongs to Cocoa and the other belongs to Rockledge. Regarding signage, she
would also need to go to Public Works to gather information regarding pricing
and other options. Marcus noted that maintenance on the median is being done
by Rockledge.
2. Sheila Prude had a non CRA related issue that was taken care of by Direct
or
N
euterman.
3. Anita Gibson discussed home growth improvement and her concerns with it. Wants to
stay on budget with the police, wants Diamond Square to protect the area. Discussed
the 4 Corners area and w ants CRA to keep an eye on the budget to keep Cocoa
protected.
i. Board Liaison Goins discussed the four corners area and shared that there will
be three upcoming community meetings at the Joe Lee Smith Center that he
encourages citizens to attend. There was a discussion regarding road 520 with
Board Liaison Goins stating that there are no plans at the moment to extend it.
He further discussed the four corners by explaining that they are at a crossroads
regarding what they want in the area. Several of the agency members expresse
d
how
with new businesses coming in they do not want the Diamond Square area
to lose its character, while Vice Chairperson McQueen stated that she wants to
make sure that no one is trying to marginalize the area. There are businesses
that are restricted from opening up in that area, but the ownership is on the
owners of the building. They will lease their land to whoever is willing to buy
it, but they do know what is wanted and what is not wanted. Board Liaison
Goins then asked Director Neuterman to bring back the market list the
Southwest owner had previously sent over. The Board Liaison also stated that
the council is not in agreement with the current plan for the area and there are
some challenges with the land such as landowner rights and it being a private
property. He then highlighted how compromising can at times be difficult
.

ction Items:
1. Request Agency approval for an application to the Beautification Grant Program in
an amount not to exceed $500 for the property located at 715 South Varr Ave, Cocoa,
Florida and authorize the City Manager to execute a Beautification Grant Agreement.
Since 1998, the objective of the Diamond Square Community Redevelopment
A
gency (CRA) Plan has been to leverage the neighborhood’s existing assets to
support the revitalization of the area and remove the blighting influences identified in
t
he original “Finding of Necessity” study. Over the past, the City and CRA have
invested substantially in upgrading infrastructure, removing blighted structures,
a
ssembling land and funding façade improvements.
The Plan update in 2014 was created to build on prior years, serving as a guide to
implement the community’s vision through refocusing on the roles, priorities, and
connections of the CRA and with other organizations. The update was intended to
support desired growth and development in order to stimulate private investment and
enhance community identity.
The Beautification Grant Program has budgeted funds in FY 2025 to award grants
throughout the fiscal year. Applications are subject to availability of funds which are
awarded on a first-come, first-serve basis to homeowners meeting all Program
eligibility requirements. The program eligibility requirements are as follows:
Applicant/homeowner must reside in the home requesting participation in the
program. Home shall not be named in any outstanding code enforcement liens.
In this instance, the applicant is Edith Davis of 715 South Varr Ave, Cocoa Fl. Mrs.
Davis has met all the requirements and staff are requesting agency approval to award
the applicant an amount not to exceed $500.
Director Neuterman discussed the grant with the board and stated that the applicant
(Edith Davis) provided all necessary documents and is eligible. Staff are requesting
agency approval for an amount not to exceed $500. Agency Member Brown made a
motion to approve Edith Davis for the grant, and it was seconded by Agency

information regarding the applicant. Her name is Erica O’ Neal, she applied for the
program and was approved. She completed the necessary steps and is now wishing to

commissary kitchens need a base kitchen to work out, prior to Erica there was only
one and they were going to Orlando for the commissary kitchen.
Erica was then given a chance to speak, and she started by thanking the program and
the city for providing it. She stated it was vital, and she has not only learned a lot but
also gained tools needed to grow. The program has helped her improve and reimagine
her business. She also shared that the program had expert guidance and there were
mentors with many different backgrounds. She thanked the city for supporting
initiatives that support small businesses and women, she also thanked Director
Senger for her hard work and help during this time.
Chairperson Moore asked if what Erica said could be used on the Diamond Square
CRA website, to which Erica said yes.
Erica and Agency Member Brown then had a discussion on what she was planning on
doing to meet the community enrichment component of the agreement. She has ideas
to help educate individuals on healthy food and mentions doing cooking classes at
some point, she also has 3 years to complete the community enrichment component.
A motion was made by Vice Chairperson McQueen to approve Erika the loan, and it

IX. ADJOURNMENT
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
235 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 16 voices separated from the audio.
27 short machine repair(s) (38 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.3% of 11,192 content words.
Dotted words (230 places) are ordinary wording differences: hover or tap to see the other reading.
235 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:04:36 (8 s) — neither reading has words
00:58:25 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Well, sad to hear that and we appreciate all her service she's given us over the years. So we're going to miss you, Maryland, and we hope that everything is fine with your family and ‸ we'll be checking on you and praying for you.
If we can move on with our agenda for tonight, if we can get approval of our agenda for tonight for October the 20th, 2025 and the approval of our minutes as well from September 15th, if we can do them together, that would be great.

