Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
156 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
17 short machine repair(s) (22 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 94.2% of 6,742 content words.
Dotted words (139 places) are ordinary wording differences: hover or tap to see the other reading.
156 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:50:59 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

for review and approval by city staff. And that's where leading up to leading us up to where we are today. And so also just a refresher of the concept plan that was approved as shown. It's generally depicted on the plan here to be constructed in accordance with the requirements set forth in the development agreement. The project proposes three different floor plans, each offering three different exterior elevations. So a total of nine different elevations among these lots to achieve architectural diversity and a broader range of choices for the residents. Each home will have a minimum of two and a half bathrooms and three to four second floor bedrooms.

And so on the site plan, it was reviewed by the development committee, including utilities, public works, fire, environmental control, and of course planning and was approved by all departments. The developer is providing a connection to the existing infrastructure, including drainage modifications and water, wastewater and irrigation connection. There are four existing oak trees on site. The developer intends to preserve and incorporate into the proposed lots. No tree mitigation was necessary and the developer meets the minimum tree and landscaping requirements. The tree palette includes the sea grape, the green and silver button would create myrtle cabbage palms and Christmas palms. The preliminary plat was also reviewed by the necessary departments and an outside third party surveyor to ensure compliance with state ‸ law.

that up is because of the material costs keep going up, and I'm just hoping that they'll stabilize for this, where you don't have to raise the prices of the houses if you have to because of material costs, so...
that, that was the reason that I had asked that. And I like the project. I think it's a, it's a very well-planned, and I think it's something that'd be an advantage for the Cocoa area. Uh, but, uh,

I thought I'd bring that up for the record because, you know, I'm real big on oak trees and I know your lots. They're not big enough for you to even consider them, but you might consider them along the roadway possibly. But that's another possibility of a tree. Uh, but, uh,

so the with regard to to certified recovery residences in particular the Florida statute that requires the city to adopt an ordinance that allows for a process for the reasonable accommodations, so that they can locate essentially in single-family neighborhoods, does specifically provide that a reasonable accommodation from the City doesn't excuse them from complying with any HOA regulations whether or not the HOA may need to make accommodations as well I mean the statute ‸ doesn't require that I'm not sure you know under the Fair Housing Act
Is that correct? so And if there's existing homes there in a multifamily area or or apartments can they be transitioned to accommodate this ordinance I mean can they create units available as this ordinance is proposing?

one thing I guess I should clarify for the board is the the the process for a reasonable accommodation is only open to those with disabilities. Or an organization that's serving exclusively those with disabilities and that is you know these requirements come out of the Americans with Disabilities Act and Fair Housing Act so this is not going to be available for just any organization that wants to house a number of unrelated people, let's say, in a single-family neighborhood. yes ma'am thank you very much you moving on to section 5 the tree board do you have anything I don't see anything under the tree board does anybody have any discussion
across the street from Murdoch's I was curious is that are they correcting something that's been broken there or does anybody know? yeah I was walking past every day as a city manager
and College Green I was around when that was built and I lived there and the oak trees I know I keep bringing them up, but that's what they put throughout that whole development. and they've gotten so big you cannot put your arms around the trunks I just thought I'd bring that up for attention to the board I mean we've got some big oak trees going on over there and I just don't want to lose that reputation and the heritage that we have the it was there was a couple of things but I don't want to take any more time to be able to leave early for a change. Thank you. No
