Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
592 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 29 voices separated from the audio.
59 short machine repair(s) (79 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.5% of 23,141 content words.
Dotted words (648 places) are ordinary wording differences: hover or tap to see the other reading.
592 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:52:21 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

And we're pleased to say staff reached out to some of our community partners, our business partners, and have raised the $4,000 without having to go into the city coffers. And so we just wanted to advise them of that tonight and, again, thank the community partners, and they are Mike Erdman Automotive, Jacobs Engineering, Waste Management,

it was my distinct honor and pleasure as the outgoing president of the Space Coast Fire Chiefs to be able to give out the awards for 2021. And it made it even more important for me to be able to do that because we were able to honor one of our own. Out of all the fire inspectors in Brevard County, our fire inspector, Sam Schuller. Come on up, Sam.
Flag: words only one machine reading has (possibly not said) · 00:09:45–00:09:46 · unresolved: the words are not shown (unclear audio); listen to the recording
Sam was recognized by the Space Coast Fire Chiefs as the Space Coast Fire Chiefs Fire Inspector of the Year. Uh, Sam has been a tremendous asset to the city, not only to us internally, but ‸ also externally to our business owners, our community partners and our citizens. Sam has worked really hard in bringing our current businesses up to the current fire code, working with our business owners to help them come into compliance. But more importantly, uh, in one month, Sam does anywhere between three to four hundred fire inspections here in our city. So, uh, I definitely keep him busy, but he has got such a great demeanor, working with our community and our citizens. And we're so proud of him for getting that award this year. So, Sam, congratulations.

My zip code is 32922. And I'm here tonight to talk about something that's just totally dear to my heart. And that is trees. It's the planting of trees and saving trees. And what brought this to my attention is when I drive out on 524, I've noticed there's a lot of development. And the development that's taking place is done in what's called clear cutting. And clear cutting, I know what it is, is it's the backhoes and bulldozers go in and they just cut down everything. There's not a blade of anything living out there. And initially, it probably is cost effective for the developer. But in the long run, clear cutting is astronomical
Flag: words were replaced by a machine repair · 00:14:29–00:14:30 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
cost long term. Because it creates so much damage to the environment. And not just to the environment within that area, but expanding outward, that it's going to cost more long term. So what's an alternative to clear cutting? One is ‸ that there's a number of communities that they have tree ordinances that are substantial, but yet reasonable. And in doing that, they section off certain areas of the area to be developed and save the native trees and shrubs. And in that way, it creates a lot of shade. And as we know in Florida, shade is really necessary to keep us cool. All of us have been in Florida for a long time. So we know that if you go out in the middle of summer and you move to shade, the difference in the two can be as much as 20 degrees.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:15:39–00:15:44 · unresolved: the words are not shown (unclear audio); listen to the recording
It's a big difference. So that area out on 524 is really going to be insufferable in the summertime. And that heat isn't going to stay there. It's going to dissipate throughout our whole city. So we need a really good tree ordinance, maybe to stop or ban clear cutting. And also to have a tree planting strategy. And a lot of cities are doing it a number of ways. Temple Terrace, Florida, they give out free trees to residents. And the city helps them plant the trees. But the resident helps take care of it. Other cities are just committing themselves.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:16:25–00:16:28 · unresolved: the words are not shown (unclear audio); listen to the recording
And they do it. So three things to just I urge you all to think about banning clear cutting, developing a good substantial tree ordinance, and to adopt a tree planting strategy. And thank you for listening.
I just I hope you'll stay for the when we talk about the urban tree management plan that we're going to vote on adopting tonight so we can talk about that a little more.

and I live at [address] and I represent a company called Solutions Environmental and Energy. And this evening I'd like to talk again about fluoride. Currently there are over 70 studies worldwide showing that fluoride reduces the IQ in our children. But even if fluoridation were proved safe beyond a reasonable doubt, it would still be in violation of the fundamental human right to determine what shall be done to one's own body. This is the most ‸ fundamental of the personal rights our Constitution was designed to protect. Without it, our other civil liberties are meaningless. It may not be abridged except when, and to the least extent, necessary to protect the equally important rights of others. Since tooth

for protection of others from those who have it or who may get it. Whatever the courts may decide regarding the niceties of constitutional law, the moral issue is clear. Fluoridation violates the most sacred laws of God and man. Safer, cheaper, and more effective alternative methods of administering fluoride are available. Thank you very much.