With the correction. All right. Thank you very much. Delegations tonight. I seem to have two cards tonight. Uh, let's go with, uh, Marcus Willer, please.

Um, the economic impact has been, uh, greatly assisted within the historical area within the CRA. I would like to call the attention of the board to Pine Grove Park and Virginia Park subdivisions specifically. These combined areas consist of the greatest tax base within the CRA, but it's seen little to no capital improvement.
Council Lady Jewel Collins, some now 30 years ago, or in excess, with an intent to beautify the foremost, uh, the aforementioned neighborhoods. All of this, uh, should have been done within some reasonable timeline, but naturally nothing was done other than the, uh, effects of, we'll say deciduous trees being planted that have seen little to no pruning since their installation many years ago. Um, to move beyond that,
medians within these two cities, but neither has been done other than the maintenance of such medians thus to this point. So we do appreciate that, but more is still, I would definitely say, needed. Also, in summation of why I decided to bring myself forward this evening, because I know that October normally brings new opportunities towards budget planning and all of those initiatives that come in tow, I've seen great efforts towards signage

we'll say within this still CRA. There has been no immediate nor past consideration for improvement within the signage and or lighting improvements within these two highly revenue tax bases that generate more income for the city of Cocoa than any other land within this diamond square. So I would like to bring that also to your attention, that this is something that I would like ‸ to see some level of traction from this board specific, because I do understand
there are some things that can be done here explicitly, as I've already had other conversations regarding this matter. So I do appreciate your time and attention for allowing me to speak here this evening within my allotted time frame. And I would be more than glad to offer my assistance if any design and or presentation is needed towards any future action. Thank you.

I'll have to get with the city manager and the Public Works director who would be able to provide direction to me and I can present that direction back to you
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:14:14–00:14:19 · unresolved: the words are not shown (unclear audio); listen to the recording
we would have to coordinate an interlocal agreement with Rockledge on how to do that maintenance or that upgrade to the median. And then who would be responsible for the maintenance of that.
Flag: words were replaced by a machine repair · 00:14:38–00:14:38 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
believe what we can do is I will get again with the Public Works director on that and we will get some quotes from sign makers to present to you as an agency on different types of signage that can be placed there at the Virginia Park and the previous Public Works director had estimated that a sign which would be the exact same sign that's there which is a brick sign with the Virginia Park

I would yeah I would think that we would get that input from the community itself as well, because we want to make sure that we're not destroying anything that's historical for that for that community that they may consider to be historical. So when the staff brings us back some suggestions, of course, we'll have that on our agenda to ‸ discuss but I do know that that is a shared medium also we would need to talk about the shared maintenance of any upgrades to for beautification. Beautification is a part of our new plan and so it's not out of the you know privy of what

supposed to be doing so and what we have decided to do for our next couple of years that we exist so I think for sure those are subject matters that we can discuss and I appreciate you bringing it to us are there any more questions or comments from
yeah thank you for for the update Charlene the city manager of Stockton Whitney is aware of this I've already spoken to him directly I would just like to further

the existing sign is there it is in need of some upgrade but I don't think there would necessarily be any need of cement work if we just suggested secondly the sign is that is located within Pine Grove Park one of them has been replaced
that direction but there is not so therefore that level of priority can be shifted back to the city. lastly I will state in terms of the maintenance of the existing
that's already maintained by the city of Cocoa Rockledge does nothing for that and so I don't see where that should be any existing problem with our public works department
already paying for US lawns to come out there and sculpt the yard which they were providing before the end we had ‸ the prison workers that were coming in and doing it so I think we've already allocated some funds in that direction as well so I think we should be steadfast to be able to find some funds for these improvements given the fact that I still reiterate that we pay the highest percentage of taxes

We're going to be having three community meetings coming up between now and January. So I will recommend every citizen ‸ especially the effect affected areas to be at these three. This is a shift that's going to happen real soon.
We're not. The owners are not happy. It's tough to tell owners what type of business to bring in when those businesses are not interested in coming to the city of cocoa.

