was responsible. Director Neuterman replied the City takes care of the village and the County

many stop signs on Stone, they didn’t add the speed hump, and he said increasing enforcement
would help. Chair Moore suggested adding signage re: children playing might help. City
Manager Whitten will check into the signs. Councilman Goins mentioned the speed sign that
the police department has and putting that out in the area.
IV. Presentations: None
V. Action Items:
1. Agency Selection of the Diamond Square Initiative Grant program applicant to be
awarded an amount not to exceed $10,000. Two applicants provided requests, and staff
requests the Agency select one or both applicants to receive funding.
The Diamond Square Program Initiative was approved by the Agency during the FY2025
Budget Preparation/Approval. It was opened to the public for applications. Two proposals
were received by the published deadline. Sherry Amos’ “Summer Enrichment Program” at
the Learning & Achievement Academy in Diamond Square submitted a proposal, requesting
$10,000 for the summer program. Pastor Jarvis Wash submitted a proposal for the "My
Community Cares Program - A Special Place for Our Teens" in Diamond Square, requesting
$10,000 for the summer program.
Director Neuterman discussed each applicant’s programs and requests and will also give each
one an opportunity to speak. She shared information about the Summer Enrichment
Program; the budget, academia, stem component, field trips, creative art, 40-45 students, 34
DS students roughly.
Community Care Program ran for two weeks. Mr. Wash will provide budget, number of
participants and how many from DS.
Sherry Amos provided a presentation to agency members showing activities. Her program
differs from others as it provides an academic component. After Covid, kids were behind a
year to year in half. They are addressing covid learning losses and bringing back a reading
component, not just through social media. June 2025 expanding to include STEM. They
Page 4 of 8
perform testing in May and the end of program to assess the program. Testing includes the
Renaissance Diagnostic Software along with I-Ready Program.
The camp has academics 4 days per week and STEM 2 times per week. They provide
transportation and feeds kids twice a day and the cost of food has gotten high.
Agency Member ISOM asked how many kids were from DS. He replied, the majority. She
stated she likes the program. Agency Member Fox asked about the two testing formats and
what each test was. Ms. Amos replied, IReady is already used in schools, Renaissance leans
to phonetics, vocabulary. IReady is broader, more expensive, tests more comprehension.
Agency Member FOX asked how “to foster love of reading”. Ms. Amos replied explaining
the weekly library trips, her observations, they receive rewards. Chair MOORE shared her
love for library and likes that component. She asked about STEM and if that was a cost or is
it a partnership. Ms. Amos replied, a partnership as a Title 1 and receive Title 1 funds. They
were able to purchase STEM kits with those funds. Agency Member A SMITH stated, as a
fellow educator, she loves the idea of reading over summer and asking families about the
cost. Ms. Amos replied there is a cost especially for food, however they provide
transportation. Vice Chair MCQUEEN shared her thoughts of the program and is supportive.
She asked about ages. Ms. Amos replied the focus is early literacy, they must have that, but
they do have some ninth graders.
The next presenter with My Community Cares Program is Mr. Jarvis Wash. Ms. Wash
shared he has 66 kids and 28-30 DS kids and provided a list to staff, and it does not include
the kids that are serving as JR counselors. He discussed their activities and cost and how
they arrived at the cost.
Agency Member BROWN said he is leaning towards paying for those 28-30 DS kids and the
rest of the funds to Ms. Amos. Agency Member A. Smith asked about activities, and he
shared those field trips. Agency Member BROWN said he has an incomplete
proposal/packet from Mr. Wash. Chair MOORE agrees with Agency Member BROWN in
that the package is incomplete. She suggests the Agency Member look at and vote on the
first program and then decide on how to handle the 2nd.
Agency Member Isom asked about giving Mr. Wash a chance to update his application and
bring that back complete. Agency Member BROWN suggested reiterated Chair Moore’s
suggestion to vote on the first presentation and that the agency could use contingency funds
for the second program. Director Neuterman stated staff will need a dollar amount to do a
budget adjustment moving money from contingency.
Agency Member M SMITH recused herself from this vote as she is employed by Mr. Wash.
*MOTION to approve the $10,000 grant funding to Learning & Achievement Academy by
Agency Member BROWN; seconded by Agency Member A. SMITH.
AYES: MOORE, MCQUEEN, BROWN, FOX, ISOM, A. SMITH.

