V. Action Items:
1. Request Agency approval of a Commercial Façade Improvement Program (CFIP)
grant application for an amount not to exceed $20,000 for the property located at
1000 Holmes St Cocoa, FL 32922 and to authorize the City Manager to complete and
execute a CFIP Agreement.
Director Neuterman gave a description of the action item. She went over the proposed
improvements and gave background information regarding the business (Taste of
Elegance Commissary Kitchen) as well as their participation in the Upstart Program.
Erika O’ Neal and her husband were then given the opportunity to speak on the item.
Erika O’Neal spoke on the item and invited everyone to stop by and see the kitchen. She
explained that it is a commissary kitchen and it provides a service for businesses not only
in Cocoa but in Brevard County. Her husband then gave details regarding the proposed
improvements. Some of these improvements include landscaping, fencing, windows, and
signage. He then opened the floor up to any questions.
Director Neuterman took a moment to acknowledge that there are other businesses in the
Upstart Program that are using the Commissary Kitchen, so it is helping the community.
Some of the agency members asked for more details regarding the proposed
improvements. Mr. O’Neal responded that they will be using wrought iron fencing
(similar to what is in front of City Hall) and impact windows.

VI. Attorney’s Report:
VII. Updates and Staff Report:
1. Since she arrived late, Anita Gibson spoke under updates and staff reports. Mrs. Gibson
shared that she will not be moving forward with her application to Habitat due to the
money she is estimated to pay back. She then said that something needs to be done with
the old Dr. Joe Lee Smith Center. Mrs. Gibson then asked for an update on Stone Street
and Fiske Boulevard. Agency Member Brown acknowledged how she has brought up
issues with her application for a while now and hopes she considers more resources
before pulling the application out. Vice Chairperson Smith asked if there had been any
recourse, to which Mrs. Gibson responded that there had been no recourse . Board
Liaison Goins briefly added to the conversation before the President of Space Coast
Habitat asked to speak on the issue. She spoke on how the repair program works as
well as issues regarding the application . The reason as to why Mrs. Gibson will be
paying Habitat back was also discussed. She then suggested that the two of them meet
separately.
2. Board Liaison Goins spoke about the old Dr. Joe Lee Smith Center. They have been
looking for appropriation from the state, but it has been vetoed a couple of times . He
explained that it will be costly to rehab the gym and it could be 5-7 million dollars. As
of right now they are in limbo regarding what to do with the building, but conversations
are happening. Director Neuterman spoke on the possibility of the old Dr. Joe Lee
Smith Center becoming some kind of medical service. She explained that they have
spoken about bringing a medical center to the community, but nothing has materialized
at this point. Agency Member Moore asked for updates on estimates for refurbishments
at the old Dr. Joe Lee Smith Center and Director Neuterman responded that six or seven
years ago it was $2 million so she would guess that it would cost $5-7 million now to
mitigate any mold, roofing, etc . She also stated that we are not going to discuss
purchasing any land near the building until something is done with the center. Board
Liaison Goins spoke on issues with maintenance before discussing a potential deal with
Jeff Bezos that they had in the past. It has not progressed, but there was a memorandum
of understanding about 3 years ago. The Board Liaison noted that we have received
some money this year though. Agency Member Moore would like to revisit the Bezos
deal and have more information regarding it.
3. Agency Member Brown asked for an update on Stone Street and the homes being built.
The Board Liaison believes that the pedestrian crossing by Levitt Park is close to being
finished. So, they are working on that end , and they are starting on ours. It is being
Page 4 of 5
worked on, but it will take a few months. Director Neuterman will follow up with
Public Works for any updates regarding it. Information regarding the homes was
provided by Director Neuterman, she explained that they were pulling 5 permits at a
time and 8 are active while several others are in review. Agency Member Brown heard
that the homes came with garages but with no garage door openers. The Board Liaison
responded that the homeowners are having discussions with the City Manager
regarding this. Community Services Manager Justiniano informed the agency members
that the estimated completion for Stone Street is fall 2026.
4. The Chairperson asked for a timeline for when homes are supposed to be completed.
Director Neuterman responded that per the Development agreement, there are 18 -24
months after the development agreement is issued to complete them. As of now they
are on schedule.
5. With the CRA conference coming up in a few months, Director Neuterman asked for
a show of hands of who would like to attend. All of the present agency members,
excluding the Agency Attorney, raised their hands. Agency Member Robinson
responded on the phone that she would also like to attend.
6. Agency Member Moore asked if there was a deadline for a piece of property that the
CRA owns, Director Neuterman responded that there is no deadline.
7. Agency Member Moore spoke about the RICHES program. She had a discussion
earlier in the day with staff and Dr. Lester from the University of Central Florida. They
have accepted an invitation to do a History Harvest. Agency Member Moore discussed
the program and its importance for the community. Agency Member Moore is not sure
about the financials but thinks this would be a great opportunity. She then stressed that
there are many people who do not even know where Diamond Square is and this will
be a good way to provide historical information in an archived way. She was pleased
to see A Taste of Elegance come back today and believes that we can do better as a
board to create more exposure for the area. The Chairperson likes this idea and hopes
we take advantage of it.
8. Agency Member Brown wanted an update on signage in Diamond Square as well as
the Female Veteran’s Village. Director Neuterman responded that she will provide an
update soon. There is currently no update on the Female Veteran’s Village, and we are
looking at pricing for the other types of signage. The agency members then discussed
historical markers and how they have noticed it in other cities.
VIII. Next Meeting Date:
The next regularly scheduled meeting of the Diamond Square Community Redevelopment
Agency will be on Monday, August 17th, at 6:00 pm at the Cocoa City Hall unless a
business need arises earlier.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
197 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
19 short machine repair(s) (24 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.4% of 8,903 content words.
Dotted words (258 places) are ordinary wording differences: hover or tap to see the other reading.
197 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:06:17 (12 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