and we have also had a change in the Sustainability Advisory Board. And some of you already know that I have been spending more time in Titusville. And during that time in Titusville, it's been a very interesting experience to see how they do things.
had it on Saturday. They invited, it was public, anybody could attend. It was from 9 to 12, and there was a lot of community participation in that, meaning participants got to have a lot of say. It wasn't that there was a lot of participants, but it felt like ‸ there was a lot of participants because the whole city was there. So it was really, and I felt, a worthwhile event, something that I'm

have our own to start getting a conversation going in Cocoa about citizen priorities. And so we did that just on Saturday. And the props that I brought with me are not to go into them in any depth, but to let you know that citizens care about this enough to get together on a Sunday afternoon in the library and start talking about the priorities. So we want our city to join us.

trees, their current health and a number of other statistics as part of those trees. once this is adopted or are approved, then we can apply for reimbursement for that year too. And then

2022, and as a result of following the recommendations outlined in the 2021 Urban Forest Management Plan. At least 10 points accrued by undertaking the recommended activities would qualify the City for a Growth Award. In addition to acknowledging the City's efforts, receipt of Growth Awards may make the City a more attractive candidate for additional grants to plan to fund the planting of more trees.
Number one, a tree planting program for replacement of invasive species with native Florida trees in right of ways along roads would accrue eight points in the Growth Award program.

cocoa was not measured as a part of the tree inventory undertaken in the management plan and I tree canopy assessment is a free science-based software tool that could be utilized for this task
number three adopting a canopy cover goal for cocoa will give us a goal to strive for in tree preservation Per the plan comments, the current urban tree canopy percentage must be increased, not merely maintained.

that the recently enacted 2020 ordinance is working for the benefit of tree preservation while not hindering local development. At least three different tree tree tree tree
awards are available for updating the ordinance. Five, we support the City in allocating additional funding and in seeking more grant funding ‸ to increase the urban tree canopy to provide the numerous benefits of trees while buffering natural disasters and environmental devastation, thereby protecting the inhabitants of our city into the future. And there's one quote from the management plan that I found particularly helpful and would like to read.
year to increase the tree canopy and not merely maintain it. With more infrastructure and development increasing each year, the amount of natural areas and tree dominated locations become important to absorb rainwater that is deflected by impermeable surfaces as well,
along with providing shade and lowering the utility payments of surrounding ‸ structures. A correlation from development project and tree plantings should be established to maintain a favorable balance that buffers natural disasters, floods, and environmental devastation in the future. In closing, we support adopting the urban forest management plan and the City of Cocoa and being a tree city that models the countless benefits ‸ of planting and preserving trees. We encourage the pursuit of tree city growth awards in 2022.

where we own and control the trees. So um I was disappointed because um having studied environmental management that bigger picture and that you just referred to um is really important to understanding our ability to manage storm water to understanding our ability to keep down the urban heat island effect um to clean the air. All the good things that that trees do for us. so But I'm confident after having several conversations conversations with uh Bryant Smith that we are going to come up with a way to assess that, evaluate it, and track it. I mean that's the big thing you just want to track it right. So the other thing that had disappointed me about the plan was that they did include invasives in the when they talked about um the
variety of trees. And I would like to see the removal of invasives just like you pointed out. I would like that to be a high priority removing those because um they basically take up all the sunshine. They block out the native plants. And they don't have the root structures in most cases that we need to to maintain stable ground. um
this is another important reason, we want to look at the whole canopy and um we want to consider where we're planting our trees. It's called tree equity. And it's based on the studies that have been done over the last decade that showed that
that there's a connection between that tree coverage, that canopy, and the property values. So uh previously, um the Sustainability Committee had had looked at doing something like that. But um
tree equity in our plannings. Because we do have some areas that are more barren and uh would be enhanced. So I support this wholeheartedly. We also have, an I'll mention, an arbor day coming up, April 29th. So we'll be giving away some trees. Thank you.