Agency members discussed possible funds for the 2 nd program and asked Mr. Wash to return
with more information to include costs, numbers of students and students from DS. Mr. Wash
confirmed and Director Neuterman advised she will look at the list of names and provide an
accurate number at the next meeting.
2. Agency Approval of the Interlocal Agreement between the DS CRA and the City of
Cocoa regarding Brevard County Property Appraiser Parcel ID 24-36- 32-00-773 and
24-36-32-00-773.1.
City Manager Whitten presented this item stated the City previously conveyed the Property
to the Agency via a Quit Claim Deed recorded at Official Record Book 6129 Page 6129 (the
“Deed); however, pursuant to the Deed, the Property has reverted back to, and it is now
vested in, the City of Cocoa without the necessity of the City taking any affirmative action to
effectuate the reverted because a redevelopment project was not constructed on the Property
by the Agency within four years of the recording date of the Deed on March 15, 2020.
At a recent DSCRA meeting, the Agency members asked about the status of the property,
and Staff explained the information related to the Deed. Staff worked with the City Attorney
to develop a plan to support the redevelopment of the property that would be in the best
interest of the CRA and the City. Those details are:
City Manager presented explaining the site and original set up and deed. Agency Member
BROWN asked for confirmation as to who owned the property. The City Manager replied
the City does. Agency Member BROWN asked to breakdown where DS stands now. The
City Manager explained DS would issue RFPs and would recommend projects and control
the projects that are contemplated and considered. Chair MOORE asked if council could
vote down a project and City Manager replied they could. Agency Member Fox asked if the
City had any plans for the property and he replied, yes, the plan is for DS to bring forward a
project for that property. Agency Member FOX asked if there was anything that Staff would
not want, and he replied if fits in CRA plan and that is up to Board. Chair MOORE asked
about a timeline, City Manager replied Stockton replied it is a 5-year agreement. Agency
Member Brown asked Agency Attorney Colombo his opinion as City Staff had dropped the
ball. City Manager Whitten responded saying none of that staff is here and this is a process
moving forward. He added, the agreement could be rejected but it would still be city’s
property. Attorney Colombo reiterated City Manager’s explanation. Chair MOORE agrees
with Attorney Colombo, it is an opportunity for the DS to find something for that property
and suggested the Board think about what they might want. Agency Member BROWN asked
about RFP and who writes it. Stockton said it will be written by staff through their direction
and desires.
*MOTION to approve by Agency Member BROWN; seconded by Agency Member
ISOM to approve the Interlocal Agreement between the DS CRA and the City of Cocoa

MOTION PASSED UNANIMOUSLY (7-0)
Agency Member BROWN asked if there has been any interest in the property. The City
Manager replied that he has had two conversations about it, and one was Lennar.
City Manager Whitten reported that the City Council has asked him to communicate with the
County about extending the DS CRA sunset date.
3. Approve the Proposed DS CRA Fiscal Year 2026 Budget.
Every Fiscal Year, the Agency is asked to approve the proposed Fiscal Year budget that will
be presented to Council for final approval. In Fiscal Year 2025, the Agency budgeted
$549,293 for various activities/projects in the CRA.
At the May 19, 2025, Diamond Square CRA meeting, the Agency directed Staff to return to
the June meeting with recommendations based on the discussion items. The discussion items
included the following project/operating activities: beautification/tree projects, historic
markers, signage, infrastructure ("diamond in the square" roadway markings) be added to the
FY2026 budget. The FY2026 Proposed Budget includes an estimated $270,160 in
"Contingency" that can be used for various projects that are listed in the adopted Diamond
Square CRA Plan. This amount may increase or decrease based on the final budget numbers
from the County and any leftover funds not expended in FY2025. As there is no exact cost,
only estimates on the proposed projects, Staff are providing that estimate for the Agency.
• Historic Markers/Signs - $2,500 - $5,000 per sign, depending on design
• Beautification/Tree Projects - $20,000 - $30,000, depending on number of
trees/beautification activity
• Replace the three (3) "Diamond in the Square" street intersection markings -
$50,000 - $100,000 per intersection.
These items will be added to the Contingency section of the budget as a potential project in
FY2026. If an activity is approved by the Agency, the funds will be moved to the appropriate
budgetary line item for that activity.
Agency Member BROWN stated instead of the intersection markings being replaced, he
would like to come up with something else, because those that are there currently faded quite
a bit.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
341 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 16 voices separated from the audio.
20 short machine repair(s) (20 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.8% of 13,645 content words.
Dotted words (370 places) are ordinary wording differences: hover or tap to see the other reading.
341 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:48:41 (16 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Smith. uh The kitchen, I have not been in there to any events to see whether it's been upgraded as far as the oven or the stoves. um I'm going to touch on a second thing. Dollar General. I go there frequently, my children. I went there last night and the garbage can was overwhelmed with trash. And
was on break so I said I couldn't wait that long. So I left out and I got my camera ‸ took pictures. Then the manager came from around the corner and with a cigarette or whatever