work at the building includes window installation, a digital business sign, fencing and landscaping. For those of you that if you drive on Fisk and and and Holmes you see the commissary kitchen there. That was a vacant property, vacant home building before they purchased the the building and they have made multiple improvements, both interior and exterior with the commissary kitchen. They have a very successful business in the commissary kitchen

and turned it into something that is functional and successful. Not only for herself and her family, but also for the residents who are using it as their commissary kitchen purposes so I do have miss O'Neill and her husband are here too and they would love to talk to you a little bit about their commissary kitchen
So first things first, good evening, everyone. we are back before y'all. It is about probably three years later, yeah that we came initially not knowing much about the facade grant, but here we are. Our building is complete. If you have not been in the inside, please make it your business to drop by a taste of elegance commissary kitchen just to see the work that we've done. So a taste of elegance commissary kitchen is a kitchen that is not only for us in our catering but I had a vision my husband and I to also provide that same service to other small businesses, whether it be, food trucks, hot dog carts, other catering vendors, anybody that's in the industry that needs a commissary kitchen so again I try to also push that upstart grant because when people come up under us, they qualify. Our address it now becomes their address, which brings in more business for the city. So that is something that we definitely try to do. Again, it's a service that we provide for, you know, those in the community
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:13:37–00:13:43 · unresolved: the words are not shown (unclear audio); listen to the recording
please like I said if you're in the area ‸ you pass by you know just knock on the door say hey I'm one of the city representatives and I'd like to come in I know not long ago, and we're in the newsletter, the city came by and did the visit it was really really impressed ‸ so but I encourage you all as a part of Diamond Square, so that you know where

definitely. So what we plan to do is, because it was an old building, it still needed some things to make it more efficient. So the windows will make it more efficient because we still have the old windows and That will give it a different appeal on that. offense on the outside
Flag: words were replaced by a machine repair · 00:14:57–00:14:58 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
is well needed. The sign is well needed so we can, you know me put things on there. Because we're still in the process of putting things together for summer programs, you know me couples night out, cooking classes. So it's a lot of things that we have that we can use the digital sign for. The landscaping
another added bonus for that corner. Since we're on the corner, you want the corner I was always told if you're on the corner lot you need to make it look nice sure
look more elegant, more presentable and a standout on that corner lot so if you have any questions I can answer any questions that you may have or my wife can answer any
and madam chair I'd elaborate on what miss O'Neill said about the other upstart recipients of diamond square there are several who are using her services there that are upstart recipients and so that's a it's a great partnership to ‸ have to help people get started in the in their business and and eventually move from something like this to a brick and mortar type of operation so it's a great opportunity

to go impact it's a little bit more that's why you know I mean when we presented it you know I mean when those costs I don't care how you look at it so that would be a bonus because if you don't put in impact you have to put in shadows and
I do want to re-emphasize the fact that we are always recommending other businesses businesses that want to be in the food service business to this particular commissary. There are a lot of people who want to come into the community and start businesses. And the commissary has been able to give them an address, as they said, that will make them qualify for

