Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
214 suspect passage(s) marked in place; inspection incomplete: language review; 4 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
18 short machine repair(s) (20 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.4% of 7,985 content words.
Dotted words (208 places) are ordinary wording differences: hover or tap to see the other reading.
214 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (4 stretches). Something may have been said here that the transcript does not have:
00:00:00 (30 s) — neither reading has words
00:30:05 (32 s) — neither reading has words
01:02:27 (28 s) — neither reading has words
01:11:38 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

So that was the documentation that we have from Tom Wilkinson that he was advised that they are trying to secure the property. It just has not happened as of yet.
Someone says they're trying to secure the property. Are they saying they're trying to ensure the property is secure or acquire? That's just want to be clear.
Okay. Okay. Based on the evidence and testimony presented, which is incorporated into the order, I move to find a respondent in this case in violation of the city codes as charged. And that the respondent shall correct the violations no later than.

and if there are children on next door. So, that's my concern. And, again, that manifests into a manifestation on both sides going to your neighbors and kids.

If the boat was in the proper place and ‸ you actually answered the door when they came, you probably wouldn't even have this violation. So this is the one that could... That's easily cleared up. Um, the other one... Yeah, it takes a little while. Um... Now, question for you. That should be picked up by next week. Uh, how about the grass?
Wait, you look down here. I don't have... Um... I... Because I think... I think time will help if he already has somebody supposed to come pick up the boat. He said they're supposed to do it this weekend. And his age and his surgeries are a thing. Clearly, he tried to clear it up in, like, five hours. That's a lot from somebody that's 70.

Say that violation is gone. But now we work on the weeds. The grass and weeds. So... Tabling it... Okay. Now we're pushing it off. ‸ Then we still got to hear it. So... If we give him... 60 or 90 days... To clear that up. But... Again...
I wouldn't have a problem. But... We still need sufficient ground to table it. There's no need to table it. Because there's... There's nothing... No mitigated circumstances here.

at city hall. On the 3rd of February, um, I was assigned to this case. And on the 6th, I posted a notice of hearing on the property and at city hall. On the 9th of February, I received a call from the property owner regarding the posting. I explained to her that all the drywall work needed to be permitted and that she can apply for one via the internet on the city website. When she mentioned upcoming electrical work, I advised her to make sure the electrician pulls a permit or she, as the owner, will be held responsible. Uh, code board meet hearing for March was canceled. 30 April, um, I posted a notice, another notice of hearing on the property and at city hall. The property owner called shortly after to let me know her son has been trying to apply for a permit online, but was having difficulties. I can provide some insight into the background of this. The reason why our inspectors were there in October was actually this was a result of a structure fire.
by a handyman um per the fire department through the dispatch center. And so our inspectors went to verify the building after um the fire was done. And so the pictures that we have include the electrical being in a burnt state and then all of the uh ceiling being redone in one of the rooms. thank

Had had they ‸ come in, the the computer that we have for the residents to come in and pull the permit was down, but we could have assisted them to apply on their cell phone because it is a cell phone based also. us yes I totally understand that I understand that people can come in and do it. But if people actually did what they're supposed to do, we would not be doing this. ‸ so I want to give them the benefit of the doubt that they did try to get the permits they failed assuming that the system they were getting into was down

And since January of this year, we have had 809 cases that have actually gone through uh reviews and have been closed by our staff. um Our goal, as we all know, is voluntary compliance. And if we were to bring all 809 of these cases to you, um we might as well spend the entire weekend here um because that will be a very long night for all of us. So that is the goal of my staff to work with the the residents and work with the business owners, the property owners to come into compliance to not get to this meeting. This is the last resort ‸ in most cases for us to get here. But I wanted to share this with you because they have been working diligently to be proactive and to work with um those in the city to clean it up.
