Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
401 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 19 voices separated from the audio.
33 short machine repair(s) (40 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 88.9% of 16,012 content words.
Dotted words (406 places) are ordinary wording differences: hover or tap to see the other reading.
401 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
ask you that you be with our leaders as they make decisions tonight that will better the city of Cocoa. Thank you for everyone that's here to participate in the city's business. In Jesus' name we pray. Amen.

come out to an event animals, dogs in particular, they get more socially well-behaved when they are taken out amongst people and they see other animals. Dog parks are a good place for them to learn their social graces, but events like this also help the humans learn how to also be responsible. We very much appreciate that the City of Cocoa allows dogs in Riverfront Park and we ask ‸ that the public be responsible and pick up their poop because it's important. We all know everybody needs to pick up their poop. It's also good for the groundwater but

side of what I have to offer for anyone in our community or in Brevard County that has a cat or that is feeding cats that hang out outside. We do have $25,000 from the State of Florida spay-neuter tag, which we are offering for free to spay or neuter low-income kitties or people who are feeding outdoor kitties because we just don't want them reproducing. And we'll ear tip them and we'll give them a rabies shot as well because it's very important. as most of you know there is a rabies quarantine in an area off of Range Road in Cocoa right now.

fear of living in a neighborhood overtaken by prostitution, drugs, and the inability of her children to play in the park I do feel that taking back your neighborhood starts with you but I also support that our community and our police give our residents some backup. be passed along to the council indeed there is a city code provision just as was stated last week two weeks ago it was in the context of the homeless so I did address that in my email regarding the potential enforcement of that ordinance against the homeless and the case law that is coming down from the US federal district courts and US Court of Appeals regarding the homeless's eighth amendment right against cruel and unusual punishment relative to the enforcement of those types of ordinances under certain circumstances So

mean that's a little bit more detail but that is correct the courts do look at it under the ‸ prism of what other accessible areas are available to the homeless to engage in basically life sustaining activities and to the extent that they are available reasonably available the courts seem to take that into account relative to the enforcement of ordinances that you brought to the council's attention

and I'm thinking about other ways that I might be able to reach kids and turn them into more ‸ curious people. So what I plan to do at 321Think is offer classes, clubs, leadership clubs, women's, girls' leadership clubs, clubs on environment, military history, space history, just things to bring like-minded kids together. And so I'm offering free access to kids at COCO High, Emma Jewell, McNair, and I will run this class over and over again so I can ‸ show that statistic in a year, the ability for us to reach these kids. ‸ So anyway, we're going to have an open house on February 2nd. We're getting an awful lot of new development. Do we know if we're going to have to redraw the district maps? Are these going to be included in District 1 or are we going to have to take a look at the district maps again after some of these new homes get built?
And after the 2020 census and we get the numbers from the census department, typically it's about two years after, we hold a charter review commission for their realignment of the district boundaries consistent with the code and also with the voting rights consent decree.

was just going to say, I had encouraged Craig Dixon to apply just because of historical roots. And, you know, as a contractor and the work he does in COCO and just trusting his leadership. However, Trina Gillum had applied. Trina has been the chair of the Sustainability Advisory Committee.
She has really provided a lot of leadership on that committee. And certainly, she's done other things in COCO as well. So that's where my vote is going to be cast. And I know that she is unable to meet with the Sustainability Committee anymore because of a conflict with her work on that evening. So I certainly don't want to lose her. I know at the last, at our last council meeting, you know, we discussed that, you know, some of these committees that we're not able to keep them full. But I think it's really important to have new blood on these committees too, to have that increases interest. We're giving people, you know, I'm someone who believes in term limits. And I'm always excited when I see somebody new interested.
I think new blood is good. But at the same time, I think experience has a lot too because on some of these boards, when these, like, planning and zoning board and other boards like that, I think ‸ experience speaks a lot. So,

Okay. Technically, when you're dealing with the appointment of board members, it's a nomination process. Each council member has the ability to nominate somebody. And then after the nomination portion is closed, then the council votes on those that are actually nominated for a certain seat. So in this particular case, we have one regular member of the planning and zoning board. And we're having a little discussion. So let's put the technicalities aside.

