Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
97 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 10 voices separated from the audio.
19 short machine repair(s) (21 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.6% of 4,792 content words.
Dotted words (114 places) are ordinary wording differences: hover or tap to see the other reading.
97 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:17:24 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I wasn't sure what the intent was, but when I read through it, I just said there's a syntax error. It lacks basically a verb or an action item. So, it would be a scrivener's error that she would adjust because she was here at the meeting and she wrote the minutes.

As shown in the area, the site is located along the State Road 520, commercial corridor on the north side of West King Street, generally west of North Fisk Boulevard. And is already developed with an existing 2,400 square feet building and paved parking area. This site has historically been used for automobile sales

can recall it for other special receptions, they are similar with the auto repair. We do try to take that in consideration and we did add some conditions with this approval and seeking that the applicant will comply in the future. Just as a reference, he did not provide a sketch showing the parking or any activities or the ‸ display area. So, since we didn't have that information, everything I did was just based on the aerial pictures ‸ that I had available at the time. So, the conditions, part of those conditions is that he will have to provide a sketch, a conceptual plan, meeting those conditions, showing the parking is compliant, and then we can add that to the business tax

That's ‸ the environmental review that we do, such as, you know, use oils, anti-freeze, but batteries, solvents and tires. So, the staff has included several operational and environmental conditions that

special reception shall apply only to the automotive repair and tire cell service used describing the application by Brevard Auto Exchange LLC, the prospective new owner purchasing the business from all used cars,

shall not become effective until the applicant has secured all permits and approvals required for the proposed use, including any required site plan or zoning approval. Such approvals should be obtained within the six months of the board's approval and
this language, it is already part of our code. You know, we do require that, but I just want to emphasize. All tires associated with the tire cell service operation, including new, use, remove, or awaiting disposal tires, shall be stored indoors. No outdoor repair activity or outdoor tire storage displays permitted. ‸ Automotive parts, hazardous materials, and inoperable vehicles associated with the repair use should not be stored outdoors. The applicant shall maintain required off-street parking, a sketch showing emergency access, internal circulation, display cell area, in the required 16 parking spaces, including one handicapped parking space, shall be provided and demonstrated in ‸ compliance with article 12 of ‸ street parking loading regulations.

here we go. So, if the use is extended, enlarged, or expanded, additional special exceptions approval shall be required. The conceptual site plan based on area of photographs showing the site layout is included in your package as a ZBD, and should be binding upon the applicant except that minor modifications may be made during a site plan or BTR review process to conform to the city code or life safety requirements. So, failure to comply with these conditions or applicable city code requirements shall be grounds for enforcement action, including revocation of the special exception as authorized by law, and any other conditions if the the deem the board deem necessary. We can add. The applicant is here if you have any questions.

Yeah. So I guess we were getting confused with the question. So I just want to separate. So that has nothing to do with nonconformity. Like the, the issue that the properties on the South has nothing to do with the nonconformity for this business. Okay.

I think there was, uh, too many business. They were selling cars, used cars. So we have a special section of our code that addresses automobile sales and there's a restrictions to, um, this type of business. And one of the restrictions is the acreage. It has to be one acre minimum. And this property that we're discussing today does not meet that requirement.
for, for almost 40 years. Right. But if he, for, ‸ for some reason they discontinue the business or if they don't renew their business tax, we see, then they will lose the privilege to stay and

disposal of the bad tires to keep them from not being outside. That's not for like tires. That's not my trailer. Another company owns that trailer and they swap it out back and forth. That's the way I thought to keep it from being outside.

behind you. And they have either storage containers that are independent, like shipping containers. Or that type of container. So I don't have a problem with that at all. Not at all. I just wanted to know if it was going to stay there with the site.
Flag: words only one machine reading has (possibly not said); a language review questioned the wording · 00:22:25–00:22:32 · unresolved: the words are not shown (unclear audio); listen to the recording

No, I understand the logistics. But I was just saying when I was reading this, it said something about keeping everything. I didn't know if that was code or what. So. Um.
Like, like tractor supply, they keep hay, um, on the property in a trailer. Um, there are other, there are other options. And all of the businesses that are back behind that street, they have similar type storage. So I don't have a problem with it.
So we're storing the tires in an 18 wheeler, the disposable tires, and then the 18 wheeler, when it's full, gets replaced with another 18 wheeler for disposable tires.
Flag: words were replaced by a machine repair · 00:23:58–00:23:59 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
If I have to, that's no big deal. But logistically speaking, I ‸ got someway transport them at one point and I could have them already in the trailer ready to go so they can get swapped out. Either way. I
would say the other section of the code that requires you to properly dispose of things could override the interior storage because this is a fairly common thing when you have a commodity that needs to be recycled, whether that be ‸ car wash fluid or tires or oil, you know, you
Flag: numbers, amounts, negation or names differ between the machine readings · 00:25:00–00:25:04 · unresolved: the words are not shown (unclear audio); listen to the recording
waiting disposal shall be stored indoors. You could say that the 18 Wheeler is indoors. It's not outside. So I don't have a problem with it. I just want to make sure that we understand what that is so that later on someone doesn't come back to the city or to code enforcement saying that you're in violation. Okay. That's my question. Yes, ma'am. So is that acceptable? Indoors?
I think it is. I just want to highlight that the code does not have a specific language designated for the tires itself for ‸ storage. It has for the repair. Okay.

not aware of this issue before this evening. So I really can't comment on whether or not the, you know, maintenance of maintaining a 18 Wheeler on the property to store is really permitted under
the board should just maintain the conditions as written and, you know, we will have to determine if that's an issue with other sections of the code. Because, ‸ you know, ‸ I just do not know sitting here today. This is not, again, not an issue that I was aware of. Okay.
So can we base approval, like add that as another condition, basically? Or, I mean, like, you know what I mean? Like, put that as an additional condition that the

That's the whole spirit of this whole thing. It used to be a car dealership. Now it's a repair place and they normally want all the repairs to happen in the building. Right. They don't want you to have junky cars out in the whatever and all the stuff like that. So that's where I guess we were getting confused because this has come up before.
just again, I just don't want the business three or four months down the road to have to be faced with something that we could face and take care of in the beginning for him.
It's all interpretation of stored indoors. Okay. Right. So stored indoors to me is you're fine. Okay. But again, I'm just one person up here. I mean, ‸ but we

Yeah, correct. I would be most comfortable with that adding an additional exit condition that it has to pass city planning committee's approval because it is a little bit too vague right now. But and ‸ I'm with Pam and I don't, I don't want the applicant to have to wait
Flag: numbers, amounts, negation or names differ between the machine readings · 00:29:29–00:29:31 · unresolved: the words are not shown (unclear audio); listen to the recording
Like if we can solve it right now by putting that in here to say that ‸ pending your approval along with the other conditions that are already in there, it makes the most sense to me.
Okay. Okay. So I guess we can make a motion to, I'll, I'll make a motion to approve of the special exception to allow an automotive repair tire establishment with the following exceptions that are listed by the staff, but adding one. That says there has to be determination by staff if this 18 Wheeler can ‸ be a storage on the facility.
