Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
79 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 7 voices separated from the audio.
14 short machine repair(s) (18 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.3% of 3,158 content words.
Dotted words (65 places) are ordinary wording differences: hover or tap to see the other reading.
79 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:26:27 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Wonderful. Thank you very much. We don't appear to have any old business, which is always great news. And under new business, you already heard us discuss that. I apologize for that. It's time for our annual ‸ election of the chairperson and vice chair. The chair would like to nominate Dan to be the chair and Robert ‸ to be the vice chair. Do I have a second?
Wonderful. Thank you, gentlemen. All right. Moving on down, we have one special exception for 406 Florida Avenue. I'll turn that over. To the city. Good evening.

this property is mixed use. We received many questions in regards to what is a bottle club and watch actually what is our request. So I included a definition to try to explain what is a bottle club and to try to clarify what you actually approving tonight.
as a bottle club. In the business of furnishing premises where alcoholic beverages may be consumed. Furthermore, the state has a definition for bottle club and I thought that would be helpful to try to understand the difference between a bottle club and a bar because it's not the same. So according to Florida statute, a bottle club is defined as a commercial establishment operated for profit. Whether or not a profit is actually made where patrons consume alcoholic beverages that they bring into the premises. These beverages are not sold or supplied by the establishment. The patrons may either retain custody of their own alcoholic beverages or surrender custody to the establishment for dispensing on the premises. Additionally, the bottle club must be located in a building or other enclosed permanent structure. So it's not allowed to be outdoors.

allows the city to consider the provided parking space sufficient so they don't have to provide parking. So no impact on the existing refuse and service the area is expected. The properties that actually served by existing public utilities including water and sewer services no additional utility demands are anticipated. The existing building and surrounding landscape provided sufficient and has visual provided adequate visual screening. The property has sufficient open space and the proposed concept operates indoors. No use of the outdoors areas is planned as part of the proposal. So the only thing the planning and zoning requests and recommends is a

So on the side side of the property there's a driveway and we hope that the applicant can use that location to load and unload for you know for their tenants. So they can unload and load or if they have any delivery that that area will be utilized for loading. So we thought because we're a little concerned if they