If no other council members have, don't have any more nominations, then the council can make a motion to make the appointment based on the nominations that are on the floor.
But sometimes there are differences on who you may want to nominate for a specific seat. At which point each council member gets to throw a name on the floor. So
vote. Once the nominations are closed, ‸ you can make a motion to officially appoint one of those. If there's three votes to make the appointment, then there's no need to ‸ consider voting on the other person. The decision is made.

And the mayor? Ms. Gillum. Okay, it's not necessary for you to nominate since she's already been nominated. So you can close the nominations, and then you all have to decide whether Trina Gillum or Jerry Blanco gets appointed for the regular seat. And then you can address the alternate seats after you. And just to say
something about the process, I mean, the reason this process is important is nominating versus a motion is because you should never have to vote against somebody. That way you're always, you know, your vote is in the positive rather than the negative.

But the last sentence, the very last sentence on the legislation detail says, that this is a grant that combined with the community-based resiliency grant that was awarded at the 11-28 Council meeting will develop a future sustainability and resiliency plan for the city and local businesses. And I'm just concerned you know, as liaison to the Sustainability Advisory Committee that has been putting in a lot of time, a couple people that have really put in a lot of hours, Trina being one of them. So is there a plan for this group to work with that group and the work that we've already done?

Advisory Committee for the purposes of augmenting what their mission is and the purpose of developing a sustainable or resiliency action plan. So yes, we will. We are, you know,
get a better understanding of how the three grants will work together. and I think what we'll do is we'll report, Nancy, ‸ you think we could put together a report to present before the Sustainability Action Advisory Committee at its next meeting so there's a better understanding because we certainly don't want a duplication of effort ‸ but we also are recognizing that, you know, there's funds out there to help us achieve some of this.
think, you know, based on early meetings that we had, you know, when yourself and other members of the community came forward and requested the ‸ formation of a Sustainability Advisory Committee and those goals, they seem very parallel and consistent with ‸ what East Central Florida Regional Planning Council is doing as well as, you know, the DEO.

mentioned it at the last Sustainability Advisory Committee and we're going to mention it again. So, that's going to be Tuesday, February 12th at 6 p.m. And that will be led with East Central Florida Regional Planning Council. So, what we can do
is, maybe we can have the recording secretary post that more than one member of the Sustainability Advisory Committee will be in attendance. because we certainly would, the city and the Sustainability Advisory Committee would benefit from them attending this workshop because of the work that they've done And they would provide some very meaningful input because, you know, sometimes you roll these grants out and everything's, ‸ I can go back to ‸ when we did the Brownfields grant.
Well, here we have a group of very interested citizens that have a vested interest, time and effort that would be able to provide meaningful input as, you know, we move forward with the Central Florida Regional Planning Council.

One big change to this, which will come at the next council meeting, is a resolution to basically change the way we collect our money. Right now, the stormwater utility collects it on the water bill principally from our residential and commercial customers. Right now, they pay $7 per house. Commercial properties pay multiple of that based on their impervious surface. And that's our funding source. When someone moves out and doesn't pay their water bill, stormwater utility doesn't get their funding.

Okay. Thank you. The next item I had was, I know at one point, I think 2017 is the last time I remember, of the citizen reentry program. It is, why did that go away and what's the process of bringing that back?

‸ with a background that may be an impairment to their future employment, and thus they fall back into the same system. And so, out of that, we looked at what ‸ type of work could be done in the city that, you know, someone with possibly even low skills could just step in to earn a living and also receive some of the other social mentoring that would be necessary. Looking at some of those providers within the community,
the program. And so the city entered into a contract with them to, they would bring the ‸ prior offenders, we would supply the equipment, and then the areas to maintain, and the program got underway. It was successful, obviously, with the funding that we were providing for, you know, the inmates from the state prison system,

