The City's record
What the City's record shows
Built only from the City's minutes (1656_CC_Reg_Minutes_01_09_2024.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
376 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 16 voices separated from the audio.
20 short machine repair(s) (24 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 94.5% of 16,744 content words.
Dotted words (414 places) are ordinary wording differences: hover or tap to see the other reading.
376 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
do in us and through us. We ask that you be in this place this evening ‸ because without you, who are we? We ask that you open doors that we cannot even see right now, that you squelch the things that are not of truth, and that you make those things that are in the darkness bright. We lean on you because you, if you were with us, who could be against us? We can't wait to see what you accomplish in this night. In your precious name, Christ Jesus. Amen.

question. All in favor of saying aye. Aye. And then nays. Ayes have it unanimously. Proceeding forward with Mrs. Rebecca Bowman, Finance Director. The floor is yours, ma'am.
Thank you, Mr. Mayor. Yes, ma'am. As part of the city's investment policy, there's a requirement to present to Council each year. Um, the results of the investments for the previous year. So, uh, our investment advisor, Mr. John Grady with public trust advisors is here to give you a brief presentation, um, to explain to you how we performed with our investments in the previous fiscal year.

during the presentation, we'll generally start with an economic update, uh, and then I'll present the results of your investment strategy. But if at any time you have questions or thoughts, please, uh, don't hesitate to jump in.
Thank you. Uh, and city manager, wouldn't good to see you as well, sir. Uh, so we'll jump right into this. And so just a couple of thoughts in it, and I want to be respectful of your time, but we've had an interesting, uh, year. And if we think back to one year ago, when I presented the overnight interest rate had

months, uh, inflation was 6.5% at the end of 2022, uh, where it had peaked at 9.1% during that summer, if you'll recall, uh, and GDP had had two consecutive quarters of negative growth in 22.

So with all of that said, from this slide, you see the first bullet point, has the Fed done enough to tame inflation, right? So we had inflation hit 40 year highs, uh, in the summer of 22. And the, and the Fed recognized at that point, and many argue maybe a little too late that they need to start increasing that interest rate. That's one of their ways to, uh, bring down inflation and sort of stem spending. Uh, and they were the most aggressive monetary policy from March of 2022, actually through July of this last year, uh, by increasing from essentially zero to ultimately

Uh, it may, by the way, the inflation, that monetary policy was the most aggressive, not only in decades, but potentially, uh, since the late 1700s, believe it or not, if you look at it mathematically.
And will we potentially have a so-called soft landing? Uh, or will we enter into a recession? Uh, and that certainly remains to be seen. And all of us,
on what's going to happen. And that leads to this third bullet point on this slide, which is the waiting game. I think the Fed would prefer not to wait. So they're doing what they can, not only from a monetary policy standpoint, but when you actually hear each Fed member speak, they do their own