So the things that we desire is not necessarily what the market tells those businesses to come in to invest millions of dollars. And so we're doing our best to bring the community up to invite those businesses to come in.
the return on investment. If they don't feel like their return investment is there for this five-story thing it's not coming here. And so um we had a lot of talk about Starbucks. So it's it's it's we're in the crossroads into what we want and what the developers and businesses want to invest. So we so I I just encourage um I'm glad you brought that brought this information up. Um I encourage everybody to come to these next three. I don't think we have the date set yet.

that we just come from what expanding roads can do to a neighborhood. Uh so I'm glad to hear that that's not a part of what's you know projected to become. Uh but we are definitely been thinking about discussing uh mixed use uh so all of that is a part of you know progress uh for the area. But I understand exactly what you're saying. Make sure we remember the neighborhood and the neighborhood people and how they can move
But I don't understand how we're gonna be able to grow the area and have what we need to have without expanding the roadway or having more traffic than they said 30 or 40 cars going um east and west 20 and 30 cars going. And we have more homes more condominiums.

think it was about 20 to 25 companies that they reached out to on that southwest corner. None of them wanted to come in to that area. My biggest problem is I don't want the diamond square area to lose their identity. Right.
couple of years ago they tried to put a car wash on that corner. I don't want them to ever diminish the value of our neighborhood. Okay. Okay. And what they're really trying to do is showcase downtown. We want our area showcased too. Like any other community. So we want to make sure our people come out to those meetings and tell what they want on that corner.

And I'm sure that we will be heard anytime anything that's been coming to the area that we didn't want. We all showed up. My question is, do the city have plans as to what they want? Because if people are coming in with ideas, where are we going to get the ideas from? Is that from listening to the people at the meetings? Yeah.
Um, it was, I think it was a well run situation where we had to do bullet points and stickers and all these different things. And they took those ideas and they formulated this plan for the corner. Um, the council is not in agreement right now with that plan. ‸ So we have, you know, at the other day,
may want and what it may look ‸ like. And do this three separate times and each time bring things back with that a community desires and see what we can partner with is it's going to be a very difficult conversation. Um, like I said in the meeting the other day, I think the biggest problem that we had was when that railroad shut down, the railroad being shut down caused a lot of pain in that community. And so to be honest with you, I don't care what we put there.
You could put your favorite restaurant there. There's still going to be 20 people pissed off about that railroad being closed. And so that Southwest corner, that owner is a little bit different. He has a lot of other issues outside of the other, um, owners.
um, you know, location for the, for the ideas that have come. Um, and it's good to know who's interested in coming, uh, so we can at least have that in our back pockets, uh, so that we can promote. If we see something there that we think will be helpful. We have a plan, you know, I say, let's stick with our plan.
and let's go with, you know, what we, what we already know the community has said they wanted to have in the community. So thank you. You brought a good subject up for us tonight.

with the help of the community, ‸ try to change the visioning, which is that there brings in another point, which is called the four corners overlay, which is being, uh, and that's, that overlay is there for the specific purpose of trying to help mitigate what will go on those corners. The city did have a very in-depth visioning program that took place over a year ago under which public suggestion was given over 150 members in, in that immediate community.
So I think it's important to know there has been a lot of work that has already been done towards that specific cause and there's, but so much that can be done and will be done. Um, so like you said,

Those words to whoever is painful because again, we have a desire for what we want, but that does not mean that that's what's going to be there. Everybody was mad about Murphy's gas, right? Right. So there's that, um, emotional period where we don't like this certain thing. And, but over time, you know, what, what's the longterm benefit of the decision? That's why, again, that's what makes this process,
where we are. All right. Thank you very much for bringing us up to date. Appreciate your time and, and information that you gave us, because it's very informative. Okay. All right. So, uh, we have no more, um, delegations, good delegations today.

Hi, thank you so much for having me here again today. Erica was, I'm Kathy register program director of Ignite 360. We venture at Florida tech. Um, Erica was an ideal client for us. She worked diligently in all aspects of this, um, of this program. She learned a lot.
She was on time. She was on task. Um, she really, I believe was like a sponge learning from this team around her. You know, it's kind of like a customized board of advisors around her for six to eight months. And we are so appreciative for the opportunity to, to work with Erica and to see a taste of elegance commissary kitchen, you know, come to life in that area. And I think we have a couple of clients already, um, you know, she's at revenue, which is wonderful. So we're very, very happy about that.
And I do want to add to that. What, what Kathy had said about the commissary kitchen, if you're not familiar, um, every food truck, um, they have to have a base kitchen to work out of. Um, and prior to Erica coming here, there was only one that I know of in our Brevard County, which was in Sun Tree. The others ‸ were in Orlando. So a lot of the food trucks that were out of

And, uh, we will be back before you again, uh, with the facade. So I just want to read a little something, um, that I wrote and it says, to whom it may concern, I am writing to express my deepest gratitude to the city of Coco for its support and collaboration with WeVenture, uh, and

So, so madam chair, I'm gonna, I'm gonna take the blame for tonight. They, uh, we had discussed with them about having them come tonight and I dropped the ball on asking them to send me the video for tonight's presentation. And so I've invited them back for the November meeting.