um From that point, if, if he accepted it, we went through the process, we would have that easement. And regardless of whether the school board used it or not, or it served any purpose, the city would have that easement. It would ride with the land. council to seek a lease term in excess of one year. So we're hoping that the council will consider ‸ five-year term with four or five-year options. And in consideration of that, since we're already six months into an effective date that staff says would
time? ‸ Okay. That's the first thing. Second thing is ownership and inventory. Staff originally had the ownership to coincide with the lease agreement of one year and also an inventory of the assets, or I should say the collection that's not loaned, that there's loan agreements for, that collection have a um ‸ account or, you know, detailed records of that inventory within 90 days, which already with
that would be impossible for volunteer staff to ‸ do that in 90 days. um So for the ownership, instead of one year, we would like to ask the ownership be

that. I don't want it to be a uh stickler at this point. uh The last section is the fire inspection funding and repairs. Originally, when we went into the discussions, there are fire inspector, ‸ we didn't know that there was an initial fire inspection dated back in june 21. it only came to our attention when greg happened to be at the museum in December that there was an issue with the fire alarm system there. city staff, we were able to get a copy of the actual inspection report for the items that failed. And during that time, um staff already had made notations on the inspection we provided

And last month, a couple ‸ weeks ago, didn't have a meeting. So here we are. So on that aspect, we're hoping that the city would consider, since this fire alarm system hasn't worked for who knows how long, that they would ‸ consider funding that and having staff do that. In the meeting we had Friday, um it was kind of makes sense for the city to actually handle that because
If the funding was provided to us and then some other um entity came in for electrical reasons or such forth and mess with the system, we don't want to avoid the warranty on it, you know. So city staff said that would be something that they pretty much would have to do since it's integral uh for the building. I think that's all the points that were in the agenda. Did I miss something? Okay. So asking for council consideration on all the points.

So the issue for both sides, both parties, is is that we're conveying over a collection of property, and we don't know, in essence, what we're conveying over. And so the sooner you can get to the inventory, the better. um Again, their request is their request. So no comment on that. And then the repair and maintenance language issues just um in the city's judgment. And and obviously the city isn't going to be over there every day, and we'd use sort of a reasonable person's judgment with regards to those items there.

Yes, sir. Actually, we're going tokind of tag team this with Bryant, but first I want to clear up a fallacy or something that might be mistaken. The city and city maintenance cannot install a fire alarm system. That has to be done by a licensed fire protection specialist according to code. So Bryant's team over at Public Works, I don't want anybody to think that they're going to install that. They cannot do that. So uh I'll just go there with that. But yes, the the system that's currently inside the museum now is antiquated and outdated. So they cannot even get parts for that anymore. ‸ The panel,
in there that are non-functional uh cannot even be replaced. So it is a complete rework of the current fire alarm system that's in there to make it functional according to NFPA 1 and NFPA 101 and the Florida statute to meet life safety protection codes.

watch. So anytime that the museum is occupied with people in it, they must meet the requirements of the life safety code to have a fire watch. That doesn't go on in
to ensure that they fall within that compliance, uh to have a fire watch, and they've been very apt to that. There's a sign-in sheet that they basically do where they walk around the building, uh ensure that doors are not left propped open, look for any type of hazards. We've done some training with them. uh
have really worked hard to go over that program andand us do some training with them. So certainly that's one part of it, but that does not replace the fire alarm system. It has to be done. And at some point we will have to address that on the, and I say we, I mean my fire inspector, will have to uh address that with them to say, here's the time frame that has been laid out. You're not meeting that. You cannot occupy this building anymore. It's unsafe, not only to the public, but also to the people who are working inside that building.
Thank you chief. So, so, ‸ Mr. mayor and council here's the ask in terms of going back into negotiations that the lease term be five years with uh ‸ four ‸ five year extensions. um that in the lease, uh agreement, they be allowed a period of up to. You said three years. Three years to complete the inventory. um the maintenance and repair language,
um and again, it's not our intention to be over there every day, uh looking for gotchas there. So I think that's a pretty easy issue to clear up. And again, the ask is for, uh number four

Okay. Yeah, well, it's a revert‸ back to the city and also the language would would prohibit them from transferring to other entities, folks there. So, so I mean, again, the the the the central issue there is is that we won't know what the collections are, the inventory is until they complete it. So, so i I think that those are the the ask And then we would simply go back to the to the negotiating table to finalize the agreement and bring it back to you. ‸ Yes, thank you. We are updating the wording in our tiered structure for special events to include our for-profit organizations that hold smaller special events that are under 500 people to be then clasped into tier one instead of tier two. It just makes it more affordable for them to have an event at our facilities and we want to encourage more people to have events.

