Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
109 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
8 short machine repair(s) (11 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.9% of 5,251 content words.
Dotted words (167 places) are ordinary wording differences: hover or tap to see the other reading.
109 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:29:20 (16 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Thank you very much. Moving on to approval of agenda and minutes. I don't know if anybody needs time to review or look that over or if we could have a motion on that.
Today, we have an amendment to previously approved special exception on a request to allow structures exceeding 60 feet in height in the M2 manufacturing and industrial zoning districts. In the M2 zoning district, a principal structure over 60 feet is required to proceed through the special exception process. Under Article 17, Section 2, before any special exception is issued, the board must find that the request meets the governing criteria and that satisfactory provisions have been made.
in conformity with city code. The applicant is Air Products Manufacturing Corporation, and the project is a future industrial processing facility, which is a permitted use in the M2 district. The board original approved this original special exception on July 16, 2025, for one tower at 185 feet, roughly 12 by 16 feet in size, painted white, and illuminated at night. Tonight's amendment adds a second tower and adjusts the tower size to be approximately up to 20 by 20 feet in size. The towers are non-immissive cold box equipment, and

The height of the proposed tower shall be no more than 185 feet, including in any and all appurtenances, and that the tower shall be no more than approximately 12 by 16 feet ‸ and with them death and painted white. So the proposed uh towers are consistent with the scale of existing infrastructure in the area. Here is the summary of the amendments referred to earlier. The number of towers has changed from one to two. One tower will remain at 185 feet, which was previously approved, and the second tower is requesting a height of 75 feet. um the pertinences uh previously were inclusive. The heights were inclusive of those, and now they are exclusive with state and federal regulatory safety um equipment not exceeding an additional five feet.

on the south end, which shall be no less than approximately 300 feet in depth, and a storm water retention pond may be located within this buffer area, ‸ consistent with the environmental resource permit previously approved by the St. John's Water Management District, and any other conditions necessary by this board. um I remember the um the presentation from last year, and it wasn't, I had asked, um it wasn't one of the conditions, but I had asked if the uh the the employees that you're going
Okay. And the other question that I had is, I understand the height will have some variance based on railing or antennas or things like that. What will you do to protect protect these towers from lightning strikes? So
we'll definitely have an engineering design that will by electrical engineers that will make sure everything is properly grounded per the codes. um This is a high lightning area, so that's an area of concern that we will make sure it's designed correctly. And as far as going up to thethe towers, we will have you know all the upturns that we need to travel up and down the tower safely, including you know lighting just for safety.

Products. Number one, just to tell you a little bit about Air Products, who we are, what we do, and also be prepared to take any questions that that you may have. So with me, my role, I'm the Operation Director. So I have accountability for all of our air separation plants in the south, which is from Texas to Oklahoma, as far east as Virginia, as far south as Florida. So a pretty large footprint. I have a team that I lead of about 800 folks uh that operate our plants safely and reliably.

So Air Products, I mean, safety is our is our top priority. We don't do anything if we can't do it safely. So, and there's a moral responsibility for us. And we had we set the expectation with our employees that we want everybody to go home just the way they came to work. So safety is a top priority for us. And we make sure that all of our employees work safely and it's a condition of employment. And

Of that 2000 about 300, we own and operate ourselves. We do that in over 50 countries. And we've been doing it, except for over 85 years. And with the air separation plant, um it's a critical aspect for us um you know to operate these plants safely. But initially we're building this plant to supply uh liquid oxygen, liquid argon, and liquid nitrogen to the space coast, uh to this growing space industry. um That's the primary use of this plant. plant And um we will also serve our customer base in Florida, um in the medical industries and also food food and beverage as well. Those are the primary customers of this plant. And as I mentioned, we've been in the Orlando area over 40 years, safely. um No injuries to our employees, uh
So worst case scenario, um our plants are designed to be fail safe. And what that means is, um it's very highly automated. uh So if there is something that, either pressure that goes higher than these two or temperature, the plant shuts itself down and takes it to a safe state. um
Flag: words were replaced by a machine repair · 00:19:05–00:19:05 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
have a maybe a couple questions. So you mentioned air a couple times. I might have like a fifth grade science vocabulary. Is air oxygen or is air some ‸ kind of other compound that is not simply oxygen? It's
Okay. And then you said primarily, it sounded like especially in Orlando, as majorly food beverage, would be your sales or the people you're working with.
So your um press release that you did in April of this year announcing uh this air separation unit, the ASU uh process mentioned the products that you're going to be making. But what are the byproducts of this process? There
are no byproducts. We use water for cooling and all that water is um it's circulated and it's discharged per ‸ permit. So there's no byproducts that come out of the process. it's We bring in air, we separate it and we liquefy it and there's no byproducts.
Well, on maintenance maintenance events, so if we have to do work inside of cooling tower, we may have to drain it. But those are very um not frequent events.
Back again to my first question um about the employment. Thank you for um letting me letting us know ‸ that experience will be necessary for Coco residents. how How can um or what is there? Will there be a process to prioritize or to notify residents in Coco about the employment there and their requirements?
‸ absolutely. Yes, so we'll certainly follow our normal hiring practices and we'll put out notifications that we'll be hiring. And we do like to partner with local community colleges. um That's historically, that's what we've seen a lot of our successful employees come from those those areas, but we will be looking to staff these these roles um throughout the community.
No, so we, we in other places ‸ we have air separation plants, we tend to partner with the local community colleges yes as a feeder pool. So, because when we look to hire folks on these highly technical roles here so we partner with the local community colleges to help us find talented and qualified
While we're passing those out can I just ask, uh you mentioned there's an Orlando plant, what's the footprint of the two tower If they have two towers or potentially one tower what's the footprint and size of those towers?
Got it. And is the increase, is the increase like the reason you're coming back this year, is it just ‸ increase supply and demand kind of thing? you Yes. Okay, understood.
So, um I don't know if you've seen, um what we were just handed, but okay, so the, um concerned citizen has, um requested that, uh we consider, uh not allowing this, uh in an area that we could be affected by the air, the emissions, the sound and a possibility of a blow up.
with the noise ordinances of Cocoa. um so we will put all the, the main, let's call it, makers of noise, so to speak, or with the compressors and they will be enclosed in a building, um with insulation. So the sound of that building will be minimized and we will design it not to exceed

I'd like to make a motion. I mean, we're dealing with the height right now for our board. So I'd like to make a motion to approve, follow staff's recommendation to approve a request for a special exception to allow for two principal structures in excess of 60 feet in height for the M2 zoning district with the following four conditions that the staff has listed.
All in favor? Aye. Any opposed? ‸ Okay, that motion passes. Thank you very much. No other business listed on here. Next meeting date, Wednesday, October 21st at 6pm. Can I get a motion to adjourn?