Yes, madam chair, we did have a late Arrival for somebody who wants to speak under delegations and and I would like to ask Anita Gibson to come to the podium Um because she does have an update ‸ on her status that she'd like to talk about ‸ tonight
Good evening, everybody. Sorry about the late arrival ‸ those circumstances beyond my control I'm going to speak very briefly because of time constraints Um, I just I can go into detail. I wanted to go into detail as to where I am with habitat But i'll just hit on three key points that I want to emphasize Uh, first of all,
uh Kate the service family service person um, the one thing I want to say very quickly and to the point is the fact that um It was said to me that this is a loan and it has to be paid back So I was on the wrong page initially in 2023 when I did the homeowners rehab with the city To have something done in my house

the question ‸ so, um The conversation was pleasant, but it did go Somewhat sour with me as far as being a professional person myself. So at this time, I want to Uh take back my application for the simple reason that low income No income is on somebody's scale or somebody's graft at habitat and I don't know what that looks like So i'll let that one die where it is second thing is that something needs to done
Flag: words were replaced by a machine repair · 00:22:29–00:22:29 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
Flag: words were replaced by a machine repair · 00:22:41–00:22:41 · machine repair: words replaced where two further machine readings agreed (not checked by a person)

It was never completed properly. So we always had to cease what we were doing. So there's never been a contract She couldn't even fill out the application and we can't pursue until we have a completed application So that's the first thing so then it would bounce back and forth between us and the city And we were asked if we could help in any way because she's been waiting for so long And I said well, we can put her through it But the application needs to be completed At that time charlene sat down with her and tried to complete the application. don't so once we have a one-year warranty and whoever did the roof would have typically it's five to ten years So we're beyond both of those things and it doesn't matter if you're a habitat homeowner or a homeowner in good standing This is our program If that answers it

uh, from um, you know uh, inviting people to uh, come to different locations whether it's a schoolhouse museum or a church uh, community center and inviting um, our community to come in and give um, their personal histories uh, it's something that they could utilize as family um, history uh, you know we have these different uh, resources that we go to to get our genealogy done. but This is of another form of that to me, because they actually leave you with something that that um, uh, drive that they once you do this or give a picture or do a or a history uh, they leave you with your account And you can use that as a family accounting for your family reunions,
community diamond square community can now go to and see what is diamond square all about who used to live here uh, why do we have certain things on certain corners um, all of those things are uh, are going to leave a footprint of what diamond square is all about long after we're gone from this board uh, long after those rda programs and redevelopment programs are no longer in existence, which they're trying to get rid of. Let me hit myself for that. but uh, but I hope that never happens but we all can be realistic and know that you know money is money and um, things are getting real real tight right now but uh, but it will give us an opportunity as a community for someone who, you know, they said Diamond Square, they'll know exactly what you're talking about. And if they don't know what you're talking about you have a resource to tell them well go look at this um, you know this website. And you're going to learn all about Diamond Square. You're going
learn about who was here, why what did they do why they were here um, ‸ every you know every history point that you can think of can be told to these individuals. Now, it's not going to involve us actually recording it. It's all done by the university. Students come in and they will do all the work. They will do the scanning. They will do the recording of oral histories um, and you have the opportunity to after you've done things with them to say oh yeah that's exactly what I was trying to say
so you have the right of first approval or disapproval or whatever it is you're doing on uh, with them now they will come into the community and tell the community you have a community meeting uh, about what it is so that people will understand what a history harvest truly is. And so they will have the opportunity to ask questions. They'll have opportunity to understand the whole process of how it all comes together so it's um, you know it's an opportunity to do um,
you may have cousins that lived in Sanford and you found out their their history uh, because they've done Sanford and so you know you know you may find that you are connected to more communities around in the central Florida area but it's an excellent program I know that it has to get approval uh, from the city manager and and make sure that we're all um, whatever kind of agreement we have to sign with the university all of that is done but um, but it's not going to um, be something that other than come from us as an endorsement come from us as something that we as a diamond square board I think could be very proud of because we would have um done to me reach one of those golden points in our plan and that is have that historical perspective of what our