a time for a crew under the state's program. Under this program, we would have about three. And so that program was successful. There was even some media coverage on it as well. We expanded the program because learning that there could be some efficiency gain with a few more members when it comes to grounds maintenance. And so we expanded it, and believe it or not, ‸ the service provider ran into trouble getting qualified applicants. After a period of time, they actually, I believe there were six or seven that transitioned out of the program into private sector work. So, I mean, it was incredibly successful. Just they had a hard time continuously supplying the labor necessary to meet our needs within the city. Grass continues to grow. And, you know, as they're trying to work with potential candidates and get them on board, we ran into some problems. And we actually had to end that contract and go out for contracted services in the immediate timeframe to meet the needs within the city.
We've requested additional because it is a good value to the city. They've been reluctant to look at that. ‸ Apparently, ‸ the state prison system, when it comes to classification of inmates, the type we need has been difficult for them. And so the program's still out there. We have a working model.

I don't know. We might not do ‸ any planting that day, but the main focus is a lot of trash. There's a lot of things going on, a lot of homeless with, you know, leaving trash all over the place. We're going to try our best to clean up every street in that area. I think we should have, ‸ you know, around 30, 40 volunteer that day, hopefully.
Cost, and they're willing to donate all the trash bags and all the ‸ trash pickup, whatever they call, the claws. ‸ So, you know, our goal, you know, ‸ right now is to go into these areas and try our best to clean it up. We know we have issues in a certain

We know that. But us knowing that and not doing nothing about it is a waste of conversation. We need to get in and do the best job we can to help our police officers with some of these ‸ areas. Chief Cantaloupe, I know that I talked with John about some of the strategies possibly that would be organized soon. I would love to meet soon because a lot of residents are calling me or asking me when, where, and how are we going to get these things done. It's a lot of great citizens in these areas. A lot of times the bad apples overshadow that,
of the house. You know, they run to their car and just try to leave so that, you know, they don't, ‸ that's not the way you should want to live in a community.
at the community park. This park has been taken over by drugs, prostitution. ‸ So, we're going to do our best to get in their way and make them uncomfortable. And I believe we're going to do that.

in there and ready, we're going to look at possibly enhancing some of our permitting processes. I also attended a, well, this is just a webcast with the new Solar Together, the FPL Solar Together program.
that. That is where they are developing these solar farms. They're asking municipalities to make some, well, to make some promises, I guess, or to commit to using a certain amount of that energy. And then after so many years, that pays for itself. And you start to be able to harvest those cost savings from the sun. I bring that up because I'm also inviting Dr. Fenton to speak at one of our coming meetings. I've already mentioned it to you, Mayor. Dr. Fenton is the Executive Director of the Florida Solar Energy Center. And just to spend 10 minutes with us and really offer a vision of how quickly this disruptive technology is going to be changing our society so we can consider ways going forward to incorporate, again, those cost savings from the sun. And I also sent a letter to all of the residents in District 4.
point and emails. And I have a very long list of things I'm working on. So I'm hoping that people will be patient. Along with that, I also asked ‸ for resources, you know, for people with expertise because, I mean, that's, there's a lot to do in this job, believe it or not. I guess everybody up here knows that. But to increase bandwidth with research and, you know, resources from the community. So, of course, I was at the MLK parade with you guys.
I'll try to be real quick here. It's been a very busy couple of months or a month or so being elected to office. We've had our challenges and it's been, but it's been good. It's a good learning experience for a lot of us. ‸ But I do, I thank all our delegates for listening to us and understanding where we're coming from.

She was cooking breakfast for some of the scholars there at Emma Jewell. It was a nice event. We both spoke there and the kids really loved having us there. And I really like what's happening at that school. But myself, I'm going to be visiting all the schools within the city and talking to all the principals, just trying to find out where we are and finding out how we can help them and how they can help us and improve our community. As well, I want to thank our police department.

we need to come together as a community and see what we can do ‸ to try to curb some of these issues that are happening in our community. And there's just ‸ so much more that I can go on and talk about. But it's not about me. It's about us. And it's about us changing what's happening in our city. So I'm so proud of what everybody is doing up here. And I'm so grateful that I have the opportunity to work with everyone that's here. And I look forward to working with everyone here.
