V. Action Items:
1. Agency direction on the additional support for the Diamond Square Initiative Grant
program applicant, My Community Cares, for an amount directed by the Agency not
to exceed $10,000.
The Diamond Square Program Initiative was approved by the Agency during the FY2025 Budget
Preparation/Approval. It was opened to the public for applications. Two proposals were received by
Page 3 of 6
the published deadline. Sherry Amos’ “Summer Enrichment Program” at the Learning &
Achievement Academy in Diamond Square submitted a proposal, requesting $10,000 for the summer
program. Pastor Jarvis Wash submitted a proposal for the "My Community Cares Program - A
Special Place for Our Teens" in Diamond Square, requesting $10,000 for the summer program.
Director Neuterman started off by discussing the action item and reminded the board that at the last
meeting this current action item was presented, but it was decided that it should be tabled until
additional information could be provided. Agency had specifically requested additional current
support letters which we received three of. Director Neuterman then went on to explain that out of
the 60 participants requested for the grant, only 16 are eligible. Staff are requesting that the agency
determine whether to award an amount to My Community Cares Program – A Special Place for Our
Teens, they are eligible based on all documentation received. Director Neuterman stated that there is
a short video that shows the activities of the organization. Before the video is played, Vice
Chairperson McQueen asked that Pastor Wash step up to the podium. Upon doing so he states that
this is not the correct video and that another one should have been sent over. Since this was the video
that was sent over though, it was played. After watching the video Vice Chairperson McQueen opens
the floor up to any questions. Agency Member Brown asks the Vice Chairperson about the gap in
either May or June due to Parks and Recreation being closed to which Pastor Wash responds that it
was because of a special election which he did not know about prior to a Diamond Square meeting.
Agency Member Brown then asks Pastor Wash how much Parks and Rec charged every week for the
kids. Pastor Jarvis said about $75 a kid not including field trips, he believes that this is the correct
amount but states that he could be off. Agency member Brown responded that it is actually $104 a
week, and Diamond Square residents get it half off. However, If you get a reduced or free lunch you
pay another percentage.
Agency member Brown makes motion for $104 a week for each kid, which is $208 times 16 kids for
Diamond Square. Member Smith asks to make a comment, but she is reminded to recuse herself by
Director Neuterman. Pastor Jarvis asks to speak and points out again that this is not the correct video,
and the initial pricing is off because their budget has changed due to various churches letting them
use their vans for four fieldtrips in two weeks. He then states that the list of kids has increased, and
he does not know how it has gone from 23 kids at the last meeting to 16 kids right now. Director
Neuterman responded to this by stating that she verified the lists that were sent in and after checking
the addresses, only 16 of them were in the Diamond Square area. Pastor Jarvis then said that due to
the event already being over and the money being spent he is fine with whatever the board decides.
Member Brown then withdraws his motion and makes a new one to award My Community Cares
Program – A Special Place for Our Teens $5,000. This motion is seconded by Vice Chairperson
McQueen. Chairperson Moore replies to this motion by sharing that she disagrees with the amount
proposed ($5,000) as it is much higher than the 26%, they usually give out. She believes it should be
contingent with the percentage of children who benefit from the program. She also does not want to
set a precedent where half of the money for a grant is given out just because we have it. She
understands the gap as well as the percentage and since only 16 kids qualify, she suggests we give
$2500 which would also set a precedent. Chairperson Moore then asked if this would come out of
contingency since this money has been utilized in this category already. To which Director
Neuterman replied that whatever amount is decided tonight she will have to come back to the next
meeting with the agency with an adjusted budget to amend the budget and to move that money out of
Page 4 of 6
contingency for expenditure. The Chairperson responded that she wanted to put that on the table for
everyone to think about. Agency Member Isom then asked Pastor Jarvis if there is some sort of
traveling fee. To which Pastor Jarvis responded yes, and it is in kind for $500 which went towards
gas. Member Isom then directed a question towards the Chairperson, which was if her calculations
included traveling and the number of kids. To which the Chairperson responded and said that the
$10,000 is the maximum so if we look at the number of children affected and the amount of money
we have it is most fair to do it in the way of the percentage. She also points out that there is really no
way to go dollar for dollar. Vice Chairperson McQueen then asks Chairperson Moore if she charged
the 16 kids per dollar in her calculations and what her formula is. Chairperson Moore says in that
category we have $4000, but we need to look at percentages and who we have in that program, so
when you look at the names and location there are not as many kids but now there are 5 other kids
that Pastor Jarvis wants to add. So, the 26% by $10,000 is where the Chairperson is coming from.
Director Neuterman then shares that she has received an updated roster and budget and now there are
only 13 youth not including 4 volunteers who are in Diamond Square CRA. She then states that it is
up to the agency because there is a discrepancy due to the roster and budget change. Since numbers
do not tie, she does not know an accurate amount, but there is a total of 17 people. Pastor Jarvis
responded by saying he just added 4 people, and he did what was asked of him at the last meeting
which was to get kids from Diamond Square and get a dollar per kid. He stated that all he did was
add 4 kids, three of which live in one house and one around the block. He also said that he did
explain the discrepancies in the budget, as he paid for gas which is $500 for four field trips with six
church vans. Member Smith then stated that she likes the idea of the formula as they are dipping
more into the contingency funds. Vice Chairperson McQueen appreciates her for saying that and
asked the staff if the board makes a motion with the discrepancy. Director Neuterman then explained
that the motion is still up for $5,000 and it has been seconded so it is up to them to vote on it. If the
vote is negative then another motion will have to be made, but first a call to order will need to take
place and the agency will need to vote on the initial $5,000.
Agency Member Brown withdraws motion, states he did his own formula, and his number is $3,536
while Chairperson Moore’s is $2,500. The Chairperson then asks Agency Member Brown what his
calculation is, which he breaks down by saying that he was filling in the gap so $104 a week, to
which the Chairperson interjects and states that she now knows how he got his number. Agency
Member Isom asks if this will be calculated from now on? Director Neuterman replied that the
proposal will have to detail it, so we can do that next year moving forward. The Chairperson asked if
the formula was $104 x 17 x 2 to which Director Neuterman answered by saying that it was two
weeks at $104 which is 208 multiplied by 17 which is the $3,536 that Agency Member Brown
calculated had the kids attended the camp at the Dr. Joe Lee Smith Center. The Chairperson then
stated that we do need to decide and look at how much we have and see if it comes out of
contingency. She elaborated on this by saying that we need to make sure we have the money, or we
will be opening the door to other possibilities. This is however an unusual situation she added. She
also asked if they pay less if they are in Diamond Square to which Member Brown states yes if in
Diamond Square it is 50 percent. Chairperson Moore asks if that was taken into calculation, Brown
states no and it would affect the number. Chairperson Moore finishes by saying that it is up to the
board.
Member Brown makes a motion and asks if this would be reimbursement, not a grant, to which
Neuterman answers by explaining that it will be treated like the Leaning Achievement Academy and
Page 5 of 6
they will need to submit receipts for expenditures so a reimbursement can be prepared. The Agency
Attorney says that this unusual scenario does not create precedent. So, this will not create a precedent
where the calculation can be used every year, McQueen then asks the staff if the board agrees to the
$3,536 what that leaves for contingency? Director Neuterman shares that there is approximately
$100,000 in contingency so there would be $3,500 less so roughly $96,000 left. Agency Member
Brown then shares his calculation is $1,768 for the Diamond Square portion, so he makes a motion to
approve for $2500. Pastor Jarvis asks to speak before the motion is made and states that he double
checked and that is the same list with 4 more kids, and he can come back next month. Pastor Jarvis
and Director Neuterman then begin discussing the lists and the different numbers that they have. The
Agency Attorney then interjects, asking if the motion can be postponed to the next Diamond Square
meeting or whatever time Director Neuterman suggests. Agency Member Brown makes motion to
table which Agency Member Isom seconds, there are six ayes and the motion carries.

Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
137 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 10 voices separated from the audio.
15 short machine repair(s) (19 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 88.5% of 5,332 content words.
Dotted words (132 places) are ordinary wording differences: hover or tap to see the other reading.
137 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Yes, I have Chairperson Moore on the phone. She is ill tonight, so we're putting her on the phone. I'm going to unmute her now and have her on the microphone so that you guys can hear her when she speaks.

decision on one of the applicants who applied for the Diamond Square program initiative grant at the June 16th meeting. You awarded $10,000 to the Learning and Achievement Academy Summer Enrichment Program and tabled the ‸ approval of the My Community Cares a special place for our teens program and requested that staff bring back additional information to the meeting for tonight. And so we are bringing back information as requested. The agency had requested that there are number one additional support letters that were updated and current support letters and we received three of those letters. We also have a number of participants. They had a total of 60 participants that participated in their two week program. The number of participants from Diamond Square totaled 16. And based on all of the information staff is requesting the agency determine whether or not the My Community Cares program, a special place for teens meets the criteria for funding and chooses to, I will accept a recommendation by the agency to award an amount if necessary to this organization. But they are eligible based on all the documentation that we have received.
I do have Pastor Walsh here. And I also have a short video that we can present to you that showcases their activities. If you would like us to show that now. I would like to see a board. Are you in favor of it?