Uh, so I'm looking forward to seeing those, um, seeing that video, but I just wanted to make sure all, uh, obligations from this fiscal year has been met before we move into the new, uh, contract, uh, that

in the last eight years that I've attended these conferences that, uh, many of the sessions were the most relevant to ‸ our CRAs. Mm-hmm. And, and were beneficial to, to what we can do in our CRAs. So that was, it was very nice to see that we actually could come out of those sessions with some good ideas that actually can be used for, for our

It was very relevant for us. I felt, um, we got some good ideas in regards to what is still happening on the Hill. So I just want our attorney to know that we pay close attention to, you know, the, the, the narrative is still the narrative. Uh, so, you know, we're glad that,
uh, ‸ that they needed to have to go to Tallahassee and present, uh, as ideas. And that's why I think they were promoting that we all, um, you know, get under one banner, uh, that one banner being, um, redevelopment works. And I really

that idea, uh, because then we can say, you know, our examples of what's working and, and our small budget that we have. We heard of budgets that were crazy, you know, that we would love to have, but
So everyone is, you know, everyone is worried. It seems, you know, to make sure that we still exist because things are still needed to be done. And one of the things that I did notice also, um, so good to have city council here,

Yes. I'd like to ask staff a question. Um, I'm going to miss miss Smith being on the board, but what's the process? Because we work with a full ‸ board for so long and I don't want that big gap without working with a full board. So what's the process?
the city clerk has to, uh, advertise for the opening. It has to be advertised on the streets. ‸ I believe 60 days. And once those applications are received, those applications will be presented before the city council for approval based on the number of applicants that are received. Once the city council has, um, selected that candidate, they will be at the next meeting. Let
Miss Fox, I believe has an opportunity to, as your, are you, have you served two terms already? Yes, ma'am. I'm sorry. My apologies. I, I, it's hard to remember everybody's terms without looking at the forms that I have. Um, so yes, that will also be advertised in November. Her seat expires, I believe January 30th. And so
help the public who are interested in, you know, coming to catch the redevelopment bug that, uh, that they, that they do, um, want to, uh, apply for those, uh, two board positions. We, we're a good group and I think we do get work.

Yeah. We've worked, uh, with them on, on that plus the landscaping. So you're going to see some landscaping changes that'll be added once they have put the fence in, they'll be working on the landscaping components. So I think you'll start seeing that, uh, probably within the next few months, they're working on getting the reclaimed water connected before they put the landscaping in so that they'll have all of that, uh, in place at the same time. I spoke with them today and I told them how nice it looked when I saw it.
I do want to make you aware, which most of y'all probably already are aware. Um, the state is proposing the ‸ property tax being axed. Um, so if that happens, that's definitely
And so, um, I'll just say this on a record so that people can follow it. Uh, HB 201, HB 203, HB 205, HB 207, HB 209, HB 211, HB 213, and HB 215 are all House bill proposals to be on the ballot for 2026. So, um, I'm not sure what's going to happen.
Republican representative that's going to probably follow that same agenda. Uh, but I still think it's worth it for community members to send emails, phone calls, um, show up to their door and knock on it. Um, some of those representatives are here currently, um, while they're, you know, waiting for ‸ session to begin ‸ again. So they'll, you know, it'll be good sometimes to make those, uh, one-on-one connections with some of the representatives. So, yeah, it's going to be, I don't know what's going to happen, but, you

have those services to provide as well, when I call 9-1-1, I want to get somebody. And so we, we, you know, uh, salaries are going up and our, our, um, administration, police, fire,
pay raises every year. All those things can, can possibly be affected. Some of the projects, um, that Mr. Wheeler brought. Um, ‸ in Virginia park, uh, ‸ got a call from Mr. Jones this week about, uh, drainage issues on South Carolina and Georgia. So I'm making these phone calls about these projects, ‸ talking to public works. And then while I'm doing that, I look up on the TV and I see
Thank you for bringing that to our attention. It was like I said, very paramount at conference that we pay attention and that we respond to the, those who could make a difference. Um,

So they talked about if you got things in motion, you might want to go ahead and do it. So my question is about the property we had, you supposed to be building or doing something with that. We need to get moving. We need to do something before the end. We don't want to get caught

Good point. Yeah, it puts a, it is lighting a fire, you know, under everyone. And so I know that in the long run our conversations as a board will be more specific and determined to make sure that we have, we leave in place something that, you know, needs to be left in place. And we thank you very much for bringing that up because we do need to make that decision on where we're going to go. Thank you also to the city for supporting us to go to conference. I just want to make sure that you know how much we appreciate that.