the markets that they're going to do whatever they need to do to help protect the economy from entering in, uh, certainly from a, uh, more severe recession. So once they, uh, increase that rate, uh, now we're in a season, if you will, or a period of, okay, the markets believe that they've increased that rate for the final time back in July to the five and a half percent rate where we are now, that doesn't mean that they will not raise the rate. It's just that the market is in now anticipating not rate hikes, but rate cuts.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:06:50–00:06:56 · unresolved: the words are not shown (unclear audio); listen to the recording
I think thankfully, uh, and a lot of that has to do with the consumer. So I show this, uh, as an indication of what the market's expecting, but that doesn't necessarily mean this is what will happen. Uh, they could cut rates further, uh, or they may have to raise rates if we, uh, continue to see, you know, inflation above what the fed's preferred measure is. And,
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:07:40–00:07:42 · unresolved: the words are not shown (unclear audio); listen to the recording
so this just sums that up. This is the fed's dot plot. They release this each quarter. That dark blue line is the median of each fed member's expectations of where that rate, uh, will likely be in the future. And for full disclosure, this chart is notoriously wrong. Uh, it, uh, they generally get it wrong ‸ going up and going down. Right. So, so we'll see, uh, you know, will they cut rates? How much will they have to cut rates if they do? Uh, this chart is certainly indicating that, but
to is the green line. That's actually the market. So there are securities and transactions you can do, uh, that are, uh, indicate what the market expects from that overnight rate. And you can see that green line is much lower than the blue line. And what that is suggesting is that the feds may be predicting around a 0.75% rate cut the markets projecting much greater rate cuts, uh, for this year. So we'll see what happens again. A lot of
I think are going to be the two primary categories that we'll see. The other challenge from the fed, of course, is reducing that balance sheet that if you remember ‸ prior to the housing crisis
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:09:20–00:09:25 · unresolved: the words are not shown (unclear audio); listen to the recording
we're seeing are massive amounts of U S treasury bonds coming into the market. Uh, and that will play into supply and demand. In the meantime, foreign governments that have generally been big buyers of U S treasuries have backed off of their purchases. Uh, the good news from that is that that means that less demand forces interest rates higher. So when you're buying U S treasuries for your investment program, it's keeping rates higher than that, what they would be if there was a massive demand for those bonds. And
uh, GDP for the third quarter of this year, 4.9%. Uh, a lot of that had to do of course with consumers. We, as consumers have been surprisingly resilient in our ability to spend, um, and, and that is represented by this chart. The blue, uh, components of this chart represent us as consumers. And just a couple of notes for that third quarter GDP, uh,
The other primary part of that actually was business investments. And that's a good thing when businesses are investing, uh, and there's growth in that sector, that suggests that businesses expect us as consumers to continue to spend in the future. Uh, so that's a good indicator, uh, that we saw there in that third quarter. And we'll see these, we'll see the first reading of GDP for the fourth quarter coming out in the next week or so. Uh, so with GDP, just the highlight there is we, as consumers continue to keep the economy growing. That said,
we spend, we're using, uh, more and more of us are using credit cards to finance our, our living, so to speak. And CPI, this just shows us again, the positive with CPI is we've seen inflation come down quite a bit over the last 18 plus months. Uh, most recent reading,

part of that right now and has been, as we've talked about this actually at our last two meetings is the cost of shelter. And that's both buying a home as well as renting a home. And we know that that those costs continue to go up and up and up. And that is something that's a challenge for the fed because it can't necessarily control that. Um,

trying to do, uh, without raising that interest rate, that overnight rate too high, uh, to slow the economy down too much. Another good, another good part of the economy, uh, is jobs job growth, uh, continues to be fairly strong. Uh, 2.7 million jobs in 2023, uh, 216,000 jobs were created in December. That number was just released last week.
that said the trend, as you can see from this top chart on the left, is that the number of jobs being created each month is not quite as strong as what it was. If you look back over the last several months. And so we're seeing a downward

that was the same as November, very strong unemployment. We're really near 50 year lows. So a very strong labor market. And arguably this is what is continuing to allow us as consumers to spend,
as consumers, uh, through these higher inflationary times that we've seen in, in these last few years. So that's a bit of a summary of a few economic indicators. And what does that resulted in, in the markets?
we, if we look at it from a fixed income standpoint, these are U S treasury yields. We can see on this chart, this takes us back to October of 2022. And I know there's a lot of lines. So if we look at that, uh, the dark blue and gray lines, those are two year and five year U S treasuries. What we saw last fall coming through October through December, we can see rates starting to come down. That is a reflection of that expectation of an economic slowdown in 23. Then we had some
Flag: numbers, amounts, negation or names differ between the machine readings · 00:14:18–00:14:23 · unresolved: the words are not shown (unclear audio); listen to the recording
we can see a dramatic drop in rates. Uh, seems like a long time ago, but it was just last March when we had that banking crisis. And there was a systemic fear of run on banks. If you'll recall, the FDIC stepped in, the government stepped in, the treasury stepped in and restored confidence.
things in the economy, you can see rates moving back up from March really through October of this year. And then interesting, very much like we saw last year from October through currently, we're seeing a downward trend in rates again, reflection of potential slowdown in the economy. That said, when we look at all of that, if we took this chart back another a year earlier, these rates are still 300 to 400 basis points higher than what we saw two years ago.
a moment with your investment programs, your wealth balanced investment program has allowed the city to take advantage of these high rates, not being reactionary to the volatility that we speak about during each of our meetings, whether it's a banking crisis or fed moves or inflation numbers, but rather being disciplined and consistent, ensuring liquidity, focusing on safety and finding that balanced investment approach.
these yields because they are allowing for a significant increase in income in your investment program, certainly compared to two years ago, even a year ago.