‸ Yeah, so part of it, part of it was, oh, I said the wrong video. They went to the Space Center, they went to various places, and that was the video they showed in church, not the one that
and we only had to pay $500 because the churches got together. So you had a budget from before, the churches got together, and they let us use their bands, the various churches let us use their bands. It was a community effort to get them to the various, uh, field trips, whether it's the beach, the zoo, or the Space Center. Uh, it was four field trips in those two weeks. Also, we also said that since we were counting Diamond Square kids,
were certain kids that worked the camp that served, I guess, ‸ volunteer. We, we have those names as well, and we've added to the list, uh, of amount of kids. And
Okay, all right. So we, we have additional kids' names who were a part of it, thanks for being a matter of fact. So, um, yeah, we had different names. So, I just wanted

that we are looking at, uh, so that in the future when we look at the children that are being affected by any program, uh, we have always looked at what are the percentages, uh, based on the amount of money that we have to give out.

with, uh, what are the percentages were in regards to the children, uh, that actually benefited from the program. Um, I understand the gap that, uh, the program fulfilled. Um,
uh, I'm sorry I keep, I have a, a cold. Um, but I understand the percentage, um, as well. So, uh, out of 50 children that it looks like qualified for the program, only 16 were Diamond Square kids. Um, so I, you know, did my research a little bit, um, to kind of see how it would go.
and my research came back to me that some of the kids that did, um, go to the program were, sort of, you know, taken from other programs and added to this program.

actually a part of this program. So, I would suggest, um, that we, you know, do 2,500 at the most if we are considering, um, doing anything in regards to the, to set a precedent. Because we need to set a precedent. Uh, we can't just say we're going to give you a half of what we have available. But this has to come out of our contingency.
Whatever amount is decided upon tonight, I will have to come back to the agency at the next meeting with a budget adjustment to amend the budget and move that money out of contingency for, uh, expenditure.
Right. So, I just wanted to just put that on the table. Um, I wanted to put that on the table because I think we need to think about every time we, you know, do an expenditure, um, that, that, the dollars must match, you know, um, the, the number of kids that are actually affected. Uh, I just want to put that on the table.

gas back. They, they did it. Also, it was additional four kids, so that I just added, um, so, um, so that'd have been 20 kids out of 20 kids. So, whatever you guys decide.

the, you know, the amount that we have available, I think it's most fair to do it in the way of, um, the, uh, percentage. Uh, because then we have, you know, because we don't have the kind of money to just say, okay, if there was 50 kids, you know,
We just don't have that. But we do have enough that we can have an equation that says, you know, um, you know, that's equal. But, you know, that would be, to me, that would be the best way to look at it because, uh, there's no way we can really match, uh, dollar for dollar. Uh, so that's, that's how I thought would be the best way to do it, uh,

Oh, okay. So, uh, when you calculated those numbers, are you, were you charging, I do understand we're doing the 16, but are you charging it per dollar? Are you doing 104, uh, times 16, or are you charging 208?
Uh, I'm looking at the fact that we have, you know, in that category, for a grant, we have, we have a lot of $10,000 to anyone that would qualify. But we also look at the percentage as well,
many people are affected, actually went through the program. Uh, so when we, when he came back with, you know, the, the, uh, the names and the locations, uh, it was far beyond, not far beyond, but it was, it was not as many kids as earlier anticipated. Okay. I'm hearing there's five other kids that we don't know about that he wanted to add, um, to that amount, but this is what we have in our hands today.

Um, if you include the four volunteers that are listed on this roster, that's only 17 youth that are literally in the diamond square CRA. And so it's up to the agency at this point, because I have a discrepancy now between rosters. And I also have a discrepancy between the budget that he also

I do believe he explained that rationale for, for the, the, the budgetary difference, but because the numbers don't tie, I'm not sure what I can give you as an accurate number at this point.
I just added the four kids that we knew stayed in diamond square. And I said at the last meeting, ‸ I would do that since Larry told me to go back and get kids from diamond square and give him a dollar per kid. That's what he asked me to do last time.
All I had them do was to add the four kids that live in diamond square three in the same house who served and one around the corner. I believe it stays on school street so that there were more diamond square kids there. That's all I did. As far as the discrepancy in the budget.

I like the formula, um, and being able to utilize that moving forward. Um, because I know that, you know, we're starting to dip into the contingency funds. We can't just randomly give out funding and having a formula. So I do like the idea of, um, looking at the 26% and
current motion on the table is for the 5,000. It's been seconded. Okay. The agency needs to vote on that. And if the vote is in the negative, then, then the agency needs to make another motion at that point.

So going forward, this is going to be our calculation. But everybody that, um, that's hosting kids. This is going to be our calculation, depending on how much money we have to give. I just want to make sure we're going to be across the board off time.
You would have to. They come as far as the next year's grants that would have to be part of the, the, the grant documentation is the proposal would have to. ‸ Detail it specifically, like you said, so we can do that for next year moving forward. Okay.

I could point out, as the chairperson was saying, this is kind of ‸ unusual situation. It's not really creating precedent because they had that unusual voting situation there

So it's kind of like a very unique circumstance here. So as noted by the pastor and by the chairperson, I think, I think it's kind of a unique scenario here. It's not going to create some precedent where this is the calculation every year. Hopefully this doesn't happen again.