And I said, well, I came in and get a couple of items and I saw the garbage can like that and I wanted to wait on you but I didn't have 20 minutes. But I didn't uh keep going back and forth with her because I saw she was like on edge. So I kind of say when I go to the meeting, I'll mention it. uh The third item is the moore center where the playground is where pals where the kids are.
35 plus homes come up, then the moore center will be upgraded as far as swings and mulch and uh garden, whatever they see fit to do. My last item of concern is when uh it's a matter of time, say a year and a half when the new homes are constructed. We need to make sure
enough in our neighborhood to have all new neighbors that we know not of. uh Our streets going to be congested. We something we have to live with, but I don't know how or what voice Diamond Square uh overseers had as far as uh talking to the police chief about

The same lawn mowers and edgers that I see cutting downtown will cut our area too. Right. And we should get the same respect. It shouldn't take over a month to trim the hedges, put mulch down, and we say we don't want to do, I've been in council meetings,

um combining continued education with off-site field trips. We do field trips such as, uh right now we we add a component where the kids go to the library every Monday. that? Well, we started our library trips every Monday. And the kids that's usually on social media, some of them, they have like the little things that you lie down on. They have different portions of things, different basically seating arrangements in the library. And some of them were lying down ‸ reading. And I was looking like, okay, they actually do. If you get them in a quiet place away from media, they will actually read.
reward system. Now, the library has a system where they can, it's a reading law. And they get so many prizes if they read so many books. So you have to make it competitive where they will win something. And then they tend to ‸ really go for the competitive edge because they like to win prizes. But we've been just doing the library every Monday. They check out two books. They take the books home. They have to do an outline on the book, like the main, who's the main character? What was the book about?
That's how we foster love for reading. And we have reading within our academics. We have, we call it reading egg software. It's a gamey software. We have different software we use ‸ that does the little, they have to have visuals in it.
that they can, when they get levels of reading, they win, like they get points. But I like the library. I'm old school. I think nothing compares to ‸ reading a textbook. So we need to go back to that.

Because I can't see the hand. So I'm going to just go on and talk for a quick minute. I love the library too. I grew up in the library. Just, I think that's a good thing to go back to old school. I think it will open their minds. And
I had a question about that component. I think you are advancing in the right direction for the kids. And I really love that you are thinking forward. But with the STEM program that you have, is that, are you paying for any of that? Or is that a program that's just a partnership?

of STEM. So we have kids in the STEM program. We also have STEM kits that we purchased. There are arts kits, cooking kits, just different STEM kits. They have one where they, they build bridges with spaghetti noodles. And they have to test the strength of the bridges, things like that. We make pizza and it teaches the kids to measure out things with the metric system. So we bought a, bought a lot of STEM kits to use in our summer program with our leftover Title I money.

Thank you all for your time. Jarvis Wash representing my community cares. Before I get started, I would like to say that sounds like a great program. Share Amos has there. So a couple of these kids, I'm not sure if it's in Diamond Square. So when you see the address, you can tell me. Uh, I'd have, there's a few addresses that I have to look at that are right on the border that I'd have to see by the map. But, but it does look like the majority or about half of them are in the Diamond Square. So
biggest point is, it says in the proposed package in Submittal, incomplete proposals will not be considered. That knocked him out. He doesn't have a complete proposal with those recommendation letters. Okay.

So, um, I would suggest, um, that the board take a look at the first program that was presented to us, uh, and then make a decision on based on that. And then take a look at the second program that was presented to us and do an analysis of that. Uh, if that's the, the will of the board.
Yes. I have a question. We've had, um, people come in with their presentations and we gave them the option to go back and correct things. He said he didn't look at it, so he didn't know what his letters was. Oh, can we give that option to go back?