quarterly on a formal basis. We have calls in between our quarterly meetings. The idea is to ensure that there's plenty of liquidity in your liquidity investments, which are bank deposits and local government investment pools. And then we manage a portion in three separate investment portfolios. And I'll provide a little description for each of these as we go through this, but wanted to give you a little bit of background on that.
the sources and uses of funds. So when are the, where are these funds coming from? And then how will they be used in the timing of those expenditures? Of course, the investment program is based on your investment policy statement,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:17:03–00:17:05 · unresolved: the words are not shown (unclear audio); listen to the recording
Council, I believe next month. It's a very well written statement. There's a few minor edits that are being recommended for your consideration. And then
market. That's why we like to start off with a bit of an economic update. So when we talk about strategy, hopefully that ties into those previous slides.
these three investment portfolios that you have. And that diversification really does help you to balance this out without trying to time the market, keeping ‸ assets short when short term rates are higher, trying to go out long when longer term rates are high,
your program is compliant with your investment policy. So with that, we'll jump into, I apologize, I talked through this slide, but we'll jump into your operating portfolio. So the operating portfolio represents around half, half of a little more than half of your investments that public trust manages. And
Flag: numbers, amounts, negation or names differ between the machine readings · 00:18:17–00:18:22 · unresolved: the words are not shown (unclear audio); listen to the recording
designed to provide liquidity longer term when needed. And so when we're meeting with Ms. Bowman and her team, we're ensuring that the assets in this portfolio aren't needed in the near term and can be reinvested out between one and five years.
‸ very consistent from quarter to quarter and year to year with slight changes, just based on market conditions. And about half the portfolio ‸ between one and three years, and then about 30 to 9, 40% in three to five years, and then a smaller allocation there, you can see just less than one year.
I wanted to highlight book yield and market yield. Book yield is what gives us an idea of what future income will provide from this portfolio. We can see that book yield actually doubled from 22 to 23. No surprise, because we were reinvesting in much higher yields. While the portfolio doubled, we actually reinvested around a third of the portfolio during that 12-month period.
we're not just going to start making big, big investment decisions. It's very strategic and balanced and maintaining the target duration, which this portfolio is two and a half years.
anywhere from 3.5% at the beginning of the year to more than 5% later in 2023 to provide that higher income opportunity for you. Very well balanced. There is actually close to 90% in treasuries, which is higher than maybe what we've seen in the past. A couple of reasons for that. One, agency notes, Fannie Mae's, Freddie Mac,
those yield spreads are very narrow and sometimes less than zero. And so in those cases, we'll always take a treasury over an agency. And then when appropriate, we can look at corporate notes, but those yields have actually been very compressed for quite a while. So we're very strategic when we look at corporate notes for our investment portfolios. And then also municipal bonds.
And just as a reminder, anytime we're buying an investment for your investment program or any of our clients outside of a treasury, it has to be approved by our credit research team before the portfolio managers can buy it. And what that does is it prevents a portfolio manager from buying a security just because it's permitted by rating or maturity. If it hasn't been vetted by a credit research team, that portfolio manager can't buy that security.
Your reserve portfolio. So this portfolio is structured based on the requirements of your outstanding debt. And actually each year, Ms. Bowman actually does a wonderful job of going through all of this different debt requirements and determines if funds can be moved from this portfolio into the operating based on your requirements in a year.
when we move funds away from this portfolio, if they're ‸ not needed within the reserves and move those over to operating. And we can invest those in the operating portfolio rather than the reserves portfolio. But again, designed really based on the requirements of your outstanding debt and what's in your trust indentures. Again, similar story, your book yield increase
Flag: words were replaced by a machine repair · 00:21:54–00:21:55 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
doubled during the fiscal year. We'll continue to see that improve as we see rates elevated and very similar duration and maturity structure as we can see in this ‸ bottom right hand chart.
Finally, the restricted portfolio. So your restricted portfolio is that it consists of funds that are restricted and designated for uses over time. So this portfolio has a slightly different structure. We can see from the chart on the bottom where you actually have around 27% of the portfolio maturing less ‸ than in a year. And so what we do here is we work with Ms. Bowman. We make sure that during our reviews whether or not any of these funds might be needed three months, six months, a year out. And if so, then we can plan accordingly and allow some of these assets to mature rather than selling them ahead of time and reinvesting as we do with the reserves and the operating. So slightly different strategy but still works and still allows us to capture yields out along the curve. The duration of this portfolio is a little shorter at two years but not too short. And again, these assets balance your liquidity funds that certainly have benefited from the Fed's moves from almost zero to five and a half percent.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:23:14–00:23:18 · unresolved: the words are not shown (unclear audio); listen to the recording
happens and by how much, your short-term assets will also reflect that decrease in rates much more dramatically and rapidly than your longer-term ‸ portfolios. These portfolios will protect in a downward interest rate environment whereas your liquidity funds have benefited from an increase in interest rates. So that's where that balance helps through the different interest rate cycles. And I don't want to forget to mention to highlight it because it's a wonderful thing and through the management working closely, the balance ‸ program, Ms. Bowman, thank you for calculating this, for all this, because it includes not only the funds we manage, but also the City's liquidity funds. Interest earned was around 2.4 million for the end of last fiscal year which is certainly significantly higher than the prior fiscal year and certainly the fiscal year before that. And so I think a lot of that credit certainly goes to Ms. Bowman and her team. We're fortunate to be a partner with the City and the finance team and manage that longer term that complements the shorter term investment program. And lastly, just to show us for compliance, the overall investment structure for the city. So you can see, thank you sir, thank you mayor,