I'd like to announce that we're kind of doing a soft opening. This coming weekend, staff is doing testing on the kiosk that's been put into the wall in front of City Hall. They can pay by cash check or credit card. The credit card rates still apply because it doesn't matter.
But they ‸ would be able to input cash or check and still get a receipt. So, we're very excited about seeing this come to fruition. We're doing testing this week, and then we'll do an official announcement next week. Also, I'd like to announce that the Finance Department has ‸ received a certificate for achievement

Good news is we were just notified that we're going to be receiving a grant through the National Estuary Program for the Indian River Drive Water Quality and Resiliency Project.
Oh, sorry. The goal of the project is to elevate a portion of Indian River Drive down at Dixon. It's one of our lowest points. So, it'll help when we have storms to prevent the water from coming up. And then also to install a baffle box, an educational area there to help clean the water. That's one of our larger outfalls into the river. So, we'll have a pretty significant water quality impact in that area.

Okay. Here's my question. There was a gentleman that had one of those green bins and his bin maxed out. And, matter of fact, it went over top, but it was like a little hump, but it did not fall out of the bin. And that's the reason why I'm asking you this, is that it was assessed an additional fee. That's twice than what he actually pays. So, you get what I'm saying?
That's correct. So, as part of the new contract to help address some of those overloading areas, some of that, the ‸ residences or businesses are overloading and then other ones are illegal dumping. That's really an initiative to help clean up the city aesthetically. So, you put the burden ‸ on that owner to secure their dumpster or adequately size their dumpster for their use. So, they are allowed two overages without a charge, and waste management reaches out to them and lets them know.
on a couple of those, and the issue they're having is ‸ some owners are not following up. Most times, ‸ it's a result of the dumpster being too small, and they need to increase their service. But if they do have to dump it twice, they're charging them twice now.
I only have one thing. This Thursday, on the 23rd at 4 o'clock, we're going to have the ribbon-cutting ceremony of the new police department's substation, the Citizen Engagement Center at Provost Park. So, just everybody come out and check it out.

And there's some important bills that are present that you need to hear about in reference of sovereign immunity, where it applies to us as a ‸ city. When citizens want to sue the city, if a police officer runs over a pothole or whatever and it causes a car accident, just using that as an example. Or anybody with, say, public works hits someone. They want to sue us.

Maybe something, we worked something with KBB, with council members picking up trash in the community, because the, the, people was happy to see us out there picking up trash, especially on Blake Street. you, if ‸ you recall. And just to mention that one of the things I found, um, most interesting, I was so glad to see Abby there as well, is that was all about making the streets safer and vision zero. The goal of which is to cut down traffic fatalities to zero. Um, one of the ways you do that, so they offered us, you know, different ways, um, that you can actually curb traffic, that you can calm traffic. And one of those ways was by the medians and the kind of landscaping that you do. Um, and they have a whole formula for that. So, like, you know, just grass doesn't really do it, but there's actually some thinking behind doing, you know, bushes a certain height or whatever. So, um, I know we want to keep that in mind as we go through and make things more maintenance free.
So all those little things help. And it was a really interesting conference. Um, I also did the point in time count on the 31st, uh, with the Homeless Coalition. So I basically

Um, we also, and of course, you know, these are people and the only difference between these people, homeless people, once they have homes, they're no longer the homeless people. Um, and there are a lot of people there that really can be, uh, incorporated into our communities and, and, um, have better lives. Um, and I think that makes us all safer. Um, along those lines, uh, also working with, uh, Dr. Moore and Rob Cramp, um, we're looking at Orchid Lakes, which is a mixed income, um, income-based housing, 90 units, um, proposed off of