go down, hopefully we've been able to capture enough of your longer term portfolios and higher rates and that will then balance that out. But wanted to ensure again that you're compliant. One last comment from my notes. Last year, the legislature and the governor signed House Bill 3. And essentially what that does is it requires public entities and investment advisors on behalf of public entities to make investment decisions with the primary factor of being a ‸ pecuniary or a financial decision. In other words, not buying, and I'll use a phrase of a green bond or
that's actually one of the recommended updates we're making for your investment policy. Just ‸ they added a new paragraph to the state statute. We thought it would be important to add it to your policy when you're going for an update. And so that's part of the recommendation. Again, well balanced program that the city has.

It got a better response from the viewing public. We didn't quite give as much money to the sharing center, but there's always next year to look forward to.

office of city council and mayor. There's a form that's in the charter. The ordinance, ordinances of the city also provide that the city clerk is the qualifying officer. This proposed amendment simply states, you know, issues that clarify the qualifying, which is understood if you read the city charter and

and filing qualifying papers designate designating the office under which they seek to be a candidate. ‸ And those qualifying papers have to include all the forms required by the Florida election code and the qualifying statement that's required by by city charter. The ordinance proposed ordinance goes on to state that the form will now be approved by the city council and shall require the candidate to like they normally do attest to satisfying the eligibility requirements under the charter and also explicitly states as set forth in the charter. If elected, they will maintain their council member eligibility requirements during the term of office.
deemed part of the city's election code. That's what this ordinance does. If the council passes this ordinance consistent with this ordinance, the city council will then take action by resolution to modify the qualifying statement. I provided a draft of the resolution just as background information in this item and also a draft of the qualifying statement. You ‸ will note that the qualifying statement that would be proposed actually serves two parts. One part ‸ would be it's informative as to what the existing city charter requirements are regarding domicile and then the legislative history behind ‸ the people's approval of the referendum of domicile. So it's very clear on the face of the qualifying statement what those requirements are. And then it goes through the attestation provision of the qualifying statement, much of which is currently required by charter and in the qualifying statement, but adds a provision that a candidate understands that if they are elected, they are required by charter to maintain their domicile.
council in writing that they're no longer domiciled and will forfeit their office, which is pursuant to city charter. If you can't meet the eligibility requirements, there's a forfeiture of office provision in the charter. So that's consistent with the charter.
If you move, you just agree that candidate agrees in advance that if elected, they'll just maintain their most current address with the city clerk. And that's that that that would be the proposed qualifying statement if the council is inclined to approve this ordinance.

Community Development District pursuant to chapter 190 Florida statutes naming the district describing the external boundaries of the district describing the function and powers of the district, granting special powers, designating five persons to serve as the initial members of the district's board of supervisors, providing a severability clause and

i'd just be happy to answer any other technical questions you have.
